Corrections secretary: Jail cuts would be disaster
BATON ROUGE (AP) — A proposal to cut payments to Louisiana sheriffs for housing state inmates in local jails would risk public safety and be a “disaster waiting to happen,” the state’s corrections secretary told lawmakers Monday.
Secretary Jimmy LeBlanc told the House Appropriations Committee that sheriffs would be unable to cover the costs of housing inmates at a reduced rate of $19.39 per offender per day, a proposal floated to help close next year’s budget gap.
Louisiana currently pays sheriffs $24.39 per day for each inmate they keep in their parish jails. They house nearly half the state’s prisoners, a situation that has helped the corrections department find space for its inmates without having to build new prisons while giving sheriffs added revenue for operations.
“They cannot house inmates at $19 a day,” LeBlanc said.
With the cut proposed, LeBlanc said sheriffs likely would refuse to take many of the 16,000 inmates they currently house, forcing them back into state prisons, which he said don’t have the place to keep them. He said the prisons would have to put prisoners on mattresses on the floor, which could threaten public safety and could put Louisiana in violation of federal guidelines for housing prisoners.
“We don’t have any place to put them,” LeBlanc said. “That is just a disaster waiting to happen if we do that.”
Louisiana’s sheriffs are getting an estimated $156 million for housing state inmates in the current budget year. But Gov. John Bel Edwards’ budget proposal for the financial year that begins July 1 would cut that spending to $117 million.
“That’s just a non-starter,” said Rep. Charles “Bubba” Chaney, a Rayville Republican.
The reduction to sheriffs is among many cuts proposed by the Democratic governor to balance a budget with a $994 million shortfall, tied to the expiration of temporary taxes. Edwards wants to pass replacement taxes, but he was unable to get House support for the taxes during a February special session. He’s hoping to hold another special session later this year.
But even without the replacement taxes, the budget gap is expected to be smaller — around $692 million — because of the federal income tax changes are expected to boost state tax collections next year.
It’s unclear how that additional money will be spread out, when it’s available for spending.

Army SGT Brock Mathis Rollins, age 27, of Berwick, Louisiana, passed away suddenly March 10, 2018, in Fayetteville, North Carolina.
Brock was born July 2, 1990. He is the son of John and Jackie Dykes of Morgan City. He attended Berwick schools. He was a cum laude graduate of Berwick High School in 2008 where he ran track & field and enjoyed being in the band playing percussion. He played baseball for Berwick Dixie Youth, loved LSU and the Saints. He joined Immanuel Baptist Church in 1996 and was active in the youth group. He was employed by the Petroleum Club for 2 years. He enjoyed working out at the gym, reading and watching movies with Aimee and hanging out with his pups when he came to town.
Brock joined the US Army Infantry Sept. 1, 2010. Graduated basic training and Airborne School at Fort Benning, Georgia. He was then stationed at Fort Bragg, North Carolina with the 82nd Airborne with 2-508 Parachute Infantry Regiment, 4th Brigade, 2nd Battalion, HHC Mortar Platoon and then with 1-325 Airborne Infantry Regiment 2nd Brigade, 1st Battalion, HHC Mortar Platoon. He had two tours of duty in Afghanistan.
Brock was a decorated soldier who served his country with honor and distinction on the battlefields of Afghanistan. His awards include the Army Commendation medal with Oak Leaf Cluster, the Army Achievement Medal, the National Defense Service Medal, the Combat Infantryman Badge and the Parachutist Badge. Brock was a dedicated leader, helping many of his fellow paratroopers. He was a loving and caring son, brother, fiancée, uncle, nephew, grandson and friend. He was willing to help anyone who needed a hand.
Brock is survived by his parents, John and Jackie Dykes; brothers, James Dereck Sealy (Heather), Lance Rollins (Ginny), Jeremy Dykes and sister Taryn Dykes; fiancée, Aimee Bergeron; grandparents, Luci and Mickey Sheffield and Winfred and Jeanette Mathis; nieces, Paityn & Kylee Dykes; nephews, Kade Rollins, Jett Lodrigue and Haden Thorske; aunts, Lawanna Sharpless, Melanie Manderson and Sue Michel; uncles, Johnny Sharpless, Hilton Michel and Jon Robert Michel; cousins, Mari Manderson, Airman Zach Manderson, and Kenneth, Matthew and Nathan Rollins; extended families Cyndi, Aimee and Jayson Johnson along with the family of Daniel, JoAnne and Abbie Bergeron; his beloved pets, Pudgers, Snuggles, Reislee and Gizmo; and his lifelong friends, Billy Chapman, Jayson Johnson and Cody Vining.

