Runoff candidates diverge on role of treasurer

BATON ROUGE (AP) — As the competition to be Louisiana’s next treasurer enters its final week, the two candidates are sparring over the role of the state’s chief money manager and their qualifications for the job, as they struggle to draw voters to the polls.
Democrat Derrick Edwards and Republican John Schroder have the same problem that has plagued contenders since the start of campaign season: attracting interest to a race that few voters seem to care about when they learn it’s on the ballot.

For those paying attention to the Nov. 18 runoff, the two candidates offer diverging perspectives on the position.

Schroder is a former state House member, Army veteran, ex-law enforcement official and businessman from St. Tammany Parish who resigned his legislative seat to run full-time for treasurer.

He’s running on his legislative record as a fiscal conservative and positioning himself in the same mold as long-time treasurer John Kennedy, a popular Republican who left the job after winning election to the U.S. Senate, prompting the $6 million special election for treasurer.

“I’ve spent most of my life, my adult life in public service in some capacity,” Schroder said. “I’m protected the home-front. I’ve protected the streets of this country. And I think I would be great protecting their money,” Schroder said.

While Schroder regularly talks about curbing wasteful government spending, Edwards has struck back at the campaign talking point, noting the treasurer has no control over the state’s purse strings, the Legislature does.

“Either he is intentionally trying to mislead the people of this great state or he has no idea what the state treasurer job does,” Edwards told Democrats in a recent speech.

A lawyer who lives in Jefferson Parish, Edwards has never held elective office, though he ran unsuccessfully last year for U.S. Senate. He’s confined to a wheelchair, paralyzed from the neck down by a high school football injury 28 years ago. Edwards describes himself as more fit to be treasurer, citing his accounting and legal degrees versus Schroder’s criminal justice degree.

“This is not about party affiliation, as far as Democrat or Republican,” Edwards said in a recent radio interview. “This is about qualifications.”

Louisiana’s treasurer is the state banker, investing, disbursing and managing the state’s money and its savings accounts. The treasurer chairs the Bond Commission, which oversees state borrowing and debt levels.

Edwards said he’d bring more transparency to state government, by offering taxpayers more information about how their tax dollars are spent. He said he’d push to improve the state’s credit rating after recent downgrades.

Schroder also talks about accountability, but he also said the treasurer can influence state spending through the megaphone of the office. Kennedy spent years in the position as a regular critic of Louisiana’s governors and their budget policies.

“I spent 10 years fighting (inefficiencies and the growth of government). And now I can spend more years fighting it from the treasurer’s office like John Kennedy did,” Schroder said.

The October primary drew a dismal 14 percent turnout statewide. With fewer municipal races on the ballot, turnout for the runoff is expected to fall even lower. And that makes the treasurer’s race more of a toss-up than expected in a conservative state that has rarely elected
Democrats to statewide office in recent years.

Though he’s raised little money and done minimal advertising, Edwards is considered to have a better-than-usual shot at a victory because turnout is expected to be so poor statewide and because New Orleans — with its solidly Democratic base of voters — has a competitive mayor’s race that could make it one of the higher-turnout spots in the state.

Schroder, however, remains the front-runner in the competition after Republicans in the six-candidate primary split 67 percent of the primary vote. The most recent campaign finance reports showed Schroder with $171,000 available for spending, compared to $7,800 for Edwards.

The special election will fill the remaining two years of Kennedy’s term. Kennedy’s top aide, Ron Henson, is working as interim treasurer until someone is elected. Henson has backed Schroder.

Visitation will be observed Tuesday, Nov. 14, 2017, at Hargrave Funeral Home in Morgan City from 6 p.m. until 8 p.m. with dismissal following visitation. Stephen will be laid to rest in the National Memorial Park Cemetery in Falls Church, Virginia.

JOHN HOWELL VINSON

May 18, 1965-November 12, 2017

John Howell Vinson, a native of Alice, Texas and a resident of Patterson, Louisiana, passed away Sunday, Nov. 12, 2017, at the age of 52.

John is survived by his mother, Kay Vinson of Morgan City; his children – a son, Seth Vinson of Tennessee and a daughter, Hanah Visseto of Illinois; a brother, Barry Vinson and a sister, Joann Vinson of Louisiana.

He was preceded in death by his father, Joe Vinson.

