Police: Teen charged with sexual battery

A Morgan City teen was booked on sexual battery, simple battery and simple assault charges stemming from incidents involving a female victim, Morgan City Police Chief James Blair said in a news release.

—Tre’veon Francois, 17, of Barrow Street in Morgan City, was arrested at 1:42 p.m. Friday on warrants charging him with sexual battery, simple assault, disturbing the peace and five counts of simple battery.

Francois was located and arrested in the area of Barrow Street on warrants. The warrants stem from a Friday investigation when officers responded to Tiger Drive in regard to a sexual battery. Francois was identified in the investigation. Francois allegedly committed a sexual battery on a woman, Blair said.

Police also discovered several other incidents when Francois committed batteries and an assault on the woman while causing a disturbance, Blair said.

The investigation continued and warrants were prepared for Francois’ arrest. Francois was jailed.

Blair reported that officers responded to 163 calls and reported the following arrests:

—Donshea Amos, 29, of Fifth Street in Morgan City, was arrested at 11:15 p.m. Friday on a warrant charging her with simple assault.

Amos was located and arrested at the police department on a warrant. The warrant stems from a Dec. 28, 2017, investigation when they responded to the area of Roderick Street in regard to a disturbance. Officers arrived and learned that Amos allegedly committed an assault on the victim, Blair said. The investigation continued and warrants were prepared for Amos’ arrest. Amos was jailed.

—Jerry R. Forbes, 17, of Terrebonne Street in Morgan City, was arrested at 9:11 p.m. Friday on a charge of disturbing the peace.

Patrol officers responded to the area of Front Street in regard to a disturbance. Officers arrived, and Forbes was identified as causing the disturbance, wanting to fight with other people in the area, Blair said. Forbes was jailed.

—Joshua P. Dehart, 24, of Katie Court in Morgan City, was arrested at 1:20 a.m. Saturday on a charge of disturbing the peace intoxicated.

Patrol officers responded to a business in the area of La. 182 in regard to a disturbance. Officers arrived when Dehart was identified. Dehart allegedly caused a disturbance with other patrons in the parking lot of the establishment in the presence of the officers, Blair said. Dehart was found to be in an intoxicated state. Dehart was jailed.

—Michelle Brown, 45, of Eighth Street in Morgan City, was arrested at 8 a.m. Saturday on a charge of battery on a correctional officer and two counts of criminal damage to property.

Correctional officers were conducting daily duties in the Morgan City jail when they encountered Brown in one of the cells. Brown had damaged jail property and allegedly committed a battery on the correctional officer, damaging glasses that belonged to the officer, Blair said. Brown was jailed.

—Jerry L. Norman, 55, of South Railroad Avenue in Morgan City, was arrested at 10:44 a.m. Saturday on warrants charging him with failure to appear to pay a fine and failure to appear to pay a probation fee.

Norman was located and arrested in the area of Arenz Street on warrants. Norman was jailed.

—Heather A. Spencer, 37, of Ninth Street in Patterson, was arrested at 2:32 p.m. Saturday on charges of domestic abuse battery and disturbing the peace by fighting.

—Aliya G. Green, 21, of Gen. McArthur Street in Morgan City, was arrested at 2:32 p.m. Saturday on a charge of disturbing the peace by fighting.

Patrol officers responded to the area of Fifth Street in regard to a disturbance. Officers arrived when Spencer and Green were identified. Spencer and Green were seen involved in a fist fight, Blair said.

Police learned that Spencer had committed a battery on another victim during the altercation, Blair said. Spencer and Green were jailed.

—Irvian A. Singleton III, 19, of Egle Street in Morgan City, was arrested at 4:49 p.m. Saturday on a charge of domestic abuse battery-strangulation.

—Diamond Thomas, 18, of Egle Street in Morgan City, was arrested at 4:49 p.m. Saturday on a charge of domestic abuse battery.

Patrol officers responded to the area of Egle Street in regard to a disturbance. Officers arrived when Singleton and Thomas were identified. Singleton and Thomas were involved in a verbal altercation, and both of them also committed batteries on each other, Blair said. Singleton allegedly began to strangle Thomas during the altercation. Singleton and Thomas were jailed.

—Jason J. LaFleur, 45, of Isle of Cuba Road in Schriever, was arrested at 1:12 a.m. Sunday on a charge of driving under suspension.

