Harvey's impact to Tri-City area uncertain, significant rainfall still expected
Hurricane Harvey intensified as it steered toward the Texas coast on Friday, with forecasters saying it had strengthened to a Category 2 storm with the potential to swamp communities more than 100 miles inland.
The Morgan City area is still projected to get 6 to 10 inches of rain from Harvey during the next seven-day period, said Meteorologist Seth Warthen of the National Weather Service’s Lake Charles office.
Uncertainty remains over what Harvey will do after it makes landfall this weekend, Warthen said. It’s projected to “stall out over the coast” for a couple of days after making landfall in Texas, he said.
It should then either go back out slightly into the Gulf of Mexico and subsequently move northeast into Louisiana, or potentially stay on land and still move northeast, Warthen said.
“There’s still a little confusion on what exactly is going to happen the start of next week with whatever Harvey still is,” he said.
A coastal flood advisory is in effect through the weekend from Jefferson County, Texas, to the mouth of the Atchafalaya River due to potential storm surge.
As of 4 a.m. Friday, Harvey was centered about 180 miles southeast of Corpus Christi and was moving northwest near 9 mph with maximum sustained winds near 105 mph.
Harvey’s effect would be broad. The hurricane center said storm surges as much as 3 feet could be expected as far north as Morgan City, some 400 miles away from the anticipated landfall.
Duval Arthur, St. Mary Parish’s emergency preparedness director, said parish officials have declared a state of emergency as a precautionary measure in case they need to get additional equipment to be ready for any possible impact.
“We’re watching it carefully,” Arthur said.
Louisiana Gov. John Bel Edwards issued an emergency declaration Thursday, preparing the state for the possibility of flooding rains from Texas-bound Hurricane Harvey.
“This is a very serious storm,” Edwards said at a news conference in Baton Rouge.
In Morgan City, sand and sandbags will be available Friday under U.S. 90 on David Drive if residents need them, said Jean Paul Bourg, city public works supervisor and drainage district board member. Residents will have to fill their own bags and bring their own shovels.
City workers are also filling sandbags in case the city needs use those bags, Bourg said.
There will also be sandbag locations available at the Bayou Vista barn under the water tower on La. 182 and at Hanson barn located by La. 182 and Hanson Canal, Arthur said.
Sand and bags are available for Patterson residents at the fire station across the tracks on the corner of Veterans Boulevard and Progresso Road, Mayor Rodney Grogan said. More will be made available after lunch on Friday at the Public Works Department located on Taft Street across from Hattie A. Watts Elementary School, Grogan said. Residents must bring their own shovels.
Morgan City officials have checked to make sure the drainage pumps are working properly in the city and are adding three additional pumps to give the city more pumping capacity, Bourg said.
Officials plan to close the gate on Walnut Street canal in Lakeside Subdivision, Bourg said.
Construction has affected the pumping capacity at a station on Victor II Boulevard.
“We’re not 100 percent over there, but we’re adding pumps. And we did some modifications to the drainage canal to assist that station,” Bourg said.
The slow-moving hurricane could be the fiercest such storm to hit the United States in almost a dozen years. Forecasters labeled Harvey a “life-threatening storm” that posed a “grave risk” as millions of people braced for a prolonged battering.
The storm has the potential to produce winds hitting 125 mph and storm surges of 12 feet.
Landfall was predicted for late Friday or early Saturday along the central Texas coast, between Port O’Connor and Matagorda Bay. The stretch of coastline spans about 30 miles roughly 70 miles northeast of Corpus Christi.
“We’re forecasting continuing intensification right up until landfall,” National Hurricane Center spokesman Dennis Feltgen said.
Harvey grew quickly Thursday from a tropical depression into a Category 1 hurricane. Early Friday, the National Hurricane Center reported it had become a Category 2 hurricane.
Fueled by warm Gulf of Mexico waters, the storm was projected to become a major Category 3 hurricane before it makes landfall. The last storm of that category to hit the U.S. was Hurricane Wilma in October 2005 in Florida.
All seven Texas counties on the coast from Corpus Christi to the western end of Galveston Island have ordered mandatory evacuations of tens of thousands of residents from all low-lying areas. In four of those counties, officials ordered their entire county evacuated and warned those who stayed behind that no one could be guaranteed rescue.
