DIANNE ANSLEM RULF

Dianne Anslem Rulf, 66, a resident of Stephensville, died Sunday, July 17, 2022, at her residence.

She is survived by two children, Glenn Rulf Jr. and Kristy Rulf, both of Stephensville; three sisters, Betty Broussard of Laurelville, Mary Keller of Youngsville and Susan Serrette of Homer; four grand-children; a great-grandchild; and a host of other relatives.

She was preceded in death by her parents, husband, a sister and a brother.

Visitation will be Thursday from 9 a.m. until services at 2 p.m., with a rosary at 1:30 p.m., at Twin City Fu-neral Home. Burial will follow in Morgan City Cemetery.

Twin City Funeral Home is in charge of arrangements.

Heroin possession, theft arrests reported by local authoriites

St. Mary deputies made a heroin possession arrest Monday, and Morgan City police booked a man on two theft counts.

St. Mary

Sheriff Blaise Smith reported that over the last 24-hour reporting period, the Sheriff's Office responded to 39 complaints and made these arrests:

--Kaitlyn Renea Beadle, 25, Morgan City, was arrested at 1:08 a.m. Tuesday on a charge of possession of heroin. Bail has not been set at this time.

--Jaquisha Monique Singleton, 28, Denham Springs, was arrested at 8:14 a.m. Monday on a warrant alleging failure to appear on charges of possession of marijuana, possession of drug paraphernalia and window tint violation. Singleton was released on a $1,750 bond.

--Curt Joseph Guarisco, 55, Patterson, was arrested at 7:02 p.m. Saturday on a charge of domestic abuse battery (child endangerment). Guarisco was released on a $2,000 bond.

Morgan City

Interim Police Chief Mark E. Griffin Jr. reported that the Morgan City Police Department responded to 34 calls for service over the last 24-hour reporting period and made these arrests:

--Deshaun Blake Montgomery, 30, Case Lane, Lafayette, was arrested at 3:40 p.m. Monday on two counts of theft under $1,000.

--Estrella Ashley Shamah, 33, Garber Street, Morgan City, was arrested at 8:33 p.m. Monday as a fugitive from the Kenner Police Department.

Patterson

Police Chief Garrett Grogan reported this arrest:

--Christopher Douglas, 25, was arrested at 2:36 p.m. Monday on charges of driving under suspension, no insurance and possession of marijuana (under 14 grams). Douglas was incarcerated at the Patterson PD Jail.

Franklin

Police Chief Morris Beverly reported that the Franklin Police Department responded to eight complaints over the past 24-hour reporting period and made these arrests:

--Rocky Giroir, 19, Forest Street, Franklin, was arrested at 2:59 p.m. Monday on a warrant dated June 5 alleging theft. Giroir was booked, processed and released on a $1,500 bond.

--Lysander Williams, 53, Cedar Street, Franklin, was arrested at 11:02 p.m. Monday on a warrant for 3rd Ward City Court alleging failure to appear on the charges of stop signs and driving under suspension. Williams was booked, processed and held on a $373 bond.

Word of Life School Fair set for Saturday

Word of Life will hold its 21st annual School Fair from 8 a.m. to 10 a.m. Saturday.

The church, located at 108 Ryan St. in Patter-son will once again offer free school supplies, school uniforms and shoes will supplies and sizes last.

The child receiving the items must be present.

Parents and guardians should note that they should know the child’s clothing and shoes sizes because no one will be allowed to try on shoes or uniforms this year.

Back to School Bash will be Saturday in Berwick

The Gulf Coast Organization returns to participate in the 2022 St. Mary Parish Back to School Bash noon-4 p.m. Saturday at the Berwick Civic Center.

The Back to School Bash is an annual education-driven community event organized by event planner Stephanie Hartman of Patterson.

Under its Jump Start to a Great Start Initiative, GCO strives to mitigate the rising cost of education through scholarship awards and academic stipends. Expanding its programs and services from Texas into Louisiana, GCO strives to help reduce financial barriers that often confront students with high academic and leadership promise. At last year's bash, GCO awarded four scholarships, and that number will double at this year's event due to critical corporate sponsorship from MC Bank.

