Holiday closings; no paper Monday and Tuesday

The Daily Review offices will close early Friday, after the day’s press run, and will be closed Monday and Tuesday.
The Daily Review will not be published Monday and Tuesday.
The office will be closed Jan. 1 and 2, and there will be no publication on those days.
The Christmas and New Year’s holidays bring with them the following area closings:
—The city of Morgan City offices will be closed Mondays, Dec. 25 and Jan. 1, in observation of the holidays. City Hall will also be closed on those days.
—Republic Services will not collect trash on Mondays, Dec. 25 and Jan. 1, but will resume regularly scheduled services on Tuesdays, Dec. 26 and Jan. 2.
—The city of Patterson and the town of Berwick offices will be closed Mondays and Tuesdays, Dec. 25 and 26, as well as Jan. 1 and 2 in observance of the holidays.
—Pelican Waste & Debris will not collect trash in Berwick or Patterson on Christmas Day and New Year’s Day. Trash collection of residents along Monday routes will resume on Tuesday as well as regularly scheduled Tuesday trash collection following both Christmas and New Year’s Day.
—The city of Patterson will collect large scale trash pickup only on Tuesday, Dec. 26.
—Parish council offices will be closed Fridays, Dec. 22 and 29, and Mondays, Dec. 25 and Jan. 1, in observance of the holidays.
—The Harold J. “Babe” Landry Landfill located in Berwick will close early at noon on Christmas Eve and New Year’s Eve. The landfill will be closed on both Christmas and New Year’s Day.

Christmas giving at Holy Cross

Arthur to retire as homeland security director

Communication has been the biggest area of improvement in the field of emergency management since Duval Arthur became St. Mary Parish’s first homeland security director more than a decade ago. Arthur announced his plans to retire in early 2018 as director of the St. Mary Parish Office of Homeland Security and Emergency Preparedness. Arthur, 68, of Berwick, became the parish’s first homeland security director in 2004 and then added the role of emergency preparedness director in 2006. LEONARD POLIDORE

Leonard Polidore, age 60, a residence and native of Franklin, La. passed away on Tuesday at 9:33 p.m., Dec. 11, 2017 in New Iberia, La.
Visitation will be observed at St Stephen Baptist Church, 305 Sixth St., Franklin, La., on Saturday Dec. 23, 2017 from 8 a.m. to 11 a.m. and funeral services also at St Stephen Baptist Church at 11 a.m. Interment will take place in the Franklin Cemetery, Franklin, La.
Leonard is survived by: his mother: Elizabeth Bob of Franklin, La.; son Leland Keith Poldrey of Franklin, La.; he also reared Robert McCarty of Franklin, La.; a brother: Lawrence and his wife, Linda Bob of Franklin, La.; sisters Mary Elizabeth and her husband Rev. Paul Babino of Texas City, Texas; Martha Pittman of Wilwaukee, Wisconsin.; Stella Bob of New Iberia, La.; Ella Bob and Margaret Bobb both of Franklin, La.; Nina Pittman of New Orleans, La. He was preceded in death by his father, grandparents, step-father, one step sister and one step brother.
Officiating Minister is Rev DeAndre Johnson Sr.
The Otis Mortuary, Inc. is in charge of arrangements.

Police Reports 12-21-17

St. Mary Parish Sheriff Mark Hebert reported the following arrests:
Phyllis Smith, 47, of 314 Sorrell Road, Jeanerette, was arrested Wednesday at 2:19 p.m. on a failure to appear warrant on a charge of child desertion. She was released on $500 bond.
Tayler Davis, 19, of 2726 Allain St., Jeanerette, was arrested Wednesday at 8:22 p.m. on a charge of remaining where forbidden and was held on $500 bond.
Devin Toups, 19, of 288 Oregon St., Berwick, was arrested Wednesday at 9:39 p.m. on a charge of violation of a protective order and held with no bond set.
Chad Toups, 43, of 116 Doris St., Amelia, was arrested today at 2:06 a.m. on charges of vagrancy and criminal trespassing. Bond is set at $1,250.
Franklin Police Chief Sabria McGuire reported the arrest of Brian Smith, 55, of Morris Street, Franklin, Wednesday at 12:26 p.m. on a Third Ward Court failure to appear warrant on charges of driving under suspension and use of a cell phone. He was held on $433 bond.
Jason Mack Jr., 17, of St. Joseph Street, Franklin, was arrested Wednesday at 8:58 p.m. on a warrant charging him with carnal knowledge of a juvenile and was released on $2,500 bond.

Parish councilmen wrap up the year

St. Mary Parish Council members made quick work Wednesday of their final regular meeting for 2017.
Chief Administrative Officer Henry “Bo” LaGrange announced the retirement of Public Works Director George Michael, and noted that Jean Paul Bourg of Morgan City will be stepping into the position.
Ordinances were adopted amending and re-enacting the parish operating budgets, and setting the salary of the Clerk of the Council at $26.09 per hour.
A resolution of respect to be offered by Councilman Paul Naquin in memory of Wayne Stevens, a West St. Mary Port Commission member, was postponed because Naquin was unable to attend Wednesday’s meeting.
Councilman Glen Hidalgo offered a resolution of appreciation for the Bayou Vista Garden Club, which is being discontinued.
Gail Nelson was appointed to the St. Joseph Park Advisory Committee; Theresa S. Trosclair was appointed to Fire Protection Dist. 1 in the Cypremort Point area; Larry J. Hotard III was appointed to the parish Board of Zoning Adjustments.

