St. Mary Parish Sheriff Mark Hebert reported the following arrests:
Jason Derouen, 36, of New Iberia, was arrested Thursday at 12:19 p.m. on a failure to appear warrant on charges of possession of Vyvanse, reckless operation and suspended license. He was released on $7,500 bond.
Sharon Pierce, 62, of 2994 Fourth St., Apt. A, Berwick, was arrested Thursday at 3:14 p.m. on a failure to appear warrant on charges of direct contempt, seat belt violation and failure to honor written promise to appear. She was released on $100 bond.
Angel Phillips, 42, of 211 Happy Acres, Baldwin, was arrested Thursday at 12:39 p.m. on charges of hit and run driving, no proof of insurance and reckless operation. She was released on a summons.
Kayla Hamilton, 26, of Theodore, Alabama, was arrested Thursday at 6:28 p.m. on charges of speeding and no proof of registration and released on a summons.
Peyton Ware, 21, of 1105 Garlotte St., Franklin, was arrested Friday at 10:19 p.m. on charges of speeding, open alcohol container, possession of marijuana and drug paraphernalia, and was released on a summons.
Earl Otis, 53, of 313 Talbot St., Franklin, was arrested Thursday at 11:53 p.m. on a charge of possession of stolen property and held with no bond set.
Matthew Johnson, 35, of Prairieville, was arrested Friday at 1:52 a.m. on a charge of remaining where forbidden.
Lindsey Cook, 33, of Sandra Court, Morgan City, was arrested Friday at 1:52 a.m. on charges of remaining where forbidden, resisting an officer with force and battery on an officer.
Cook was released on a $5,500 bond. Johnson was released on a $500 bond.
Joshua Bertrand, 39, of 1028 Levee Road, Morgan City, was arrested Friday at 12:50 p.m. on a charge of theft and released on a summons.
Zacolby Granger, 25, of Siracusaville, was arrested Friday at 4 p.m. on charges of expired license plate and suspended driver’s license and was released on a summons.
Stacey Skinner, 51, of Siracusaville, was arrested Friday at 4:12 p.m. on a charge of suspended driver’s license and was released on a summons.
Jackie Robinson, 26, of Beaumont, Texas, was arrested Friday at 5:32 p.m. on a Waller County district court warrant charging him with failure to appear on a charge of burglary of an inhabited dwelling. No bond was set.
A juvenile male, 16, of Bayou Vista, was arrested Friday at 6:39 p.m. on a charge of theft and released to guardians pending juvenile court.
Anthony Pinell, 29, of Pinell Marine Lane, Franklin, was arrested Friday at 8:12 p.m. on a failure to appear warrant on charges of domestic abuse battery, criminal mischief and criminal damage to property. Bond was set at $750.
Johnathan Rollins, 30, of Jeanerette, was arrested Saturday at 2 p.m. on a failure to appear warrant on a charge of criminal neglect of family and held on $4,721 bond.
Edward Gil, 39, of 1020 Kimberly Drive, Morgan City, was arrested Saturday at 8:48 p.m. on charges of speeding, aggravated flight from an officer, reckless operation of a vehicle with accident, attempted disarming of a police officer, resisting an officer and no seat belt.
A deputy reportedly observed a vehicle traveling 64 mph in a posted 45 mph zone on US 90 in Berwick and initiated a traffic stop. The driver of the vehicle sped up and continued east over the US Highway 90 bridge in Morgan City. The deputy followed the vehicle. The deputy observed Gil standing up through the sun roof of the vehicle while driving the car. Gil then drove off the roadway and into the swampy area along US 90 in Amelia. The deputy quickly exited the police unit and entered the swamp to assist the driver. The deputy found the driver, later identified as Gil, exiting the car. Gil repeatedly refused the deputies commands to keep his hands visible. As the deputy worked to detain him, Gil grabbed the deputy’s firearm. Gil was detained and transported to Teche Regional Medical Center for treatment. Following his release from the medical center, Gil was transported to the St. Mary Parish Law Enforcement Center for booking. No bail is set.
Michael Verdin, 38, of Gray, and Travis Theriot, of 1700 Saturn Road, Bayou Vista, were charged Sunday at 8:47 p.m. with impeding the flow of traffic and reckless operation of a vehicle. A deputy responded to a report of reckless driving on Saturn Road in Bayou Vista. The deputy located the two suspect drivers and identified them as Verdin and Theriot. The deputy found evidence that the suspects had attached the rear of their vehicles together with a strap and were driving in opposite directions in a tug of war in the street. Following the investigation, the deputy released Verdin and Theriot on summons.
Lamonica Charles, 32, of 105 Coulee St., Baldwin, was arrested today at 12:40 p.m. on a charge of violation of a protective order and held with no bond set.

