Rhythms on the River continues each Friday through June 1

Attendees to the April 13 Rhythms on the River dance while The Don Rich Band performs in downtown Morgan City. The springtime music series began April 6 and continues from 6:30-9:30 p.m. each Friday through June 1 on Front Street between Freret and Everett streets. Remaining performances include Dustin Sonnier, April 27; The Sideshow Band, May 4; Nik L Beer, May 11; Damon Troy & Final Five, May 18; Jamie Bergeron & The Kickin’ Cajuns, May 25; and Deja Vu, June 1. Baldwin PD search for stolen truck

Baldwin Police are asking for the public’s assistance in locating a vehicle stolen Monday evening from a business on Main Street.
The blue and tan 2000 Ford F-350 was taken from the Baldwin Food Mart on Main Street around 7 p.m. on Monday. The pickup truck was last seen with license plate number C428887.
Anyone with information on the crime or the whereabouts of the vehicle can call Baldwin Police at 923-6938 or the St. Mary Parish Sheriff’s Office at 337-828-1960. Tips can also be submitted through the Sheriff’s Office app. You can remain anonymous.

Older Americans Month made official by local public bodies

A proclamation was signed at Franklin City Hall, Tuesday, proclaiming May as Older Americans Month.
The proclamation was signed by Franklin Mayor Raymond Harris, Baldwin Mayor Donna Lanceslin and St. Mary Parish President David Hanagriff.
The document confers on the elderly, for the month, efforts toward exceptional inclusion in local communities, and calls for a redefining of what it means “to age…for the better.”
Beverly Domengeaux, executive director of St. Mary Council on Aging said, “This says to the seniors, ‘I’m here for you,’ and Raymond, Donna and David, we really appreciate all you do for seniors, and have done.
“I want to thank you on behalf of the seniors, because we are a forgotten people.”

Adrian Jamal “Hooch” Green, 28, a native of Morgan City and a resident of Patterson, La., passed away on Wednesday April 17, 2018 at 3:45 p.m. at his residence.
Visitation will be observed Saturday April 28, 2018 at the Patterson Civic Center from 9 a.m. until funeral services at 11 a.m. Adrian will be laid to rest in the Home Industrial Cemetery in Patterson, La. Reverend Patrick T. Jones will officiate the services.
Memories of “Hooch,” as he was known to many, will forever remain in the hearts of his children, Adrian Jamal Green, Jr. and Grace’Lyn S. Green of Patterson, La.; his parents, Robert (Wanda) Green of Baldwin, La. and Kathy Thomas of Patterson, La.; his girlfriend, Cherie Hazel of Patterson, La.; one brother, Robert (Lynetta) Grogan of Bayou Vista, La.; two sisters, Krystle Green of Nashville, TN and Kendra Darby of Austin, TX; his maternal grandfather, Rousell Thomas St. of Patterson, La. and a host of other relatives and friends.
Adrian was preceded in death by his paternal grandparents, his maternal grandmother, four uncles, two aunts and a god-sister.

CHARLES EDWARD HALL, JR.

Charles Edward Hall, Jr., 45, a native of Pike, MS and a resident of Gray, La. passed away peacefully at 5:24 p.m. on Wednesday, April 18, 2018.

He is survived by his former wife Cynthia Newman of Franklin; three sons Charles E. Johnson of Morgan City, Jamal A. Hall and Avante’ Mason of Gray; daughters, Ashanta and Sametra Hall, Jasmine, Kayla and Jessica Johnson, Karisma Celestine, Amira and Alayla Mason of Gray; three grandchildren; three brothers, Lamon Simmons, Donald Nixon and Dennis Baker of Pike, MS.; three sisters, Danielle Nixon, Denise Baker and Amanda Moses (Javon); and a host of other relatives and friends.

Larry Milton Stewart, 47, a native of Terrebonne Parish and a resident of Gibson, La., passed away peacefully at 10:41 a.m. on Sunday, April 22, 2018.

Morgan City Council OKs tax exemption resolution

The Morgan City Council became the fourth taxing authority in St. Mary Parish to approve a resolution that parish leaders say will bring more industrial manufacturers and jobs to the parish.

Council members unanimously approved an industrial tax exemption resolution during Tuesday’s council meeting.

St. Mary Parish President David Hanagriff spoke at the meeting. Hanagriff and Parish Economic Development Director Frank Fink have asked each of the taxing authority’s within the parish to pass resolutions that would expedite the approval process for new industrial manufacturers seeking property tax exemptions.

Parish officials say streamlining the industrial tax exemption approval process will provide an economic boost to the parish in terms of investment and jobs created.

The Berwick Council, St. Mary Parish Council and St. Mary Parish School Board have approved such resolutions. The sheriff has agreed to the proposal as well. The Patterson, Franklin and Baldwin council have yet to approve resolutions on the matter.

Morgan City Councilman Tim Hymel, who’s also principal at Berwick Junior High School, said being a school board employee, it’s difficult to consider forfeiting property tax collections. But St. Mary Parish is already “losing so many people because we don’t have jobs,” Hymel said.

“I don’t think it hurts us as much as what some people think it does,” Hymel said. “It’s just a matter of trying to get jobs in our parish. And I hope this is an effective way to do it.”

Under the resolution, the parish president would have the authority to approve an industrial tax exemption for a new manufacturer to the parish. However, the parish’s economic development department must first study the projected economic impact a potential business would have on St. Mary Parish.