Patrol officers observed a vehicle being operated in the area of La. 182 with improper lighting. A stop was initiated when LaFleur was identified as the driver. LaFleur had a suspended driver’s license, Blair said. LaFleur was jailed.

—Phyllis E. Landry, 41, of Allison Drive in Patterson, was arrested at 2:31 a.m. Sunday on charges of DWI first offense, reckless operation of a motor vehicle, improper lane usage and no driver’s license.

Patrol officers observed a vehicle being operated in the area of La. 182 in an erratic manner, swerving from lane to lane. The vehicle then abruptly made a left turn onto the U.S. 90 down ramp and began traveling westbound in an eastbound lane.

The vehicle was eventually stopped on U.S. 90 near the Federal Avenue down ramp. Landry was identified as the operator of the vehicle. Landry was in an intoxicated state and performed poorly on a field sobriety test, Blair said. Landry also did not have a valid driver’s license.

Landry refused to submit to a chemical test for intoxication, Blair said. Landry was jailed.

—Brandon Gaudet, 28, of La. 317 in Centerville, was arrested at 9:39 p.m. Sunday on warrants charging him with probation violation and failure to appear to pay a probation fee.

Gaudet was located and arrested at Patterson Police Department on Morgan City Court warrants. Gaudet was jailed.

—Eros Broussard, 35, of Levee Road in Morgan City, was arrested at 2:53 p.m. Sunday on a charge of disturbing the peace intoxicated.

Patrol officers observed a man walking in the area of Federal Avenue that appeared to be in an intoxicated condition. Officers encountered the man, who was identified as Broussard. Broussard was in an intoxicated state, Blair said. Broussard was jailed.

—Burkin J. Dupre, 32, of Fifth Street in Morgan City, was arrested at 3:37 p.m. Sunday on a warrant charging him with failure to appear for revocation. Dupre was located and arrested in the area of Duke Street on a 16th Judicial District Court warrant. Dupre was jailed.

—Brennan R. Tabor, 30, of Hendricks Street in Patterson, was arrested at 8:24 p.m. Sunday on charges of driving under suspension, no insurance and improper turning.

Patrol officers observed a vehicle being operated in the area of Roderick Street that negotiated an improper turn. A stop was initiated when Tabor was identified as the driver. Tabor had a suspended driver’s license, and the vehicle he was operating did not have proper insurance, Blair said. Tabor was jailed.

—Chris J. Boudreaux, 51, of McDermott Drive in Morgan City, was arrested at 9:20 p.m. Sunday on a warrant charging him with probation violation and two warrants charging him with failure to appear for arraignment. Boudreaux was located and arrested in the area of McDermott Drive on city court warrants. Boudreaux was jailed.

St. Mary Parish Sheriff Scott Anslum reported the following arrests relating to east St. Mary Parish:

—Tyler Davis, 21, of Saturn Road in Bayou Vista, was arrested at 7 a.m. Friday on a warrant for failure to appear on a charge of simple battery and on a warrant for failure to appear on a charge of remaining where forbidden.

After learning of the warrants for his arrest, Davis turned himself in at parish jail. Davis was released on $3,000 bail.

—A juvenile male, 16, of Franklin, was arrested at 11:54 a.m. Friday on charges of possession of marijuana and violation of a controlled dangerous substance law-drug-free zone.

A school resource officer responded to a report of an illegal drug found at the St. Mary Alternative Program school in Verdunville. The deputy found that the juvenile was in possession of a small amount of marijuana, Anslum said. The juvenile was released to a guardian pending juvenile court proceedings.

—Michelle Dailey, 40, of Coor Road in Waveland, Mississippi, was arrested at 4:10 p.m. Saturday on a charge of possession of drug paraphernalia.

A deputy patrolling the Siracusaville area observed the driver of a vehicle commit a traffic violation and conducted a vehicle stop. The deputy spoke with the occupants, identified a passenger as Dailey, and received consent to search the vehicle, Anslum said.

The deputy located a syringe inside the vehicle and found evidence that the drug paraphernalia belonged to Dailey. Dailey was jailed and then released on $1,500 bail.

—Casey Larocca, 27, of West Napoleon Avenue in Metairie, was arrested at 8:51 p.m. Saturday on a charge of operating a vehicle with a suspended driver’s license.