—Possession of Schedule IV (Valium) with intent to distribute
—Possession of Schedule II (Adderall) with intent to distribute

—Conspiracy to enter contraband into a penal institution
Leandrea Fusilier, 32, 217 Deare St., New Iberia, was charged with:
—Possession of Schedule I (marijuana) with intent to distribute
—Possession of Schedule I (synthetic cannabinoids) with intent to distribute
—Possession of Schedule IV (Valium) with intent to distribute
—Possession of Schedule II (Adderall) with intent to distribute
—Possession of a controlled dangerous substance in the presence of a minor
—Conspiracy to enter contraband into a penal institution
A detective of the St. Mary Parish Narcotics Section reportedly received a phone call from Fusilier stating that she wanted to arrange a “drop off” of contraband items at the jail. The detective quickly determined that Fusilier had dialed the wrong number and initiated an investigation. The narcotics detective found evidence that Fusilier and Green were conspiring with Lewis, an inmate at the St. Mary Parish Law Enforcement Center, to have contraband delivered to the jail. Fusilier accidentally dialed the wrong number and contacted a narcotics detective to arrange the delivery of contraband. Fusilier arranged the meeting at a gas station in the Jeanerette area. Narcotics detectives then made contact with Fusilier and Green at the location. Fusilier and Green were detained. There was also a child in the vehicle at the time of the investigation. Detectives received consent to search the vehicle and located a brown paper bag containing synthetic cannabinoids, marijuana, Valium pills, Adderall pills, tobacco, and a cell phone. Fusilier and Green were transported to the St. Mary Parish Law Enforcement Center for booking. Lewis remains incarcerated. No bail is set.
Mykella Johnson, 30, of 1356 Joseph St., Morgan City, was arrested Saturday at 1:42 a.m. on a charge of possession of marijuana and released on a summons.
Chitimacha Police Chief Hal Hutchinson reported the arrest of Ionthia Sparrow, 34, of New Iberia, today on five Iberia Parish warrants charging her with failure to appear for trial on charges of driving under suspension, expired license plate, three counts child restraint violation, no driver’s license, expired inspection, altered tag, Failure to return a leased movable and failure to pay fine; failure to appear for arraignment on charges of issuing worthless checks; No bond was noted.
Franklin Police Chief Sabria McGuire reported the arrest of Colby Spain, 34, of Robertson Street, Franklin, Wednesday at 8:17 a.m. on district court failure to appear warrant on charges of criminal neglect of family. No bond was set.
Colby Spain, 34, of Robertson St., Franklin, LA, was arrested on July 5, 2017, at 8:17 AM, on warrants for the 16th Judicial District Court for failure to appear on traffic charges and for failure to appear on the charge of criminal neglect of family. Spain was booked, processed, and transported to the St. Mary Parish Law Enforcement Center.
Jovanta Henry, 24, of Bodin Drive, Franklin , was arrested Friday at 3:44 p.m. on warrants charging her with criminal damage to property and was held on $1,000 bond.
Irwin Francis, 48, of Pine Street, Franklin, was arrested Saturday at 1:29 a.m. on charges of possession of cocaine and released on $1,500 bond.

Deputy shot at during alleged vehicle burglary

An off-duty sheriff’s deputy was involved in a shootout with two persons in Charenton Saturday.
At about 5 a.m. the deputy exited a residence in the area of Chitimacha Trail and Flattown Road in Charenton and reportedly saw two persons near a parked vehicle, St. Mary Parish Sheriff Mark Hebert reported.
Both individuals fled on foot. The deputy gave identification as a law enforcement officer and ordered them to stop and they fired at him. The deputy returned fire. No injuries were reported.
During a search of the area, deputies located a subject and identified him as 24-year-old Terrel Williams IV of 204 Pickett Lane in Franklin. Deputies reportedly found evidence that Williams entered onto the private property and was attempting to steal the wheels from the vehicle. Deputies also located three active warrants for his arrest. Williams was booked at 1:53 pm on the following warrants:
—Warrant for failure to appear on the charges of battery of a police officer, resisting an officer, and criminal damage to property
—Warrant for failure to appear on the charge of criminal neglect of family
—Warrant for failure to appear on the charges of failure to stop at a stop sign and no driver’s license
Additional charges of trespassing and attempted theft are pending. The shooting remains under investigation.