Voluntary evacuations have been urged for Corpus Christi itself and for the Bolivar Peninsula, a sand spit near Galveston where many homes were washed away by the storm surge of Hurricane Ike in 2008.
Harvey stops some offshore oil and gas drilling
NEW ORLEANS (AP) — The Latest on Louisiana's preparations for heavy rains as Hurricane Harvey moves toward Texas (all times local):
4:30 p.m. Wednesday
Some offshore oil and gas operators are evacuating platforms and drilling rigs in the Gulf of Mexico ahead of Hurricane Harvey. But many others don't appear to be affected as of midday Thursday.
The federal Bureau of Safety and Environmental Enforcement, which regulates offshore drilling, says it estimates just under 10 percent of Gulf oil production had been stopped, and less than 1 percent of natural gas production. The statement from the agency's New Orleans office says workers have been evacuated from 39 of the Gulf's 737 production platforms and one of approximately 30 drilling rigs.

Louisiana Gov. John Bel Edwards has declared a state of emergency as the state prepares for possible heavy rains from Hurricane Harvey.
Harvey was expected to hit Texas late Friday or early Saturday. Forecasts say parts of Louisiana could see 10 to 15 inches of rain over several days. But officials stressed that Harvey's long-term path was uncertain. It could stall after landfall, and might move east.
Maj. Gen. Glenn Curtis of the Louisiana National Guard said the state has positioned six boats and 15 high-water vehicles in the New Orleans area and can dispatch more to other parts of the state if needed.
In New Orleans, where flash floods Aug. 5 revealed drainage pump problems, Mayor Mitch Landrieu urged vigilance, saying improvements continue but the system remains below full capacity.

A Texas-bound hurricane is raising flood fears in Louisiana, with forecasters saying it could bring well over a foot of rain in the coming days.
At a Thursday news conference in New Orleans, Mayor Mitch Landrieu urged residents to keep storm drains clean and watch local media for updates on Harvey, which reached hurricane strength at midday.
Flash floods Aug. 5 caught sections of the city by surprise, revealing problems with the system of pumps and pipes that drain the city.
Landrieu said Thursday that improvements are ongoing. But the system remains below full capacity.
Other parts of Louisiana, where disastrous storm flooding hit just over a year ago, were watching Harvey as well.

Gov. declares emergency; La. watches Texas-bound Hurricane Harvey
NEW ORLEANS (AP) — Louisiana Gov. John Bel Edwards issued an emergency declaration Thursday, preparing the state for the possibility of flooding rains from Texas-bound Hurricane Harvey.
"This is a very serious storm," Edwards said at a news conference in Baton Rouge.
Forecasters said the center of Harvey, which reached hurricane strength Thursday, was expected to hit the Texas coast Friday or early Saturday. Heavy rains are expected to extend into Louisiana as its winds spin counter-clockwise, carrying water from the Gulf of Mexico far inland.
National Weather Service forecasts had rainfall amounts as high as 15 inches in southwest Louisiana over the next seven days, and up to six inches in the New Orleans area.
"It could be a lot more. It could be next to nothing," Barry Keim, the state climatologist at LSU, said in a telephone interview. "There's potential for some very, very big rains, depending on the track of the storm."
Edwards, who dealt with disastrous storm flooding in parts of south Louisiana just over a year ago, was accompanied by Maj. Gen. Glenn Curtis, head of the Louisiana National Guard, who said the state has positioned six boats and 15 high-water vehicles in the New Orleans area and can dispatch more to other parts of the state if needed.
In New Orleans, where flash floods Aug. 5 exposed numerous problems with the pumps and pipes that remove floodwaters, Mayor Mitch Landrieu said improvements have been made and are ongoing.
"We remain in a state of diminished draining capacity," Landrieu said. He said capacity has been increased since those recent floods and that 105 of 120 pumps are working. He also noted that intense and prolonged rain can flood parts of New Orleans even when the system is at full strength.
When heavy rain two weeks ago flooded streets and buildings in parts of the city, initial statements by city officials that pumps were working at full capacity turned out to be false. Not only were some pumps out of service, there were problems with a turbine that generates power for the system.
