Legislators look at accounts to pay for schooling outside school zones

Louisiana lawmakers filed several bills for the 2022 legislative session that would give families more freedom in choosing a fitting educational plan for their children.
These bills would create educational savings accounts (ESAs) to open up more options for families to enroll their children in schools outside their public school district. Expanding on Louisiana’s current program to allow public school children to transfer to public and charter schools outside the school district, the ESAs would enable more educational choice for parents also interested in private schools around the state.
“Parents will be able to use the state portion of funding that would’ve been allocated for the child’s education at a public school and give them the ability to use it to enroll the child in a state-approved private school or to use the funds to purchase educational services through authorized providers,” Erin Bendily, vice president for policy and strategy at the Pelican Insti-tute, said.
The authorized educational services could be wide-ranging, from purchasing materials for the curriculum to hiring tutors and even educational therapy services, promoting a customizable educational plan for each child.
HB 33, 194, 227, 452, and SB 203 would create ESAs for children with special circumstances, including but not limited to children that were victims of bullying, those with disabilities, those who are not yet reading at grade level, or children in military or foster families.
The ESA program should be budget neutral as state funds currently allocated to school districts for the cost of funding a student’s education through the Minimum Foundation Program would instead be placed into an ESA for each student, which would be around $5,500 per student. The public schools would continue to receive the same local and federal fund-ing.
“Either way the state is providing the same level of funding to the child, you’re just putting the parent in the driver seat,” Bendily said.
The latest school choice bills would build upon the framework of successful ESA programs from states like Mississippi, Florida, Tennessee and North Carolina, she added. One example that sparked interest from lawmakers was West Virginia’s success with the Hope Scholarship program that was passed early last year, Bendily said. The Hope Scholarship is considered to be one of the most expansive ESA pro-grams in the nation.

Ribbon-cutting for Cajun Treasures Boutique

Owners Cary and April McConathy cut the ribbon Tuesday to mark the opening of Cajun Treasures Boutique, 6310 La. 182 East in Morgan City. The store, located in the old Lirette Ford building, offers women's and children's clothes, plus size clothing, shoes, purses, and craft items by local vendors. Joining the owners and their daughter Kera on Tuesday were St. Mary Assessor Jarrod Longman, St. Mary Chamber President Beth Chiasson and members of the Chamber board and staff. The grand opening for Cajun Treasures Boutique will be 9 a.m.-3 p.m. Saturday.

Museum egg hunts draw crowd

The Louisiana State Museum – Patterson was the site for the Wedell-Williams Aviation and Cypress Sawmill Museum’s Easter Egg Hunt and Spring Festival on Saturday.
A large crowd of children and adults attended the fundraiser which included egg hunts for children ages 2-10, super slides, space walks, face painting, train rides and pictures with the Easter Bunny. A child in the three age divisions also won a bicycle.
Funds raised help to fund future museum projects.
Entry to the museum is free. Museum hours are Tuesday through Saturday from 9:30 a.m. to 4 p.m.

Basin Brew Fest has large attendance

Perfect weather helped to bring out hundreds of patrons to the Basin Brew Fest held Saturday in downtown Morgan City.
According to the events Facebook page, more than 10,000 sample cups were used.
Some of the proceeds from the non-profit event will go to the Block 27 Project which is the initiative to renovate Lawrence Park in the historic downtown Morgan City area. Also benefitting from the event is Rescue Revolution, a Houma area dog rescue.
Live music during the event was provided by Forgetting Last Friday.

Morgan City police make arrest on third DWI

Morgan City police arrest-ed a Galliano man on a third drunk driving charge Sun-day, part of a busy weekend of arrests on alcohol- and drug-related charges in Morgan City and Berwick.

Morgan City
Police Chief James F. Blair reported that the Morgan City Police Department responded to 116 calls for service of the last 72-hour reporting period and made these arrests beginning Friday:
—Jordan Creppel, 30, West 164th Street, Galliano, was arrested at 4:43 p.m. Sunday on charges of driving while intoxicated (third offense), reckless operation of a motor vehicle and driving under suspension.
—Joseph Guillory Soto, 35, Sixth Street, Morgan City, was arrested at 1:51 p.m. Friday on a 6th Ward Morgan City warrant alleging two counts of failure to appear for arraignment and a 16th Judicial District Court war-rant alleging failure to appear for a revocation hearing.
—Lezlie Aucoin, 30, Cy-press Street, Morgan City, was arrested at 1:51 p.m. Friday on charges of battery on a dating partner, possession of drug paraphernalia, introduction of contraband into a penal facility, possession of marijuana, possession of methamphetamine, pos-session of Subutex and possession of alprazolam.
—Hunter Michael Chauvin, 25, Shady Oak Court, Houma, was arrested at 7:17 p.m. Friday on a 6th Ward Morgan City Court warrant alleging failure to appear for trial.
—Joshua Devon Crosby, 33, Baronne Street, Baldwin, was arrested on two counts of resisting an officer and on a warrant alleging illegal possession of stolen firearms.
—Katelynn Goss, 18, East 71st Street, Cut Off, was arrested at 4:43 p.m. Sunday on charges of possession of marijuana and possession of drug paraphernalia.

