Hit-and-run, drunken-driving arrests reported by local police

Morgan City police made a hit-and-run arrest, and Berwick officers booked a man on a drunken-driving charge early Wednesday.

St. Mary Parish deputies accused a man of obscenity Tuesday after an incident at a local business.

Morgan City

Interim Police Chief Mark E. Griffin Jr. reported that the Morgan City Police Department responded to 41 calls for service over the last 24-hour reporting period and made these arrests:

—Robert Christopher Anderson, 37, Ashland Avenue, Bossier City, was arrested at 4 p.m. Tuesday on a charge of failure to appear for trial (6th Ward Morgan City Court).

—Joeb Ethan Richard, 19, Dawn Drive, Morgan City, was arrested at 4 p.m. Tuesday on two counts of failure to appear to pay fine (6th Ward Morgan City Court).

—Joseph Jerome Jessie, 43, Utah Street, Morgan City, was arrested at 4 p.m. Tuesday on three counts of failure to appear to pay fine (6th Ward Morgan City Court).

—Tina Washington, 49, Freret Street, Morgan City, was arrested at 5:36 p.m. Tuesday on a charge of telephone harassment.

—Clint Adam Landry, 43, Shell Beach Road, Pierre Part, was arrested at 12:02 a.m. Wednesday on charges of hit and run, improper following, improper lane usage, driving under suspension and possession of drug paraphernalia

Berwick

Police Chief David S. Leonard reported these arrests:

—Clifton Falcon, 39, Young Street, Youngsville, was arrested at 10:20 p.m. Tuesday on charges of improper lane usage, and driving under suspension and on
St. Mary Parish warrants alleging reckless operation of a motor vehicle, proper equipment, no insurance and driving under suspension.

About 9:56 p.m. Tuesday, a traffic stop was conducted on a vehicle after a lane violation. Officers made contact with Falcon and learned that his driver’s license was suspended.

It was also learned that Falcon had active warrants through the St. Mary Parish Sheriff’s Office as well as the Calcasieu Parish Sheriff’s Office. Falcon was placed under arrest and transported to the Berwick Police Department where he was booked on the Tuesday charges, the St. Mary Parish warrant and a warrant from Calcasieu Parish.

—Michael Mayfield Sr., 64, Fifth Street, Morgan City, was arrested at 2:35 a.m. Wednesday on charge of driving while intoxicated (first offense), open container and improper lane usage.

About 2:12 a.m. Wednesday, a vehicle was observed traveling east on U.S. 90. The vehicle was observed to cross both the center and fog line several times, nearly leaving the roadway.

A traffic stop was conduct-ed on the vehicle, and officers made contact with Mayfield. While speaking with Mayfield, impairment was suspected and open alcoholic beverages were located inside his vehicle. Mayfield performed poorly on field sobriety testing and was placed under arrest.

Mayfield was transported to the Berwick Police Department, where he provided a valid breath sample of 0.097G% BAC. Mayfield was booked. He posted a $3,000 bond.

Patterson

Police Chief Garrett Grogan reported this arrest:

—Gustavo A. Williams, 18, Ames Street, Marrero, was arrested at 10:50 a.m. Tuesday on charges of no driver’s license and speeding 1-10 mph over the limit. Williams paid a $536 fine and was released.

St. Mary

Sheriff Blaise Smith reported this arrest:

--Nathel Burnell Lewis, 40, Patterson, was arrested at 7:17 p.m. Tuesday on a charge of obscenity.

Shortly after noon Sunday, the Patrol Division of the SMPSO received a complaint of a male in a vehicle at a local business in Bayou Vista, committing a lewd act in the view of others. Through the ensuing investigation of the incident, the suspect was identified as Lewis.

On Tuesday, deputies working the investigation gathered additional evidence, spoke to additional witnesses, and obtained a warrant.

At approximately 6:30 pm, deputies made contact with Lewis, placed him under arrest and transported him to the St. Mary Parish Law Enforcement Center for booking. Bail has not been set.

Franklin

Police Chief Morris Beverly reported that the Franklin Police Department responded to 10 complaints over the last 24-hour reporting period and made this arrest:

--Chris Baptiste, 54, Eighth Street, Franklin, was arrested at 7:11 a.m. Tuesday on a warrant for the St. Mary Parish Sheriff's Office alleging failure to register as a sex offender. Baptiste was booked, processed, and held on a $10,000 bond.

