Kimblerly Shawn Shields age 53, a native and resident of Franklin, La., went home to rest on Thursday, July 12, 2018 at The Carpenter House St. Joseph, in Lafayette, La.

Thomas James Jackson, 78, a native of Lafourche Parish and a resident of Larose, La., passed away peacefully at 1:30 p.m. on Monday, July 16, 2018.

James Nagabala Dennis Sr., 85, a native of Kingsville, Liberia and a resident of Houma, La., passed away peacefully at 5:20 a.m. on Thursday, July 12, 2018 in Hampton, VA.

WILSON MCKERALL O’NIELL III

April 14, 1947 - July 15, 2018
Wilson McKerall O’Niell III, a resident of Franklin, passed away at the age of 71 on Sunday, July 15, 2018, at 3:13 p.m.
McK, as he was affectionately known, was born in New Orleans at Baptist Hospital on April 14, 1947, the eldest of six children born to the late Wilson McKerall O’Niell Jr. and Betty Morrison O’Niell. He was a longtime member of St. Mary’s Episcopal Church where he served as a Vestry member, Lay Eucharistic Minister, Junior Warden, and was on the Fellowship Committee. McK served as President of McKerall Oil Company and was also a board member of the Louisiana Oil Marketers Association. A few of the many organizations he belonged to include the Krewe of Sucrose, of which he reigned as King Sucrose XL, Boy Scouts of America, of which he was an active supporter, Rotary Club, and St. Mary Chapter Louisiana Landmarks Society. McK loved and was active in politics throughout his life and served as a delegate to the Louisiana Republican Party. In his earlier years, McK enjoyed fishing and spending time at Grand Isle. He also loved cooking and striking up a conversation with anyone he came across. He genuinely never met a stranger. Gardening also played a big part in his life, especially his love of citrus and fruit trees, which he was well known for sharing with anyone who asked. As his sign stated, “Ask and ye shall receive.” Sharing from his garden wasn’t all there was to McK’s generosity, as he learned the joy of helping those in need, and more importantly practiced it. He will be deeply missed and lovingly remembered by all who knew and loved him.
Those he leaves to cherish his memory include his son, Clark McKerall O’Niell and his wife Abigail Bartlett O’Niell; three grandchildren, Olivia Madeline, Charlotte Eloise, and Georgia May O’Niell; his longtime companion and fiancée, Elizabeth Stiel McKee and her daughter Elizabeth Palfrey “Beth” McKee; four siblings, Dierdre O’Niell Strong and her husband Pat Adams Strong, John Rogers O’Niell and his wife Lynn Battaglia O’Niell, Anne O’Niell Courtman, and Kerry O’Niell Nickerson; numerous nieces and nephews; and his beloved cats, Big Boy and Pretty Girl.
In addition to his parents, he was preceded in death by his brother, Robert Morrison O’Niell.
A gathering of family and friends will be held at St. Mary’s Episcopal Church, 805 First Street, in Franklin on Friday, July 20, 2018, from 10 a.m. until 2 p.m. Funeral services will begin at 2 p.m. Following, he will be laid to rest in the Franklin Cemetery. Rev. Stephen Crawford will conduct the services.