The head of the city's Sewerage and Water Board has since resigned, and a six-member emergency team is overseeing improvements.

Police: Intoxicated suspect caught with drugs
An intoxicated woman was arrested Wednesday after Morgan City police found multiple drugs on her following a complaint from a business owner, Police Chief James Blair said in a news release.
—Paige Mabe , 28, of Fourth Street in Berwick, was arrested at 10:38 p.m. Wednesday on charges of possession of marijuana, possession of cocaine, possession of buprenorphine, possession of drug paraphernalia, violation of uniform controlled dangerous substance law-drug-free zone and disturbing the peace.
Patrol officers responded to a business in the area of Federal Avenue in regard to a person who appeared to be intoxicated. Mabe was located and identified as the person in question. Mabe was found to be in an intoxicated state, Blair said.
She was also found to be in possession of suspected marijuana, cocaine, buprenorphine and drug paraphernalia. The incident took place within a drug-free zone. Mabe was jailed.
Blair reported responding to 41 calls and reported the following arrests:
—Timothy S. Crum, 38, of La. 663 in Morgan City, was arrested at 10:54 a.m. Wednesday on charges of driving under suspension and improper turning.
Patrol officers observed a vehicle negotiate an improper turn in the area of Front Street. Crum, the driver, had a suspended driver’s license. Crum was jailed.
—Nicholas A. Breaux, 39, of Morgan City, was arrested at 11:06 a.m. Wednesday on a warrant charging him with failure to appear and a warrant charging him with three counts of failure to appear to pay a fine.
Breaux was located and arrested in the area of Fifth Street on city court warrants. Breaux was jailed.
—Mandy S. Wininger , 38, of Fairview Drive in Berwick, was arrested at 2:25 p.m. Wednesday on a warrant charging her with possession of drug paraphernalia.
Wininger was located and arrested in the area of Roselawn Drive on a warrant. The warrant stems from a June investigation during which Wininger was found to be in possession of drug paraphernalia.
The investigation continued and a warrant was prepared for Wininger’s arrest. Wininger was jailed.
—Candice P. Businelle , 29, of Jones Street in Berwick, was arrested at 5:06 p.m. Wednesday on a warrant charging her with domestic abuse battery-child endangerment law.
Businelle was located and arrested in the area of La. 182 on a warrant. The warrant stems from a June 2016 investigation where police learned that Businelle allegedly struck the victim during a domestic disturbance, Blair said.
The disturbance allegedly took place in the presence of a minor child. Buisnelle was jailed.
—Benjamin Cheramie , 47, of Franklin Street in Morgan City, was arrested at 8:45 p.m. Wednesday on a charge of possession of marijuana and on a warrant charging him with two counts of failure to appear for trial.
Cheramie was located and arrested in the area of Sixth Street on city court warrants. During his arrest, Cheramie was found to be in possession of suspected marijuana, Blair said. Cheramie was jailed.
— Cregory L. Johnson, 25, of Egle Mill Lane in Morgan City, was arrested at 3:36 a.m. Thursday on a charge of theft.
Patrol officers responded to a business in the area of La. 182 in regard to a theft. Johnson was identified as taking merchandise valued at $8.20, Blair said. Johnson was jailed.
St. Mary Parish Sheriff Mark Hebert responded to 49 complaints and reported the following arrest in east St. Mary Parish:
—Ronald Grow, 45, of Railroad Avenue in Morgan City, was arrested at 10:32 p.m. Wednesday for operating a vehicle with a suspended driver’s license, license plate light required, and a warrant charging him with simple assault and disturbing the peace.
A deputy patrolling Bayou Vista initiated a traffic stop after observing a vehicle without a working license plate light. Grow was identified as the driver.
While speaking with
Grow, the deputy found that Grow was driving with a suspended license and wanted on an active warrant. The warrant was issued in December 2016 following an investigation into an assault that occurred at a home on Canal Road in Bayou Vista. Grow was jailed with no bail set.
Berwick Police Chief James Richard reported no arrests.
Patterson Police Chief Patrick LaSalle reported no arrests.