In addition to scholarships, the bash bolsters the distribution of more than 500 new backpacks filled with essential supplies for K-12 and college students along with door prizes that consist of dorm-size refrigerators, microwaves, graphing calculators, and televisions. This event has also attracted 31 vendors, community service providers, and educational organizations.

Parish Council hears about broadband, calls for election, praises Mustang Mike

The St. Mary Parish Council, which recently began livestreaming its meetings, heard July 13 that a state-federal program could soon may broadband internet available to people who can’t get it now.

Also at the July 13 meeting at the Parish Courthouse in Franklin, the council passed a resolution calling for a charter amendment election and praised Mustang Mike, who has linked his promotion of wrestling to a variety of civic causes.

The parish government, working with private company Cajun Broadband, has applied for two grants under the state’s Granting Un-served Municipalities Broad-band Opportunities program, known as GUMBO.

The program, established by the Legislature, sets aside $180 million in federal funds to extend broadband internet service to 400,000 Louisiana households in areas where that service isn’t available now.

The parish has applied for a GUMBO grant to help pay for an $800,000 project to provide broadband availabil-ity to 478 people in the Sorrell area. The grant would require an $80,000 match by the parish government, to which the Parish Council has already committed, and of and $160,000 from Cajun Broadband.

The parish has also applied for a GUMBO grant for a project providing broadband availability to 175 people in Irish Bend. The council hasn’t yet committed to a match for that project.

Chief Administrative Officer Henry C. “Bo” La-Grange reported that although final approval hasn’t occurred yet, the indications are positive for approval of the St. Mary broadband work.

Also at the meeting, the council passed the resolution calling for the Dec. 10 election on an amendment opening Parish Council leadership positions to any council member.

The council elects eight of its 11 members from geo-graphic districts. The other three members are elected at large.

The charter currently says only at-large members are eligible to be elected chair or vice chair. The council votes on the leadership posts at the beginning of each year.

Councilman J Ina has argued in favor of opening the leadership posts to any council members. After a pair of one-vote losses, Ina’s ordinance calling for the charter amendment election passed last month.

Another resolution honored Mike Beadle, better known locally as Mustang Mike, for 30 years of turning his commitment to professional wrestling into a commitment to local schools.

As an example, Beadle’s Gulf Coast Wrestling staged a card Saturday at the Morgan City Municipal Auditorium, and the con-cession sales went to the Morgan City High Band Department.

“I want to thank you for all you do,” Councilman Rodney Olander said, “and say I wouldn’t want to get in the ring with you.”

Qualifying for November elections begins Wednesday

Qualifying begins Wednesday for November elections that will affect governments at the city, parish, state and federal levels.

In St. Mary, the qualifying period for the upcoming fall elections will be Wednesday, July 20, through Friday, July 22, in the Clerk of Court’s Office, the Registrar of Voters Office said.

Election day will be Tuesday, Nov. 8, and early voting will be Oct. 25-Nov. 1 except for Sunday, Oct. 30.

The deadlines for registering to vote or to make changes to a current registration are Oct. 11 in person and Oct. 18 online.

The Nov. 8 primary election will be on a Tuesday because two congressional offices are involved.

U.S. Sen. John Kennedy, R-La., is up for re-election and is being challenged by Democrats Luke Mixon, Gary Chambers and Syrita Steib.

The 3rd Congressional District seat held by U.S. Rep. Clay Higgins, R-Lafayette, is also up for election. Lane Payne of Vermilion Parish has announced plans to run for the 3rd District seat.

The redistricting map approved by the Legislature put portions of extreme eastern St. Mary in the 6th District, represented by Baton Rouge Republican Garrett Graves.

District Judge Steven Miller, R-Thibodaux, has announced that he will run for the Louisiana 1st Circuit Court of Appeal seat being vacated by the retirement of Chief Judge Vanessa Whipple.

Closer to home, all 11 seats on the St. Mary Parish School Board will also be up for election Nov. 8.

On the municipal slate, Patterson and Berwick will hold elections for mayor and council. Both municipalities elect their councils at large, with the top five vote-getters winning council seats.

Patterson Police Chief Garrett Grogan is also up for re-election.

Baldwin municipal offices will be decided.