A deputy responding to a call for service about a reckless driver located the suspect vehicle and conducted a traffic stop on U.S. 90 in Bayou Vista. The deputy identified the driver as Larocca and found that she was operating the vehicle with a suspended license, Anslum said. Larocca was jailed and released on $1,500 bail.

—Dylan Allen, 20, of Big Cross Road in Bayou Vista, was arrested at 1:21 a.m. Friday on charges of disturbing the peace intoxicated.

Deputies were dispatched to the area of La. 182 by Field Road in reference to a man staggering in the roadway. He was transported to a friend’s home, but later a call came in from the residents stating he was breaking things, Anslum said. He was jailed on $1,000 bail.

—Leon Peredo, 36, of Degravelle Road in Amelia, was arrested at 12:49 a.m. Friday on charges of battery domestic violence and domestic child abuse endangerment.

This arrest stems from an argument between Peredo and his wife with a child next to them, Anslum said. Peredo committed a battery on his wife, the sheriff said. Peredo was jailed on $6,000 bail.

Patterson Police Chief Janis Merritt reported the following arrests:

—Derrick G. Dugar, 29, of Morrison Street in Patterson, was arrested at 9:54 p.m. Friday on a charge of criminal damage to property. No bail was set yet.

—Gerald F. Conques, 57, of Railroad Avenue in Patterson, was arrested at 5:57 p.m. Saturday on a charge of simple battery on a juvenile. No bail was set yet.

Berwick Police Chief James Richard reported the following arrest:

—Michael Martin Jr., 34, of Second Street in Berwick, was arrested at 4:09 p.m. Saturday on a charge of simple criminal damage to property less than $500. Bail was set at $500.

Louisiana Spotlight: Legislators argue over budget no one wants

BATON ROUGE — Republican lawmakers in the Louisiana House passed a budget proposal that few appear to actually like because of the cuts it contains. Senate leaders don’t seem inclined to pass it. And the governor’s not interested in signing the spending plan if it reaches his desk.
Uncertainty clouds the budget debate as the state edges closer to the financial year that begins July 1. A special session on taxes is expected, but it’s not clear whether that will raise any additional money to stave off the cuts that are raising objections.
In the crosshairs — and anxiously sitting through the waiting game — are hundreds of thousands of people who rely on state aid: students whose college tuition is paid through the TOPS program, nursing home residents, parents of disabled children and the poor who rely on the safety-net network of hospitals.
Louisiana’s expected to take in $648 million less in general state tax dollars next year than the state received this year.
The problem is a self-inflicted one. Lawmakers passed temporary taxes in 2015 and 2016 to patch budget holes, and now those taxes — nearly $1.4 billion of them — are expiring on July 1. Other rising tax collections are offsetting part, but not all, of the gap.
Gov. John Bel Edwards wants lawmakers to replace some of the expiring taxes, but a special session earlier this year ended in stalemate. The Democratic governor wants another special session, with a final budget crafted then.
Lawmakers disagree on whether they should stall a budget until that special session, particularly when no one’s reached a tax deal, even in concept.
A $27 billion state operating budget scraped through the House on Thursday with only two votes to spare, on a nearly party-line vote of Republican support. One Democrat backed the spending plan and eight Republicans defected in opposition.
The proposal would cut public safety programs, cover only 80 percent of tuition costs through TOPS and steeply slash financing for health care services.
House GOP leaders called it a “responsible budget,” but that support came with a caveat.
They weren’t necessarily championing cuts to TOPS or reductions that health leaders have warned could devastate services. Instead, they were patting themselves on the back for spending only the dollars available and meeting the requirement of crafting a balanced budget.
“We have to live within our means,” said Appropriations Chairman Cameron Henry, the Metairie Republican who shepherds the budget through the House.
Even Republicans who voted for the proposal talked of holding their nose while they pushed the button. But they said lawmakers should pass a budget so they can pinpoint gaps they want to fill ahead of a special session.
“No one likes the budget. But what it’s going to do is identify the areas that we are short so people around the state can see that,” said Rep. Mark Abraham, a Lake Charles Republican.
Democrats who sought to stymie the budget bill called it cruel.
“You vote today to pass this budget bill out and we don’t raise the revenue, you voted for the cuts,” House Democratic leader Robert Johnson, of Marksville, told his colleagues Thursday.
“You voted to shut down hospitals, throw the elderly out of nursing homes, deny the sick treatment and, yes, break that promise to students all across Louisiana that they’re not going to go to school on a TOPS scholarship,” he said.
Henry downplayed the cuts’ impact, describing the overall reduction as about 5 percent of spending: “We’ll never get a perfect budget. Someone will always need more.”
Edwards trashed the proposal and said simply: “The Senate cannot fix this.”
Just how the Senate will handle this budget is unclear.
Senate President John Alario doesn’t like the way the spending plan looks now and supports replacement taxes to fill gaps. The Republican didn’t commit to whether he’ll push to advance the budget during the regular session.
“Whether we will pass the budget, I don’t know,” said Finance Chairman Eric LaFleur, the Ville Platte Democrat who handles the budget in the Senate. “The budget is not acceptable the way it is to anyone.”