Funeral services will be held at 11 a.m. on Thursday, March 22, 2018 at the Morgan City Municipal Auditorium with James Kyle officiating. A visitation will be held from 6 p.m. until 9 p.m. on Wednesday, March 21, 2018, at the Morgan City Municipal Auditorium with the visitation resuming at the auditorium from 9 a.m. until the time of the service on Thursday. Brock will be laid to rest in the Morgan City Cemetery with full military honors rendered by the United States Army Honor Guard.

PATRICIA ANN BREAUX NAQUIN
Patricia Ann Breaux Naquin, 64, died at home in Gray, Louisiana Saturday, March 17, 2018. Trisha was born October 1, 1953 in Franklin, Louisiana, the fourth child of Russell J. Breaux, Jr. and Marie Patricia Williams Breaux.
Trisha was a loving and affectionate wife, mother, grandmother, sister, and aunt. She was a wonderful and caring friend to many people throughout her life. She loved to sing and was a member of The Living Word Church for many years. Trisha had a great heart for others and joyfully gave her time and efforts to the Women’s Ministry and Missions Outreach at The Living Word.
Trisha is survived by her husband of over 43 years James Naquin, three sons, Chris Naquin, James Naquin, Michael and Emily Naquin and their two daughters, Edith and Eleanor. Edie and Elie were the light of Trisha’s life. Trisha is also survived by two brothers, Andrew J. Breaux, his wife Karinda, Russell J. Breaux III, two sisters, Lydia B. Talley and husband John, Beverley B. Ortego and husband Jack. She is also survived by numerous nieces and nephews. Trisha was preceded in death by her father and mother.
Services will be held Thursday, March 22, 2018 at Samart Funeral Home, 4511 West Park Avenue, Gray, Louisiana, 70359. Immediate family visitation from 8:00 AM - 9:00 AM, visitation 9:00 AM - 11:00 AM with the service to follow. Interment will be in St. Louis Cemetery.

Police Reports 3-20-18
Chitimacha Police Chief Hal Hutchinson reported the following arrest:
Erica Compton, 22, of Chitimacha Loop Road, Charenton, was arrested Sunday on the charge of two counts of domestic violence. She was transported to the parish jail.
Officers responded to a tribal residence in reference to a domestic complaint. During the investigation, it was learned that Compton allegedly had committed domestic violence, and she was arrested.
St. Mary Parish Sheriff Scott Anslum reported the following arrests:
Tyrone Jackson, 34, of 109½ Romero Lane, Jeanerette, was arrested Monday at 9:45 a.m. on a warrant for failure to appear on charges of speeding, no driver’s license and failure to honor written promise to appear.
A deputy assigned to the Warrants Section located Jackson at the St. Mary Parish Sheriff’s Office in Franklin and transported him to the St. Mary Parish Law Enforcement Center for booking. Jackson was released on a $500 bond.
Derrick Brown Sr., 43, of 239 Couley St., Baldwin, was arrested Monday at 12:28 p.m. on charges of general speed law violation, operating a motor vehicle with a suspended driver’s license, resisting a police officer with force or violence and a warrant for failure to appear on the charge of criminal neglect of family.
A deputy monitoring traffic, observed a vehicle speeding 39 mph in a posted 25 mph zone. The deputy conducted a traffic stop and identified the driver as Brown. While speaking with Brown, the deputy smelled the odor of marijuana coming from the vehicle. The deputy worked to detain Brown pending an investigation into the suspected illegal drug activity. Brown forcefully pulled away from the deputy and fled on foot. Brown was apprehended. Following the investigation, he was transported to the St. Mary Parish Law Enforcement Center for booking on the traffic offenses, resisting an officer, and the warrant. No bail is set.
Earl Fabre, 36, of 511 Hilda St., Morgan City, was arrested Tuesday at 12:01 a.m. on charges of monetary instrument abuse, illegal possession of stolen things, resisting an officer by flight, operating a vehicle with a suspended driver’s license and no motor vehicle insurance.