Senators introduce bill to reauthorize flood insurance program

U.S. senators from Louisiana, Florida and Mississippi have introduced legislation to reauthorize the National Flood Insurance Program, a major source of insurance for homeowners with government-backed mortgages.

U.S. Senators Bill Cassidy, R-La., John Kennedy, R-La., Marco Rubio, R-Fla., and Cindy Hyde-Smith, R-Miss., announced legislation on July 14 to reauthorize the National Flood Insurance Program until September 30, 2023. The program is set to expire on September 30, 2022 without congressional action.

The move comes as the Biden administration is floating 17 legislative proposals to reform the program, which is run through the Federal Emergency Management Administration. FEMA is also implementing a new pricing methodology dubbed Risk Rating 2.0 that’s driving up premiums for many policyholders.

"The White House needs to roll back their disastrous Risk Rating 2.0 system that is increasing rates for Louisiana families," Cassidy said. "In the meantime, we cannot let the National Flood Insurance Program expire and throw homeowners into the brink this hurricane season."

Kennedy highlighted the 5 million Americans nationwide who rely on the NFIP to protect their homes and businesses, including 500,000 in Louisiana.

"Louisiana’s families rely on their flood policies to help them when bad weather wrecks their homes and businesses," he said. "Between storms and flooding, I can’t express enough how important extending the NFIP is for my state, especially not that we’re in the middle of hurricane season."

The one-year reauthorization stands in contrast to a letter to lawmakers from Alice Lugo, assistant secretary for legislative affairs at the Department of Homeland Security, that requested a 10-year extension for the program, along with 17 reforms "to ensure more Americans are covered by flood insurance, build the nation’s climate resilience, reduce disaster suffering, and establish a sound and transparent financial framework for the NFIP."

The proposed reforms outlined in the May letter include a national law to require the disclosure of flood history before homeowners or renters ink contracts. The proposed reforms would also prevent the NFIP from insuring new homes in risky areas, which would send some to private insurance companies that charge higher premiums, according to Government Executive.

Other reforms would cut access to government insurance for "excessive loss properties" — those with multiple insurance payouts of at least $10,000 – after a fourth claim. Another would end new policies for commercial buildings.

The Biden administration is asking for those reforms and others in exchange for eliminating the program’s $20.5 million debt to the U.S. Treasury, the news site reports.

The requested changes also follow FEMA’s transition to Risk Rating 2.0, which changes the methodology for the NFIP’s pricing that has increased premiums for Louisiana homeowners and others in flood prone areas.

Cassidy earlier this year highlighted an internal FEMA study that found Risk Rating 2.0 could cause 20% of policyholders to drop out of the program due to skyrocketing premiums. An estimated 80% would see premium increases.

That reality prompted numerous senators in southern states to introduce the Homeowners Flood Insurance Transparency and Protection Act in March to force FEMA to freeze rates until the agency addresses a variety of concerns, from a lack of public notice and comment to the rating’s economic impact, data reliability and the establishment of an appeals process.

"FEMA continues leaving Louisianans and five million Americans in the dark about rising premiums and changes to NFIP," Cassidy said in March. "Our bill requires FEMA to provide clear information to policyholders to help lower premiums and reduce flood risk."

Sexual battery, indecent behavior with juveniles alleged in weekend arrests

Berwick police arrested a man charged with sexual battery against a juvenile and another man accused of trying use counterfeit money.

Police in Morgan City and Franklin also made arrests alleging indecent behavior with juveniles.

Berwick

Police Chief David S. Leonard reported these arrests:

--Glynn Guidry, 42, Carline Street, Berwick, was arrested at 12:29 p.m. Friday on warrants alleging con-tributing to the delinquency of a juvenile and misdemeanor sexual battery.

On Friday, officers traveled to the St. Mary Parish Law Enforcement Center and located Guidry, who was incarcerated at the facility. Guidry held an active warrant through the Berwick Police Department.

Guidry was placed under arrest and transported to the Berwick Police Department where he was booked on the outstanding warrants.

The warrants stem from an ongoing investigation that was started in June. Through the course of the inves-tigation, it was learned that Guidry had provided and allowed a juvenile to consume marijuana and alcohol in his presence.

