Arrests on murder, rape charges follow St. Mary indictments

(Editor’s note: The charges listed here and the narratives that go with them are provided by the police agencies that made the arrests. Guilt or innocence has not been determined in court.)

Grand jury indictments resulted in the arrests of a Centerville man on a murder charge and Texas and Baton Rouge men on rape charges in a 2007 Franklin case.

St. Mary

Sheriff Blaise Smith reported that over the last 96-hour reporting period, the Sheriff’s Office responded to 130 complaints and made these arrests:

--Courtland Jermaine Phillips, 23, Centerville, was arrested at 11:24 p.m. Saturday on an indictment warrant alleging second-degree murder. Bail was set at $1 million.

Phillips is accused in the Dec. 24, 2021, shooting death of Terrell Charles, 23, in a case investigated by the Chitimacha Tribal Police, the District Attorney's Office said.

--Michael Brandon Cocke, 34, Charenton, was arrested at 8:57 p.m. Saturday on a warrant alleging failure to appear on five counts of first-degree rape. Bail was set at $750,000';

--David Allen Ackman, 42, Morgan City, was arrested at 1:06 p.m. Monday on two warrants alleging failure to appear. Bail has not been set at this time.

--Shawn Paul Boudreaux, 44, Centerville, was arrested at 8:11 p.m. Monday on charges of criminal trespass, disturbing the peace (intoxicated), obstruction of public passage, possession of Schedule II drugs and introduction of contraband into a penal facility. Bail was set at $750,000.

Franklin

Chief Cedric Handy reported that the Franklin Police Department responded to three complaints over the last 24-hour reporting period and made these arrests:

--Roderick Phillips, 34, Kingsley Drive, Pearland, Texas, turned himself at 11:42 a.m. Monday on an indictment warrant alleging aggravated rape. Phillips was booked, processed and released on a $250,000 bond.

--Tajh Mathews, 33, Tiger Pointe Drive, Baton Rouge, turned himself at 3:07 p.m. Monday on an indictment warrant alleging aggravated rape. Mathews was booked, processed and released on a $250,000.00 bond.

Phillips and Mathews were arrested based on an indictment by a St. Mary Parish grand jury in a 2007 Franklin Police Department cold case They are two of five people indicted in the case.

--Ashlee Miller, 42, Pine Street, Franklin, while incarcerated at the Franklin Police Department, was arrested at 12:59 p.m. Monday on a warrant for the St. Mary Parish Sheriff's Office alleging battery of a dating partner. Miller was booked, processed and held with no bond set at the time of press release.

Morgan City

Chief Chad M. Adams reported that the Morgan City Police Department responded to 51 calls for service over the last 24-hour reporting period and made these arrests:

--Elton Brown Jr., 58 Leona Street, Morgan City, was arrested at 10:23 a.m. Monday on a probation violation (6th Ward Morgan City Court).

--Joshua David Dimaggio, 25, Rose Street, Berwick, was arrested at 2:57 p.m. Monday on charges of flight from an officer, general speed law, improper turning, no insurance and failure to secure registration.

Berwick

Chief David S. Leonard reported these arrests:

--Jeffrey Kidd, 53, Berwick, was arrested at 8:57 a.m. Monday on a charge of domestic abuse battery by strangulation.

About 8:15 a.m. Monday, the Berwick Police Department received a report of a domestic altercation at a residence on Second Street. Through the investigation, it was reported that
Kidd had a physical altercation with a female victim, and evidence was gathered linking him to the crime.

Officers made contact with Kidd at his residence. While speaking with the victim it was further learned the the victim was choked at some point. Kidd was placed under arrest and transported to the Berwick Police Department, where he was booked.

--Cheyene Aucoin, 29, Morgan City, was arrested at 9:01 a.m. Monday on a charge of disturbing the peace.

About 8:35 a.m. Monday, the Berwick Police Department received several calls of a suspicious female causing a disturbance at different businesses and residences. Officers located the female, who was identified as Aucoin.

While speaking with Aucoin, she continued causing a disturbance within the community and was placed under arrest. Aucoin was transported to the Berwick Police Department, where she was booked.

THERESA LYNN BROUSSARD

Theresa “Terri” Lynn Broussard passed away peacefully at home on August 13, 2023, surrounded by her loving family. She was an angel who walked the earth for 68 years.

Terri was born on December 10, 1954, in Franklin, Louisiana, and grew up in Bayou Vista. She was a genuine nurturer, looking after her three younger siblings and serving as a role model throughout their lives. She graduated third in her class from Berwick High School in 1972, where she developed many special and irreplaceable friendships that continued to the time of her passing.