Visitation for John will be held at Hargrave Funeral Home on Thursday, Nov. 16, 2017, from 10 a.m. until noon. Funeral services will be held at noon on Thursday Nov. 16, 2017, at Hargrave Funeral Home with interment in the Morgan City Mausoleum.

Dredge will begin work soon at Calumet Cut

Port board wants answers about buoy accuracy after vessel gets stuck in silt

The Borinquen Dredge is moving to the Calumet Cut.
Executive Director Raymond “Mac” Wade made that report on behalf of the Army Corps of Engineers’ Tim Connell on Monday at a Port of Morgan City board meeting.
The Borinquen Dredge, which has been working between the La. 182 and U.S. 90 bridges and contracted through Weeks Marine Inc., completed its dredging operations in the Berwick Bay area of the Atchafalaya River on Saturday. The dredge has also completed work in 20 Grand Point and Tidewater Point.
The Borinquen ship is now headed to marker 99, near which it will dredge the area for the next six to seven days. Shortly after dredging the area, the ship will head to Calumet Cut and dredge until the first week of December.
Wade also reported that Connell needs to address the port about the issues of the inaccurate readings of the buoys that the U.S. Coast Guard had set throughout the Lower Atchafalaya.
Commissioner Lee Dragna said one of his vessels got completely stuck in the silt 10 miles offshore about nine days ago.
“Like we came to a complete stop and I had to call two boats to come push us out,” Dragna said.
Wade said that he talked with Connell and asked that he explain the various issues in person because he has been absent for the last few port meeting.
In other port news:
—The port renewed its property insurance rate until May.
—The port approved a letter of “No Objection” from Central Boat Rental on water control structures on Shell Island.
—Michael Lowe, consultant with GIS Engineering, said more clarification was sent to the state for review and the state is currently reviewing the final draft of the dredging permit for the port.

JAMES S. MELANCON

February 27, 1971 - November 9, 2017
Memorial services for James S. Melancon will be held at Ibert’s Mortuary in Franklin on Thursday, November 16, 2017, at 2 p.m., with Father Billy Ruskoski officiating. Inurnment will be held privately at a later date in the Franklin Cemetery, where he will be laid to rest with his father. A gathering of family and friends will begin at 11 a.m. and continue until service time.
James was a native and former longtime resident of Franklin and a resident to Garden City for the past two years who passed away unexpectedly at the age 46 on Thursday, November 9, 2017. In his earlier years James worked as an auto mechanic and later on went to work in the oilfield. Some of his favorite pastimes were working on engines, tinkering in the shop, and woodworking. But his true joy in life was spending time with his son Ethan.
Memories of James will forever remain in the hearts of his son, Ethan Melancon; his mother, Deborah Robichaux Melancon; his sister, LaClaire Melancon Achee and her husband Chris; his nieces, Caitlin and Lauren Achee; and his significant other, Danielle H. Boudreaux and her children, James Curtis Guillory III and Kyrsten Reneé Boudreaux.
Those that have gone on before James that he is now reunited with include his father, James C. “Snowball” Melancon; his paternal grandparents, Severin C. Melancon and Marian Chauvin Melancon; and maternal grandparents, Tilman Robichaux and Myrtle Thibodaux Robichaux.

