Baldwin clerk appointment stalled

Baldwin Mayor Donna Lanceslin saw her recommendation of Denette Trahan for Town Clerk of Baldwin tabled Thursday, after Alderman Margaret Coleman took issue with the personnel committee not “having checked anything out in her personnel file.”
Lanceslin said Trahan had been a candidate, on file, prior to the hiring of former Town Clerk Chrystal Willis, who was terminated in July.
She said she had sought the advice of Interim Town Clerk Tammy Richard, who had vouched for the apparent qualifications of Trahan, though Coleman recalled Richard also saying that Trahan had more to learn.
The recommendation of Trahan is set to be picked up at next month’s meeting, along with a tabled proposal by Baldwin Chief of Police Harry Smith for new protective vests, two leased patrol vehicles and uniforms for the town’s police department.
The proposal was presented to total around $10,000 and was tabled due to contractual ambiguity.
However, Town Attorney Joseph Tabb assured Smith that he would appraise the contract’s verbage, and counsel the board accordingly before the next meeting.
Baldwin Fire Chief Lance Mire addressed the board and mayor concerning hydrant testing scheduled to take place within town limits on Sept. 24 and 25.
Mire also advised that National Fire Prevention week will be from Oct. 6-11 this year, and that the Baldwin Volunteer Fire Department will hold an open house on Oct. 13 from 4-6 p.m., to celebrate. He said they will have “hotdogs, giveaways and demonstrations,” all for free; but that donations will be accepted.
In other news, it was announced that the West St. Mary High School Homecoming parade will take place Thursday at 4 p.m. from the Saeger Brown campus to Sunset Street in Baldwin.
Also, Brittany’s Project will hold their Candyland Sadie Hawkins Dance on Sept. 29 at Berwick Civic Center from 6-10 p.m. with admission priced at $15 per ticket.

Economic panel kicks off visit to area

Visit will end with Friday presentation

A panel of experts in different fields is in the midst of an intense, week-long visit to Morgan City and Berwick that will conclude with a presentation Friday listing recommendations for economic diversification and development.

An open house was held at the former M.D. Shannon Elementary School building in Morgan City to allow community members to meet with panelists in an informal setting.

The seven panelists were selected to join the Advisory Services team of Urban Land Institute, a global non-profit education and research organization, and are visiting with the area this week to meet and interview different people, a news release stated.

St. Mary Excel, a local community organization, commissioned the study after raising over $135,000 from both public and private entities. The goal of the study is learn how the area can use its waterways to diversify its economy beyond just the oil and gas sector, which has been in a downturn the past few years.

Alrich Lynch, panel chairman, is senior managing director for LDG Consulting in Atlanta. LDG advises its customers on real estate, primarily multi-family housing units and mixed use development.

Other panelists have expertise in tourism, natural resource and community development, architecture, project financing and city planning.

“We’re just trying to look at both economic development ideas, housing ideas, things to try and ensure that both Berwick and Morgan City can start moving in the right direction, reverse loss of population and loss of jobs,” Lynch said.

Lynch had some “deep conservations” with people during Monday’s open house and got “unfiltered commentary” on their ideas, he said.

He and the six others on the panel don’t have “any pre-conceived notions” about what their recommendations will be at the end of the week, he said.

Urban Land Institute’s network of over 42,000 members allows the Advisory Services team to be selective and choose the right combination of experts for each assignment, Lynch said.

The panel will present a draft of its recommendations during a public presentation from 9-10:30 a.m. Friday at the Morgan City Municipal Auditorium. Those recommendations will be followed by issuance of a formal, written report within the next few months.

Panelists arrived in the area Sunday evening, met with officials and then toured Morgan City and Berwick during the day Monday, said Catherine Holcomb, a member of St. Mary Excel.

The panel of experts was scheduled to interview specific people, including business owners and teachers, Holcomb said. St. Mary Excel compiled a list of questions pertaining to industrial diversification, partnerships and infrastructure for Urban Land Institute’s panel to answer during its visit.

On Wednesday and Thursday, the panel will meet and formulate their recommendations based on their visit and interviews with community members, said Alice Pecoraro, also a member of St. Mary Excel.

Pecoraro and Holcomb are among a group of retired educators from the area who began meeting about 2 1/2 years ago with the goal of facilitating conversations among community leaders to look for ways to diversify the area’s economy.

VFW pays tribute to returning Guard officer

Louisiana Army National Guard Lt. Col. John Trevino received a hero’s welcome home Saturday during a dinner at the Veterans of Foreign Wars Post 4222 and Auxiliary center in Morgan City.
Trevino returned Aug. 22 from a nine-month deployment in Iraq and was honored with words of praise. His deployment was part of Operation Inherent Resolve. His deployment began in early December, and he was stationed at Al Asad Airbase.
A member of the 139 Regional Support Group, which is based out of Jackson Barracks in New Orleans, Trevino served as executive officer at Al Asad Airbase.
In Iraq, he is duties were to “run base life support” at Al Assad, Erbil and Taji Military Complex.
At Al Asad, he said, about 50 soldiers took care of the base life support, which included providing city services like water, sewage and electrical needs and ensuring security was provided. Trevino said 3,000 to 4,000 people were on base at any moment.
He also helped take care of contracts.
Trevino described the time at Al Asad as “just trying to be comfortable in an uncomfortable environment.”
However, Trevino said he thought the military was “relatively safe” where they were.
Trevino, who has served his country for 28 years, was on his second deployment after serving in Kuwait in 2011-2012 in Operation Enduring Freedom. During that time, the military forces were being drawn down from Iraq.
The enemy has changed from Al-Qaida to ISIS. Trevino said the enemy is not as easily recognizable now as in the past.
“Challenging” was how Trevino described his last deployment.
“I say challenging in that I’m not the resilient spring chicken that I was before. I’m wiser up here,” he said, pointing to his head, “but the body is almost 52 (years old).”
However, he didn’t rule out future service overseas.
“If you ask my wife, she’d probably say hopefully never, but kind of like (St. Mary Parish Councilman) Patrick (Hebert) said a little bit earlier, I’ve been doing this a long time, and I’m not going out looking for anything, but depending on if I’m asked to step up and if there’s a need for me, then I can help out.”
