Suspect in Bayou Vista shooting arrested

Derrick Lee John Williams Jr., wanted in the Nov. 21 shooting of a woman in Bayou Vista, was arrested Thursday, the St. Mary Parish Sheriff's Office said.
Williams, 20, Lafayette, was arrested at 11:33 a.m. on a warrant accusing him of attempted first-degree murder.
Deputies answering a call at 12:29 a.m. Nov. 21 to Saturn Road found a woman wounded by a gunshot, the Sheriff's Office said.
Detectives were brought in and through the investigation, Williams was developed as the suspect. Detectives also learned that Williams took the 1-year-old toddler from the residence and fled the scene, the Sheriff's Office said.
A level II Endangered Missing Child Advisory was issued by the Louisiana State Police.
Sometime later, the toddler was found to be safe.
On Thursday, U.S. Marshals located Williams in New Iberia and arrested him on the SMPSO warrant . Williams was booked into the Iberia Parish Jail and subsequently transported to the St. Mary Parish Law Enforcement Center for booking.
The investigation continues.

Local agencies make arrests on drug, weapons, cyberstalking charges

Staff Report

Area law enforcement agencies made five arrests on drug charges Tuesday through Thursday, including one involving heroin possession and three involving gun charges
A Morgan City teenager is also accused of cyberstalking and cyber bullying.

St. Mary
Sheriff Blaise Smith ad-vised that over the last 24-hour reporting period, the Sheriff’s Office responded to 24 complaints and made these arrests:
—John Robert Hymel, 18, Morgan City, was arrested at 10:39 a.m. Wednesday on a warrant alleging three counts each of cyberstalking and cyberbullying. Hymel was released on a $30,000 bond.
—Demarcus Deshawn McNeal, 24, Franklin, was arrested at 11:10 a.m. Wednesday by the Narcotics Section on charges of possession of marijuana, possession of drug paraphernalia and possession of a firearm by a convicted felon.
McNeal was also named in a warrant for failure to appear on the charges of possession of methamphetamine and resisting an officer. Bail has not been set.
—Randell Wayne Price, 38, Ada, Oklahoma, was arrested at 2:47 a.m. Thursday on a charge of driving while intoxicated (second offense). Bail was set at $5,000.

Morgan City
Police Chief James F. Blair reported that in the last 24-hour reporting period, the Morgan city Police Department responded to 47 calls for service and made these arrests:
—Kerry Leray Rollins, 45, Marietta Place, Gray, was arrested at 3:52 a.m. Thursday on charges of possession of heroin, possession of drug paraphernalia, disobeying traffic signals, improper lighting, flight from an officer and resisting an officer.
—Bridget Pojar, 42, Egle Street, Morgan City, was arrested at 9:14 a.m. Wednesday on a charge of criminal mischief (filing a false complaint).
—Meagen A. Fisher, 33, Railroad Avenue, Morgan City, was arrested at 1:35 p.m. Wednesday on a charge of direct contempt of court.
—Robert Lee Narcisse, 59, Grove Street, Morgan City, was arrested at 6:44 p.m. Wednesday on warrants alleging resisting an officer and noise violations.

Franklin
Police Chief Morris Beverly reported that the Franklin Police Department responded to eight complaints over the past 24 hours and made this arrests:
—Wayne Dupre, 38, Walnut Drive, Franklin, was arrested at 5:34 p.m. Wednesday on a charge of violation of protective order. Dupre was booked, processed and held with no bond set at the time of press release.

