BERNADINE K. KYLE

Bernadine Kyle, 85, a native of Simmesport and resident of Amelia, died Sunday, Jan. 3, 2021.
She is survived by a daughter, Julie Kimball; and a sister, Geneva Rabalias.
She was preceded in death by her parents, husband, a son, a brother and three sisters.
Visitation will be Wednesday, 6-9 p.m., at Hargrave Funeral Home and again Thursday from 8 a.m. until dismissal. A Rosary will be prayed at 10 a.m. Thursday at St. Andrew Catholic Church in Amelia with services at 11 a.m. Burial will follow in the church cemetery.
Hargrave Funeral Home is in charge of arrangements.

RYDER JAMES ROBINSON

Ryder James Robinson, infant, of Morgan City, died Thursday, Dec. 31, 2020 in Morgan City.
Graveside services will be Thursday at 1 p.m. in Morgan City Cemetery. Masks and social distancing required.
He is survived by his parents, Raven Piggott and Vernon Robinson Jr.; siblings, Reagan Williams, Jaela Robinson, Jaelii Robinson and Jhai Robinson, all of Morgan City, and Kobie Robinson and Kole Robinson, both of Fort Worth, Texas; maternal grandmother, Lisa Reaux of Morgan City; paternal grandmother, Millette Robinson of Morgan City; paternal grandfather, Dale (Heza) Piggott of Patterson; great-grandparents, Linda (Tony) Madise, Clarence Robinson Sr. and Betty Robinson, all of Morgan City, and Alroy Reaux Sr. of New Iberia; and a host of other relatives.
He was preceded in death by his grandfather, and paternal and maternal great-grandparents.
Jones Funeral Home is in charge of arrangements.

Morgan City High is represented on All-District First Team

Morgan City had one first-team selection to lead the area’s All-District 7-III Volleyball Team picks.
Morgan City senior outside hitter Haylie Crappell was a first-team selection.
The Lady Tigers had two second-team selections, while Berwick had one second-team pick. Morgan City’s second-team selections were seniors, libero Brynn Stephens and setter Mary Vincent, while Berwick’s second-team pick was senior middle hitter Bronwyn Colbert.
Morgan City had three honorable mention picks, and Berwick had two. Morgan City’s selections were senior outside hitter Faith Bailey, junior middle hitter Mariah Pleasant and freshman middle hitter Sarah Daniels. Berwick’s honorable mention picks were senior middle hitter Katie Conrad and senior setter Giuliana Spitale.
E.D. White and Lutcher earned the individual honors as Lutcher senior middle hitter Madison Beier was named Offensive Most Valuable Player, while E.D. White senior libero Kadie Becnel is the district’s Defensive Most Valuable Player. E.D. White’s Sarah Johnson is the district’s Coach of the Year.

Three from Central Catholic make All-District First Team in football

Central Catholic had three athletes earn first-team honors to lead its All-District 7-1A Football Team selections.
Central Catholic senior Hugh Hamer made the top squad twice, as a utility selection on offense and as a return specialist on defense.
Also on defense, juniors Drayton Keller and Kye Morgel earned first-team honors for the Eagles. Keller is a defensive lineman, while Morgel was chosen for the Flex position.
Central Catholic had six players earn seven spots on the all-district second team.
That group was led by senior Trent Hillen, who earned honors as a defensive lineman and a punter.
Other Central Catholic second-team defensive selections were juniors, linebacker Jonathan Picou and defensive back Carter Williams.
The Eagles had three second-team offensive selections: senior wide receiver Ross Thomas and two sophomores, lineman Angelo Viscardi and running back Damondrick Blackburn.
The Eagles had five honorable mention selections: senior tight end Caleb Menina, senior place kicker Brett Morell, junior offensive lineman Karson Nelson, sophomore offensive lineman Elijah Brown and sophomore quarter-back Caleb O’con.
The district had Co-Offensive and Co-Defensive Most Valuable Players. Vermilion Catholic senior quarterback Drew Lege and Highland Baptist athlete Myles Liggans shared the offensive honors, while Centerville senior line-backer Morty Frederick and Vermilion Catholic sophomore linebacker Ashton Belaire were honored as Co-Defensive Most Valuable Players.