Maureen McGovern, a multiple Grammy nominee, is among the performers who will come to Morgan City Municipal Auditorium for the Community Concert Association’s 2018-19 season.

Closing next season with their virtuosic blend of familiar country, bluegrass and Gospel favorites will be the Abrams, brothers and fourth-generation musicians, on April 6. They are the among the youngest to perform at The Grand Old Opry, and have been touring internationally for 16 years.

ROSE ANN STANSBURY WILLIAMS

January 20, 1930-April 22, 2018
Rose Ann Stansbury Williams, a resident of Morgan City, passed away on April 22nd in her home, at the young age of 88. She was a native and resident of Morgan City, born January 20, 1930 to Charles Stansbury and Rita Breaux Stansbury.
Rose Ann was a kind-hearted soul and was loved by all who knew her. She loved to read, sew, plant flowers and feed the birds. In her younger days she was an avid bowler and loved to travel with her bowling buddies. She loved LSU and the Saints no matter win or lose. She had a sweet tooth and loved her ice-cream and Hershey bars. Her favorite meal was boiled crabs and her face would light up when they were brought to her. But most of all she loved her children and grandchildren with all of her heart and will be missed dearly by them.
She was preceded in death by her husband, George A. Williams Jr.; parents, Charles and Rita Stansbury; brothers, William (Bill), Merlin, Huey, and Owen Stansbury; and sisters, Rita (Sister) Stansbury, Becky Stansbury Aucoin, Ella (Dodie) Stansbury Mensman and Wyanzie Stansbury Cousin.
She is survived by her children, George Williams III (Skipper), wife, Sylvia Schaub Williams, Tana Williams Allain, husband, Steve Allain, Sandra Williams Cazale, husband, Dr. John Cazale, Lisa Williams Deuel, husband, Capt. David Deuel USCG. Brothers, Jack and Dicky Stansbury and one sister Carol Stansbury Darcy. Grandchildren, Lt. Col (Retired Army) Cory Williams, wife Stacy Lantia Williams, Jenny Williams, Lauren Williams Rentrop, husband Dale Rentrop, Kristi Allain, Jodi Allain, Terri Allain, Chelsea Deuel, Zoe Deuel and 12 great- grandchildren.

ROELINA 'LENNIE' de WIT JACKSON

Roelina “Lennie” de Wit Jackson, age 94, passed away peacefully on April 17, 2018 in Morgan City, Louisiana.
She was preceded in death by her parents, two sisters and a brother in their native country, The Netherlands. Lennie is survived by her sister Nita who resides in The Netherlands, sons; Peter “Dutch” van den Aardweg and wife Sherry of Patterson, Gene Jackson and wife Adrien of Baton Rouge, Walter Jackson and wife Cindy of Lafayette, daughter Stella Prince and late husband Donald of Morgan City, as well as numerous grandchildren and great-grandchildren.
She was a friendly face in the lunch line at Patterson High School for many years as the school’s Dietician. Later bringing her charming smile to Patterson State Bank where she worked until retirement. Lennie adored being on the water whether it was swimming, fishing or riding her jet ski well into her 70’s. She also enjoyed bowling and dancing with a group of ladies who lovingly called her “Mom”. Lennie was a long time member of the Patterson Garden Club and always enjoyed picking “Yard of the Month”.
Although many people knew and loved her, most of her closest friends and family are already in heaven awaiting her arrival. Lennie spent her last years in the nursing home where she was the voice of many who were unable to speak for themselves. She served as resident translator and was loved by the staff.
The family has decided to have a private ceremony. Samart Funeral Home of Houma will be handling the services. In lieu of flowers, donations can be made to the Morgan City Health Care Center & Rehabilitation Center in her name.