Assumption
Sheriff Leland Falcon reported these arrests:
—Jill Parker, 47, Two Brothers Lane, Morgan City, was arrested Wednesday on charges of possession of MDMA (ecstasy); possession of methamphetamine; sale, distribution, or possession of a legend drug without a prescription or order; and possession of drug paraphernalia. Parker was also booked as a fugitive from St. Mary Parish.
The charges resulted from a traffic stop on Andras Street in Bayou L’Ourse on Wednesday.
The deputy initiated a stop of that vehicle and made contact with the driver. The deputy noted a total of four individuals occupying the vehicle.
Upon interviewing Parker, the deputy noted conditions consistent with illegal drug activity. The deputy was notified that a fugitive warrant existed for Parker. She was taken into custody and subsequently arrested.
A consent to search was obtained for the vehicle. During the search, deputies seized controlled dangerous substances as well as drug paraphernalia, which was attributed to Parker. She was booked into the Assumption Parish Detention pending a bond hearing.
The driver, Catina Marie Foret, 40, Andras Street, Bayou L’Ourse, was cited for improper lane usage and released.
—Keenan Ivan Bolden, 22, Stonefield Drive, Houston, was arrested Tuesday on charges of illegal carrying of weapons in the presence of controlled dangerous substances, illegal carrying of weapons, possession with intent to distribute marijuana, money laundering (transaction involving proceeds of a criminal act), possession of drug paraphernalia, failure to drive on right side of road and speeding.
—Martina Tatyana Ratliff, 26, Dominique Place, New Orleans, was arrested Tuesday on charges of illegal carrying of weapons in the presence of controlled dangerous substances, illegal carrying of weapons, possession with intent to distribute marijuana, money laundering (transaction involving proceeds of a criminal act)and possession of drug paraphernalia.
The charges resulted from a traffic stop on U.S. 90 in the Amelia area Tuesday evening.
A uniformed patrol deputy observed an eastbound vehicle commit multiple traffic violations and initiated a stop of the vehicle. The deputy made contact with the driver, now identified as Bolden, and conducted an interview.
The deputy noted a pungent odor of suspected marijuana emitting from the vehicle. The deputy then conducted an interview with the passenger and noticed inconsistencies in the statements.
The deputy requested the presence of a K-9 unit at the scene. The K-9 conducted an open-air sniff of the vehicle, which produced positive results for the presence of controlled dangerous substances.
A subsequent search of the vehicle yielded a substantial amount of controlled dangerous substances, associated drug paraphernalia, significant amount of U.S. currency and a firearm.
Bolden and Ratliff were arrested and remain incarcerated pending a bond hearing.

Clarence Drexler, Sr., 92, a native and resident of Glenco, LA, passed away peacefully on Tuesday December 7, 2021 at 11:50 AM at Lane Regional Medical Center in Zachary, LA.

Clarence, Sr., leaves precious memories with his two sons, Clarence, Jr. (Dr. Katherine) Drexler of Baldwin, Louisiana, Terry Wayne (Beverly) Drexler of Verdunville, Louisiana; a daughter, Mrs. Todd (Laura Ann) Watson, Sr., of Baker, Louisiana; a brother, Charles (Albertha) of Jeanerette, Louisiana, eight grandchildren, seventeen great-grandchildren, four great-great-grandchildren, a special Cousin, a special son, Leander “Cush” Williams, and a host of nieces, nephews, cousins and friends.

Mingle & Jingle Tonight

The Franklin Merchants Association and the City of Franklin is preparing for its annual “Mingle & Jingle” tonight from 5 p.m. - 8p.m.
Each participating merchant will be offering deals, refreshments or activities for children and adults.
Santa will be set up in the Historic Downtown Franklin Pocket Park for photos with the Franklin Merchants Association photographer. Take the free trolley ride along Franklin’s accredited Main Street to see the City of Franklin’s “Christmas on the Bayou” Lighting Display.
Also included are trolley rides, a “selfie wall”, door prizes, an ugly sweater contest, ornament decorating, shopping, refreshments, storytelling, gingerbread decorating and childrens’ activities.
Also, on Dec. 18, FIFOLET Candle Makers will host “Caroling at Shadowlawn” is set as well, and organizer Chad Boutte is gearing up for the event.
“Every year the Patio Planters, raise funds with a community garage sale and auctions to buy the candles and all that,” he said. “It’s their event and it’s free.”
Boutte said he was inspired by that, and modeled the upcoming caroling event in Franklin.
“It’s an incredible experience, a sense of community and every walk of life coming together to enjoy something that most of us really enjoy, which is Christmas carols. There’s something moving about it. It’s a non-demonical. The hope is that it becomes an annual event for St. Mary Landmarks Society.”

No ouster, no censure: Attempts to move against council chair, councilman get blocked