Angelle: Post Deepwater Horizon rules in review

A review of offshore oil and gas drilling regulations imposed during the Obama administration is to be completed by the end of year, according to Scott Angelle, who was named director of the Bureau of Safety and Environmental Enforcement in the Department of the Interior in May.
The rules developed following the April 2010 Deepwater Horizon explosion, were implemented in April 2016.
Prior to his director’s job, Angelle was District 2 Public Service Commissioner. The Breaux Bridge native also served as secretary of the state Department of Natural Resources and as lieutenant governor.
Angelle’s new job is to make sure oil and gas operations on the Outer Continental Shelf are conducted safely and in an environmentally-responsible manner to secure reliable and efficient energy production.
Angelle is to visit locations on the Gulf Coast this week that include New Orleans, Houma, Morgan City, Lafayette and Houston.
Angelle contrasted the regulatory reaction to the Sept. 11, 2001, terrorist attacks on America that killed thousands to the aftermath of the BP oil rig failure that killed 11.
Air travel was shut down for four days after the terrorist attacks. The offshore rigs were shut down for six months after the spill.
“Looking at that example with one stroke of a pen attempting to shut down offshore drilling for six months seemed to be, from my perspective, an overreaction to the issue,” Angelle said in telephone interview Friday.
Inspections and reporting could have been increased after the Deepwater Horizon incident, he said.
“The easiest thing to is to just say we are closing the door and we are not going to let anything happen,” he said of the offshore shutdown.
The shutdown had a huge economic impact, he said.
“We certainly need to have appropriate rules and regulations. Just because we call it a well control rule doesn’t mean that it is the only way to control wells. It is just like calling something the Affordable Care Act doesn’t make it affordable health care,” he said.
“In my mind the well control rule aimed high and missed wide and needs to be reviewed,” he said.
Economics were left out the equation in developing the rules that are now being reviewed, Angelle said, and he is optimistic that if change is needed there won’t be any foot-dragging.
“I don’t think this administration has a high level of appreciation for bureaucracy,” he said. “We’ve already begun to start trying to map out a way to review it in a transparent way and at the same time not let it slip away.”
Angelle stresses the Gulf of Mexico is a world-class oil and gas field, but also in competition for drilling dollars across the globe.
“We need to think as managers of the Gulf that the government does not have the ability to drill wells and to bring resources to market. It takes companies who are willing to make those investments.”
The regulatory environment has been not been predictable in the past, he said.
“We are going to certainly reach out introduce reliability and reasonableness to the marketplace. I think you will see the investment return to the Gulf...,” he said.
“This administration recognizes that the Outer Continental Shelf areas of America are a big deal and currently about 97 percent of the production ... comes from the Gulf of Mexico,” he said.
“I think that bodes well for our economy,” he said.
Angelle said the Trump administration aims to open up offshore drilling in the Atlantic, Pacific and Arctic areas.
“We have a duty to demonstrate that we can do this in a safe way that is environmentally sustainable and unlock those resources,” he said.
President Trump is making it clear he wants the U.S. to be the dominant force in world energy production, he said.
Angelle also made the point that in 2016, revenue from deep water oil and gas production generated $2.8 billion to the U.S. Treasury.

Coming home again

The Rev. Wilfred Johnson was once in the shoes of the people he’s now dedicated his life to helping and hopes others will do the same. Officials hosted a mentor training session Saturday at Siracusa Recreation Center to help train people to assist ex-offenders in making a successful transition from prison back into civilian life. The program serves Iberia, St. Martin and St. Mary parishes and helps reduce recidivism by providing pre-release and post-release life skills and mentoring to incarcerated people. Qualifying dates set

Qualifying for the Oct. 14 primary election is set for July 12-14 at the St. Mary Parish Clerk of Court’s Office.
Hours are 8:30 a.m. to 4:30 p.m. including the noon hour at the clerk’s office in the St. Mary Parish Courthouse in Franklin.
Fees must be paid in cash, certified check, cashier’s check or money order. No personal checks accepted.
On the ballot are:
—District judge, Section 2, Division B. Fees for registered “no part” are $300; Democrats $600; Republican $525.
—Parish council members, Dist. 6. Fees are $115 for “no party”; $230 for Democrats; $201.25 for Republicans.
—City Marshal, Franklin. Fees are $75 “no party”; $150 for Democrats; $132.25 for Republicans.
In case of a runoff, the general election will be Nov. 18.

Banner-Tribune wins in 7 press association categories

Louisiana Press Association’s 2016 LPA Newspaper Competition was held Saturday in Biloxi, Miss.
Judges from Texas critiqued 2,408 entries from 47 Louisiana newspapers, publications and student publications.
The Banner-Tribune was a big winner in Division 4, with seven awards, including three first place honors.
Former reporter and photojournalist Colin Murphey was recipient of the Best Feature Story award for his reporting and photographs of the shrimp harvest in the local area.
Murphey also won the prestigious Gibbs Adam Award, along with Managing Editor Roger Emile Stouff, for a series of investigative reports on Quorum Health Resources, the management company at Franklin Foundation Hospital.
Also, Murphey was awarded Best Feature Photo for a shot of moving vehicle lights at night, and also three awards for Best Photo Package for his work on sugar processing, cane harvest and a neglected horse rescue.
Stouff received a Best Headline award for Murphey’s story and photos on the sugar cane harvest in St. Mary Parish.
First place awards were presented for the shrimp harvest, Quorum report and sugar processing.
Murphey has since moved on to The Daily Astorian, in Astoria, Ore., where he is a full-time photojournalist.