Deputies responding to a report of a possible robbery in the Franklin area located the suspect vehicle on US 90. The suspect vehicle then turned onto La. 82 in Calumet. With the assistance of Patterson Police, a deputy initiated a traffic stop. However, the driver continued to travel on La. 182 without pulling over. With the assistance of Berwick Police, the driver of the vehicle was stopped near the intersection of La. 182 and US 90 in Berwick. The driver was detained and identified as Fabre. Fabre was operating the vehicle with a suspended driver’s license and no insurance. Through investigation, deputies located items inside Fabre’s vehicle that were reported as stolen. Deputies also located counterfeit cash on Fabre’s person. Fabre was transported to the St. Mary Parish Law Enforcement Center for booking. No bail is set.
Raymond Chapman, 38, of 316 Elm St., Centerville, was arrested Tuesday at 12:53 a.m. on the charge of operating a vehicle with a suspended driver’s license.
A deputy speaking with Chapman at a business off US 90 in the Patterson area found that he was operating a vehicle with a suspended driver’s license. Chapman was transported to the St. Mary Parish Law Enforcement Center for booking. Bail is set at $1,000.
Juan Luques, 27, of 809 Percy St., Amelia, was arrested Monday at 7:41 a.m. on a warrant for the charge of battery of a dating partner.
In December, deputies investigating a suspected battery at an Amelia residence found evidence that Luques grabbed a female victim by the throat and also struck her in the face. Deputies obtained a warrant for Luques’ arrest. A deputy located Luques at his residence on the warrant and transported him to the St. Mary Parish Law Enforcement Center for booking. No bail is set.
Santos Morales, 32, of 1812 La. 182, Bayou Vista, was arrested Monday at 12 p.m. on a Louisiana State Police warrant for charges of two counts identity theft, two counts forgery, two counts unlawful production, manufacturing, distribution, or possession of fraudulent documents for identification purposes and filing false public records.
A Narcotics Section detective assisting Louisiana State Police took Morales into custody at his residence, on the warrant. Morales was transported to the St. Mary Parish Law Enforcement Center for booking. No bail is set.
Therold James, 33, of Bayou Vista, was additionally charged Monday at 7:51 p.m. on charges of entering contraband into a penal institution, obstruction of justice, criminal damage to property and simple assault.
Narcotics Section detectives conducting an investigation at the St. Mary Parish Law Enforcement Center observed inmate James flushing suspected contraband down the toilet. Detectives searching his cell located a mobile phone. Detectives also found that James damaged a light fixture. During the investigation, James repeatedly spit at detectives. James remains incarcerated at the St. Mary Parish Law Enforcement Center with no bail set.
Desmond Richard, 36, of 341 Mike Drive, Patterson, was arrested Friday at 4:11 a.m. on two warrants for the charge of failure to comply with the terms and conditions of probation, a warrant for failure to appear on the charge of criminal neglect of family, a warrant for failure to appear on charges of no motor vehicle insurance, improper lane usage, no driver’s license on person, failure to change address and operating a vehicle with improper equipment and a warrant for failure to appear on the charge of criminal damage to property.
Richard was transported from the Patterson Police Department jail on the warrants to the St. Mary Parish Law Enforcement Center. No bail is set.
Nikiteal Borel, 41, of 835 Cypremort Road, Jeanerette, was arrested Friday at 3:21 p.m. on a warrant for failure to appear on the charge of issuing worthless checks.
A correctional deputy transported Borel from the Lafayette Parish jail to the St. Mary Parish Law Enforcement Center for booking on the warrant. Borel was released on a summons.
Woman accused of stealing over $6K worth of items
A 48-year-old Bayou L’Ourse woman was booked into jail after allegedly stealing items worth over $6,000 from an individual in Morgan City, Police Chief James Blair said in a news release.
—Tina D. Stelly, 48, of Landry Lane in Bayou L’Ourse, was arrested at 12:10 a.m. Friday on warrants charging her with theft of $5,000 to $25,000 and two counts of failure to appear for arraignment.