Berwick
Police Chief David Leonard Sr. reported these arrests:
—Rodrick Hunter, Wren Street, Morgan City, was arrested at 9:19 a.m. March 23 on charges of possession of methamphetamine, possession of marijuana and obstruction of justice, and on a warrant alleging monetary instrument abuse and a 16th Judicial Court warrant alleging failure to appear.
About 9:19 a.m. March 23, Hunter was located at a local business, and it was learned that he had active warrants. Hunter was placed under arrest without incident.
During this time, Hunter was found to be in possession of marijuana and methamphetamine that he tried to discard upon arrest. Hunter was transported to the Berwick Police Department, where he was booked. A bond set at $10,000.
—Cameron Jackson, 22, Sun Road, Morgan City, was arrested at 4:03 p.m. March 23 on a charge of reckless operation of a motor vehicle.
About 3:49 p.m. March 23, the Berwick Police Department received a complaint about a reckless driver. Officers obtained a description of the vehicle and located it on U.S. 90. Officers observed the vehicle to continue traveling in a reckless manner as it was passing vehicles and traveling at a high rate of speed.
A traffic stop was conduct-ed on the vehicle, and officers made contact with Jackson. Jackson was placed under arrest for the charge of Reckless Operation and released on a summons to appear in court.
—Kenneth Fontenot, 48, Majestic Drive, Rayne, was arrested at 11:59 p.m. March 23 on a charge of possession of marijuana (under 14 grams).
On March 23, a traffic stop was conducted on a vehicle U.S. 90 for a speeding viola-tion. During the course of the stop, Fontenot was identified as a passenger and admitted to having marijuana. Fontenot was placed under arrest and released on a summons to appear in court.
—John Maldanado-Castro, 20, Francis Street, Berwick, was arrested at 1:53 a.m. Friday on charges of speeding 72 mph in a 45 mph zone and no driver’s license.
Abou5 1:45 a.m. Friday, a traffic stop was conducted on a vehicle for speeding 72 in a 45 mph zone. Officers made contact with Maldonado-Castro and learned that he did not have a valid driver’s license.
Maldonado-Castro was placed under arrest and transported to the Berwick Police Department, where he was booked.. Maldonado-Castro posted a $577 cash bond.
—Trey Olwell, 24, Pharr Street, Berwick, was arrested at 2:07 p.m. Friday on warrants alleging possession of psilocybin mushrooms and violation of controlled dangerous substance laws (drug-free zone),
At 2:07 p.m. Sunday, offic-ers made contact with Olwell, who had active warrants through the Berwick Police Department. Olwell was placed under arrest without incident and transported to the Berwick Police Department, where he was booked. Olwell later posted a $5,500 bond.
—Leroy Bailey, 36, Francis Street, Berwick, was arrested at 7:32 p.m. Sunday on a 16th Judicial District Court warrant alleging failure to appear on a charge of domestic abuse battery.
—About 7 p.m. Friday, the Berwick Police Department responded to a residence on Francis Street for a disturbance involving Bailey. Officers responded and learned that Bailey had an active warrant through the 16th JDC.
During the course of the investigation, Bailey was found hiding under a shed at the residence. Bailey was placed under arrest and transported to the Berwick Police Department, where he was booked. Bailey remains incarcerated pending a bond hearing.
—Tate Allemand, 37, Edith Street, Houma, was arrested at 11:11 p.m. Friday on charges of possession of marijuana, possession of THC edibles, possession of meth-amphetamine, possession of drug paraphernalia and two taillights required.
—Rachel Lebourgeois, 33, Hessmar Avenue, Metairie, was arrested at 11:11 p.m. Friday on charges of possession of marijuana, possession of THC edibles, possession of methamphetamine and possession of drug paraphernalia.
About 10:17 p.m. Friday, an officer in the area of U.S. 90 observed a vehicle with one working taillight. A traffic stop was conducted on the vehicle, and officers made contact with Allemand and Lebourgeois.
During the course of the stop, an odor of marijuana was detected coming from the vehicle. A search of the vehicle was done, at which time marijuana, THC edibles, methamphetamine and various items of drug paraphernalia were located inside the vehicle.
Allemand and Lebourgeois admitted that the marijuana, THC and paraphernalia belonged to them bit denied any knowledge of the meth-amphetamine. A computer check showed that Allemand’s driver’s license was suspended.
Allemand and Lebourgeois were placed under arrest and transported to the Berwick Police Department and booked. Both Allemand and Lebourgeois remain incarcerated pending a bond hearing.
—Kentwine Birdlow, 31, Trinity Drive, Thibodaux, was arrested at 2:32 a.m. Sunday on charges of driving while intoxicated (first offense) and red light violation.
About 2:04 a.m. Sunday, a vehicle was observed disregarding a red light in the area of La. 182. A traffic stop was conducted on the vehicle, and officers made contact with the driver who was identified as Birdlow. He showed obvious signs of impairment.
Birdlow was asked to per-form a series of standardized field sobriety tests, which he agreed to do and performed poorly on. Birdlow was placed under arrest and transported to the Berwick Police Department where he submitted a valid breath sample of 0.202G% BAC.
Birdlow was booked and remains incarcerated with a bond set at $2,750.
—Brandon Harrell, 37, Mariah Street, Houston, was arrested at 2:33 p.m. Sunday on charges of following too closely and possession of marijuana (under 14 grams).
About 2:23 p.m. Sunday, officers with the Berwick Police Department observed a vehicle following another vehicle too closely on the highway. Officer conducted a traffic stop and spoke with Harrell.
During the investigation, officers smelled marijuana from the vehicle. Officers located marijuana on Har-rell’s person.
Harrell was placed under arrest and released on a summons to appear in court June 15.
Franklin
Police Chief Morris Beverly reported that the Franklin Police Department responded to 32 complaints over the past weekend and made these arrests:
—Kylan Peters, 19, Ninth Street, Franklin, was arrested at 10:01 a.m. Friday, while incarcerated at the Franklin Police Department, on a 3rd Ward City Court warrant alleging failure to appear on the charges of speeding and driver must be licensed. Peters was booked, processed and held on a $518.50 bond.
—Ronnie Boatman, 43, of Carl C. Foulcard Drive, Franklin, was arrested at 10:32 a.m. Friday on a 16th Judicial District Court war-rant alleging failure to ap-pear on the charge of crimi-nal neglect of family. Boatman was booked, processed and transported to the St. Mary Parish Law Enforcement Center.
—Edgar Burrell, 35, Third Street, Franklin, was arrested at 10:57 a.m. Friday on a 3rd Ward City Court warrant alleging failure to appear on the charge of no driver’s license. Burrell was booked, processed and released on a $250 bond.
—Brett Gaspard, 31, Baker Road, Franklin, was arrested at 5:10 p.m. Saturday on a warrant dated April 23, 2020, alleging heft. Gaspard was booked, processed, and held on a $1,500 bond.