Patterson will shut off water late Thursday
The city of Patterson has announced its water will be shut off beginning at 10 p.m. Thursday, Aug. 24, for water valve repairs.
Repairs will be made in a timely fashion. Customers cooperation will be deeply appreciated, the city government said in a news release.

*UPDATED 8-25* West St. Mary local: Tropical Storm Harvey
Depending on the path of Hurricane Harvey, St. Mary Parish may see significant rainfall, though it is still too early to tell how much.
In preparation for what may amount to anywhere from several inches to a foot or more of rain, Mayor Raymond Harris asks the citizens of Franklin to remember a few things: check your local weather reports regularly to stay updated on the storm, remember that the city will be updating their Facebook page with news releases for the citizens of Franklin to stay informed and do not put anything in the street that could get caught in catch basins- like leaves, grass, and yard debris.
Director of Administration Karen LeBlanc released a statement saying that sand and bags for Franklin residents will be available today in front of the Public Works Complex, 1300 Iberia St. Residents will have to fill their own bags, so please bring a shovel.

Baldwin Mayor Donna Lanceslin released a statement informing the citizens of Baldwin that those who want sand bags, can come to the maintenance building of the Baldwin Town Hall at the traffic light on Main Street. Lanceslin said that shovels, bags and sand are on site for the filling.
Both Baldwin and Franklin will be providing sand over the weekend.
Mayor Lanceslin said arrangements are being made to assist the elderly and infirm with sand bags. Call town hall or the police station for more information.
Mayor Harris asked the public to stay off roads and streets unless absolutely necessary, and take precautions as would be usual with any major rain event.
He asked that residents clear their property of any yard debris or items that could be washed into the streets by heavy rain, including lawn clippings and leaves, especially near catch basins.
City personnel will assist the elderly and infirm with sand bags, but able-bodied individuals must bring a shovel and bad their own.
St. Mary Parish Emergency Operations Center reminds parish citizens to stay tuned to local television and radio storm updates for information from the Emergency Alert System, local, state governments and national storm coverage.

A cool front is moving through southern Louisiana this morning and
looks to move into the gulf. Scattered showers and thunderstorms
on tap for today and tonight. Storms today will produce cloud to
ground lightning and gusty winds.
.DAYS TWO THROUGH SEVEN...Friday through Wednesday
Tropical Storm Harvey is expected to move to the northwest and
into the middle Texas coast by Saturday morning. Harvey is
expected to strengthen into a hurricane on Friday prior to
landfall. Looking for showers and thunderstorms over the weekend
and into next week as this will be a prolong event. An upper level
ridge will block Harvey from moving deeper into Texas. By Monday
Harvey will push the front to the northeast... this will allow
area coverage of storms to increase through the beginning of next
week. Rainfall totals at this time are expected to range from five
to eight inches.
Police Reports 8-24-17
Franklin Police Chief Sabria Mcguire reported the following arrests:
Dennis Delasbour, 45, of First Street, Franklin, was arrested Tuesday at 6:36 a.m. on warrants for the charges of four counts of simple burglary of a business, three counts of attempted burglary and seven counts of criminal damage to coin-operated devices. Delasbour was booked, processed, and transported to St. Mary Parish Law Enforcement Center. The arrest stems from a rash of business burglaries in the Franklin area. Through a Franklin Police Department investigation, the subject was identified by video surveillance, allegedly breaking into coin-operated devices at car-washes on multiple occasions.
Wanda Hickman, 39, of 124 Pearl Lane, Franklin, was detained by Iberia parish sheriffs, through which they learned of an outstanding warrant for the Franklin Third Ward City Court. Franklin Marshals Office was contacted and deputies transported Hickman to the Franklin Police Department on a warrant for failure to appear on arraignment on Jan. 4 on original charges of no driver’s license, no insurance, misuse of temporary license plate, expired inspection and failure to obtain registration. Hickman is being held on a $760 cash bond.