After oil lease win, industry expects more battles

Leaders in Louisiana’s oil and gas industry are praising a recent court ruling that halts President Biden’s ban on lease sales in the Gulf of Mexico, but they warn the legal battle is likely not over.

A federal judge last month issued a permanent injunction against the Biden administration’s moratorium on new oil and gas leases for federal lands and waters, ruling the president exceeded his authority when he issued an executive order in January 2021.

The ruling stems from a lawsuit filed by Louisiana Attorney General Jeff Landry and 12 other plaintiff states alleging Biden’s executive violated the Mineral Leasing Act and Outer Continental Shelf Lands Act.

U.S. District Court Judge Terry Doughty issued a permanent injunction in the case on Aug. 18, agreeing with Landry that Biden’s executive order is “beyond the authority of the President of the United States.

“Even the President cannot make significant changes to the OCSLA and/or the MLA that Congress did not delegate,” Doughty wrote.
Mike Moncla, president of the Louisiana Oil & Gas Association, hailed the decision as “a huge win for domestic energy production in the Gulf of Mexico” and a blow to Biden’s “declared war on the oil and gas industry.”

“Prices at the pump have skyrocketed. Our Strategic Petroleum Reserve has been depleted. We’ve slowly become less and less energy independent. Now, we can get back to being the energy powerhouse of the world,” he said. “I’m relieved to see that our system of checks and balances saw to it that Biden has way overstepped his authority when banning these lease sales.”

Moncla described Biden’s mission to curb drilling on federal lands and waters as “frustrating” when he elaborated on the case for KLFY.

Moncla noted that oil production has increased at the same time the industry is cutting emissions, and “it’s sad that the government doesn’t see that.”

“I mean there’s no country in the world that’s done more for emissions than the United States,” he said. “We’re cutting emissions while increasing the amount of oil and gas, and other countries can’t say that.”

While Moncla believes the ruling will help the industry make up for declining production in the Gulf of Mexico over the last decade, he told the television station he expects the legal fight to continue.

“I’m not sure we’re quite at a solution yet, you know, this president has been at war against oil and gas since he took over as president,” he said.

“He banned them, we had a federal judge say his ban was wrong, he had a federal judge in D.C. overturn that one. We just had a federal judge in New Orleans overturn the D.C. judge, so there’s no telling if he’s going to have another judge overturn this one.

“I mean, this could end up at the Supreme Court one day, we’ll see,” Moncla said.

The August ruling, which applies only to the plaintiff states, followed just 11 days after Biden signed the so-called Inflation Reduction Act into law, which expands oil and gas lease sales off the coast of Alaska and in the Gulf of Mexico.

The law requires the Biden administration to reinstate $192 million in leases for the Gulf of Mexico that were blocked by a different court ruling last year.

It also calls for two additional lease sales in the Gulf of Mexico and one in Alaska before October 2023, according to The Associated Press.

The new law also ties any future renewable energy leases from wind or solar to a requirement for the Department of Interior to offer oil and gas lease sales for at least 60 million acres of offshore property and 2 million acres of onshore property the year prior.

SONYA M. WASHINGTON

Sonya M. Washington, 42, a resident of Morgan City, died Monday, Sept. 5, 2022, at West Jefferson Hospital.

Visitation was Saturday at Jones Funeral Home in Morgan City, with burial in Morgan City Cemetery.

She is survived by her grandfather, Joseph Gash; and a host of other relatives.

She was preceded in death by her parents, siblings, maternal grandmother and paternal grandparents.

Jones Funeral Home was in charge of arrangements.

THELMA THERESA HEBERT

Thelma Theresa Hebert, 90, a native of Morgan City and resident of Seattle, died Aug. 28, 2022, at Providence Mt. St. Vincent.

Visitation and services were Sept. 9 at Evergreen Washelli Funeral Home.

She is survived by a brother, Joseph Hebert Sr. of Morgan City and a host of other relatives.

She was preceded in death by her parents, three brothers and two sisters.

Washelli Funeral Home was in charge of arrangements.