Patterson charter amendments pass; Franklin incumbents re-elected

Three proposed amendments to the Patterson city charter passed by big margins Saturday, and two incumbents won election to the Franklin City Council.

The turnout for the Patterson ballot measures was only 5.2%, according to complete but unofficial returns from the Louisiana Secretary of State's Office.

Amendment No. 1, which will require Patterson's mayor to have either a high school diploma or its equivalent, passed 184-13, or 93%-7%.

Amendment No. 2 will require the Patterson police chief to be at least 21, to have lived within the city limits for a year before qualifying, and to be Peace Officer Standards Training-certified. The amendment passed 180-16, or 92%-8%.

Amendment No. 3 will allow the police chief to receive a raise during the same four-year term in which the City Council approves the salary increase. A salary reduction will still be prohibited until after the term in which the council cuts the chief's pay. The amendment passed 162-34, or 83%-17%.

In Franklin, Lester "Motor" Levine Jr. won re-election to the City Council's at-large seat, winning with 693 votes, or 66%, to 361 votes, or 34%, for Ian Jonas Ruskoski.

In District C, incumbent Larry Guilbeau got 191 votes, or 62%, to win over Ella Prevost Hamilton, 118 votes, or 38%.

The turnout in Franklin was 24.5%

Mayor Eugene Foulcard and incumbent council members Jaime Robison, Chuck Autin and Joseph Garrison qualified without opposition.

In Patterson, Ray Dewey Sr. qualified unopposed for a seat on the City Council, and Tammie L. Moore was the lone candidate to qualify for an open St. Mary School Board seat. Dewey and Moore took the oaths of office earlier this month.

Franklin man booked on attempted murder charge

A Franklin was arrested Thursday accused of attempted murder and gang activity.