Police Reports 11-14-17

Chitimacha Police Chief Hal Hutchinson reported the following arrests:
Needron Bernard, 32, of Tunica Street, Charenton, was arrested Wednesday on charges of aggravated assault with a dangerous weapon, burglary, disorderly conduct and cruelty to juveniles. He was transported to the parish jail.
On April 14, officers responded to a complaint in reference to a juvenile being threatened. During the investigation, it was learned that Bernard was the suspect identified, and a warrant was issued. On April 16, Iberia Parish Sheriff’s Office arrested Bernard on other charges, and the Chitimacha Police Department warrant. Wednesday, Bernard was released to the Chitimacha Police Department.
Charlie Scott, 55, of Talbot Street, Franklin, was arrested Thursday on charges of possession of marijuana and possession of drug paraphernalia. Scott was released on a summons.
Officers responded to a tribal business in reference to a suspicious person allegedly selling drugs. During the investigation, it was learned that Scott was involved, and the Chitimacha K-9 was deployed which resulted in the arrest of Scott.
A 15-year-old juvenile was arrested Friday on the charge of disorderly conduct and was transported to a juvenile facility.
Officers responded to a residence in reference to a disturbance. During the investigation, it was learned that the 15-year-old juvenile was involved, and the juvenile was arrested.
St. Mary Parish Sheriff Mark Hebert reported the following arrests:
Juvenile female, 14, was arrested Thursday, at 8:33 a.m. on two counts of simple battery.
A school resource officer responded to the St. Mary Parish Alternative School, for a disturbance. The school resource officer made contact with school officials and the juvenile, and learned that during the altercation, the juvenile struck two school officials. The juvenile was released into the custody of her parents, pending juvenile court proceedings.
Marion Carroll, 34, of 113 Hebert Road, Franklin, was arrested Thursday on charges of driving under suspension and speeding.
A deputy patrolling the Jeanerette area observed a vehicle traveling at a high rate of speed on US 90 near Pepper Road. The deputy conducted a traffic stop and made contact with the driver of the vehicle, who was identified as Carroll. During the course of the stop, the deputy also learned that Carroll was operating his vehicle with a suspended license. Carroll was released on a summons.
Paul Ibert, 56, of 701 ½ First St., Franklin, was arrested Thursday at 9:42 p.m. on the charge of simple battery.
Roger Sullivan, 55, of 4068 Irish Bend Road, Franklin, was arrested Thursday at 9:42 p.m. on charges of simple battery and aggravated assault.
A deputy patrolling St. Joseph responded to a residence on Irish Bend Road for a disturbance. During the course of the investigation, the deputy learned that Sullivan was involved in a verbal altercation with another individual, and during the argument, brandished a knife. The deputy also learned that Ibert intervened, and was involved in a fistic encounter with Sullivan. Both Ibert and Sullivan were transported to the St. Mary Parish Law Enforcement Center for booking. Ibert was released on a $2,500 bond and Sullivan on a $7,500 bond.
Tashekia Celestine, 38, of 1115 Railroad Avenue, Morgan City, was arrested Friday at 3:26 a.m. on a warrant for failure to appear on the charge of issuing worthless checks.
A deputy patrolling Bayou Vista observed a vehicle traveling on US 90 without a visible license plate. The deputy conducted a traffic stop and made contact with the driver, Celestine. Celestine was transported to the St. Mary Parish Law Enforcement Center for booking. Celestine was released on a $5,000 bond.
Steve Scallan Jr., 30, of 1530 US 90 Lot #112, Patterson, was arrested Saturday at 1:48 p.m. on a warrant for failure to appear on the charge of issuing worthless checks and a warrant for failure to appear on the charge of simple burglary.
A deputy patrolling the Patterson area responded to a disturbance, where contact was made with Scallan. The deputy learned that Scallan held active warrants. Scallan was transported to the St. Mary Parish Law Enforcement Center for booking. Bail is set at $8,000.
Frank Adams III, 25, of 210 Levee Road, Morgan City, was arrested Sunday at 12:18 p.m. on a warrant for probation violation and a St. Mary Parish Sheriff’s Office warrant for the charge of unauthorized use of a motor vehicle.
The warrant stemmed from an incident that occurred Wednesday, when a deputy learned that Adams failed to return the victim’s vehicle. A deputy made contact with Adams at the St. Mary Parish Sheriff’s Office. Adams was transported to the St. Mary Parish Law Enforcement Center for booking. No bail is set.
William Caskey Sr., 61, of 541 Grand Marais Road, Church Point, was arrested Sunday at 6:56 p.m. on charges of careless operation and driving while intoxicated.
A deputy travelling on US 90 near Siracusa observed a vehicle swerve between lanes at a high rate of speed. The deputy conducted a traffic stop and made contact with the driver, Caskey. The deputy observed Caskey to stumble when stepping out of the vehicle and also smelled a strong odor of alcohol emitting from his person. The deputy conducted a standardized field sobriety test. Caskey performed poorly. The deputy transported Caskey to the Morgan City Police Department for chemical testing on the Intoxilyzer 9000. Caskey’s blood alcohol content was 0.120 g percent. Caskey was transported to the St. Mary Parish Law Enforcement Center for booking. Caskey was released on a $3,000 bond.
Tonya Schouest, 36, of 1366 La. 319, Franklin, was arrested Thursday at 2:54 p.m. on a warrant for charges of cultivation of marijuana, obstruction of justice and use of a controlled dangerous substance in the presence of a juvenile.
The warrant stems from the Sept. 15 investigation where narcotics detectives learned of and recovered marijuana plants from the residence occupied by Schouest. Narcotics detectives subsequently made contact with Schouest on Thursday at the St. Mary Parish Sheriff’s Office. She was transported to the St. Mary Parish Law Enforcement Center for booking. Schouest was released on a $1,500 bond.
Ezra Lewis, 27, of 3467 Third St., Berwick, was arrested Thursday at 2:34 p.m. on a warrant for failure to appear on the charge of operating a vehicle with a suspended license and a warrant for failure to appear on the charge of operating a vehicle with a suspended license and speeding.
Lewis was transported from the Franklin Police Department to the St. Mary Parish Law Enforcement Center for booking. Lewis was released on a $750 bond.
Laquandre Freeman, 21, of 500 Ninth St., Franklin, was arrested Thursday at 2:36 p.m. on a warrant for failure to appear on the charge of theft of goods and a warrant for failure to appear on the charge of possession of marijuana and improper lane usage.
Freeman was transported from the Franklin Police Department to the St. Mary Parish Law Enforcement Center for booking. Bail is set at $2,250.
Christine Rink, 34, of 268 Vivian Street, Morgan City, was arrested Thursday at 6:45 p.m. on a warrant for failure to appear on the charge of criminal neglect of family.
A correctional officer transported Rink to the St. Mary Parish Law Enforcement Center from the Assumption Parish Jail for booking. Bail is set at $16,491.
Ervin Gant Jr., 49, of 146 Kemper Road Lot 1, Franklin, was arrested Sunday at 8:29 a.m. on a warrant for failure to notify law enforcement of change of address. Gant was transported to the St. Mary Parish Law Enforcement Center from Fort Bend County, Texas. No bail is set.
Darian Bridget, 23, of 110 Martin Luther King St., Patterson, was arrested Monday at 2:20 p.m. on a warrant for failure to comply with the terms and conditions of probation. Bridget was transported from a correctional facility in Iberville Parish to the St. Mary Parish Law Enforcement Center for booking. No bail is set.
Lenis Clement Jr., 56, of 6107 La. 87, Charenton, was arrested Monday at 5:07 p.m. on the charge of operating a vehicle with a suspended driver’s license.
A deputy investigating a two vehicle crash on La. 87 near Grey Eagle Road #1 in Charenton, found that one of the drivers, Clement, had a suspended license. Clement was released on a summons.