City enters deal with firm for sale of properties

The City of Franklin is entering into a year-long contract with CivicSource, a company that specializes in selling tax adjudicated properties.
The resolution empowering Franklin Mayor Raymond Harris to execute a contract to such effect was passed Tuesday night at the council meeting.
Ronnie Harris, director of business development for CivicSource, explained that his company will execute the reclamation of owed back taxes on properties in Franklin which have been abandoned or the owners are delinquent. He said they will do this by locating the titleholders of such properties, or if not, by selling the properties at auction, if such properties qualify to be sold.
The fee for those services, Ronnie Harris said they will not collect from the city, rather from the price of the sold properties, the remainder of which proceeds belong to Franklin. If the properties do not go to auction or get sold through other means, Franklin will recoup the taxes that are owed and have remained unpaid.
Ronnie Harris said they are able to provide this service through securing title insurance on the properties that they sell. This, they say, is the difference between an abandoned property becoming an unsafe, financial and civic blight, or being afforded a second life through the surety that comes with title insurance, and so, new ownership.
In short, he said Franklin benefits in either regard. If the property owner is found and wishes to retain the property, then Franklin will reclaim the delinquent taxes and penalties. However, if the titleholder cannot be located or wishes to be free of the property, Franklin receives the proceeds of the sale, less CivicSource’s $5,000 fee, and may begin to collect the owed property taxes on the property anew.
Mayor Harris stated that he thought the partnership was a good one; and before the resolution was put to a council vote, it received the advocacy of Franklin City Attorney Russell J. Cremaldi.
In addition to the contract with CivicSource, the city’s Christmas parade contest and Christmas lighting contest winners were announced.

The winner of the first place award for business lights was: Franklin Glass and Mirror, and the winner of first place in the golf cart lighting contest was the Franklin Rotary.
In other news, Alan Offner, with Foley and Judell, L.L.P, discussed with the council, the status of funding for the city’s sewer plant renovation project.
Offner said that 30 percent of the cost for the project will be covered by the parish, and that the rest, according to Reid Miller with Miller Engineers, is expected to come to $2,285,000. The project is expected to be underway by late March or early April.
Lastly, Pastor Allen R. Randle Sr. of Lighthouse Missionary Baptist Church, introduced the council to his invention, The Swing Thing.
Randle demonstrated the operation of the baseball training aid by modeling it, and passed one around for inspection.
He announced that he will be offering an hour-long clinic in the correct operation and benefits of the training aid, Thursday at Caffrey Park from 12 p.m. to 1 p.m.

Kenan Jones signs with LSU

Kenan Jones is a cool customer, until he’s asked about playing in LSU’s Tiger Stadium on a Saturday night. His eyes lit up and a big smile followed.
Jones quietly signed his national letter of intent to play college football during the first early signing period at Berwick High School Dec. 20.
“I only missed one home football game this year, the Texas A&M game,” Jones said. “All the other games I was in there and it’s amazing. I was surprised how many fans knew who I was and I began to know a lot of them by face. That’s why I chose LSU because it feels like I’m never away from home, it’s like we’re all one big family.”
Jones originally committed to the Tigers in January, only to back off that pledge about a month later. He recommitted to the Tigers on May 13 and remained solid with his verbal until he made it official Wednesday.
“After the coaching change and stuff I wasn’t sure if things was gonna change for me there, but after talking to Coach O, Coach Corey (Raymond) and Coach Mickey (Joseph), I was solid again,” he said.
Raymond was Jones’ main recruiter while Joseph is the Tiger’s receiver’s coach. Head football coach Ed Orgeron lead the Tigers to a 6-2 record in the SEC and the team was 9-3 overall this year.
The 6-foot-3, 205- pound receiver had 43 catches for 863 yards and 10 touchdowns this season. Jones also had 49 catches for 932 yards and seven scores as a junior.
Jones was a big part of Berwick High School’s re-emergence in football, leading the Panthers to its first playoff berth in 20 years in 2016. BHS also made a return trip to the Class 3A playoffs this season, picking its first playoff win in over two decades.
“Kenan is one of those rare kids you get in your coaching career that’s special where he’s the full package, he has great character, great ability and his work ethic is just phenomenal,” Berwick Coach Eric Holden said. “It’s been a blessing to be a part of his life and I know he possesses all the skills and attributes to be successful on the next level.
“I told him this morning that all those expectations people have for you, you’re that already and he just needs to polish those things.”
Jones is ranked No. 10 overall in Louisiana and a four-star recruit by many college football ranking services.
“It’s just a blessing to have this huge weight off my shoulders and now I can just hit the books again,” he said. “I have to thank all my coaches through the years, my mom and family, and a few mentors that have all helped me get here.”
Jones is an honor student at Berwick and he will play in the Offense-Defense All-American Bowl in December. He also had a notable track career at Berwick.
