DECLARATION OF ELECTION RESULTS
Be it known and declared that the governing authority of the City of Morgan City, State of Louisiana (the “City”), did meet in open and public session to examine the official certified tabulations of votes cast at the special election held in the City on Saturday, October 14, 2023, and did examine and canvass the returns of the said election, there having been submitted at said election the following proposition, to wit:

Shall Section 2-01(a) of the Home Rule Charter for the City of Morgan City be amended to read as follows:
(a) The legislative power of the city government shall be vested in a council consisting of five (5) members elected from single-member districts for four-year terms?
There was found by said count and canvass that there was a total of 1,927 votes cast IN FAVOR OF Proposition and a total of 636 votes cast AGAINST Proposition, as hereinabove set forth, and that there was a majority of 1,291 votes cast IN FAVOR OF Proposition as hereinabove set forth. Therefore, it has been declared by the governing authority of the City that the proposition as hereinabove set forth was duly CARRIED by a majority of the votes cast by the qualified electors voting at the said special election held in the City on Saturday, October 14, 2023. Results by precinct are available from the Clerk of the City during regular business hours or via the Louisiana Secretary of State’s website (voterportal.sos.la.gov). The actual cost of the election as determined by the Louisiana Secretary of State in accordance with the provisions of Chapter 8-A of Title 18 of the Louisiana Revised Statutes of 1950, as amended, is $572.02.

Drug, fighting charges in local arrests this week

St. Mary deputies reported two arrests this week on drug charges, and Berwick officers booked four teenagers after a fight at school.

St. Mary

Sheriff Blaise Smith reported that over the last 24-hour reporting period, the Sheriff’s Office responded to 36 complaints and made these arrests:

--Breanna Lynn Hillebran, 25, Morgan City, was arrested at 6:43 p.m. Wednesday on charges of possession with intent to distribute methamphetamine, possession with intent to distribute synthetic cannabinoids, possession with intent to distribute alprazolam, possession of Schedule III drugs and transactions involving drug proceeds.

--Theron Batiste Jr., 47, Houston, was arrested at 5:36 p.m. Wednesday by the Narcotics Division on charges of maximum speed limit, possession of marijuana, possession of MDMA, possession of methamphetamine and possession of drug paraphernalia.

Bail has not been set at this time.

--Ray Jovan Robertson, 34, Baldwin, was arrested at 11:21 a.m. Wednesday for a probation violation. Bail was set at $5,000.

--Darrell Jason Sides, 49, Morgan City, was arrested at 1:08 p.m. Wednesday on charges of reckless operation (no accident), driving while intoxicated and open container. Bail has not been set at this time.

--Arrie Sam, 18, Morgan City, was arrested at 10:19 p.m. Wednesday by the Narcotics Division on charges of illegal possession of stolen firearms, license plate lights required and failure to give proper signal, and on a warrant alleging theft of a motor vehicle

Berwick

Chief David S. Leonard reported that over the last 72-hour reporting period, the Berwick Police Department made these arrests:

--Juvenile female, 16, was arrested at 8:34 a.m. Monday on a charge of disturbing the peace (fighting).

--Juvenile female, 15, was arrested at 8:34 a.m. Monday on a charge of disturbing the peace (fighting).

--Juvenile female, 14, was arrested at 8:34 a.m. Monday on a charge of disturbing the peace (fighting).

--Juvenile female, 14, was arrested at 8:34 a.m. Monday on a charge of disturbing the peace (fighting).

About 7:34 a.m. Monday, the Berwick Police Department was advised by the school resource officer about a fight involving several juveniles that took place at one of the schools. Through investigation, four juveniles were arrested. All were transported to the Berwick Police Department, where they were booked and released to guardians pending a court hearing.

--Juvenile male, 16, was arrested at 10:49 a.m. Monday on charges of unlawful sale or purchase of tobacco products and disturbing the peace.

At 10:30 a.m. Monday, the Berwick Police Department received a call about a student at one of the local schools causing a verbal disturbance with faculty and other students of the school. It was also learned that the juvenile was in possession of a tobacco product vape.

The juvenile was placed under arrest by the school resource officer and transported to the Berwick Police Department, where he was booked and released to a guardian pending a court hearing.

--Anthony Cargo, 35, Berwick, was arrested at 10:40 p.m. Monday on a Morgan City warrant alleging failure to appear.