Terri went on to attend secretarial school and landed her first job in 1974 at Texaco in Morgan City. There she met Paul Damian Broussard, a civil engineer who would become her best friend, soulmate, and lifelong partner. The couple married on June 12, 1976, and began their family in Berwick, later moving to Mandeville. They spent 47 blissfully wedded years together.

The couple has four children who absolutely adored their mother. For Terri, her kids were her life’s work and greatest accomplishments. She excelled at her role as homemaker. Terri cherished her expanding family, embracing and loving her children’s spouses as if they were her own kids. Her reward was earning the title of Ami — “friend” in French — which is what Terri chose as her grandmother name. Nothing gave her more joy than spending time with her entire family. She fostered an environment of love and affection that was unmatched and served as an inspiration to many. No conversation with her kids ended without a shared “I love you.”

While Terri was a lifelong resident of South Louisiana, she enjoyed exploring the world with Paul on their many adventures. The couple has visited all 50 states — 49 of them with their kids in tow — 60 countries, and all seven continents. Terri’s diagnosis of Multiple Sclerosis in 2002 did nothing to deter the couple from continuing their worldwide travels. They had their next three international trips booked at the time of her glioblastoma diagnosis in February 2023, with many more destinations in waiting.

Terri was a devout Catholic and long-time parishioner at Our Lady of the Lake (OLL) Church. If Paul and Terri weren’t on a big trip or visiting their kids or grandkids, they could be found in front of the church at the vigil mass every Saturday evening. For nearly 30 years, Terri was involved in or leading the church’s card ministry, writing messages to the sick and homebound in her meticulously perfect script. She was also a Eucharistic Minister for many years.

Terri and Paul served as a mentor couple at church, preparing nearly 40 engaged pairs for the sacrament of marriage over their 20 years of ministry. They relished the opportunity to share their married life lessons to the engaged couples who came through their home. A true OLL power couple, Terri humbly served as head of the Lady Knights while Paul led the church’s Knights of Columbus Council as Grand Knight from 2022 to 2023.

Terri will be deeply missed by her family, friends, and all who knew her. Her goodness and light were undeniable. She was a gentle, kind, and compassionate soul who was a true model of a life well lived. The courage and strength she showed during her illness inspired her family to face life’s challenges with dignity and grace. Daughter, sister, friend, wife, mother, aunt, godmother, mother-in-law, grandmother — she embraced each of her roles wholeheartedly, leaving a legacy of love in her wake.

Terri is survived by her husband, Paul; her children Rennan Broussard, Renee (Chuck) Brown, Robin Broussard, Ross (Ana Maria) Broussard; her grandchildren Bennett and Kian Broussard, and Margot and Maisie Brown; her siblings Joyce (Tim) Brady, Diane “Boo” Naquin, Harry “Buster” (Vanessa) Naquin; and her many nieces, nephews, and siblings-in-law.

Terri was preceded in death by her parents, Harry and Bernice Naquin, and her grandson, André Gabriel Broussard.

Relatives and friends are invited to attend the Mass of Christian Burial at Our Lady of the Lake Catholic Church, 312 Lafitte Street, Mandeville, LA, 70448, on Thursday, August 17, at 12:00 p.m. Visitation begins at 10:00 a.m. until mass time, and a rosary will be said immediately prior to mass. Interment will take place following the service at Saint Joseph Abbey Cemetery, 75376 River Road, Saint Benedict, LA 70457.

School Board adopts policies on threat response, corporal punishment

CENTERVILLE — The St. Mary Parish School Board on Thursday moved to bring its policies into line with new state legislation affecting corporal punishment, threats to students and others on campus, and online access to board meetings.

Members also heard that the cost to insure employees may soon get fatter, in part because some employees are trying to get thinner.

Policies

The board approved a list of policies developed by Forethought Consulting and reviewed by the board’s legal counsel, Hammonds and Sills.

The policies:

—Make provisions for online participation in meetings for board members and members of the public who have challenges defined under the Americans with Disabilities Act.

Participants must certify that they have ADA-recognized disabilities.

—Add procedures that must be followed when a credible threat is discovered against someone at school. School administrators informed of the threat must inform and take steps to protect the target.

School- and Central Office-level administrators must determine whether anyone else is at risk and whether to notify and move to protect them.

