MCPD makes arrests on drug, domestic, drunken driving charges

Morgan City police reported weekend arrests on domestic battery, drunken driving and heroin possession charges.

Morgan City

Chief Chad M. Adams reported that the Morgan City Police Department responded to 121 calls for service over the last 72-hour reporting period and made these arrests:

--Racquel Delaune Barber, 48, Garber Street, Morgan City, was arrested at 10:32 a.m. Sunday on charges of possession of heroin, possession of methamphetamine, possession of drug paraphernalia and two counts of failure to appear to pay fines (6th Ward Morgan City Court).

--Martin Burris, 28, Willow Creek Drive, Vicksburg, Mississippi, was arrested at 3:14 a.m. Sunday on charges of driving while intoxicated (second offense), reckless operation of a motor vehicle, improper lane usage and driving under suspension.

--Mairon Ariel Ortega Morales, 28, Franklin Street, Morgan City, was arrested at 3:54 a.m. Sunday on charges of driving while intoxicated (first offense) and reckless operation of a motor vehicle.

--Jose Garcia, 31, Emmerson Avenue, Houston, was arrested at 11:40 p.m. Saturday on charges of driving while intoxicated (first offense), reckless operation of a motor vehicle, possession of fraudulent documents, improper lane usage, no driver’s license and possession of an open alcohol container in a motor vehicle.

--Claude Moses Charlot, 31, Leonard Street, Patterson, was arrested at 5:37 a.m. Saturday on charges of home invasion and domestic abuse battery.

--Hector Tolento, 26, Judy Lane, Patterson, was arrested at 3:15 a.m. Saturday on a charge of disturbing the peace (fighting).

--Dakota James Lombas, 28, Egle Street, Morgan City, was arrested at 8:43 p.m. Saturday on a charge of failure to appear for arraignment (6th Ward Morgan City Court).

--Danielle Boutte, 39, Egle Street, Morgan City, was arrested at 10:40 p.m. Saturday on a charge of disturbing the peace.

St. Mary

Sheriff Gary Driskell reported that over the last 72-hour reporting period, the Sheriff’s Office responded to 99 complaints and made this arrest:

--Shawn Case Lovell Sr., 47, Berwick, was arrested at 9:14 p.m. Friday on charges of resisting arrest or officer, criminal trespass, disturbing the peace (intoxicated) and possession of drug paraphernalia.

Bail has not been set at this time.

Patterson

Chief Garrett Grogan reported these arrests:

--Natosha Brinlee, 46, Franklin, was arrested at 1:06 p.m. Friday on a charge of theft of goods (under $500). Brinlee was released on bond.

--Shawn E.M. Lathum, 38, Orleans Avenue, New Iberia, was arrested at midnight Friday on charges of speeding 91 mph in a 55 mph zone, careless operation, expired motor vehicle sticker and expired driver’s license. Lathum was released on a summons.

--Cody J. Davis, 21, Homestead Lane, Patterson, was arrested at 12:35 a.m. Saturday on charges of suspended or revoked driver’s license and stop sign violation. Davis was incarcerated at the Patterson PD Jail.

--Quentin J. Cooper, 34, Poncio Street, Morgan City, was arrested at 4:26 a.m. Saturday on charges of speeding more than 25 mph and driver’s license suspended or revoked. Cooper was incarcerated at the Patterson PD Jail.

--Kaylan A. Burn, 34, Railroad Avenue, Morgan City, was arrested at 6:36 p.m. Saturday on a charge of driving while intoxicated (first offense). Burns was incarcerated at the Patterson PD Jail.

--Nathan A. Lovell, III, 31, Riverview Drive, Patterson, was arrested at 3:35 a.m. Sunday on charges of possession of Schedule IV drugs (two counts), drug paraphernalia, and front lamps, side and rear reflectors on bicycles. Lovell was incarcerated at the Patterson PD Jail.

--Tina R. Franklin, 49 North Washington Street, Lafayette, was arrested at 2:06 a.m. Monday on a charge of possession of marijuana (less than 14 grams) and on a warrant from another jurisdiction. Franklin is incarcerated at the Patterson PD Jail.

Charenton man cited for migratory bird violation

Louisiana Department of Wildlife and Fisheries enforcement agents cited a Charenton man for alleged migratory game bird violations in St. Mary Parish on Sept. 27.

Agents cited Kaden Ashley, 23, for hunting ducks other than teal during teal season, hunting ducks without a federal duck stamp, hunting migratory game birds from a vehicle and public roadway, and violating non-toxic shot requirements.

Agents received a complaint about an individual who harvested several black bellied whistling ducks from a vehicle on a public roadway. During the investigation, agents learned that Ashley saw the ducks lining a roadway pond near Charenton and shot them with lead shot from the roadway out of his vehicle.

Agents seized three black bellied whistling ducks, a 12-gauge shotgun and his vehicle on a department seizure order.

All federal migratory game bird cases are filed with the U.S. Attorney’s Office for prosecution in Federal Court.

Agent participating in the case are Lt. Scott Dupre, Sgt. Jake Darden and Agent Harry Gaines.

Drug, crash-related arrests reported locally

Morgan Chief police reported three arrests on drug charges, and St. Mary Parish deputies arrested two men on charges related to traffic accidents.

Morgan City

Chad M. Adams reported that the Morgan City Police Department responded to 81 calls for service over the last 48-hour reporting period and made these arrests:

-- Danny Lee Andorf, 49, Diane Lane, Patterson, was arrested at 9:55 pm. Thursday on charges of improper lane usage, no driver's license and two counts of failure to appear to pay fine (6th Ward Morgan City Court).

--Jadi Nicole Guerrero, 35, Diane Lane, Patterson, was arrested at 10:26 pm. Thursday on a charge of possession of marijuana.

