Bayou Vista man booked on multiple child pornography counts

A Bayou Vista man has been arrested by state authorities on multiple counts of child pornography, the Sheriff's Office said.

St. Mary

Sheriff Blaise Smith reported these arrests:

--Randy Lee Heuring, 46, Bayou Vista, was arrested at 7:34 a.m. Wednesday on 30 counts of pornography involving juveniles.

On Wednesday, a deputy was dispatched to a residence in Bayou Vista to assist the Louisiana State Police Fugitive Task Force and the Louisiana Bureau of Investigations in locating Heuring, who was named in a warrant alleging pornography involving juveniles under 13 years of age.

Contact was made with Heuring at the residence, and he was transported to the St. Mary Parish Law Enforcement Center for booking. Bail has not been set .

--Edwin Benjamin Che-Acte, 24, Franklin, was arrested at 7:30 a.m. Thursday on charges of unlawful production, distribution, possession of fraudulent documents. Bail has not been set.

--Felicia Mercedes Picard, 32, St. Martin, was arrested at 5:40 p.m. Wednesday on a warrant alleging failure to appear charges of possession of methamphetamine; possession of
marijuana; possession of drug paraphernalia; and illegal use, consumption, possession or distribution of a controlled dangerous substance in the presence of a person under 17.

Bail has not been set.

--Kacie Elizabeth Smith, 28, New Iberia, was arrested at 5:41 p.m. Wednesday on warrants alleging failure to appear on charges of possession of drug paraphernalia, possession with intent to distribute fentanyl, possession of heroin, obstruction of justice (tampering with evidence) and improper display of license plate.

Bail has not been set.

--Julia Glynn, 31, Amelia, was arrested at 9:47 a.m. Wednesday on a warrant alleging possession of methamphetamine. Bail has not been set.

Six arrests Wednesday by Morgan City, Franklin police

Morgan City and Franklin police reported six arrests Wednesday on charges that included false imprisonment, battery of a police officer and domestic abuse battery.

Morgan City

Interim Police Chief Mark E. Griffin Jr. reported that the Morgan City Police Department responded to 45 calls for service over the last 24-hour reporting period and made these arrests:

--James Michael Murray, 35, Brownell Street, Morgan City, was arrested at 9:39 a.m. Wednesday on a charge of failure to appear to pay fine (6th Ward Morgan City Court).

--Tanner Joseph Scarbrough, 22, Patton Street, Morgan City, was arrested at 12:10 p.m. Wednesday on a charge of false imprisonment.

--Demetrius Owens, 29, Orange Street, Morgan City, was arrested at 4:32 p.m. Wednesday on a charge of battery on a police officer.

--Alicia Ann Gilmer, 28, Comeaux Street, Patterson, was arrested at 4:45 p.m. Wednesday on two counts of failure to appear to pay fine (6th Ward Morgan City) and one count of failure to appear for arraignment (6th Ward Morgan City Court).

Franklin

Police Chief Morris Beverly reported that the Franklin Police Department responded to nine complaints over the last 24-hour and made these arrests:

--Lysander Williams, 53, Cedar Street, Franklin, was arrested at 10:39 a.m. Wednesday on a warrant dated July 28 alleging resisting by flight and no insurance. Williams was additionally arrested on a charge of domestic abuse battery. Williams was booked, processed and transport-ed to the St. Mary Parish Law Enforcement Center.

--Rodney Bowie, 44, Seventh Street, Franklin, was arrested at 3:54 p.m. Wednesday on a warrant dated March 22 alleging remaining where forbidden and a warrant dated July 6 alleging simple criminal damage to property and battery of a dating partner. Bowie was booked, processed and held on a $4,000 bond.

Patterson street program hits a roadblock

The Patterson City Council hit a roadblock in its plan to fix some of the city’s lesser-traveled streets.

The council will scale back its plans after learning Tuesday that bids for resurfacing of up to 11 city streets came in twice as high as expected.

Also Tuesday, the council moved toward a compromise that has eluded members since the spring on an ordinance governing large animals kept in the city limits.

The council also took the first step toward giving Police Chief Garrett Grogan a $5,000 annual raise.
Roads

The council had plans to use $551,000 from a bond issue to turn Shady Grove and Bridge into asphalt-covered streets; pave part of Jake with asphalt and put limestone on the rest; and put down limestone on Eighth, Ninth, 10th and 11th streets, Taft, St. Mary, St. Lucy, Tall Timbers and Fern.

Doing all the work identified as needed was estimated to cost $633,000, but council members were hoping for a possible break on the bids that would have allowed all or nearly all of the work to be done with the money already available.

Instead, engineer Melanie Caillouet told the council Tuesday that the lowest of two bids received for the 11-street program was nearly double the original estimate.
Huey P. Stockstill LLC of Picayune, Mississippi, turned in a base bid of $1.08 million and a bid of nearly $1.3 million for the core work plus alternatives.

Barriere Construction of Boutte submitted a base bid of about $1.2 million and $1.7 million for the base plus all the alternatives.

The council voted to reject both bids. Mayor Rodney Grogan recommended that the city take on two projects each year based on priority.

Animal ordinance
The current city law governing the keeping of large animals in the city limits allows farm animals to be kept in the city provided the landowner has at least one acre for the first animal and half an acre for each additional animal.

After complaints involving horses and donkeys, the Planning and Zoning Commission recommended doing away with the land requirement language in the ordinance, effectively prohibiting large animals from being kept in the city.