Sheriff: Man arrested after accosting woman at her home

A Bayou L’Ourse man faces a sexual battery charge after accosting a woman as she unloaded her car, the As-sumption Parish Sheriff’s Office said.

Assumption
Assumption Parish Sheriff Leland Falcon reported these arrests:
— Ty Quang Thai, 50, Vivian Street, Bayou L’Ourse, was arrested Sunday on charges of unauthorized entry of an inhabited dwelling, two counts of disturbing the peace, misdemeanor sexual battery, simple battery and crim-inal trespassing.

Deputies were dispatched to a residence and made contact with the complainant, who advised that Thai had presented himself at her residence as she and her friend were unloading her car.

Thai appeared to be intoxicated and at one point tried to kick in the front door of the victim’s home. According to the allegations, the suspect is accused of grabbing one of two females in a sexually aggressive manner before fleeing the area.
The responding deputy was able to locate Thai nearby and arrested him.

Thai was booked into the Assumption Parish Detention Facility pending a bond hearing.

—Tyronne Fair Jr., 30, of 383 La. 400, Napoleonville, was arrested Monday on charges of aggravated assault with a firearm, domestic abuse aggravated assault with child endangerment and communication of false infor-mation of a planned arson, and on a warrant for a parole violation.

Deputies were dispatched Sunday to an Alvin Street address and interviewed the complainant, who was an acquaintance of Fair.

At that time, it was determined that Fair pointed firearms at family members of the ac-quaintance, at a group of children as well as the complainant.

Fair had departed the area when deputies arrived. Warrants were applied for and granted for Fair’s arrest.

Fair was arrested in Paincourtville and booked into the Assumption Parish Detention Center pending a bond hearing.

He is to be held without bond on the parole violation.

— Ashley Lynn Savoie, 35, La. 1, Napoleonville, was arrested Dec. 30 on charges of possession of metham-phetamine and illegal possession of a firearm in the presence of controlled dangerous substances.

—Adam Daniel Simoneaux, La. 1, Napoleonville, was arrested Monday on charges of possession of metham-phetamine and illegal possession of a firearm in the presence of controlled dangerous substances.

Detectives were executing a search warrant relative to an ongoing investigation when they located illegal drugs. Narcotics agents were then assigned to the investigation along with detectives.

During the execution of the warrant, quantities of methamphetamine as well as a firearm were seized.

Savoie was arrested and booked into the Assumption Parish Detention Center and later released on a $35,000 bond.

As a result of this investigation, warrants were issued for the arrest of Simoneaux. He turned himself in at the Assumption Parish Detention Center Simoneaux was later released on a $50,000 bond.

Berwick
Police Chief David Leonard reported these arrests:

—Farrel C. Goff, 33, Midland Drive, Thibodaux, was arrested at 11:44 a.m. Dec. 28 on Berwick Police Department war-rants for battery of a dating partner (child endangerment law), unauthorized use of a motor vehicle and simple criminal damage to property.

Officers traveled to the Livingston Parish Detention Center to take Goff into custody on warrants that he had through the Berwick Police Department. These warrants stem from an investigation that took place on June 22, in which Goff committed a battery upon a dating partner.

He then damaged and took the victim's vehicle without authorization. He was unable to be located, so warrants were issued for his arrest. Goff was booked into the Berwick Jail, where he remains in lieu of a $50,000 bond.

—Juvenile male, 16, Patterson, was arrested at 12:53 p.m. Dec. 28 on charges of possession of MDMA (ecsta-sy); windshield, view inward and outward must not be obstructed; and no driver’s license.

Officers observed a vehicle on Tournament Boulevard commit a traffic violation. A traffic stop was conducted and the driver was identified as a juvenile, who did not have a driver's license.

Officers located MDMA on the juvenile's person. He was arrested and booked at the Berwick Police Department then released to a guardian pending juvenile court proceedings.

—Christopher L. Lacaze, 41, Knight Street, Berwick, was arrested 4:33 p.m. Dec. 28 on a charge of violation of protec-tive orders.

Officers were on patrol when they observed Lacaze enter the backyard of a residence on Knight Street. Officers knew that Lacaze had a protective order that prohibited him from being at this residence.