It was also learned that Guidry had inappropriately groped the juvenile at one point. Following the booking, Guidry was transported back to the St. Mary Law Enforcement Center for incarceration.
--Dustin Fitch, 35, Mercury Road, Morgan City, was arrested at 1:04 a.m. Sunday on a charge of monetary instrument abuse.

About 12:48 a.m. Sunday, the Berwick Police Department received a call from a local business in reference to a customer trying to pass a counterfeit bill.

Officers responded and made contact with Fitch.

During the course of the investigation, it was learned that Fitch attempted to pass the fake bill at some point. Fitch was placed under arrest and transported to the Berwick Police Department, where he was booked.

--Danny Andorf, 47, Francis Street, Berwick, was arrested at 10:33 p.m. Saturday on charges of possession of marijuana (under 14 grams), possession of drug paraphernalia, stop sign violation, no insurance and driving under suspension and on a Lafourche Parish Sheriff’s Office warrant.

About 10:20 p.m. Saturday in the area of Bowman Street, officers observed a vehicle disregard a stop sign. A traffic stop was conducted on the vehicle, and officers made contact with Andorf.

Andorf he admitted to having a marijuana cigarette on his person. A search of the vehicle was conducted, at which time a glass smoking pipe with methamphetamine residue was located. A computer check showed that the vehicle did not have insurance and that Andorf’s license was suspended.

It was also learned that Andorf had an active warrant through the Lafourche Parish Sheriff’s Office. Andorf was placed under arrest and transported to the Berwick Police Department, where he was booked. A hold was placed for the Lafourche Parish Sheriff’s Office warrant.

--Jacoby Lively, 32, Church Street, Jeanerette, was at 11:28 p.m. Sunday on charges of possession of marijuana (under 14 grams), speeding 77 mph in a 55 mph zone, open container and driving under suspension and on an Iberia Parish warrant alleging failure to appear.

--Brandon Eugene, Dale Street, New Iberia, was arrested at 11:28 p.m. Sunday on a St. Mary Parish warrant alleging failure to appear.

About 10:42 p.m. Sunday, officers conducted a traffic stop on a vehicle for speeding 77 mph in a 55 mph zone. zone. Officers made contact with Lively and Eugene in the vehicle. During the course of the stop, Lively was found to be in possession of marijuana and had open alcoholic beverages inside the vehicle.

A warrants check showed that Lively had an active warrant through the Iberia Parish Sheriff’s Office and Eugene had an active warrant through the St. Mary Parish Sheriff’s Office.

Lively and Eugene were placed under arrest and transported to the Berwick Police Department. Lively was booked on the Sunday charges, and Eugene was booked on St. Mary Parish warrant.

St. Mary

Sheriff Blaise Smith reported that over the last 72-hour reporting period, the Sheriff’s Office responded to 87 complaints made these arrests
--Luis Ivan Garcilazo, 19, Bayou Vista, was arrested at 11:55 a.m. Friday on a warrant alleging failure to appear for theft of a motor vehicle and criminal trespassing. Bail has not been set at this time.

--Juvenile male, 16, Franklin, was arrested at 11:30 p.m. Friday on charges of entry or remaining on premises after being forbidden and resisting arrest or officer. The juvenile male was released into the custody of a guardian pending juvenile court proceedings.

--Pearl Marie Ross, 38, Amelia, was arrested at 7:02 p.m. Saturday on charges of domestic abuse aggravated assault and possession of drug paraphernalia. Ross was released on her own recognizance.

--Evan Michael Frederick, 20, New Iberia, was arrested at 12:30 a.m. Sunday on charges of driving while intoxicated, speeding over 25 mph, and reckless operation (no accident). Frederick was released on a $3,500 bond.

--Christa Maria Conner, 22, Morgan City, was arrested at 8:14 p.m. Sunday on charges of domestic abuse battery and disturbing the peace by language. Bail has not been set at this time.

Morgan City

--Glynn Anthony Guidry Jr., 42, Carline Street, Berwick, was arrested at 10:30 a.m. Friday on charges of indecent behavior with juveniles and contributing to the delinquency of a juvenile.

--Kristen Marie Hamilton, 33, Roderick Street, Morgan City, was arrested at 6:03 p.m. Friday on a charge of simple battery.