Marlen Henry, 18, of Robertson Street, Franklin, was arrested Thursday at 6:24 p.m. on a warrant charging him with disturbing the peace by fighting. Henry was booked, processed, and released on a $1,000 bond.
Harlen Henry, 18, of Robertson Street, Franklin, was arrested Thursday at 6:25 p.m. on a warrant charging him with disturbing the peace by fighting. Henry was booked, processed, and released on a $1,000 bond.
Takala Freeman, 18, of Blakesley Street, Franklin, was arrested Thursday at 6:48 p.m. on a warrant charging her with disturbing the peace by fighting. Freeman was booked, processed, and released on a $1,000 bond.
Ri’Kiaya Mitchell, 18, of Pecan Drive, Franklin, was arrested Thursday at 7:20 p.m. on a warrant charging her with disturbing the peace by fighting. Mitchell was booked, processed, and released on a $1,000 bond.
Tariq Perry, 17, of Willow Street, Franklin, was arrested Thursday at 7:58 p.m. on a warrant charging him with disturbing the peace by fighting. Perry was booked, processed, and released on a $1,000 bond.
Alexis Daniels, 17, of Pine Street, Franklin, was arrested Thursday at 9 p.m. on a warrant charging her with disturbing the peace by fighting. Daniels was booked, processed, and released on a $1,000 bond.
Juvenile female, 16, of Franklin, was arrested on Thursday, at 10:09 p.m. on a warrant charging her with disturbing the peace by fighting. The juvenile was booked, processed, and released to a guardian pending juvenile court.

Kerdern Martin, 30, of Bigler Street, Franklin, was arrested Sunday at 10:08 a.m. on a warrant for Third Ward City Court for failure to appear on the charge of possession of marijuana. Martin was booked, processed, and held on a $683 bond.