City receives share of road money

St. Mary Parish President David Hanagriff and St. Mary Parish Councilman Dale Rogers presented the city of Franklin with a check from the parish council, at Tuesday’s city council meeting.
The check, in the amount of $575,000, of bonds proceeds allocated for what Franklin Mayor Eugene Foulcard called, “critical infrastructure” comprised of water, drainage and roads to be constructed and/or repaired.
Hanagriff said the presentation of the monies was “round one, this year, of $575,000,” and that, “We’ll be back next year with another check of another $575,000 going towards roads in the City of Franklin.”
Relatedly, Reid Miller of Miller Engineers gave a progress report concerning the Yokley Drainage Project, saying a new Department of Transportation and Development contract is in place to “button up some of the smaller issues.”
He added that an appraiser is being retained and a permit should be available by next month, with the biggest hang-up facing the project now being, “right-of-way acquisition.”
Once complete, the drainage project is said to primarily affect the Cayce Street, Robert Street and the Iberia and Tenth Street area, lowering the potential flood level by one foot.
Pastor Lance Howard addressed the mayor and council, thanking them for their donation to send underprivileged local youths to this year’s Carolina Creek Summer Camp; and Franklin Masonic Lodge member Ronnie Williams said the lodge is poised to have the construction signage and sidewalk blockage in front of the lodge building on Main Street, clear within 10 days, or so.
In other business, an ordinance was approved declaring certain movable property in the city, designated as unnecessary and surplus, to be auctioned to the highest sealed bid.
A resolution was approved authorizing Mayor Foulcard to engage Miller Engineers in the performing of a survey to determine which city streets require repair or replacement, and the cost of such operations.
In announcements:
— A Stop the Violence Rally will be held Thursday at 6 p.m. at the Broussard-Harris Recreation Center, with attendees asked to wear black and gold, in honor of Rachel Bell.
— The Dance Recital and Student Art Show will take place Saturday at Franklin High School Auditorium at 5 p.m. with the recital starting at 6 p.m. Admission is $5 per person.
— Keep St. Mary Beautiful City-Wide Clean-Up will take place on Aug. 11 at 9:30 a.m. at the Stage parking lot.
— Artists and Appetizers will be held Aug. 11, between 5 and 8 p.m. at City Park Recreation Center. Attendees are asked to wear white and/or black.
— City of Franklin and South Louisiana Community College will host a job fair on Oct. 9, from 10 a.m. to 2 p.m. at City Park Recreation Center.

$9.5M in state funds slated for St. Mary

Some $9.5 million in state funds are headed to St. Mary Parish from the state. The funds came from the BP oil spill settlement.
State Rep. Sam Jones, Dist. 50, announced that he and Sen. Bret Allain, Dist. 21, have secured funds for the following:
—Improvements to Grand Avoille Cove Boat Launch: $247,426
Construction of a new concrete boat ramp and apron, as well as installation of mooring docks, improvements to parking areas.
—Atchafalaya Delta Wildlife Management Area, Access Project: $920,450
Improve boating access to recreational areas by dredging waterways.
—Atchafalaya Delta Wildlife Management Area Campground improvements: $3,248,000
Installation of rock jetties, bulkhead and boat dog, campground repairs and improvements
—Chitimacha Boat Launch: $650,000
Construction of a new boat launch, parking area, pavilion and trails
—Cypremort Point State Park: $4,447,338
Reinforcement of rock jetties, replacement of breakwater system, beach reclamation activities, replace fishing pier, improvements to road and parking areas.
“These are the projects I’ve working for a number of years,” Jones said. “This is a big win for St. Mary Parish. This is a major effort to keep us really strong as a Sportsman’s Paradise, but also considering the improvements to our parks as a center attraction to tourists, especially Cypremort Point.”
Funding for the Atchafalaya Delta Wildlife Management Area Campground Improvements and Access Project will upgrade facilities at the mouth of the Atchafalaya River.
"It's going to be a better place for people to be able to go and camp and tie up their boats," Jones said. "It's real big upgrade for down there."
Jones said funding is “a big win for the Atchafalaya Delta as well as Chitimacha Tribal government and the Charenton area.”
St. Mary Parish funds are second only to Jefferson Parish, Jones added, and all are in Dist. 50.
The dollars come from billions in settlement money tied to damages caused by the massive 2010 BP PLC oil spill. Gov. John Bel Edwards said the 23-item list released Tuesday, approved by state and federal officials, will use the full amount required for spending on coastal recreational projects.
Construction on some projects will begin this summer, while Edwards administration officials said others require more engineering and design time before building can start.
State parks and wildlife management areas along the coast will see renovations to cabins, playgrounds and bathrooms, new fishing piers and docks and other upgrades. The state also will enhance its artificial reef sites.
Lt. Gov. Billy Nungesser said the improvements to state park facilities will help attract more tourists to the state, and Wildlife and Fisheries Secretary Jack Montoucet said the projects will boost fishing and boating opportunities for local residents as well.
All nine of Louisiana’s coastal parishes will receive a share of the money, with specific projects earmarked in each one.
Jefferson Parish is receiving the largest portion, with projects there receiving more than $18 million for kayak launches, fishing piers, trails, floating docks, wetlands exhibits and more improvements at parks and other facilities.
Projects in Terrebonne parish will split $8 million. In Lake Charles, $7 million will be spent for a visitor’s center, youth fishing pond and exhibits at science center.
Edwards’ chief coastal adviser, Johnny Bradberry, said the process for selecting and approving the project list took two years, with more than $1 billion in proposals submitted for consideration.