Threats of violence or terrorism must be followed by an investigation. And if the investigation indicates that the threat is credible, school officials must take steps to protect all students and employees at the school.

The policy also contains requirements for reporting threats to the District Attorney’s Office.

—Make rules to keep elementary students safe at carpool and bus pickup lines. Among the rules: Students up to third grade must be accompanied by a school employee on the walk to and from the pickup area.

—Require attendance checks for students taking part in remote instruction, as happened during COVID, or a combination of remote and in-person instruction.

—Allow excused absences for up to three days in a school year “related to a student’s mental or behavioral health” if certification is provided.

—Prohibit corporal punishment in school without a parent’s permission, expressed in a document provided by the state Department of Education.

—Allow school nurses and other employees with proper training to administer naloxone “in the event of a real or perceived opioid overdose.”

Naloxone is better known under the trade name Narcan, and can be administered as an injection or a nasal spray.

Insurance

The School Board will consider renewal of its group health insurance plan next month, and the timing seems especially bad.
Blue Cross Blue Shield is the board’s current insurer. And, according to insurance consultant James Perez, “we can’t realistically expect a 0% increase. We can’t even expect a low single digit increase.”

As of July, the premiums paid by employees and the School Board this year amount to about $6.6 million. Medication and medical claims have totaled about $7.3 million.
Claims equal 110% of premiums. Last year, the loss ratio was 88%.

The plan has been hit by 45 claims of at least $25,000, including two over $95,000 and one over $215,000.

Of those 45 large claims, Perez said, 44 are still active, meaning their cost may rise further.

Another factor is the cost of prescription drugs, especially the anti-diabetes medications Ozempic and Mounjara.

They’re regarded as effective against Type 2 diabetes and can promote weight loss. But they’re also expensive — $800 to $1,000 per dose — and national reporting
has focused on the suspicion that patients are being over-diagnosed as diabetic in order to get the slimming-down benefits.

Neither drug was among the 15 most-prescribed drugs in the plan, Perez said. Now they’re at the top.

“It’s getting out of hand,” Perez said, “and not just in this plan.”

Also Thursday:

—The board recognized eight people newly appointed to school positions. They are St. Mary K-2 Instructional Specialist Kimberly Caesar; Morgan City High Assistant
Principals Larry Hartman and Angela Comeaux; Morgan City Junior High Assistant Principal Gary Aucoin; Centerville High Assistant Principal Kimberly Dupre; Franklin Junior High Assistant Principal Laquanda Gray; Patterson High Principal Amy Vaccarella; and Chief Technology Officer Kaylum Vead.

—The board accepted a bid of $4,939 each for 13 walk-through metal detectors for the LaGrange, Raintree, Foster, Centerville, Berwick Elementary, Bayou Vista, Hattie Watts, Aucoin, Norman, Maitland and Patterson Junior High campuses. The board accepted the low bid from School Specialty of Appleton, Wisconsin.

—The board authorized an agreement with the St. Mary Parish Sheriff’s Office under which the office will conduct drug searches with a trained dog at the board’s request.

Each search will last for at least three hours and cost the School Board $300.

Two shades of blue are a problem for West St. Mary, Boudreaux

CENTERVILLE — A unique uniform problem has some people singing the West St. Mary blues.

The issue came up at Thursday’s St. Mary School Board meeting in Centerville. It arises from the fact that West St. Mary High and B.E. Boudreaux Middle share a campus.

The school uniform shirt color for West St. Mary is called Carolina blue. Boudreaux’s shirts are also blue, but they’re navy.

The trouble is that Carolina blue shirts can be tough to find. So the School Board allowed white shirts to be worn by West St. Mary students.

But white is also an acceptable color at Boudreaux, and that raises a security concern for middle school Principal Alexis Rack.

The School Board extended its exemption for white shirts for West St. Mary students on Thursday. But, because only West St. Mary was on the meeting agenda, the advice from legal counsel was that a fix for Boudreaux will have to wait until the next meeting.

Theft, fighting, drug arrests reported by area police

Berwick police reported arrests on motor vehicle theft and methamphetamine possession charges over the weekend, while Morgan City police made arrests on fighting and drug possession charges.

Patterson officers booked a woman accused of driving 94 mph in a 55 mph zone.

Berwick

Chief David S. Leonard reported these arrests:

--Juvenile male, 15, was arrested at 2:53 p.m. Friday on Berwick warrants alleging theft of a motor vehicle, simple criminal damage to property and theft under $1,000.