Stelly was located and arrested at the police department on police and city court warrants. The police warrants stem from a Dec. 20, 2017, investigation when Stelly allegedly took items valued at over $6,000 from the victim, Blair said.
Police found evidence linking Stelly to the crime. Warrants were prepared for Stelly’s arrest, Blair said. Stelly was jailed.
Blair reported that officers responded to 89 calls and reported the following arrests:
—Zamir X. Byrd, 24, of La. 70 in Pierre Part, was arrested at 10:05 p.m. Friday on charges of possession of marijuana second offense, possession of drug paraphernalia, obstruction of justice and possession of hydrocodone.
Patrol officers observed a vehicle at a business in the area of La. 182 that had a strong odor of marijuana emitting from it. A stop was initiated, and Byrd was identified as an occupant.
Byrd was in possession of suspected marijuana and drug paraphernalia, Blair said. While in transport to jail, Byrd allegedly attempted to discard items in the rear of the police unit to avoid detection, Blair said. The officer located suspected hydrocodone that Byrd was attempting to discard, Blair said. Byrd was jailed.
—Jared P. Loupe, 40, of Rose Street in Berwick, was arrested at 2:51 a.m. Saturday on charges of possession of hydrocodone, driving under suspension and improper lane usage.
Patrol officers observed a vehicle being operated in an erratic manner swerving from lane to lane in the area of La. 182. A stop was initiated, and Loupe, the driver, had a suspended driver’s license, Blair said. Loupe was also in possession of suspected hydrocodone, Blair said. Loupe was jailed.
—Kacy L. Norman, 32, of Nevada Street in Morgan City, was arrested at 11:30 a.m. Saturday on a warrant charging her with failure to appear for trial. Norman was located and arrested in the area of Onstead Street on a 16th Judicial District Court warrant. Norman was jailed.
—Michael J. Voisan, 53, of Pharr Street in Berwick, was arrested at 10:44 p.m. Saturday on charges of DWI first offense, improper lane usage and open container of an alcoholic beverage in a motor vehicle.
Patrol officers observed a vehicle being operated in the area of U.S. 90 in an erratic manner swerving from lane to lane on the roadway. A stop was initiated, and Voisan, the driver, was in an intoxicated state, Blair said. Voisan performed poorly on a field sobriety test and was also in possession of open alcoholic beverages in the motor vehicle, Blair said.
Voisan registered 0.167 grams-percent blood alcohol content on a chemical test, Blair said. Voisan was jailed.
—Brian R. Hopp, 47, of Drakewood Drive in Sugar Land, Texas, was arrested at 2:38 a.m. Sunday on charges of DWI first offense, improper lane usage and battery on an officer.
Patrol officers observed a vehicle being operated in the area of Martin Luther King Jr. Boulevard in an erratic manner, swerving from lane to lane. A stop was initiated, and Hopp, the driver, was in an intoxicated state, Blair said.
Hopp performed poorly on a field sobriety test, Blair said. Hopp was taken to jail for chemical testing and allegedly became aggressive with officers and struck an officer, Blair said. Hopp was jailed.
—Johnathon Priestley, 24, of Fourth Street in Morgan City, was arrested at 2:33 p.m. Sunday on a charge of introduction of contraband into a penal facility.
Correctional officers with at the jail were escorting trustees during their daily duties. While doing so, a correctional officer saw Priestley retrieve a can of tobacco in the area and conceal it in his uniform, Blair said. Once in the jail the tobacco was retrieved, Blair said. Priestley was booked on the charge.
—Micah Soileau, 20, of Joey Street in Patterson, was arrested at 4:50 p.m. Sunday on a charge of criminal damage to property.
Correctional officers responded to the cell block of the jail in regard to a disturbance. Officers arrived, and Soileau was identified as the person involved. Soileau was being escorted to a holding cell when he damaged property belonging to the jail, Blair said. Soileau was booked on the charge.
—Milton, M. Enriquez, 34, of Third Street in Morgan City, was arrested at 7:44 p.m. Sunday on charges of no driver’s license and improper turning.
Patrol officers observed a vehicle negotiate an improper turn in the area of Brashear Avenue. A stop was initiated, and Enriquez, the driver, did not have a valid driver’s license, Blair said. Enriquez was jailed.