FRANKLIN -- A St. Mary Parish Council member's attempt to remove one colleague from the council chairmanship and censure another went nowhere at Wednesday's meeting. One move was blocked by a judge, the other by Robert's Rules of Order.
Councilman Craig Mathews of Jeanerette had proposed separate resolutions seeking the ouster of Dean Adams of Morgan City as council chairman, and to censure, or condemn, Mark Duhon of Amelia over interference in personnel matters.
Duhon went to 16th Judicial District Court and obtained a temporary restraining order Tuesday from District Judge Suzanne de Mahy. The order prohibits the council from taking action on Mathews' resolution targeting Duhon pending further court action.
The resolution to remove Adams was tabled, or removed from consideration at least temporarily, after the council heard advice from Assistant District Attorney Dean Wattigny of Iberia Parish.
Wattnigny was called in by Assistant District Attorney Eric Duplantis, the council's usual legal adviser, out of concern about a possible conflict of interest.
Matthews' resolution said Adams should be removed as chairman "due to failure to impartially administer the executive office."
In an interview with The Review and again at Wednesday's council meeting, Mathews said Adams' actions at the Nov. 17 council meeting were "the last straw."
At the Nov. 17 meeting, Adams had an item submitted by Parish President David Hanagriff removed from the agenda, and Adams cut off Hanagriff's defense of a potential remapping consultant, even threatening to have Hanagriff removed from the meeting room by a sheriff's deputy.
Wattigny said Wednesday that he believes the council couldn't take up the resolution in the form proposed by Mathews.
The St. Mary Home Rule Charter doesn't specifically address removal of the council chairman, Wattigny said, so the council is bound by the charter to follow Robert's Rules of Order.
Those rules say that a chairman elected for a fixed term may be removed only after action by a disciplinary committee with the power to investigate allegations and even issue subpoenas. The council elects the chairman and vice chairman once a year, and court precedent indicates that the two council leaders serve fixed terms, Wattigny said.
"This [resolution] is not in a proper procedural posture for you to handle tonight, in my opinion," Wattigny said.
The Matthews resolution dealing with Duhon made unspecified allegations “relative to improper conduct counter to the St. Mary Parish Council’s standard of behavior, specifically for interference with personnel functions of the Parish Council and Government.”
The temporary restraining order from de Mahy will expire in 10 days unless extended by the court. A hearing on a preliminary injunction that would block action on the resolution until trial is scheduled for Jan. 26.
The council voted to table both resolutions. There was even a brief discussion about whether tabling the Duhon resolution would violate de Mahy's prohibition against taking action.
Wattingny also suggested that Councilman Jay Ina of Franklin withhold comment after Ina said the council should spend its time in more productive pursuits.
"I'm embarrassed to have to sit up here and deal with this stuff," Ina said. "It's ridiculous."
"Shakespeare said it best," said Councilman Scott Ramsey of Bayou Vista. "Much ado about nothing."
Ramsey suggested that since another leadership election will be held in January anyway, the council should put off action on the resolutions.
After the meeting, Adams said he believes Hanagriff was behind the resolutions. Adams traces the tension to his election as chairman, when he said Hanagriff told him to talk with council members representing single-member districts before attending meetings of local government subdivisions in their districts. Adams said he's a resident of the parish and free to attend any public meeting.
"All this is spearheaded by [Hanagriff] because he doesn't like me, and he doesn't like that we ask tough questions," Adams said.
On Thursday. Hanagriff said he only suggested that at-large members should tell single-district members of their intentions to attend meetings in their districts to avoid misunderstandings.
Hanagriff also denied telling Mathews to propose the resolutions.
"In no way, shape or form did I put Craig Mathews up to this," Hanagriff said. "I didn't and couldn't because Craig Mathews is his own man. Craig Mathews is an individual who stands on his own."
During the meeting, Mathews said he proposed the resolutions because he swore to put the interests of St. Mary Parish first.
"It's difficult because I like, care [for] and respect the gentlemen ...," Mathews said. "This is one of the darkest moments of my political experience."
Also Wednesday, Ina put off a passage vote on his ordinance asking voters to allow any member of the council to be elected chairman or vice chairman.
The council has 11 members, eight of whom are elected from geographic districts. Three are elected at large by voters parishwide. The charter currently limits the two leadership roles to at-large members.
Sending a charter amendment to voters requires a two-thirds vote by the council, or eight votes. Councilman Patrick Hebert of Morgan City was absent Wednesday, and Ina said he wants the full council to vote on the call for a special election.
The same proposal failed by a single vote last year.

Morgan City police give toys, apprehend Grinch

Chief James F. Blair and the Morgan City Police Department donated toys to the Marine Corps League for their Toys for Tots Drive recently. On its Facebook page, the department said it had an unexpected visitor from the Grinch, who tried to make away with the toys placing the children's Christmas cheer in jeopardy. Lt. Ricky Hartley was able to save the children's Christmas by chasing down that naughty Grinch, who faces a charge of attempted simple criminal damage to Christmas. No bond has been set.