St. Mary Parish Sheriff Mark Hebert reported the following arrests:
Tyrique Jones, 19, of 1512 Plum St., Patterson, was arrested Tuesday at 5:43 p.m. for a Patterson Police Department warrant for the charges of armed robbery and possession of a firearm by a convicted felon, Patterson Police Department warrant for the charge of second degree aggravated battery, charges of possession of Schedule I marijuana with intent to distribute, transactions involving drug proceeds and violation of uniform controlled dangerous substance law drug free zone.
Christopher Woods, 25, of 103 11th St., Morgan City, was arrested Tuesday at 6:04 p.m. on charges of possession of Schedule IV Xanax, possession of a firearm by a convicted felon, obstruction of justice and violation of uniform controlled dangerous substance law drug free zone.
Broderick Junifer, 28, of 1410 Federal Avenue, Morgan City, was arrested Tuesday at 6:04 p.m. on charges of possession of Schedule II cocaine with intent to distribute, possession of Schedule IX Xanax with intent to distribute, possession of Schedule IV clonazepam with intent to distribute, obstruction of justice, possession of Schedule IV tramadol with intent to distribute and violation of a uniform controlled dangerous substance law drug free zone.
The Patterson Police Department, Morgan City Police Department, and St. Mary Parish Sheriff’s Office conducted a joint search effort for Jones who was wanted by Patterson Police on charges of armed robbery and second degree aggravated battery. Investigators developed information that Jones was in a vehicle on Friendship Alley in Amelia. The suspect’s truck was located, and Sheriff’s Office narcotics detectives initiated a traffic stop. Detectives located Jones in the backseat of the truck and detained him. Investigators smelled the odor of marijuana coming from the truck and located a large bag of the substance along with a smaller bag of marijuana that was packaged in a manner consistent with street level illegal drug sales. Over $1,500 in cash was located in Jones pants pocket.
While making initial contact with Jones, investigators observed a second vehicle pulling up to the truck. A detective observed the driver, Junifer, conceal a bag behind the seat. Another detective observed the passenger, Woods, reach into his pocket and retrieve a handgun. Detectives ordered Woods to put down the weapon. Woods complied. Both Junifer and Woods were detained. Detectives knew Woods was a convicted felon and is prohibited from possessing a gun. During the subsequent investigation, detectives located Xanax pills in Woods’ pants pocket. Investigators obtained a search warrant for the car and retrieved the bag Junifer attempted to hide. It contained cocaine, a piece of crack cocaine, and Xanax, tramadol, and clonazepam pills.
The illegal drugs and weapon were located within 2,000 feet of a Church resulting in the additional CDS charge for all three suspects.
Jones, Woods, and Junifer were transported to the St. Mary Parish Law Enforcement Center for booking. No bail is set.
Leslie Johnson, 22, of 575 Dangerfield Lane, Patterson, was arrested Tuesday at 3:47 p.m. on two warrants, for failure to appear for a drug court status conference, and on a warrant for charges of resisting an officer, obstruction of justice, and possession of drug paraphernalia. The latter warrant was the result of an investigation conducted by narcotics detectives on Martin Luther King Boulevard in Patterson in June. Johnson fled on foot dropping a bag of synthetic drugs and metal pipes used for smoking illegal drugs. Narcotics detectives located Johnson yesterday while patrolling Taft Street in Patterson, and arrested him on the warrants. He was transported to the St. Mary Parish Law Enforcement Center for booking. No bail is set.
Sean Jefferson, 33, of 1650 Terrace Hwy, Broussard, was arrested Tuesday at 12:15 p.m. on charges of no child restraint, driving under suspension, following too closely and a warrant for possession of Schedule I synthetic cannabinoids and introduction of contraband into a penal institution.
A deputy responded to a two vehicle crash on La. 182 in Franklin. The deputy learned that Jefferson rear ended another vehicle and was driving with a suspended license. As the traffic investigation progressed, the deputy also found that a child inside the vehicle was not properly restrained at the time of the crash. No injuries were reported. Jefferson was also wanted on an active warrant. The deputy transported Jefferson to the St. Mary Parish Law Enforcement Center for booking. No bail is set.
