New Orleans floods as storm approaches

NEW ORLEANS (AP) — A storm swamped streets in New Orleans and prompted a tornado warning near the city Wednesday as concerns grew that even worse weather is on the way to Louisiana and other states along the Gulf of Mexico.
Garbage containers tilted on their sides and pieces of wood floated down rain-swollen streets in New Orleans. Water was up to the doors of many cars during the morning rush hour.
The storms were associated with a broad area of disturbed weather in the Gulf that's expected to strengthen by this weekend when it threatens the region with torrential rain.
Once it becomes more intense, the weather system could push the already swollen Mississippi River precariously close to the tops of levees that protect New Orleans, forecasters said.
"There could be a considerable amount of overtopping of Mississippi River levees in Plaquemines Parish on both the east bank and the west bank," Louisiana Gov. John Bel Edwards said at a Wednesday news conference.
The parish is just southeast of New Orleans and includes many of the city's suburbs.
But it's not just New Orleans that's at risk, the governor said. National Guard troops and high-water vehicles will be positioned all over the state, he said.
"The entire coast of Louisiana is at play in this storm, and we're talking about as much as 10 to 15 inches (25 to 38 centimeters) of rain over a 24-hour period that will start Friday so that is a short time period for such intense rain," Bel Edwards said.
The governor said he would declare a statewide emergency later Wednesday.
The low pressure area Wednesday was over water, south of the Florida Panhandle. It was expected to strengthen into a storm as it moved west through the Gulf's warm waters.
Lines of thunderstorms associated with the system on Wednesday extended far out in into the Gulf and battered New Orleans, were as much as 7 inches (18 centimeters) of rain hit the New Orleans metropolitan area over a three-hour period Wednesday morning, forecasters said.
It's expected to get much worse in the days ahead.
Parts of Louisiana could see up to 12 inches (30 centimeters) of rain by Monday, with heavier amounts possible in some spots, forecasters said.
Mississippi and Texas were also at risk of torrential rains.
The National Weather Service said New Orleans is protected to a river level of 20 feet (6.1 meters), but it was forecast to rise above flood stage to 19 feet (5.8 meters) by Friday.

Police: Two arrested after vehicle stopped with no plate

A 33-year-old man was arrested on several charges and warrants after Morgan City police saw a vehicle with no license plate, Police Chief James Blair said in a news release. A 25-year-old woman was also arrested with him and booked on a warrant.

—Vernon Robinson Jr., 33, of Chennault Street in Morgan City, was arrested at 10:53 p.m. Tuesday on charges of no license plate, driving under suspension, no insurance, no child restraint, a city court warrant charging him with failure to appear to pay a fine for possession of synthetic cannabinoids, a city court warrant charging him with failure to appear for arraignment for driving under suspension, a city court warrant charging him with failure to appear to pay a fine for possession of marijuana and a city court warrant charging him with failure to appear to pay a fine for two counts of driving under suspension.

—Raven Piggott, 25, of Carol Road in Bayou Vista, was arrested at 10:53 p.m. Tuesday on a 16th Judicial District Court warrant charging her with failure to appear.

An officer in the area of La. 182 in Morgan City saw a vehicle leaving a business with no license plate. The officer stopped the vehicle and came into contact with Robinson. The officer learned that Robinson was driving with a suspended license. Robinson also could not produce valid insurance on the vehicle, Blair said.

The officer also noticed a small child in the rear of the vehicle that was not in a child seat, Blair said. Police also learned that Robinson had several warrants from city court. The passenger in the vehicle was identified as Piggot who had a warrant through 16th Judicial District Court.

Blair reported that officers responded to 38 calls and reported the following arrests:

—Jeremy Aucoin, 32, of Tuts Street in Gibson, was arrested at 9:21 a.m. Tuesday on a charge of possession of marijuana first offense less than 14 grams.

Officers were called to a La. 182 business after a complaint of illegal drug use in the parking lot. The officer located the vehicle after it left the parking lot and stopped the vehicle, Blair said. Police spoke with the occupants of the vehicle and located suspected marijuana. Aucoin admitted that the marijuana was his, Blair said. Aucoin was jailed.

—Eugene Leblanc, 24, of Ledoux Circle in Patterson, was arrested at 3:07 p.m. Tuesday on a city court warrant charging him with contempt of court. LeBlanc was arrested at the police department on a warrant. LeBlanc was jailed.

St. Mary Parish Sheriff Blaise Smith reported that deputies responded to 31 complaints in the parish and reported the following arrests relating to east St. Mary Parish:

—Abriahn Baker, 22, of Martin Luther King Jr. Avenue in Patterson, was arrested at 2:44 p.m. Tuesday on a warrant charging her with theft by fraud.

A deputy made contact with Baker at the St. Mary Parish Sheriff’s Office in Morgan City and informed her of the warrant for her arrest. Baker was jailed with bail set at $500.

