Audit: La. agencies aren't keeping track of tax breaks

BATON ROUGE (AP) — Louisiana state agencies aren’t filing all the paperwork required to track more than $1 billion in tax break programs, according to an audit that looked at whether departments followed the reporting requirements enacted by state lawmakers.
Legislative Auditor Daryl Purpera’s office found that 32 percent of the 78 tax incentive reports that agencies must submit to lawmakers by March 1 didn’t meet the law’s reporting requirements.
The auditors found that those reports involved tax break programs costing $127 million in the 2017 budget year and didn’t have information about whether Louisiana received a return on its investment.
“As a result, the legislative committees charged with making decisions to revise or eliminate costly incentive programs continue to lack critical information necessary to make key decisions,” the audit says.
Another 10 percent of reports weren’t turned in at all, according to the audit.
The eight missing reports involved tax breaks administered by the state’s economic development department, such as incentives given to businesses for corporate headquarters relocations and technology commercialization. The agency said those reports didn’t need to be submitted because the incentives “had minimal or no activity” during the year reviewed.
Still, agencies improved their reporting from a September 2016 audit, which found 58 percent of the reports due to lawmakers either weren’t submitted or didn’t meet requirements.
But Purpera’s office said that since lawmakers didn’t spell out a calculation method to determine whether a tax incentive has a return on investment, the accuracy of the information submitted can’t be determined.
Revenue Secretary Kimberly Robinson, whose department oversees most of the tax breaks subject to the reporting requirements, said the agency hired an economist to help analyze the returns on investment for its tax incentive programs. In her official audit response, Robinson said her office plans to bolster that work with a team of economists, to track the data and analyze it.
But she also noted: “As explained in your report, many tax incentives are not intended to provide a return of revenue to Louisiana,” such a tax credit for members of the military and their families who buy a noncommercial hunting or fishing license in the state.

She told the crowd, “It is my birthday … it is a pleasure to see all of y’all.” Morgan City Mayor Louis Ratcliff presented her a key to the town, her son Jerry Nini, 81, presented her an American flag flown over the state capitol, and she heard stories from her family and friends along with other accolades. She was born Oct. 6, 1918, in Morgan City.