In July, the Berwick Police Department received a call of a vehicle that was stolen from a residence. The vehicle was recovered in Terrebonne Parish days later.

A juvenile and several others were identified as suspects in the theft, and evidence linking them to the crime was gathered. Warrants were issued for their arrest.

On Friday, the juvenile and his mother turned him in at the Berwick Police Department for the active warrants. During this time, it was learned that the juvenile also had another theft warrant from 2022. The juvenile was booked and released to his mother pending a court hearing.

--Christopher Taylor, 46, Berwick, was arrested at 3:23 p.m. Friday on a charge of disturbing the peace.

About 3:13 p.m. Friday, officers responded to a residence on Utah Street for a disturbance. It was reported that Taylor was throwing things and causing a disturbance.

Officers attempted to speak with Taylor, who was highly intoxicated and began causing more of a disturbance.

Taylor was placed under arrest and transported to the Berwick Police Department where he was booked.

--Charles Elmore, 47, Gibson was arrested at 3:56 p.m. Saturday on charges of possession of methamphetamine, possession of drug paraphernalia, failure to register vehicle, switched license plate, no insurance, driving under suspension and window tint.

About 3:33 p.m. Saturday, a traffic stop was conducted on a vehicle after it was observed to have dark tinted windows. Officers made contact with the driver who was identified as Elmore.

While speaking with Elmore, it was learned that the license plate displayed on the vehicle did not belong. It was also learned that the vehicle was not properly registered and did not have insurance. A computer check revealed that Elmore’s driver’s license was suspended.

During the course of the traffic stop, a search of the vehicle was conducted. Methamphetamine and items of drug paraphernalia were located.. Elmore was placed under arrest and transported to the Berwick Police Department, where he was booked.

Morgan City

Chief Chad M. Adams reported that the Morgan City Police Department responded to 130 calls for service over the last 72-hour reporting period and made these arrests:

--Evan David Reed, 30, Trevino Street, Berwick, was arrested at 9:50 a.m. Friday on a charge of disturbing the peace (fighting).

--Gerardo Garza, 30, Orange Ridge Lane, Humble, Texas, arrested at 10:17 p.m. Friday on charges of second-degree battery and disturbing the peace (fighting).

--Reandra Wenndresse Taylor, 35, Garber Street, Morgan City, was arrested at 10:36 a.m. Saturday on two counts of failure to appear for arraignment (6th Ward Morgan City Court).

--Erling Zamora, 20, Patton Street, Morgan City, was arrested 12:49 a.m. Saturday on charges of driving while intoxicated (first offense), reckless operation of a motor vehicle and no driver’s license.

--Scarlett Marie Burkart, 42, Chestnut Drive, Morgan City, was arrested at 2:10 a.m. Saturday on a charge of possession of methamphetamine.

--Jonathan Jamard Charles, 43, Everett Street, Morgan City, was arrested at 8:52 p.m. Saturday on three counts of failure to appear for arraignment (6th Ward Morgan City Court).

--Carlos Pintado, 44, Ja Elle Drive, Iowa, Louisiana, was arrested at 2:01 a.m. Sunday on charges of possession of marijuana and improper lighting.

--Kenneth Rollins, 33, Diane Drive, Patterson, was arrested at 12:21 a.m. Sunday on two counts of failure to appear for trial and two counts of failure to appear for arraignment (6th Ward Morgan City Court).

--Gannon Troy Broussard, 33, Railroad Avenue, Morgan City, was arrested at 3:40 p.m. Sunday on charges of possession of marijuana and three counts of failure to appear to pay fine (6th Ward Morgan City Court).

--Sharina Nicole Danae Dixon, 18, Bowman Street, Morgan City, was arrested at 6:36 a.m. Monday on charges of domestic abuse battery and disturbing the peace (intoxicated).

Patterson

Chief Garrett Grogan reported this arrest:

--Trinity A. Thompson, 21, U.S. 90, Baldwin, was arrested at 12:10 a.m. Sunday on charges of speeding 94 mph in a 55 mph zone and reckless operation (no accident.) Thompson was incarcerated at the Patterson PD Jail with bond set at $691.

Franklin

Chief Cedric Handy reported that the Franklin Police Department responded to 10 complaints over the weekend and made these arrests:

--Lonny Baker Sr., 57, Morris Street, Franklin, was arrested at 3:42 a.m. Sunday on a warrant for 16th Judicial District Court alleging failure to appear on a charge of theft. Baker was booked, processed, and held on a $350 bond.