—Davontraye Jacoby Johnson, 24, of La. 182 in Berwick, was arrested at 7:30 p.m. Tuesday on a warrant for failure to appear on the charge of possession of marijuana 14 grams or less.

Johnson was transported from Morgan City jail to St. Mary Parish jail on a warrant for his arrest. No bail was set.

Patterson Police Chief Garrett Grogan reported no arrests.

Berwick Police Chief David Leonard Sr. reported no arrests.

DISCUSSION AND OUTLOOK
----------------------
At 1000 AM CDT (1500 UTC), the disturbance was centered near
latitude 28.5 North, longitude 86.4 West. The system is moving
toward the west-southwest near 8 mph (13 km/h). A motion toward the
west-southwest or southwest is expected through Thursday morning,
followed by a turn toward the west late Thursday and a turn
toward the west-northwest on Friday. By early Saturday, a northwest
motion is expected. On the forecast track, the system is
expected to approach the central U.S. Gulf Coast this weekend.

Maximum sustained winds are near 30 mph (45 km/h) with higher gusts.
Strengthening is forecast during the next 72 hours, and the
disturbance is forecast to become a tropical depression Thursday
morning, a tropical storm Thursday night, and a hurricane on Friday.

Shower and thunderstorm activity has gradually been increasing in
coverage and organization, and the low is likely to become a
tropical depression or a tropical storm in the next day or so.

rising waters moving inland from the shoreline. The water could
reach the following heights above ground somewhere in the indicated
areas if the peak surge occurs at the time of high tide...

and the tidal cycle, and can vary greatly over short distances. For

RAINFALL: The system is expected to produce total rain
accumulations of 6 to 12 inches near and inland of the central Gulf
Coast through early next week, with isolated maximum rainfall
amounts of 18 inches.

WIND: Tropical storm conditions are possible within the watch
area by late Thursday or early Friday.

St. Mary AARP holds meeting July 1 in MC

St. Mary Parish AARP Chapter 4435 held its monthly meeting and meal on July 1 at the St. Mary Senior Citizens Center, home of St. Mary AARP, in Morgan City. Prior to the meeting, members and guests were entertained with dance music from 4-5:30 p.m. followed by bingo until 6:15 p.m.
The meeting and meal sponsor for July was state Sen. Bret Allain. Attendees were served a meal of red beans, rice, sausage and salad. The meal was prepared by the cooking team of Pat Fryer and Mary Lee Gaudet.
Following the meal, Lou Campos and her St. Mary AARP Line Dancers performed a patriotic dance to the George M. Cohan song “You’re a Grand Old Flag.”
Allain spoke to the membership about recent activities and developments in the state legislature, including the approval of budgeting for a permanent flood control structure at Bayou Chene, which will help alleviate flooding in the area. He also introduced his wife, Kim, and his legislative assistant Laura Meadows.
Birthday and anniversary celebrants for July were recognized at the meeting. The birthday cake was donated by M C Bank.
The next St. Mary AARP monthly meeting and meal will be held on Aug. 5.

ALBUQUERQUE, N.M. (AP) — The National Museum of Nuclear Science and History and the Atomic Heritage Foundation are teaming up. Officials say their new partnership will ensure that the foundation’s collection of oral histories and other materials about the top-secret Manhattan Project will remain available to the public. The nonprofit foundation is closing its Washington, D.C., office. Officials say it’s been hard to sustain a fully staffed office as supporters have dwindled over the years. Rhonda Marie Wesley was born on September 14, 1959, in Franklin, La., to Arthur and Shirley Wesley. A native and resident of Franklin, La., Rhonda transitioned to her next life on July 3, 2019.

Charles Thompson, Jr., the oldest of nine children born to the late Charles Thompson Sr. and Bernadine Robinson Thompson departed this life peacefully on June 30, 2019, at his residence.
Charlie, as we lovingly called him, was educated in Jeanerette, La., Saint Mary High and the Desoto Parish School Systemwhere he finished his education and became a star football player.
He loved to cook and loved to be praised for his culinary skills. He was very humorous and had an infectious laugh. Charlie T. Jr. worked at the Franklin Distributing Company for 20 years and Ashland Chemical Company before becoming an entrepreneur. He owned and operated a successful Janitorial Service in which he helped to gainfully employ many men and women from the Community. After retirement, he went to work for Hanson Memorial High School for many years before his final retirement.
He was preceded in death by his father; Charles Thompson Sr.; three siblings: Cammie James Thompson, Annie Pearl Thompson Kirkpatrick, Judy Thompson Taylor and one son Gregory James Owens.
He leaves to cherish his memory a son: David Christopher Thompson of Franklin, La. and bonus son Benjamin C. (Trudy) Harris Sr. of Sugarland TX; his ex-wife and friend: Violet Owens Thompson of Franklin La.; five sisters – Lillie T.