Arrest Reports 10-15-18

St. Mary Parish Sheriff Scott Anslum reported the following arrests:
Alyssa Ashmore, 28, of 302 Third St., Morgan City, was arrested Thursday at 1:42 p.m. on the charge of driving under suspension.
A deputy patrolling the area of Morgan City was dispatched to the US 90 off ramp at Martin Luther King Boulevard in reference to a reckless driver complaint. The deputy made contact with the driver of the reported vehicle, Ashmore, who admitted to being sleepy while driving. Through the stop, the deputy was made aware that Ashmore’s license was suspended. Ashmore was arrested and released on a summons.
Destiny Singleton, 17, of 408 Mike Drive, Patterson, was arrested Friday at 7:46 a.m. on the charge of disturbing the peace by fighting.
Juvenile female, 16, of Patterson, was arrested Friday at 7:46 a.m. on the charge of disturbing the peace by fighting.
A deputy patrolling the area of Patterson was dispatched to a location on La. 182 in reference to a fight. Upon arrival, the deputy made contact with Singleton and a juvenile female who had been in a physical altercation. The juvenile was arrested and released to a guardian pending juvenile court proceedings. Singleton was arrested and transported to the St. Mary Parish Law Enforcement Center for booking. Singleton was released on a $1,000 bond.
Quincy Jones, 36, of 506 Ninth St., Franklin, was arrested Friday at 11:01 a.m. on two warrants for failure to appear on charges of illegal possession of stolen things and possession of drug paraphernalia.
A deputy patrolling the area of Franklin was dispatched to the St. Mary Parish Courthouse in reference to a subject who had active warrants for his arrest. Upon arrival, the deputy made contact with Jones and verified the warrants. Jones was arrested and transported to the St. Mary Parish Law Enforcement Center for booking. Bail was set at $4,000.
Michael Hickman, 32, 301 of Grizzaffi Street, Morgan City, was arrested Friday at 11:01 a.m. on two warrants for failure to appear on charges of possession of methamphetamine, two counts of possession of drug paraphernalia, operating a vehicle while license is suspended and no seat belt.
A deputy patrolling the area of Franklin was dispatched to the St. Mary Parish Courthouse in reference to a subject who had active warrants for his arrest. Upon arrival, the deputy made contact with Hickman and verified the warrants. Hickman was arrested and transported to the St. Mary Parish Law Enforcement Center for booking. Hickman was released on a $6,020 bond.
Shimira Green, 36, of 178 Mary Garrette Lane, Baldwin, was arrested Friday at 5:15 p.m. on the charge of battery-simple.
A deputy patrolling the area of Baldwin was dispatched to a residence on Mary Garrette Lane in reference to a fight. Upon arrival, the deputy made contact with the complainant who said Green had struck the complainant in the face. The deputy made contact with Green who admitted to hitting the complainant. Green was arrested and transported to the St. Mary Parish Law Enforcement Center for booking. Green was released on a $2,500 bond.
Nunique Washington, 40, of 929 Chitimacha Trail, Baldwin, was arrested Saturday at 6:26 a.m. on charges of criminal damage to property-simple and threatening a public official.
A deputy patrolling the area of Baldwin was dispatched to a residence on Chitimacha Trail in reference to a criminal damage to property complaint. Upon arrival, the deputy made contact with the complainant who heard the crash when a window of a truck was smashed and witnessed Washington walking away. Through the investigation, the deputy made contact with Washington and found evidence supporting the claim. Washington was arrested and during the arrest threatened the deputy. Washington was transported to the St. Mary Parish Law Enforcement Center for booking. Washington was released on a $1,500 bond.
Joseph Romero, 41, of 4805 Avery Island Road, New Iberia, was arrested Saturday at 8:49 p.m. on the charge of disturbing the peace intoxicated.
A deputy patrolling Centerville was dispatched to the area of US 90 Frontage Road in Centerville in reference to a subject who passed out walking on the road. Upon arrival, the deputy made contact with Romero who was sitting in the road. Romero became angry and yelled profanities at the deputy and others. Romero was arrested and transported to the St. Mary Parish Law Enforcement Center for booking. Bail was set at $1,000.
Tammy Rough, 40, of 170 American Blvd., Houma, was arrested Saturday at 8:26 p.m. on charges of driving under suspension and no tail lights.
A deputy patrolling Amelia observed a vehicle traveling westbound on Barrow Street with an inoperable left tail light. The deputy conducted a traffic stop and made contact with the driver, Rough. Through the stop, the deputy learned that Rough’s license was suspended. Rough was arrested and released on a summons.
Whitney Thomas, 30, of 311 Camille Road, Patterson, was arrested Sunday at 10:26 p.m. on a warrant for failure to appear on charges of operating a vehicle while license is suspended, speeding and expired vehicle inspection.
A deputy patrolling the area of Franklin was stationary on La. 182 when a vehicle was clocked traveling over the posted speed limit. The deputy conducted a traffic stop and made contact with the driver, Thomas. Through the stop, the deputy learned that Thomas had an active warrant for her arrest. Thomas was transported to the St. Mary Parish Law Enforcement Center for booking. No bail was set.
Jimmetha Issac, 34, of 1513 Gum St., Franklin, was arrested Sunday at 2:21 a.m. on a warrant for failure to appear on charges of disturbing the peace and simple criminal damage to property.
A deputy patrolling the area of Franklin observed the Franklin Police Department conducting a traffic stop on a vehicle and proceeded to assist with the stop. During the stop, the deputy made contact with the driver, Issac, and learned that Issac had an active warrant for her arrest. Isaac was arrested and transported to the St. Mary Parish Law Enforcement Center for booking. No bail was set.
Tymerlon McClain, 20, of 142 Easy St., Franklin, was arrested Sunday at 11:24 a.m. on charges of criminal damage to property-simple and domestic abuse child endangerment.
A deputy patrolling the area of Franklin was dispatched to a residence on Kaylie Lane in Baldwin in reference to a domestic dispute complaint. Upon arrival, the deputy made contact with the complainant who said that McClain had chased the complainant in a vehicle and broke the door handle off the car trying to get the complainant’s infant child out of the complainant’s vehicle. Through the investigation, the deputy found evidence that supported the story and located McClain at a residence on Augustine Maze Street in Franklin. McClain was arrested and transported to the St. Mary Parish Law Enforcement Center for booking. Bail was set at $4,000.
Franklin Police Chief Tina Thibodeaux reported the following arrests:
Ageron Calhoun, 46, of Bolton Avenue, Alexandria, was arrested Thursday at 2:13 p.m. on the charge of urination in public. Calhoun was booked, processed, and released on a $500 bond.
Shana Jones, 32, of Bray Lane, Franklin, was arrested Thursday at 2:54 p.m. on a warrant for the charge of disturbing the peace by fighting.
Jones was booked, processed, and released on a $1,000 bond.
Nicole Williams, 37, of Irish Bend Road, Franklin, was arrested Friday at 11:12 p.m. on the charge of driving under suspension.
Williams was additionally arrested on a warrant for Lafayette Parish Sheriff’s Office for the charge of theft.
Williams was booked, processed, and held on a $1,500 bond.
Cruz Sanchez, 35, of Willow Street, Franklin, was arrested Saturday at 5:05 p.m. on a warrant for 16th Judicial District Court for failure to appear on charges of driving under suspension and speeding.
Sanchez was booked, processed, and released on a $750 bond.

West St. Mary brings home win over Jeanerette, 14-8

JEANERETTE _ Junior wide receiver Kobe Phillips caught a pair of 30-yard touchdowns from quarterback Taylun Druilhet Friday, lifting the West St. Mary Wolfpack to a 14-8 District 7-2A victory over the Jeanerette Tigers here at JHS Stadium.
With the win, West St. Mary improved to 2-5 overall and 2-2 in district play.
Jeanerette slipped to 2-5 overall and 1-3 in league play.
Jeanerette jumped outfront by an 8-0 score on a 3-yard run by Shonathon Sparrow, who also made good on the two-point conversion.
Phillips hauled in the first of his two 30-yard TDs from Druilhet in the third quarter prior to Druilhet hooking up with Daylon Druilhet on the two-point conversion, helping WSM knot the game at 8-8 in the third quarter.
Phillips and Druilhet hooked up on another 30-yard scoring strike later in the third stanza as the Wolfpack pulled out the come-from-behind 16-8 District 7-2A victory.
West St. Mary has an open date this Friday.