New manufacturers may get up to a 100 percent property tax exemption for up to five years, and a renewal of up to 80 percent for another three years, according to the resolution.

The impact must be a net positive to the parish for Hanagriff to grant approval of the exemption. The parish president would also have to discuss the results of that study with a designee for each taxing authority prior to approval, Hanagriff said.

At any time, the taxing authority could pass another resolution that would nullify the tax exemption resolution should an entity decide that the original resolution wasn’t satisfactory, Hanagriff said.

Also at Tuesday’s meeting, the City Council adopted a resolution to give preliminary approval to issue up to $1.65 million in excess revenue notes and incur debt for the purpose of acquiring and installing utility meters and related software equipment to implement an electronic meter reading program throughout Morgan City.

The notes would be issued at an interest rate of no more than 4.5 percent for up to 20 years. About $300,000 in city capital funds over a two-year period will contribute to the automated metering project. The H&B Young Foundation will provide another $200,000 toward the project. City leaders plan to spend about $150,000 per year on the project.

Having the automatic meter reading system in place would save the city on meter-reading costs in the long term, according to officials. The city had initially planned to just start with Lakeside Subdivision, but the estimated cost to implement the system throughout the city came back at an annual fee equal to the city’s cost to manually read meters, Mayor Frank “Boo” Grizzaffi said.

Officials expect the matter to go before the state bond commission for approval in June.

In addition to the resolution, the council introduced an ordinance Tuesday, as required by law, to authorize the city to issue the bonds.

In other business, the council

—Adopted a resolution authorizing submission of a grant application through the Louisiana Department of Transportation and Development Safe Routes to Public Places Program. The proposed $300,000 grant would help fund construction of a biking and walking trail near the Young Memorial college campus. Officials have plans to eventually build a trail around the entire city. South Central Planning & Development Commission is handling the grant application.

—Approved the finance committee’s recommendations to authorize the purchase of advanced metering infrastructure and software for automatic reading of utilities at a cost of $109,792 annually for 20 years from the utility fund, reinstate the 2 percent longevity raise for city employees effective July 1 at a cost of $86,090 for the remainder of 2018, allocate $2,414 per month from the general fund to lease six vehicles for the police department, and allocate $17,500 from the pollution abatement fund to purchase a sewer inspection camera.

—Approved organizers to hold the Seventh Annual Bayou BBQ Bash July 13-14 under the U.S. 90 bridge in downtown Morgan City. Third Street and Arkansas Street will be closed in that area from 4-10 p.m. July 13 and 7 a.m.-6 p.m.

—Approved the American Legion Riders to hold their 16th Annual Freedom Ride on May 27 in conjunction with Memorial Day weekend. The ride will begin at the Fallen Warriors Memorial by Morgan City Municipal Auditorium at 8:30 a.m. All vehicles are welcome to participate in the ride.

—Approved a resolution declaring April Fair Housing Month.

—Introduced an ordinance to adopt millage rates for the 2018 tax year.

—Approved liquor and beer permits for Comfort Inn & Suites.

JA of East St. Mary Parish celebrates 25 years

The East St. Mary Parish Chapter of Junior Auxiliary celebrated 25 years of serving the community on April 19 at Bay City Bistro in Morgan City. Members, present and past, gathered for the occasion. There have been more than 150 women who have served in the organization, as well as countless projects that benefitted the community.
At the celebration, the provisional class was presented as active members. Bonnie Blanchard, Angela Brinkley, Amy Clemons, Stacey Domangue, Anna Keathley, Jessica Martin, Lani McElroy, Lindsey Nolting and Selena Shannon have completed their provisional duties to become active members.
This celebration marked the end of the 2017-18 year.
Danielle Grow received the Finance Chair award. Alita Boudreaux and Ambre Wilson were awarded Most Service Hours. Attendance awards for making every meeting went to Nicole Cline, Amy Isham, Jessica Martin, Lani McElroy and Ambre Wilson. Provisional Member of the Year, voted on by the chapter, was awarded to Anna Keathley. Member of the Year, voted on by the chapter as well, was awarded to Nicole Cline.
The 2018-19 executive officers were installed at the celebration. They are Darby Ratcliff, president; Sarah Mayon, vice president; Jamie Keith, recording secretary; Ambre Wilson, treasurer; and Sheli McGonagill and Lani McElroy, membership and corresponding secretary co-chairwomen.
The East St. Mary Parish chapter was chartered by a group of women in 1993 and continues to grow and thrive throughout east St. Mary. Volunteers work throughout the year on a variety of projects that focus on local children and families in need of assistance.

Husband invites wife to join him watching internet porn

Police: Woman charged with 135 counts of child porn possession

Morgan City police have arrested a California woman on 135 counts of possession of pornography involving juveniles, a news release said.

De’Nika Turner, 25, of Barranca Way in Victorville, California, was arrested at 8:25 a.m. Tuesday on 135 counts of possession of pornography involving juveniles.

On April 10, investigators with the Morgan City Police Department Detectives Division initiated an investigation in regard to child pornography in the Morgan City area. During the investigation, an Egle Street home was identified and a search warrant was obtained.

On Tuesday, the Morgan City Police Department Detectives Division, with assistance from the Louisiana Bureau of Investigations Unit and the Lafayette Police Department, executed the search warrant. Turner was located and identified as a suspect. During a forensic review of Turner’s devices, she was found in possession of 135 separate files of pornography involving juveniles, the release said.

Turner was arrested and transported to the Morgan City jail where she was booked and incarcerated. The investigation is still ongoing.