Franklin
Police Chief Morris Beverly reported that the Franklin Police Department responded to 10 complaints over the last 24-hour reporting period and made these arrests:
—Kylan Peters, 19, Ninth Street, Franklin, was arrested at 7:33 p.m. Thursday on charges of illegal use of weapons or dangerous instrumentalities, illegal carrying of weapons, criminal street gangs and two counts of attempted second-degree murder. Peters was booked, processed and held on a $270,000 bond.
—Jada Druilhet, 20, John Street, Franklin, was arrested at 10:29 a.m. Thursday on a warrant dated Oct. 27 and alleging disturbing the peace (fighting) and obstructing public passages. Druilhet was booked, processed and released on a $2,000 bond.

Morgan City
Police Chief James F. Blair reported that the Morgan City Police Department responded to 47 calls for service over the last 24-hour reporting period and made these arrests beginning Thursday;
—A’Monta Lee Moultrie, 18, West Park Avenue, Thibodaux, was arrested at 7 p.m. Thursday on a warrant alleging criminal damage to property ($1,000-$5,000).
—jake Christopher Naquin, 35, Hialeah Avenue, Houma, was arrested at 9:08 p.m. Thursday on a warrant alleging simple cruelty to animals.
—Michael Wade Forristal, 50, Honey Lane, Morgan City, was arrested at 11:8 p.m. Thursday on a warrant alleging theft (under $1,000).

St. Mary
Sheriff Blaise Smith advises that over the last 24-hour reporting period, the Sheriff’s Office responded to 26 complaints and made these arrests:
—John Clifton Aucoin, 40, Morgan City, was arrested at 11:28 a.m. Friday on a charge of disturbing the peace (language). Bail was set at $500.
—Loreal Griffin Miller, 34, Baldwin, was arrested at 1:48 p.m. Thursday on a warrant alleging failure to appear on the charge of disturbing the peace (offensive works) and simple battery. Miller was released on a summons to appear June 24.
—Glenn Madison Jr., 38, Franklin, was arrested at 7:15 p.m. Thursday on charges of reckless operation (no accident) and driving under suspension. Madison was released on a summons to appear June 24.
—Barbara Ann Sigler Cox, 53, Morgan City, was arrested at 12:01 a.m. Friday on charges of possession of marijuana and improper lane usage. Cox was released on a summons to appear June 24.

ALDEN JOSEPH VERRETT

Alden Joseph Verrett Sr., 92, a resident of Bayou Vista, passed away peacefully on Thursday, March 24, 2022, at Ochsner St. Mary Hospital.

Alden was born on August 16, 1929, in Morgan City, the son of James Verrett and Rowena Vining Verrett.

Alden was the most honest and hardest working person, who always took the time to share his heritage and his love with his sons and their families. As a young career man, Alden began working on the family shrimp boat which he did for 16 years. Once he and his wife started a family, he began working for Tidex which eventually became Tidewater Marine. He was one of the founding employees there and enjoyed a career as a boat captain that spanned 32 years. In his spare time, he enjoyed building boats with his family as well as making shrimp trawls and fish nets for family and friends. Alden loved making his homemade blackberry wine which was superior, from fruit picked from his vines at home. He was always a giving man and was always available for advice when we needed it. He loved to be in the outdoors fishing, hunting, shrimping or tending to his vegetable garden. During duck season Alden and Tot could most often be found at his camp tagged (Aldens’ Dream) enjoying a duck hunt and most definitely the running of his catfish crossings. He continued to shrimp in his 17’ skiff (referred to by a dear friend as a super-boat) with family and friends well into his 80’s. Many shrimp and okra gumbo ingredients originated from Alden and Vernices’ house.

He will be sadly missed and lovingly remembered by three sons, Alden Verrett Jr. of Houston, Vernon Verrett of Tylertown, Mississippi and Kevin Verrett and wife Tammy of Morgan City; five grandchildren, Alden Verrett III and wife Katie, Alex Verrett, Kadi Verrett, Jaci Verrett and Mandy Turner and husband Darus; five great grandchildren, Alden Verrett IV, Charlotte Verrett, Emberly Verrett, Kenzie Louviere and Zack Turner.

Alden was preceded in death by his parents; his wife of 65 years, Vernice Gros Verrett; five brothers, Everette “Brud” Verrett, Sylvester Verrett Sr., Robert Verrett, Calvin Verrett, Lloyd Verrett; three sisters, Bessie Verrett Hymel, Hilda Verrett Autin, Alvida Verrett Voisin.

A visitation will be held from 9:00 a.m. until 1:00 p.m. on Tuesday, March 29, 2022, at Twin City Funeral Home with a rosary being prayed at 1:00 p.m. A Mass of Christian Burial will be celebrated at 2:00 p.m. on Tuesday, March 29, 2022, at St. Bernadette Catholic Church with Father Thainese Alphonse celebrating Mass. Following Mass, Alden will be laid to rest in the Morgan City Cemetery Mausoleum