—Jane G. Landry, 48, of La. 182 in Morgan City, was arrested at 11:35 p.m. Sunday on charges of possession of marijuana and possession of drug paraphernalia.
Patrol officers encountered a vehicle in the area of La. 70 where Landry was identified as the driver. Landry displayed signs of nervousness, and the K-9 unit was used in the investigation, Blair said.
K-9 Lady alerted to the presence of narcotic odor in the vehicle. Landry was in possession of suspected marijuana and drug paraphernalia, Blair said. Landry was jailed.
—Neely S. Madise, 33, of Union Street in Morgan City, was arrested at 3 a.m. Monday on charges of DWI first offense, driving under suspension and stopping, standing or parking prohibited.
Patrol officers observed a vehicle stopped in the middle of Apple Street. A stop was initiated, and Madise, the driver, was in an intoxicated state and had a suspended driver’s license, Blair said. Madise performed poorly on a field sobriety test and registered 0.156 grams-percent blood alcohol content on a chemical test, Blair said. Madise was jailed.
St. Mary Parish Sheriff Scott Anslum reported that deputies responded to 103 complaints in the parish and reported the following arrest in east St. Mary Parish:
—Daryl Walker, 22, of Riverview Street in Redford, Michigan, was arrested at 11:29 p.m. Friday on charges of possession of marijuana.
—Aaron Toles, 22, of Vaughn Street in Detroit, was arrested at 11:29 p.m. Friday on charges of possession of marijuana.
A deputy investigating a suspicious vehicle on La. 182 in Amelia made contact with the driver and a passenger in Morgan City and identified them as Walker and Toles. The deputy located bags of marijuana and found evidence that the marijuana belonged to both men, Anslum said. Walker and Toles were jailed and later released on $2,000 bails.
—Eddie Caldwell, 55, of Paul Frederick Drive in Luling, was arrested at 5:08 p.m. Saturday on a charge of theft. A deputy responded to a call for service regarding shoplifting at a store in Bayou Vista. The deputy located the suspect leaving the store and detained him.
The deputy found evidence that Caldwell concealed items and attempted to leave the store without paying for the merchandise, Anslum said. Caldwell was jailed and then released on a summons to appear in court May 30.
—Delton Williams, 36, of Emy Lane in Patterson, was arrested at 6:39 a.m. Saturday on a warrant charging him with second-degree battery involving domestic violence and cruelty to a juvenile.
In August 2017, a deputy investigated a call for service regarding a battery. The deputy found evidence that Williams struck a teenage boy in the face, causing an injury, Anslum said.
The deputy obtained a warrant for Williams’ arrest. Williams was located at his home on the warrant and jailed with no bail set.
—Lacey Yates, 34, of Cypress Lane in Patterson, was arrested at 2:55 p.m. Sunday on a charge of criminal trespass.
A deputy responded to a call for service about a trespasser at a residence on Jupiter Street in Bayou Vista. The deputy made contact with Yates who had been previously told by another sheriff’s deputy that she was not allowed on the property, Anslum said. Yates was jailed with bail set at $1,000.

—Anderson E. Singleton, 52, of Tiffany Street in Patterson, was arrested at 10:26 a.m. Saturday on charges of criminal mischief, criminal trespass and theft. No bail was set yet.
Berwick Police Chief James Richard reported the following arrest:
—Natalie Legnon, 28, of Texas Street in Berwick, was arrested at 1:06 p.m. Sunday on a warrant charging her with probation violation. Legnon posted bail.
(Updated) Fire causes heavy damage to unit at Brownell Homes
A fire Monday afternoon at Brownell Homes in Morgan City caused severe damage to one unit and also damaged some surrounding units, Morgan City Fire Chief Alvin Cockerham said.
Firefighters responded at 12:46 p.m. Monday to a fire in some housing units at Brownell Homes in the 100 block of Mallard Street in Morgan City.
Upon arrival, firefighters saw fire and heavy smoke coming from the units, Cockerham said. All occupants were able to escape safely, and there were no injuries, he said.
The fire caused heavy fire and smoke damage in one unit and got into the attic of that unit, he said. Smoke also damaged some surrounding units, he said. Authorities couldn't determine the cause of the fire. Twenty firefighters responded and cleared the scene by 4:49 p.m. Monday. (The Daily Review/Diane Miller Fears)