ANDRE PIERRE MOLO

Andre Pierre Molo, 52, a native of Los Angeles and resident of Morgan City, died Sunday, Aug. 28, 2022, at University Medical Center in New Orleans.

Visitation was Saturday at Church of Christ in Morgan City.

He is survived by his mother, Paula Singleton of Morgan City; a son, Andre Molo Jr. of Morgan City; three daughters, Denae Molo of San Bernardino, California, and KiLeigh Molo and Kennedy Molo, both of Texas; one grandchild; and a host of other relatives.

Jones Funeral Home was in charge of arrangements.

LOIS GROS FRYOU

February 25, 1936 — September 11, 2022

Lois Gros Fryou, 86, passed away September 11, 2022 at her home, surrounded by her loved ones.

Lois was born on February 25, 1936, to Elphege “Popcorn” Gros and Carrie Breaux Gros. She was the Salutatorian of her graduating class from Sacred Heart Academy. Her faith was shared with her family through her love and compassion. She was a devout Catholic and an active parishioner of Sacred Heart Catholic Church, where she served as a Eucharistic Minister, CCD aid, and a bereavement team member.

She loved the outdoors and spent her time fishing and shrimping for many years. Her backyard was always a picturesque scene filled with her beautiful flowers and plants, where she enjoyed spending time with her loving family.

She was a loving wife, mother, grandmother, great-grandmother, and friend. She is survived by her loving husband of 68 years, Lester Fryou Sr. of Morgan City; her three sons, Lester “L.J.” Fryou and wife Donna, Kevin Fryou Sr. and wife Marie, Mark Fryou and wife Niki; seven grandchildren, Daniel Fryou and wife Brandy, Jenny D’Arensbourg and husband Paul, Kevin Fryou Jr. and wife Mandy, Mandi Keigley and husband Jason, Matthew Fryou and wife Nicole, Brady Fryou and wife Taylor, Rhett Fryou and fiancé Emily LaCoste; 11 great-grandchildren.

Lois was preceded in death by her parents, Elphege and Carrie Gros.

Special thanks to Dr. Dishman and her staff, Journey Hospice, Spitale Drugs, Deacon Randall Jennings, and Father Brett Lapeyrouse for their love and spiritual support.

A Mass of Christian Burial was held at 11:00 a.m., Wednesday, September 14, 2022 at Sacred Heart Catholic Church. Visitation was held Tuesday, September 13, 2022 at Twin City Funeral Home from 6:00 p.m. until 9:00 p.m. and again Wednesday, September 14, 2022 at Sacred Heart Catholic Church from 9:00 a.m. until the time of Mass. After Mass, Lois was laid to rest in the Morgan City Cemetery Mausoleum.

ELIZABETH L. RISK

February 10, 1954 — September 6, 2022

Elizabeth L. Risk, 68, a resident of Morgan City, passed away peacefully, Tuesday, September 6, 2022 at Ochsner Baton Rouge.

Elizabeth was born February 10, 1954, in Morgan City, Louisiana, the daughter of Claude Joseph LeBlanc Jr. and Marjorie LeBlanc.

Elizabeth was a faithful woman of God. She always thought about others before herself and was considered a mother to many people. Elizabeth was the person everyone would go to for guidance when they were in need of help.

She will be sadly missed and lovingly remembered by her one son, David Risk and fiancée Melanie Voll; two sisters, Jean LeBlanc and Suzanne LeBlanc; one brother, Claude LeBlanc III (Lanni); five nieces, Mandy Wininger, Nicole LeBlanc, Michelle, Jacquelyn, and Renee; one nephew, Cortney Joshua Ahoyt; one grandnephew, Jayme Wininger; two grandnieces, Kai Wininger and Miah Wininger; one great-grandniece, Olivia Adams.

Elizabeth was preceded in death by her parents, Claude and Marjorie LeBlanc; one grandnephew, Porter Wininger.

Mass will be held at 11:00 a.m., Thursday, September 15, 2022, at St. Bernadette Catholic Church in Bayou Vista. Visitation will be held from 5:00 p.m. until 9:00 p.m. on Wednesday, September 14, 2022 at Twin City Funeral Home in Morgan City, and continue Thursday, September 15, 2022 from 8:00 am. until 10:15 a.m. at Twin City Funeral Home.