--Jarvis Darrel Granger, 36, Joseph Street, Morgan City, was arrested at 6:55 p.m. Friday on a charge of failure to appear for trial (6th Ward Morgan City Court).

--Craig O’Neal Robinson, 34, First Street, Morgan City, was arrested on a charge of possession of methamphetamine and on four counts of failure to appear to pay fine (6th Ward Morgan City Court).

--Parker H. Loring, 28, NW Four Avenue, Boca Raton, Florida, was arrested at 1:40 a.m. Saturday on charges of en-try or remaining where forbidden and possession of a firearm in an alcohol establishment.

--Michael Lance Hill, 56, Daniel Drive, Vance, Alabama, was arrested at 2:18 a.m. Saturday as a fugitive from the Assumption Parish Sheriff’s Office.

Patterson

Police Chief Garrett Grogan reported this arrest:

--Dicie E. Gutierrez, 38, Cremo Street, Patterson, was arrested at 8:36 p.mn. Sunday on charges of resisting an officer (failure to comply), driver’s license suspended or revoked, and stop sign violation.

Gutierrez was incarcerated at the Patterson Police Department Jail.

Assumption

-- Sheriff Leland Falcon reported this arrest:

-- David Wade Woods Jr., 37, Cremo Lane, Patterson, was arrested on charges of simple criminal damage to property and violation of a protective order.

The arrest resulted from a domestic incident at an RV park in Pierre Part on April 6.

On April 6, deputies responded to a disturbance call and made contact with the complainant-victim.

Deputies determined that Woods was involved in a domestic incident in Livingston Parish, which resulted in this same victim filing an order of protection against Woods.

In the most current incident in Pierre Part, Woods is accused of banging on the victim’s door and breaking a glass. The suspect then left the scene. While the deputy was interviewing the victim, the suspect called and lodged additional threats towards the victim.

Woods was arrested by the St. Mary Parish Sheriff’s Office on July 10 and was later booked into the As-sumption Parish Detention Center. Woods remains incarcerated pending a bond hearing.

Franklin

Police Chief Morris Beverly reported that the Franklin Police Department responded to 18 complaints over the past weekend and these arrests:

--Carey Thorton, 19, Hawkins Street, Franklin, was arrested at 6:51 p.m. Friday on a charge of theft. Thorton was booked, processed and released to appear in 3rd Ward City Court.

--Bryson Constantine, 28, Vendredi Drive, Lafayette, was arrested at 10:15 a.m. Saturday on warrants dated Feb. 23, 2017, alleging computer-aided solicitation of a minor and indecent behavior with juveniles. Constantine was booked processed, and held on a $20,000 bond.

Private memorial services will be held at St. Joseph Catholic Church in Centerville during a Mass of Christian burial for Ms. Theo L. Battaglia, a native and lifelong resident of Franklin who passed away at the age of 90 on Friday, July 15, 2022. Father Joel Faulk will be the Celebrant for the Mass with Father Oneil Landry assisting. Private inurnment will be held in the Franklin Cemetery.
Ms. Theo, as she was affectionately known, is survived by three children, Jodi Landry and her husband Jay, Cindy Pusateri and her husband Sammy, and Tony Battaglia and his wife Carol; five grandchildren, Samuel Pusateri, Trey Landry, Saron Battaglia and fiancé Dustin Harless, Joseph Battaglia III, and Christopher Battaglia; granddaughter-in-law, Erica H. Pusateri (Matthew Pusateri); two sisters, Elizabeth Davis and Sandra Toman; as well as numerous nieces and nephews.
She was preceded in death by her husband, Joseph A. “Joe” Battaglia; her parents, John T. LeNormand and Dorothy Schoenstein LeNormand; one brother, Jack LeNormand; and one grandson, Matthew Pusateri.
In lieu of flowers the family asks that contributions be made in Ms. Theo’s name to Hanson - St. John Schools, 924 Main St., Franklin, LA 70538.
The family would like to express their heartfelt gratitude to Ms. Theo’s devoted caregiver, Shelby Concienne, and her doctor, Dr. Stephen McPherson and staff. Your kindness and compassion will never be forgotten.