At 10:30 p.m. Monday, a traffic stop was conducted on a vehicle after a traffic violation was observed. During the course of the stop, officers made contact with Cargo and learned that he had an active warrant through the Morgan City Police Department.

Cargo was placed under arrest and transported to the Berwick Police Department for booking.

--Tayler Davis, 25, Duson, was arrested at 1 a.m. Tuesday on charges of possession of marijuana (under 14 grams), driving under suspension and tail lamps.

About 12:45 a.m. Tuesday, a traffic stop was conducted on a vehicle after it was observed to not have proper tail lights. Officers made contact with Davis and learned that his license was suspended.

Davis was also found to be in possession of marijuana. Davis was placed under arrest and released on a summons to appear in court.

--Keisha Howard, 48, Berwick, at 2:01 a.m. Tuesday on a charge of violation of a protective order.

--Don Williams, 46, Patterson, was arrested at 2:01 a.m. Tuesday on a charge of violation of a protective order (second offense).

About 1:32 a.m. Tuesday, the Berwick Police Department responded to a residence in reference to a disturbance. It was learned that Williams and Howard had active protective orders against each other.

Both were placed under arrest and transported to the Berwick Police Department, where they were booked on the above charges.

--Ericka Cuvillier, 34, Berwick, was arrested at 8 p.m. Tuesday on a Plaquemines Parish warrant alleging identity theft.

About 7:30 p.m. Tuesday, the Berwick Police Department was contacted by investigators with the Plaquemines Parish Sheriff’s Office, who advised that their agency held active warrants for Cuvillier and requested for officers to make contact with her. About 8 p.m., officers located Cuvillier at her residence. where she was placed under arrest without incident and transported to the Berwick Police Department. She was booked on the warrant.

Franklin

Chief Cedric Handy reported that the Franklin Police Department responded to eight complaints over the last 24-hour reporting period and made this arrest:

--Jerry Hall, 62, Hogan Lane, Franklin, was arrested at 1:32 p.m. Wednesday on a charge of battery of a dating partner. Hall was booked, processed and held with no bond set at the time of press release.

Local students make SLCC honors lists

St. Mary students earned places on honors lists at South Louisiana Community College for fall 2023.
They were among the 524 SLCC students who were named to the Dean’s List for earning grade point averages of 3.40-3.99.
Also, 336 SLCC students are on the Chancellor’s Honor list for achieving GPAs of 4.0.

Three drug arrests in Morgan City; men detained on attempted murder charges in Baldwin, Assumption

Morgan City police reported three arrests on drug charges Monday and Tuesday, while authorities in Baldwin and Assumption Parish made arrests on attempted murder charges after shootings.

Morgan City

Chief Chad M. Adams reported that the Morgan City Police Department responded to 46 calls for service over the last 24-hour reporting period and made these arrests:

--Bethany Rose White, 27, Aucoin Street, Morgan City, was arrested at 10:16 a.m. Tuesday on three counts of failure to pay fine (6th ward Morgan City Court) and five counts of failure to appear for trial (16th Judicial District Court).

--Leonard Allen, 57, La. 182, Morgan City, was arrested at 8:03 p.m. Tuesday on charges of possession of cocaine, possession of marijuana, driving under suspension and improper lighting.

--Thurman A. James, 42, Deerbrooke Park Boulevard, Humble, Texas, was arrested at 9:06 p.m. Tuesday on charges of possession of marijuana, possession of a legend drug (bupropion) and possession of drug paraphernalia.

--Monique Nichole Landry, 28, Julia Street, New Iberia, was arrested at 11:07 p.m. Tuesday on a charge of failure to appear for arraignment (6th Ward Morgan City Court).

--Christofer Paredes, 22, Lake Palourde Road, Amelia, was arrested at 7:41 p.m. Monday on a charge of possession of marijuana.

St. Mary

Sheriff Blaise Smith reported that over the last 24-hour reporting period, the Sheriff’s Office responded to 29 complaints and made this arrest:

--Sean Mitchell Holloway, 36, St. Martinville, was arrested at 6:55 p.m. Tuesday on an MCPD warrant alleging failure to appear on the charge of speeding. Holloway is being held for another agency.