Nikita Martin, 31, of 312 Main St., Lockport, was arrested Tuesday at 4:36 p.m. for speeding and operating a vehicle with a suspended driver’s license. A deputy enforcing traffic laws on US 90 in Patterson, observed a vehicle moving at 68 miles per hour in a posted 45 miles per hour construction zone. The deputy conducted a traffic stop. While speaking with the driver, Martin, the deputy found that she was driving the car with a suspended license. Martin was released on a summons.
Edward Sparks Jr., 40, of 519 Joey St., Patterson, was arrested Tuesday at 5:33 p.m. on an Escambia County Florida warrant for failure to appear. A School Resource Officer made contact with Sparks at Patterson Junior High School. The deputy conducted a check for active warrants on Sparks and located the active warrant for his arrest. Sparks was transported to the St. Mary Parish Law Enforcement Center for booking. No bail is set.
Brent Savoie, 22, of 103 Firmin St., Franklin, was arrested Tuesday at 9:19 p.m. on charges of possession of Schedule I marijuana, possession of drug paraphernalia and resisting an officer. A deputy patrolling the Verdunville area observed a vehicle parked at the boat landing. The driver of the vehicle saw the deputy and then drove away from the area. The deputy stopped the vehicle to speak with the occupants and made contact with the driver, Savoie. While speaking with him, the deputy smelled the odor of marijuana. The deputy conducted a search of the vehicle and located a small amount of the drug. During Savoie’s arrest, he refused deputies commands to get into the police unit for transport. Savoie was booked into the St. Mary Parish Law Enforcement Center. No bail is set.
Karl Parker, 59, of 501½ 9th St. Lot 21, Franklin, was arrested Wednesday at 11:23 p.m. on charges of possession of Schedule I marijuana and possession of drug paraphernalia. A dispatcher heard a loud noise at the headquarters office in Franklin. A deputy located a subject leaving the area on a bicycle and conducted a stop. The subject was identified as Parker. While speaking with him, the deputy received consent to search his person and located a bag of marijuana and a bag of cigars in his pocket. Following the investigation, Parker was released on a summons.
Quincy Jones, 35, of 718 Wilson St., Jeanerette, was arrested Wednesday at 8:16 a.m. on a warrant for failure to appear on charges of direct contempt, operating a vehicle without proper equipment, operating a vehicle without a driver’s license and failure to honor written promise to appear. During booking at the St. Mary Parish Law Enforcement Center, a correctional officer located the active warrant for Jones’ arrest. Bail is set at $334.
Michael Trosclair, 30, of 218 St. Benjamin Drive, Lafayette, was arrested Wednesday at 2:43 p.m. on a warrant for failure to appear on the charge of unlawful use of ID to gain access to a gaming establishment. A correctional officer transported Trosclair from the Lafayette Parish jail to the St. Mary Parish Law Enforcement Center for booking. Bail is set at $1,500.
Merker Broussard Jr., 42, of 109 Georgetown Rd., Glencoe, was arrested Wednesday at 1:45 p.m. on a warrant for failure to notify law enforcement of a change of address as a sex offender and on a warrant for parole violation. In 1996, Broussard was convicted in Galveston County, Texas of burglary of habitation with the intention of committing a felony sex offense. A detective of the St. Mary Parish Sheriff’s Office Sex Offender Compliance Section conducting a sex offender address verification on Broussard, found that he no longer resided at the registered address. A warrant was issued for Broussard’s arrest. Broussard was transported from another jurisdiction to the St. Mary Parish Law Enforcement Center for booking.
Ronald Grow, 45, of 117 Railroad Ave., Morgan City, was arrested Thursday at 10:32 p.m. on charges of operating a vehicle with a suspended driver’s license, license plate light required and on a warrant for charges of simple assault and disturbing the peace. A deputy patrolling Bayou Vista observed a vehicle without a working license plate light and conducted a traffic stop on Middle Road, near Teche Road. The deputy identified the driver as Grow. While speaking with him, the deputy found that Grow was driving with a suspended license and was wanted on an active warrant. The warrant was issued in December of 2016 following an investigation into an assault that occurred at a residence on Canal Road in Bayou Vista. Deputies collected evidence that Grow threatened bodily harm to a male victim and that Grow was yelling causing a disturbance in the neighborhood. Grow was transported to the St. Mary Parish Law Enforcement Center for booking. No bail is set.
