Consolidation delay urged; Franklin event lauded

Lee Dragna, chairman of Consolidated Dist. 2, appealed to the St. Mary Parish Council to hold off on consolidation of Consolidated Gravity Drainage Districts 2 and 6, creating a new District 2a.
Dragna said while he is in agreement with the consolidation move on the agenda Wednesday, but the timing was an issue. “Our district is in the middle of certifying levees, certifying internal drainage, because we have a completely different system than everybody else,” he said. “When it rains, you’ve got minutes to pump it out, not hours for us to get to the pumps and get it out. We’re also about to start a $6.5 million pump station. So the timing’s bad.”
He urged the council to consider these situations in passing the consolidation resolution.
“Franklin, I don’t want to be in charge of both districts,” he said.
In other business, Diane Wiltz and Ed “Tiger” Verdin, addressed the council regarding Franklin’s upcoming bicentennial celebration that will run throughout 2020.
Verdin thanked the council and parish president, as well as parish employees, for their assistance. He noted that Hanagriff’s Machine Shop constructed a historic lamp post replica, with working light globes, that was lowered from the top of the courthouse to the awning at the entrance, which set off a splash of confetti and fireworks across Bayou Teche.
“It’s being talked about all over south Louisiana,” Verdin said. “There wasn’t a dry eye. It was a very proud moment.”
He said such events are growing and participation is high.
Wiltz added, “To see something go from paper to planning to developing it, to its full fruition, was not only a proud moment for us, but also a humbling moment.
“It would not have come to fruition had you, each and every one of you, not been a part of it some way…we’re turning around, we’re turning around in a good way.”
Also, Councilman Craig Mathews announced that the West St. Mary Civic Center in Sorrell will be dedicated renamed in honor of former police juror and parish council member Joseph “Tooney” Davis on Feb. 8 at 3 p.m.
—Councilman Paul Naquin resigned from the St. Mary Community Action Board of Directors and was replaced by Councilman J Ins.
—The February meeting date was moved to Feb. 11, on Tuesday.
—Council Dale Rogers requested a $20,000 allocation from the Wards 1, 2, 3, 4, 7 and 10 3/10ths sales tax fund to the City of Franklin for improvement in fire protection, public safety and public health facilities, which was approved.
The latter part of the meeting was concluded by statements from the outgoing council members: Sterling Fryou, Gabriel Beadle, Kevin Voisin, Ken Singleton, Glenn Hidalgo and Dale Rogers. Councilman Naquin, also outgoing, was not able to be present.

January's Franklin Bicentennial to honor Loustalot

The office of Franklin Mayor Eugene Foulcard announced details Tuesday regarding January’s official bicentennial observance event.
A memorial presentation will celebrate the life and sacrifice of 2nd Lt. Edward V. Loustalot, 1st Ranger Battalion, from Franklin, who was the first American soldier to be killed in action in Nazi occupied Europe during World War II.
The presentation will be called, “Dieppe Raid: Operation Jubilee, a Bicentennial Celebration of the life and sacrifice of Army Ranger 2nd Lt. Edward V. Loustalot,” and will take place Jan. 22 at 7 p.m. at the Teche Theatre for the Performing Arts in downtown Franklin. Admission is free.
Diane Boutier, board administrator in charge of U.S. Relations of the “Memorial du 19 Aout 1942” in Dieppe, France will be in attendance to present information, photos and videos regarding Operation Jubilee, the Dieppe raid which helped re-create the blueprint that lead to the D-Day invasions.
Boutier will discuss 2nd Lt. Loustalot’s military actions, as well as family history, war history and gravesite. She will also discuss the fact that this former young man from Franklin is celebrated every August 19 in Dieppe, France.
The mayor’s office is encourging all Franklin area residents, “If you, a family member, or someone you know fought in the war effort overseas, or at home during WWII, we would like to get photos including information; full name, rank, and places served, to be scanned at 5:30 p.m., which will become a part of the memorial in Dieppe, France.
“Also, if you know of any Chitimacha vets of WWII, please have their families be a part of this database. Our Native families played huge roles in WWII.”

Ashes have waited 30 years to be scattered over Hawaii

Hospital board hears about changes at Ochsner St. Mary

Ochsner St. Mary is looking better inside and out, the St. Mary Hospital Service District 2 board said Wednesday night.
The board owns Morgan City’s 165-bed hospital and last fall named Ochsner Health System to operate the institution under a lease agreement.
Ochsner is working on the hospital’s physical appearance with a pressure wash. And the company is investing in emergency room improvements, said Chairman William Cefalu Jr., part of the process of improving public perception of the hospital.
Inside, the hospital has hired seven nurses and is looking for a respiratory therapist. Recruitment remains a focus for Ochsner, Cefalu said.
Patient numbers have risen into the 20s and 30s, he said.
“It could have been in the 50s easily if we had the staff,” Cefalu said.
Also Tuesday, the board reelected its officers for the new year. They are Cefalu as chairman; Gary Stansbury as vice chairman; and Bill McCarty as secretary-treasurer.