He was detained and admitted that he was going to that residence despite having the order against him. Lacaze was placed under arrest and booked into the Berwick Jail. He was released after posting a $2,500 bond.
—Brent J. Leblanc, 28, Cactus Drive, Bourg, was arrested at 4:48 p.m. Dec. 30 on a Berwick Police Department war-rant for felony theft.

Officers traveled to the Terrebonne Parish Detention Center to take Leblanc into custody on a warrant that he held through the Berwick Police Department. The warrant stems from an investigation into the theft of a fork lift that occurred Oct. 6.
Through investigation, Leblanc was identified as the suspect and a warrant was prepared for his arrest. He was booked into the Berwick Jail, where he remains in lieu of a $5,000.00 bond.

—Pamela H. Conerly, 35, Jeddo Street, Berwick, was arrested at 1:25 p.m. Dec. 31 on a charge of disturbing the peace.

Officers responded to Jeddo Street in reference to a disturbance in progress. Officers located Conerly in an impaired state and learned that she created a disturbance at the residence.

While the officer was on scene, Conerly continued to cause a disturbance. She was placed under arrest and booked into the Berwick Jail where she remains in lieu of a $201 bond.

—Tiffany N. Fontenot, 39, Ehrlich Street. Berwick, was arrested at 4:03 p.m. Thursday on charges of careless opera-tion and driving under suspension.

Officers responded to La. 182 at Old Spanish Trail regarding a two-vehicle crash. Through investigation, officers deter-mined that Fontenot was operating her vehicle in a careless manner, which led through the crash.

A computer check revealed that her driver's license was suspended. She was placed under arrest and booked into the Berwick Jail where he later posted a bond of $302 and was released.

—Debra C. Rock, 59, Guzzetta Drive, was arrested, at 9:29 a.m. Saturday on charges of passing in a no-passing zone and driver under suspension.

Officers observed a vehicle passing another vehicle in a marked no passing zone on La. 182 near Patti Drive. A traffic stop was conducted and the driver was identified as Rock.

A computer check revealed that her driver's license was suspended. She was placed under arrest and booked into the Berwick Jail where she was later released on a $302 surety bond.

—Shannon P. Ashmore, 49, Hilda Street, Morgan City, was arrested at 7:05 p.m. Saturday on a Berwick Police De-partment warrant for violation of protective order.

Berwick officers, along with the assistance of the Morgan City Police Department, made contact with Ashmore at a resi-dence on Clothilde Street. in Morgan City. Ashmore held an active warrant through the Berwick Police Department for violating a protective order Dec. 30.

Ashmore was unable to be locate on that day, therefore, a warrant was prepared for her arrest. She was placed under arrest and booked into the Berwick Jail where she remains in lieu of a $2,500 bond.

—Nikolai A. Stephanenko, 42, Oakwood Forest Drive, Houston, was arrested at 8:19 p.m. Saturday on charges of special restrictions on lamps and switched license plate.

Officers observed a vehicle traveling on U.S. 90 shining a bright spot light on other vehicles as they traveled on the highway.
Officers conducted a traffic stop on the vehicle and identified the driver as Stephaneko.

Through investigation, officers learned that the license plate on the vehicle belonged to another vehicle. In conclusion, Stephaneko was placed under arrest and booked into the Berwick Jail, where he remains in lieu of a $302 bond.

—Steven W. Howard Jr., 29, La. 311, Schriever, was arrested at 10:18 a.m. Sunday on charges of following too closely and driving under suspension.

Officers observed a vehicle traveling on U.S. 90 following another vehicle too closely. A traffic stop was conducted on the vehicle and the driver was identified as Howard.

A computer check revealed that his driver's license was suspended. He was placed under arrest and booked into the Berwick Jail, where he posted a bond of $302 and was released.

St. Mary
Sheriff Blaise Smith reported these arrests:

—Chance Colbert Joseph Boudreaux, 26, Lafayette, was arrested at 1:23 p.m. Monday on a warrant for failure to appear on the charges of possession of marijuana, possession of drug paraphernalia, and improper lane usage. Boudreaux was released on his own recognizance.

—Sheila Antoinette Gallow, 35, Crowley, was arrested at 9:51 a.m. Monday on a charge of simple battery on a warrant for failure to appear on the charges of simple criminal damage to property and criminal trespassing. Gallow was released on a summons to appear April 27.