Police: Suspect arrested in Saturday night shooting; no one injured

Morgan City police have arrested a suspect in connection with a Saturday night shooting, during which no one was injured, police said in a news release.

--Jalen A. Walker, 25, of Fifth Street in Morgan City, was arrested at 10:14 a.m. Saturday on charges of aggravated criminal damage to property, aggravated assault with a firearm, possession of a firearm by a convicted felon, illegal use of dangerous instrumentalities, obstruction of justice, possession of a stolen firearm and disturbing the peace by fighting.

At about 11 p.m. Saturday patrol officers with the Morgan City Police Department responded to the area of Fifth Street in regard to a shots fired complaint. Officers arrived and learned that a physical altercation had taken place and one of the subjects involved discharged a firearm.

During the investigation, Walker was identified as a suspect. Investigators learned that the victims arrived at Walker's home, and physical altercation ensued between Walker and the alleged victims, police said.

After the altercation, the victims were departing the area when Walker allegedly entered the residence and returned outside with a firearm and shot at the vehicle as it was leaving the area. No one was injured as a result of the discharge of the firearm, police said.

The suspected firearm was located during the search and was found to be hidden in a manner to avoid detection and evidence that it was discharged was located. The firearm was found to be reported stolen and a criminal history check indicated that Walker was prohibited from possessing a firearm due to him being a convicted felon.

Walker was located Sunday in the area of Fifth Street and jailed. The investigation is still ongoing.

Two arrested in connection with excavator theft

A Berwick man was charged with stealing a mini excavator from a Morgan City business, and a woman was caught trying to move the stolen equipment, Police Chief James Blair said in a news release.

--Stephanie Crawford, 50, of Tower Tank Road in Morgan City, was arrested at 5:48 p.m. Friday on a charge of accessory after the fact to theft over $25,000.
--Jerry L. Percle Jr., 49, of Canton Street in Berwick, was arrested at 6:37 p.m. Friday on a charge of obstruction of justice.

The Morgan City Police Department Detectives Division began an investigation Monday in regard to stolen equipment from a local business in the area of La. 182.

Percle was developed as a suspect, and police found evidence linking Percle to the crime, Blair said. Percle was jailed on a warrant for theft over $25,000. Detectives learned that Crawford was contacted by Percle and was traveling to another location to move the piece of equipment, Blair said.

Investigators conducted surveillance on Crawford at which time she was observed traveling to a location in Ascension Parish and removing the equipment, Blair said. Investigators with the Ascension Parish Sheriff's Office assisted Morgan City Police.

When Crawford entered Morgan City a stop was initiated and Crawford was taken into custody. Investigators recovered a Bob-Cat 418 Mini Excavator valued at $35,000. The equipment was returned to the owner and Crawford was arrested and transported to the Morgan City jail where she was booked and incarcerated. A warrant was obtained for Percle’s arrest, and he was booked and incarcerated into the Morgan City jail.

Man gets 15 years hard labor for beating death of 'best friend'

A 55-year-old Morgan City man was sentenced Friday to serve 15 years in prison at hard labor for the 2013 electric guitar beating death of his friend, whom he'd been living with after getting out of a drug rehabilitation program. District Judge Paul deMahy sentenced Keith Allen Murphy on a manslaughter charge in connection with the August 2013 death of Robert Michael Gasek, 57, of Morgan City. The judge gave Murphy credit for time served since his arrest. Murphy was accused of striking Gasek with an electric guitar twice when the two men got into an argument at Gasek's home. CATHERINE WILLIAMS

Catherine Williams, 89, a native of Patterson and resident of Sparks, Nevada, died Saturday, June 16, 2017, in Nevada.
Visitation will be Saturday at St. Luke Baptist Church in Patterson from 10 a.m. until services at 2 p.m. Burial will follow in Shields Cemetery in Patterson.
She is survived by a daughter, Janice Gray of Sparks, Nevada; a son, Richard Williams Sr. of Centerville; and a host of grandchildren, great-grandchildren and other relatives.
She was preceded in death by her husband, her parents, three sons, a daughter and a grandson.
Jones Funeral Home is in charge of arrangements.