--Carlos Funes-Padilla, 20, Russel Street, Chalmette, was arrested at 9:31 a.m. Sunday on charges of speeding, reckless operation of a vehicle and no driver's license.
Funes-Padilla was booked, processed and released on a $690 bond.

--Tylan Lightfoot, 19, Robertson Street, Franklin, was arrested at 2:05 p.m. Sunday on a warrant dated May 24 alleging two counts of attempted second-degree murder, illegal use of weapons or dangerous instrumentalities, illegal carrying of weapons and disturbing the peace by fighting. Lightfoot was booked, processed and held with no bond set at the time of press release.

--Ashlee Miller, 42, of Pine St., Franklin, was arrested at 5:34 p.m. Sunday on a warrant for 3rdWard City Court alleging failure to appear on the charge of theft. Miller was additionally arrested on a charge of criminal trespassing. Miller was booked, processed and held with no bond set at the time of press release.

Drug arrests reported this week by city, parish authorities

(Editor’s note: The charges listed here and the narratives that go with them are provided by the police agencies that made the arrests. Guilt or innocence has not been determined in court.)

Parish and city police reported five arrests on drug charges this week, including one involving more than a pound of marijuana (see related story).

St. Mary

Sheriff Blaise Smith reported that over the last 48-hour reporting period, the Sheriff's Office responded to 55 complaints and made these arrests:

--Trent Henry Duhon, 28, Franklin, was arrested at 3:59 p.m. Thursday on charges of possession of Schedule II drugs, possession of drug paraphernalia, theft, criminal trespass and attempted burglary.

Bail has not been set at this time.

--George Davison Harvey III, 41, Bayou Vista, was arrested at 4:02 p.m. Thursday by the Narcotics Section on a warrant alleging failure to appear on charges of possession of methamphetamine and possession of drug paraphernalia. Bail has not been set at this time.

--Hector Ruiz-Santos, 42, Patterson, was arrested at 11:06 p.m. Thursday on charges of possession of marijuana, possession of drug paraphernalia, open container and expired driver's license.

Bail was set at $425.

Tina Marie Weaver, 52, Amelia, was arrested at at 8:31 p.m. Wednesday on a charge of simple battery.

Bail has not been set at this time

Morgan City

Chief Chad M. Adams reports that the Morgan City Police Department responded to 93 calls for service over the last 48-hour reporting period and made these arrests:

--Blake Anthony Johnson, 36, Brashear Avenue, Morgan City, was arrested at 8:50 a.m. Thursday on charges of domestic abuse battery, resisting an officer and criminal damage to property.

--Dwayne John Romero, 58, Bush Street, Morgan City, was arrested at 11:43 a.m. Thursday on a charge of possession of marijuana.

--Michael Lee Howard, 52, La. 182, Morgan City, was arrested 12:47 p.m. Thursday on a charge of failure to appear to pay fines (6th Ward Morgan City Court).

--Gordon Chris Helman, 53, Uranus Street, Morgan City, was arrested at 8:09 p.m. Thursday on five counts of failure to appear to pay fine (6th Ward Morgan City Court).

--Sarah Ann Barnett, 34, Clark Street, Morgan City, was arrested at 7:57 a.m. Wednesday on a charge of possessio nof drug paraphernalia.

--Larry Garrett Barnett, 44, Sixth Street, Morgan City, was arrested at 7:57 a.m.Wednesday on a charge of violation of a protective order.

--Timothy Joseph Tanner, 31, Wisteria Street, Lumberton, Texas, was arrested at 5:28 p.m. Wednesday as a fugitive from Chambers County, Texas.

Berwick

Chief David S. Leonard reported this arrest:

--Clifton Williams, 30, Morgan City, was arrested at 5:43 p.m. Wednesday on a charge of possesson of marijuana (under 14 grams).

About 5:31 p.m. Wednesday, a traffic stop was conducted on a vehicle after a traffic violation was observed. Officers made contact with the driver of the vehicle, who was identified as Williams.

While speaking with Williams, a strong odor of marijuana was detected coming from the vehicle. A search was conducted, at which time marijuana was located inside.

Williams was placed under arrest and later released on a summons to appear in court .

Franklin

Chief Cedric Handy reported tha the Franklin Police Department responded to six complaints over the last 24-hour reporting period and made this arrest:

--Jason Giroir, 44, Cedar Street, Franklin, was arrested at 11:49 p.m. Thursday on a charge of simple battery. Giroir was booked, processed and released on a $535 bond.