CAROLYN ANN WATSON

On Thursday, April 19, 2018, Carolyn Ann Watson, a life-long resident of Morgan City, was called to her heavenly home at the age of 77. Her warm presence, joyful personality, and steadfast demeanor will be greatly missed by those who knew and loved her.
Carolyn leaves to cherish her wonderful memory, her daughter, Kathleen Watson; her son, Jack Watson and his wife, Holly; and five grandchildren, Maggie Hodges, Beth Watson, Olivia Watson, Abigail Watson and Bridget Watson.
She was reunited with the love of her life, Jerry Dale Watson; her father, Leonce Joseph Songe; and her mother, Margaret Aniese Adams.
Visitation was observed on Monday, April 23, 2018 at Sacred Heart Catholic Church from 9 a.m. until time of services at 11:30 a.m. Carolyn was laid to rest in the Morgan City Cemetery following services.
In following with Mrs. Carolyn’s wishes, the family requests that in lieu of flowers donations be made to the Catholic Daughters of the Americas.

ROBERT 'BOB' LEE JETT SR.

September 6, 1932 - April 9, 2018
Robert “Bob” Lee Jett Sr., 85, of Rogers, Arkansas and longtime resident of Louisiana, passed away Monday, April 9, 2018.
He was born September 6, 1932 in Morgan City to the late James Francis Jett Sr. and Winnie Mae Randall Jett. He is also preceded by his loving wife of 63 years, Joan Yvonne Jett; a son, Robert Jett Jr.; a daughter, Dana Lynn Jett; a brother, Pat Jett; and a great-grandson, Teddy Hensley.
Bob was a veteran of the Korean War. While serving in the Navy he enjoyed playing baseball for his ship, the USS Yorktown. Bob retired from the oil fields after more than 50 years of service. He was head of the Oklahoma Oilmen’s Association where he organized fish fries for local charities. Bob enjoyed golfing and spending time with his family, especially attending his grandchildren and great-grandchildren’s sporting events.
Survivors include a daughter, Roxie Hensley of Arkansas; a son, Ryan Jett Sr. (Amanda) of Florida; five brothers, Jimmy Jett (Sylvia) and Donald Jett (Cathy) of Morgan City, Ronald Jett (Frances) of Thibodaux, Tony Jett (Ann) of Georgia, and Fritzi Jett (Patsy) of Missouri; a daughter-in-law, Sandy Jett of Oklahoma; a son-in-law, Ron Hensley Sr. of Alabama; five grandchildren, Ron Hensley Jr. (Kelley) and Randy Hensley (Shannon) of Arkansas, Ashley Jett of Missouri, and Ryan Jett Jr. and Dalton Jett, both of Oklahoma; his great-grandchildren, Sara, Ellasyn, Carter, Grayden, Blake, Elijah and Tyler; and numerous nieces, nephews and dear friends.
A service and interment will be at 2 p.m. Sunday, April 29, 2018 in Morgan City Cemetery.

TOOTIE (EDNA MAE) RIBARDI

June 29, 1944 — April 18, 2018
Tootie (Edna Mae) Ribardi, 73, a resident of Morgan City, passed away Wednesday, April 18, 2018 at Thibodaux Regional Medical Center.
Tootie was born June 29, 1944 in Morgan City, the daughter of Davis Ribardi Sr. and Agnes Toups Ribardi.
Tootie loved spending time with her family, going to the casino, playing bingo and traveling.
She will be sadly missed and lovingly remembered by two brothers, John Ribardi and wife Bonnie of Bayou Vista, and Eddie Ribardi and significant other Debra Merchant of Patterson; five sisters, Evelyn Breaux of Oklahoma, Gloria Ribardi of Erath, Louisiana, Barbara Brown and husband Bruce of Morgan City, Suzie Stratton and husband Bee-Bee of Patterson, and Rhonda Wirtz and husband Rodney of Morgan City; brother-in-law, Freeman DeHart of Patterson; Morgan Bloyd; numerous nieces and nephews.
She was preceded in death by one brother, David Ribardi Jr. and wife Irene; and two sisters, Linda DeHart and Mazie Thompson.
Services will be held at 2 p.m. on Tuesday, April 24, 2018 at Twin City Funeral Home. Visitation will be held at Twin City Funeral Home from 10 a.m. until the time of services.