—Brennan Norton Skinner Sr., 28, Morgan City, was arrested at 9:10 p.m. Monday on charges of possession of marijuana, criminal damage to property and disturbing the peace by language. Bail was set at $2,750.

Morgan City
Police Chief James F. Blair reported these arrests:

—Jeffery Lee Williams, 30, North Bayou Black Drive, Gibson, was arrested at 1:13 p.m. Monday on a charge of possession with intent to distribute methamphetamine.

An officer on patrol observed a traffic violation in the area of Marguerite Street and Sixth. The officer conducted a traffic stop and came into contact with the driver and passenger, Williams.

During the traffic stop, an officer observed Williams concealing a large bag of suspected methamphetamine on his person. He was placed under arrest and transported to the Morgan City Police Department for booking and incar-ceration.

—Patrick Anthony Wright, 62, Levee Road, Morgan City, was arrested at 3:49 p.m. Monday on charges of illegal possession of a stolen firearm and possession of marijuana.

Officers were called to the area of Levee Road to investigate a disturbance involving a firearm. They learned Wright was involved in the disturbance.

During the investigation, the officer discovered Wright was in possession of a stolen firearm and suspected mariju-ana. He was placed under arrest and transported to the Morgan City Police Department for booking and incarcera-tion.

—Charles Earl Beverly, 28, Willow Street, Franklin, was arrested at 2:22 p.m. Monday on a warrant for two counts of contempt of court.

Beverly was located at the New Iberia Parish Detention Center and placed under arrest on active warrants held by the City Court of Morgan City. He was transported to the Morgan City Police Department for booking and incarceration.

—Ashley Nicole Clark, 36, Grandwood Drive, Patterson, was arrested at 2:51 p.m. Monday on charges of speeding, no motor vehicle insurance and possession of stolen things under $1,000.

An officer observed a traffic violation on Marquerite Street and conducted a traffic stop. The driver was identified as Clark.

A computer revealed the license plate displayed on the vehicle was stolen and the vehicle was not insured. She was placed under arrest and transported to the Morgan City Police Department for booking and incarceration.
--Celeste Cortez, 31, Union Street, Morgan City, at 10:35 p.m. Monday on a charge of disturbing the peace.

Officers were called to a Union Street. address for an individual causing a disturbance. They learned Cortez was involved in the disturbance.

Jeremy Alford: A long, tough year is ahead for Louisiana politics

Louisiana politicos headed into this New Year with heavy hearts and reminders that life is indeed precious. December took from us Congressman-elect Luke Letlow, who was well on his way to to becoming a strong political voice for his generation, and former state Rep. Vic Stelly, who authored legislation in 2002 restructuring major components of the state’s tax laws. Both men died of complications from COVID-19.
As January 2021 unfolds, we’re also faced with the harsh reality that life marches on despite our losses, which doesn’t make any of it easier to bear.
State officials have already announced plans for a March special election to replace Letlow, and legislators will convene a regular session in Baton Rouge in April to take a closer look at some of the tax policies that defined Stelly’s career.
The virus that took these two men from us, meanwhile, remains front and center for state legislators. Members of the House and Senate governmental affairs committee were scheduled to meet Tuesday to review emergency plans for this year’s elections in an effort to mitigate against further spread. If last year’s mitigation conversations are any indication, the decisions made will generate emotional appeals from two sides of an argument no one can truly win.
In addition to the race to replace Letlow in northeast Louisiana’s 5th Congressional District, another special election will be needed in the New Orleans-anchored 2nd Congressional District when Congressman Cedric Richmond resigns this month to work for President-elect Joe Biden. Plus there’s yet another special election scheduled for February for House District 35.
That’s a lot of political action in a year that was only supposed to host municipal elections. Hopefully this isn’t a political omen for the unexpected in 2021. Prior to these election-related events, this year’s primary political focus was going to be on redistricting, but now even that is drenched in uncertainty.
The Louisiana Legislature is tasked with overseeing the redistricting process that occurs during special sessions every 10 years. With data from the U.S. Census, lawmakers are charged with reviewing population numbers and reconfiguring district lines based on changes and other trends.
Federal law requires the Census Bureau to finish its headcount process by Dec. 31, but officials announced last week that the tallying is not yet complete.
Right now it appears as if state counts will be ready some time in February, although there are no guarantees. That pushes back the planning and preparations of the Louisiana Legislature, which will have at least two sessions this year.
As for the regular session that begins in April, the stakes are high. Legislators and administration officials view the session as the last chance this term at substantive tax revisions. That’s because taxes can only be considered during odd-numbered years, meaning the next tax session will be held in 2023, when lawmakers will be gearing up to run for re-election and, therefore, boldness will be in short supply.
Speaking of the 2023 statewide election cycle, this should be the year we start to see some serious moves being made for the Louisiana’s top elected offices.
A term-limited governor means the state’s premier post will open up, but there will also likely be competitive races for lieutenant governor and attorney general. Any serious candidates know they need to start fundraising and traveling the campaign trail sooner rather than later.
On the Republican side of things, there’s also a battle brewing for the heart of the party. Louis Gurvich Jr., the current chair of the Louisiana Republican Party, has a formidable opponent in businessman Eddie Rispone, who made an unsuccessful bid for governor last cycle. The GOP ranks have swelled over the past few decades — to the point where serious infighting is unavoidable.
Above all else, 2021 will be a year where the divide between the right and left in Louisiana is either closed a bit through doses of good will or made more toxic through a refusal to compromise.
It’s difficult to look at these prospects in a positive light at this hour, as recent years haven’t given us much to be hopeful about.
One would think after a year like 2020 that collaborations and good vibes would be easy to come by. For now, that isn’t the case, even if it should be.
Then again, Louisiana Politics have never been pretty. In this New Year, maybe we can simply shoot for civil, which would be a grand improvement.