State: Feds may enforce new minimum tobacco purchase age

Louisiana government is advising retailers that federal agencies may enforce the new U.S. minimum age of 21 for buying tobacco products and e-cigarettes, even though state law hasn’t been changed to reflect the higher minimum.
On Tuesday, The Daily Review reported that the federal minimum age signed by President Donald Trump on Dec. 20 is not yet reflected in Louisiana law, where the minimum age is 18.
That led to some confusion for some merchants and law enforcement agencies.
Just after noon Tuesday, The Daily Review received this email from Louisiana Alcohol and Tobacco Control:
“The U.S. Food and Drug Administration has announced that it is against the law to sell tobacco products, e-cigarettes and other vapor smoking products to anyone under the age of 21. An amendment to the Federal Food, Drug and Cosmetic Act, signed by the president on Dec. 20, 2019, raises the minimum age for purchasing those products from 18 to 21 nationwide.
“Louisiana law has not been amended to address this change. However, the Louisiana Office of Alcohol and Tobacco Control advises Louisiana retailers that federal agencies may enforce this change in federal law.”
Some local businesses made the change despite the difference in state and federal laws.
The Circle K located at 6383 La. 182 in Morgan City is enforcing the federal legislation, as well as Stazione’s Deli locations. Other retailers, such as Rouse’s Supermarket located at 6403 La. 182 in Morgan City made the change Friday afternoon.
Their registers were updating to reflect the new law and signs were being removed stating tobacco products could be sold to 18 and older.
The Morgan City Police Department said it can only enforce the state law.
The American Lung Association cites figures indicating that a nationwide minimum age of 21 could prevent 223,000 smoking-related deaths among those born since 2000, including 50,000 deaths from lung cancer.
The statistics come from a study by the National Academy of Medicine.
Nearly all smokes had their first cigarette by age 21, and 81% started smoking before age 18.
“Smokers aged 18 and 19 years old are often a supplier for younger kids who rely on friends, classmates and peers to buy tobacco products,” the association said. “Since students do not typically reach 21 years old while still in high school, increasing the age of sale would greatly reduce the number of high school students who could purchase tobacco products.”

JoAnn M. Rawls, age 86, of Tuscaloosa, Alabama and formerly of Morgan City, Louisiana, passed away January 3, 2020 in Tuscaloosa, Alabama. A private ceremony will be held by the family.
She was preceded in death by her parents, Edward Embrew Mitchell and Dorothy Louvent Mitchell.
Survivors include her daughter, Elizabeth Whitehead (Del); son, Mitchell Rawls (Shari); sister, Joy Carmichael (Carl); grandsons, Austin Whitehead, Matthew Whitehead (Anna) and Zachary Case (Katie); and great-granddaughter, Stella Rose Case.
JoAnn was a retired legal secretary. She loved scrapbooking, playing bridge, and Saints and LSU football. She was a proud member of Trinity Episcopal Church and spent many hours working on the Altar Guild and needle pointing seat cushions for the altar. Her favorite pastime however, was her three grandsons, whom she adored more than anything in the world.
The family would like to extend a special thanks to the staff of Alabama Hospice Care of Tuscaloosa especially Dr. Stephen Browne, Shirley Zito, Stacey Melton, April Hambright, Brittani Pollion, Ransey O’Daniel and Rebekah Kennemer.

ANDRE' LEONARD VANBUREN

Andre’ Leonard VanBuren, 85, a native of Ascension Parish and resident of Patterson, died Monday, Jan. 6, 2020, at his residence.
Visitation will be Friday from 10 a.m. until services at 11 a.m. at Jones Funeral Home in Morgan City. Burial will follow in Nazarene Cemetery in Verdunville.
He is survived by his wife, Theresa Austin VanBuren of Patterson; four children, Barbara Johnson, Henry Johnson III and Michael Johnson, all of Houma, and Brenda Voclain of Hammond; two sisters, Theresa Rhodes of Thibodaux and Evelyn Williams of Algiers; five grandchildren; five great-grandchildren; and a host of other relatives.
He was preceded in death by his parents, two children and two brothers.
Jones Funeral Home is in charge of arrangements.

Bertrand scores 59 in Berwick's OT win

Lay Bertrand had a night to remember in the Berwick Lady Panthers’ 72-69 overtime win against Ascension Catholic in Donaldsonville Wednesday. The Berwick junior scored 59 points to lead the Lady Panthers in the win. Bertrand had 14 points in the first quarter, 15 points in the second period, six points in the third quarter, 11 points in the fourth quarter and 12 in overtime. She scored all of Berwick’s second-quarter points and all of its points in overtime.