But some council members objected, including Councilman Joe Russo, an agricultural science teacher who worried about the impact on students who were raising animals for school or 4-H projects.

On Tuesday, members introduced an ordinance that would keep the current ordinance in place but require a Planning and Zoning Commission permit to keep horses on land inside the city.

If the ordinance follows the normal course, the proposal would come up for a public hearing and passage vote Oct. 4.

Police chief pay

On March 26, 83% of Patterson voters approved a charter amendment that would allow the police chief to receive a council-approved pay raise immediately rather than wait for the end of the four-year term in which the raise was passed.

On Tuesday, the council introduced an ordinance that would raise Police Chief Garrett Grogan’s pay $5,000 a year to $59,000. The chief also receives $6,000 in state supplemental pay.

Councilmen Russo and Ray Dewey Sr. both said the raise would put Grogan’s pay in the average range for area police departments.

LAURA CAROL GLATTER

July 17, 1946 — September 6, 2022

Laura Carol Glatter, a longtime resident of Morgan City, Louisiana passed away on Tuesday, September 6, 2022, at the age of 76. Laura was born July 17, 1946, in Beaumont, Texas to W.G. (Dub) and Dora Bonura Eastling. She attended St. Anthony in Beaumont through junior high and then moved with her family to Liberty, Texas, where she graduated in 1964 from Liberty High School. Another family move in 1965 brought her and her future husband, Ralph, to Morgan City. Along with being a devoted wife and mother, Laura worked part-time in Tupperware, magazine and greeting card sales. She was an avid reader and collected various items such as blown glass and lighthouses. She enjoyed traveling and never lost her love for Texas or visiting relatives there. She was a very social person and enjoyed meeting and holding conversations with others. Her biggest delight was her grandchildren, and she made every effort to attend events and ceremonies in which they participated. She will truly be missed by all that loved her.

Laura is survived by three sons, Michael Glatter and wife Dawn (Ashley) of Morgan City, Bryan Glatter and wife Michelle (Guidry) of Delcambre, Lance Glatter and wife Hallie (Domingue) of Patterson; one daughter, Stephanie Henry and husband Don of Denham Springs; two brothers, Wayne Eastling and wife Toni (Morvant), David Eastling and Debbie (Bourgeois); one sister, Susan Normand and husband David; ten grandchildren, Joshua Glatter, Colby Glatter, Lauren Dugas and husband David, Elizabeth Daigle, Drake Glatter and wife Carly (Templet), Stephen Glatter and wife Taylor (Dore), Dakota Henry, Jade Henry, Chance Henry, Kain Glatter; two great-grandchildren, Helen Dugas and Sullivan Dugas; and a host of family and friends.

Laura is preceded in death by her husband of 43 years, Ralph Glatter, and her parents, Dub and Dora Eastling.
Family and friends of Laura are invited to attend the visitation on Saturday, September 10, 2022, at Hargrave Funeral Home from 10:00 a.m. to 1:00 p.m. with Funeral Service immediately following.

BARBARA ANN ACKMAN

December 13, 1960 — September 5, 2022

Barbara Ann Ackman, age 61, of Belle River, Louisiana passed away on Monday, September 5, 2022. Barbara was born December 13, 1960 to the late Dalton Sr. and Glady White Ackman in Morgan City, Louisiana.

Family and friends of Barbara were invited to the Visitation on Friday, September 9, 2022 at Hargrave Funeral Home from 5:00 p.m. to 6:00 p.m. with the Memorial Service immediately following.

Barbara loved spending time with family but her greatest earthly joy came from being with her grandchildren. She enjoyed music, dancing, watching movies, and having sleepovers with her grandchildren.

She is preceded in death by her parents; sisters, Estelle Caro, LeeDonna Atchley and Jenny Ackman; brothers, Thomas, David, Jerry, Joe and Wallace Ackman.

She is survived by her daughter, Magan Verret and her husband Justin; sisters, Rita Ackman, Dianne Sauce, Laura Barbier, Pamela DeHart; brothers, Rufus, Daniel, Ulysse, Dalton Jr. and Ben Ackman; 2 grandchildren, Evangeline and Halleck Verret and a host of nieces, nephews and other relatives and friends.

Boy Scout Troop 49 of Louisiana and Cub Scout Pack 438 recently held a ceremony at Ochsner St. Mary to change the flags. The troops earn badges for changing and retiring flags. Before the ceremony began, the Scouts and Cubs were introduced and able to ask questions to Ochsner St. Mary staff members about their jobs.

Terrebonne General Health System’s community nurse educator, Kalie Gisclair, RN, was honored with the Child Passenger Safety Hero award.

Gisclair is the community clinical educator in the Terrebonne General Wellness for Life Department.

Terrebonne General Health System, in conjunction with Louisiana State Police and Louisiana Passenger Safety Task Force, offers free car seat inspections at Terrebonne General Women’s Health Center on the first and third Wednesday and first Saturday of every month.

The team can teach you to select the proper child restraint, ensure that your child is placed into the restraint properly, and confirm that the restraint is correctly installed in your vehicle.

It is estimated that 96% of child restraints are installed incorrectly; Terrebonne General is eager to change that through this free service to the community.

The Child Passenger Safety award honors technicians and instructors for their considerable knowledge and expertise in various community-based activities, such as child safety seat checks, where parents and caregivers receive education and hands-on assistance.
Louisiana has over 630 child passenger safety technicians; three techs from each region are awarded annually the CPS Hero Award for their exemplary efforts.