Franklin

Chief Cedric Handy reported that the Franklin Police Department responded to seven complaints over the last 24-hour reporting period and made this arrest:

--Lacy Foco, 34, Carl C. Foulcard Drive, Franklin, was arrested at 4:13 p.m. Tuesday on a warrant for Jeanerette City Court alleging failure to appear on charges of speeding, driving under suspension, no insurance and possession of drug paraphernalia.

Foco was booked, processed and transported to Jeanerette Police Department.

Baldwin

Chief Anthony Gibson reported this arrest:

--Devon Marks 27, Baldwin, was arrested Tuesday on charges of attempted second-degree murder, illegal possession of a firearm by a convicted felon and illegal carrying of a weapon.

The arrest resulted from a shooting that happened Sunday in the Bollard Street area. After investigating and speaking with community members, officers were able to secure an arrest warrant.

Marks was transported to St Mary Parish LEC on a $600,000 Bond.

Gibson thanked his officers along with the Jeanerette and Franklin police departments and the St. Mary Parish Sheriff’s Office for locating Marks.

Gibson reminds everyone that if you see something, say something.

Assumption

Sheriff Leland Falcon reported this arrest:

--Omerion Rashad Watts, 19, Windy Oaks Drive, Aransas Pass, Texas, was arrested Monday on an attempted second-degree murder charge.

The arrest followed a shooting near Paincourtville on Monday afternoon.

Deputies responded to the 6000 block of Grant Road. Deputies located one individual who had sustained multiple gunshot wounds. The individual was transferred to a health care facility for treatment.

Detectives determined that the victim and the suspect, now identified as Watts, were engaged in a conversation. Watts fired multiple shots, striking the victim. Detectives continue to investigate events leading up to the shooting.

Approximately one hour later, Watts was located in a nearby structure and arrested.

Watts was also wanted on a fugitive warrant from the Gonzales Police Department alleging domestic abuse battery (child endangerment).

He was booked into the Assumption Parish Detention Center with bond set at $1 million.

The victim continues to recover from his injuries.

Dionysus, Hannibal next up for Mardi Gras

As Mardi Gras day draws near, local krewes will have two balls each weekend leading up to the big day.
The krewes of Dionysus and Hannibal will each present a tableau Saturday.
Six area Mardi Gras parades will be held in the Tri-City area beginning Feb. 9 and ending on Mardi Gras day.
Ball patrons are reminded that tableaus begin promptly and everyone should be seated prior to the krewe’s stated start time. Some krewes lock entry doors up to 15 minutes before the start of the event, therefore early arrival is recommended.
Krewe of Dionysus
The Krewe of Dionysus will host its coronation at 8 p.m. on Saturday at the Berwick Civic Complex. Floor seating is invitation only.
Public viewing is available in the balcony.
A farewell appearance will be made by King and Queen Dionysus XLIV Jason Romero and Alex Romero.
Dionysus’ parade in Berwick will begin at 2 p.m. Feb. 10.
The procession will line up on Gilmore Drive and turn on John Street, Robichaux Street, Mount Street, Gilmore Drive, right on La. 182, Tournament Boulevard, Fairview Drive then to Pattie Drive, where it will disband at Berwick Junior High School.
Krewe of Hannibal
The Krewe of Hannibal will celebrate with a ball at 8 p.m. Saturday at the Morgan City Municipal Auditorium. This is an invitation-only event.
Bidding adieu will be royalty XLIII — King Hannibal Kendrick Garner and Queen Cleopatra Trang Ho.
Krewe members will parade behind the Krewe of Galatea procession at 2 p.m. Feb. 11 in Morgan City.
Krewe of Amani
The Krewe of Amani’s coronation is 8 p.m. Feb. 10 at the Patterson Area Civic Center. This is an invitation-only event.
Making a farewell appearance will be King and Queen Amani XXIV Donald “Brick” Triggs Sr. and Veronica Brooks.
Amani will hold its Lundi Gras parade at 2 p.m. Feb. 12 in Patterson. Officials say the tentative route is for the procession to line up at Patterson High School and proceed down La. 182 (Main Street) and end at the Place Norman Shopping Center.
Krewe of Hephaestus
The oldest area krewe, the Krewe of Hephaestus, will hold its carnival court at 8 p.m. Feb. 10 at the auditorium. Floor seating is invitation only.
Free public viewing is available from the balcony.
Taking to the stage for a final appearance will be King and Queen Hephaestus LXIII Eric Melancon and Anna Armato.
Krewe members will parade at 2 p.m. Fat Tuesday in Morgan City. The procession will organize on Sixth and Sycamore streets and proceed down Sixth Street to Marguerite Street, Ninth Street, Clothilde Street, and Victor II Boulevard, ending at the auditorium on Myrtle Street.