60 new confirmed COVID cases in local parishes

Sixty new confirmed COVID-19 cases with no new confirmed fatalities were reported at midday Wednesday for local parishes.

Statewide hospitalizations reached the highest point since the pandemic began.

Twenty-two new confirmed cases in St. Mary raised the pandemic count to 2,827 with 414 probable cases.

St. Martin has 38 new confirmed cases for a total of 3,675 with 298 probable.

Assumption had no new confirmed cases, so its pandemic total remained at 1,173 with 298 probable.

The death tolls remain at 96 confirmed with seven probable in St. Mary, 79 confirmed with eight probable in St. Martin, and 27 confirmed with two probable.

Statewide:

--6,882 new cases raised the confirmed count to 299,967 with 22,557 probable.

--46 newly reported fatalities raised the confirmed toll to 7,681 with 408 probable.

--19 more COVID-positive people are in hospitals for a total of 1,993. The previous peak was 1,991 on April 12.

--2 more people are on ventilators for a total of 207.

Elaine Picard Morris

Elaine Picard Morris, 78, passed away peacefully at her home in Franklin surrounded by family in the morning hours of Sunday, January 3, 2021.
Elaine was born in Franklin on February 17, 1942 and was the eldest of four children born to Edward Picard and the former Elizabeth Penn. A loving wife, mother, grandmother, and great grandmother, Elaine absolutely cherished her family. She had a love of life and tried her best to live it to the fullest. She loved to go dancing and was a “professional” shopper to say the least. Her big smile and beautiful soul will truly be missed by all who were fortunate to have known her.
Her memory will forever live on in the hearts of her husband, Ronald J. Morris; her five children, Marc Robicheaux and his wife Penny, Shawn Robicheaux and his wife Nada, Tess R. Shinn and her husband Robert, Chad Robicheaux and his wife Carrie, and Tana R. Bonin and her husband Mark; three step-children, Stacy M. Adams, Todd Morris and his wife Michelle, and Donnie Morris and his wife Amy; three siblings, Edmond Picard, Linda Tucker, and Cathy Clements; as well as a host of grandchildren, great grandchildren, nieces, nephews, extended family, and friends.
She was preceded in death by her father, Edward Picard; her mother, Elizabeth Penn Picard Landry; son-in-law, Robert Earl Nowell; and two grandsons, Robert Ryan Nowell and David Miller.
Funeral services will be held at Ibert’s Mortuary in Franklin on Friday, January 8, 2021, during a 6:00 p.m. memorial service with Father Peter Emusa officiating. A gathering of family and friends will be held from 4:00 p.m. until time of service.