BISHOP MARIO EDUARDO DORSONVILLE

October 31, 1960 — January 19, 2024
On Friday, January 19th, 2024, Mario Eduardo Dorsonville, beloved shepherd and priest, passed away at age sixty-three. Bishop Dorsonville was born on October 31, 1960, in Bogota, Colombia, the only child of Leonor M. Rodriguez and Carlos J. Dorsonville.
He began his formation for a life in service to the Church at the Major Seminary of the Archdiocese of Bogota, where he earned bachelor’s degrees in philosophy and sacred theology. He was ordained to the priesthood on November 23, 1985, in Bogota, and subsequently served in various pastoral and academic roles in Bogota and Arlington, Virginia.
Bishop Dorsonville’s commitment to academic excellence led him to receive a Licentiate in Sacred Theology from the Pontificia Universidad Javeriana de Bogota in 1991 and a Doctorate in Ministry from the Catholic University of America in 1996. Throughout his studies, he continued to serve communities both in Colombia and the United States.
In 1997, Bishop Dorsonville began his service within the Archdiocese of Washington as Parochial Vicar of Our Lady of Lourdes parish in Bethesda, Maryland, followed by roles at St. Mark the Evangelist parish in Hyattsville, Maryland, and on the Board of Directors for Carroll Publishing Company. His dedication to social services and community welfare was evident in his role as the Vice President of Catholic Charities of the Archdiocese of Washington and Director of the Spanish Catholic Center from 2005 to 2015.
On March 20, 2015, Bishop Dorsonville was appointed as an Auxiliary Bishop for the Archdiocese of Washington by Pope Francis and ordained to the episcopate on April 20, 2015. He served as Vicar General for the Archdiocese from 2015 to 2023 and played key roles in various boards, committees, and councils, including the Maryland Catholic Conference, and Catholic Charities.
Bishop Dorsonville chaired the Migration and Refugee Services Committee for the USCCB from 2019 to 2022 and served on several other committees dedicated to the Church’s social teachings. His tireless efforts in advocating for justice, human development, migration, and refugees reflected his deep commitment to the Gospel’s teachings.
On February 1, 2023, Bishop Dorsonville was announced as bishop for the Diocese of Houma-Thibodaux in South Louisiana. In his brief yet impactful tenure there, he demonstrated a commitment to be with his people. Over the span of 10 months, he touched countless lives through heartfelt Masses, engaging students through school visits, and active participation in community events. His infectious smile and genuine care for everyone resonated deeply with the people of his new diocese. He hoped for a future where children, college students, and young adults would experience a conversion of heart and a commitment to a life dedicated to the Gospel message. Bishop Dorsonville’s passion was for all people, and in a particular way for those in underserved communities. His profound desire for the spiritual well-being of the community reflected a profound hope, and his legacy lives on in the hearts of those he touched during his time as their shepherd.
As we mourn the loss of Bishop Mario E. Dorsonville, we remember a loving shepherd, a passionate leader, and a man of unwavering faith. His legacy of service and dedication to social justice will continue to inspire and guide us. May he rest in eternal peace, and may his soul find solace in the loving embrace of our Lord.
In loving memory of Bishop Dorsonville, a visitation and memorial service will be held on Wednesday, January 31, 2024 at the Cathedral of St. Francis de Sales. The visitation will take place from 9:00 a.m. to 5:30 p.m., followed by Evening Prayer at 5:30 p.m., and a Memorial Mass for the Dead at 7:00 p.m. On Thursday, February 1, 2024, the Funeral Rites continue at St. Joseph Co-Cathedral with a visitation starting at 8:00 a.m. and concluding at 2:00 p.m. A Funeral Mass will be held at 2:00 p.m. with a burial to follow on the grounds of St. Joseph Co-Cathedral. Afterwards, a reception will be hosted at the Thibodaux Regional Wellness Center.
Bishop Dorsonville had a special love and commitment to the priesthood and the formation of priests. In lieu of flowers, contributions can be made to the Bishop Mario E. Dorsonville Seminarian Scholarship Endowment through the Catholic Foundation of South Louisiana.