--Alton Michael Kemp Jr., 38, Verdun Lane, Centerville, was arrested at 8:55 a.m. Wednesday on charges of possession of synthetic marijuana (first offense), obstruction of justice, criminal damage to property and remaining where forbidden.

--Gared Christopher Stevens, 44, Arenz Street, Morgan City, was arrested at 6:32 p.m. Wednesday on a charge of disturbing the peace (intoxicated).

--Billy Turze Townsend, 31, Mallard Street, Morgan City, was arrested at 10:02 p.m. Wednesday on charges of failure to appear to pay fine and failure to appear for arraignment (6th Ward Morgan City Court).

--Maurice Lewis II, 34, Thais Road, Prairieville, was arrested at 12:21 a.m. Thursday on charges of driving while intoxicated (first offense, possession of hydroxyzine, improper lane usage open container of alcohol in a motor vehicle and tall lights required.

St. Mary

Sheriff Gary Driskell reported that over the last 48-hour reporting period, the Sheriff's Office responded to 71 complaints and made these arrests:

--Harold Mahan, 66, Pensacola, Florida, was arrested at 4:03 p.m. Thursday on a charge of theft by shoplifting, as well as failure to appear warrants out of Thibodaux and Livingston Parish. Bail has not been set at this time.

--William Paul Moore, 23, Franklin, was arrested at 11:19 a.m. Thursday on charges of reckless operation (with accident) and negligent injuring. Bail was set at $5,500.

--Milton Guy Aucoin Jr., 50, Morgan City, was arrested at 2:38 p.m. Thursday on three warrants alleging failure to appear. Bail was set at $5,000.

--Kendell Dwayne Johnson Jr., 18, Patterson, was arrested at 9:05 a.m. Thursday on a charge of simple battery. Johnson was released on a $2,500 bond.

--Tylon Jarmol Holland, 24, Franklin, was arrested at 7:49 p.m. Wednesday on charges of hit and run and failure to report accident. Holland was released on a $1,250 bond.

Franklin

Chief Cedric Handy ?reported that the Franklin Police Department responded to five complaints over the last 24-hour reporting period and made this arrest:

--Joseph Nedd, 59, Tabor Street, Franklin, was arrested at 8:03 p.m. Wednesday on charges of unauthorized use of an access card, theft, illegal possession of stolen things , and misrepresentation during booking. Nedd was booked, processed and held with no bond set at the time of press release.

Explanation
of a Proposed Activity in a 100-Year/500-year Floodplain and/or Wetland Area
Town of Berwick 2023 LCDBG Street Improvements Program
To: All interested Agencies, Groups and Individuals
This is to give notice that the Town of Berwick has conducted an evaluation as re- quired by Executive Order 11988 and/or 11990, in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management and Wetlands Protection. The proposed activity is funded by the Louisiana Office of Community Development under its small cities program. The Town of Berwick has been awarded a Community De- velopment Block Grant in the amount of $787,095 from the Louisiana Division of Administration. Grant funds will be used to address conditions of substandard streets in the Sixth Street area of the Town of Berwick. The portion of the street included in the project covers ap- proximately 1,695 linear feet. It is in place however; there is currently no roadway surfacing. Limestone is the existing surface. The improvements consist of scarifying and compacting roadbed to include lime and soil cement treatment, installation of asphaltic concrete levelling course and wearing course, installation of aggregate shoulder material, pavement striping, road signs, etc. The street will be reconstructed and will be retained in the same use. Coordinates of the center point of Sixth Street project area is approximately latitude 29.686157, longitude -91.224837 in the Town of Berwick, St Mary Parish, Louisiana.
The Town of Berwick has considered the following alternatives and mitigation measures to be taken to minimize adverse impacts and to restore and preserve natural and beneficial values: (i) The project involves the reconstruction of a street that is already in place and is located in or near the 100-year/ 500-year floodplain and/or wetland, (ii) It is not possible to relocate the project; it should be constructed without modification. This street is in place and will be re- tained in the same use without change in size or capacity, (iii) all available mitigation measures will be taken to minimize adverse im- pacts and to re- store and preserve natural and beneficial values. The Town of Berwick will comply with all state and local floodplain and/or wetland protection procedures during the implementation of this project.
The Town of Berwick has re- evaluated the alternatives to building in the floodplain and/or wetland and has determined that it has no practicable alternative. Environmental files that document compliance with steps 3 through 6 of Executive Order 11988 and/or 11990, are available for public inspection, review and copying upon request at the times and location delineated in the last paragraph of this notice for receipt of comments.
There are three primary purposes for this notice. First, people who may be affected by activities in a floodplains and/or wetland area and those who have an interest in the protection of the natural environment should be given an opportunity to ex- press their concerns and provide information about these areas. Second, an adequate public notice program can be an important public educational tool. The dissemination of information and request for public comment about a floodplains and/or wetland area can facilitate and enhance Federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in a floodplains and/or wetland area, it must inform those who may be put at greater or continued risk.

The Cajun Coast Tourism held a business meeting on Wednesday, September 25, 2024, at 4 pm at the Cajun Coast Office. Members present were Kim Walden, Ed “Tiger” Verdin, Dwight Smith, Herman Hartman, and Keith Leonard. Members absent were Sandra Marshall, Patsy Powell, Alfredia Ed- wards, and Chad Boutte. Also, present were Carrie Stansbury, and Christal Carter.
Mr. Leonard made a motion to accept the August minutes as written. Mr. Verdin seconded the mo- tion. With all members favoring, the motion passed.
Mr. Verdin made a motion to accept the August financials. Mr. Smith seconded the mo- tion. With all members favoring, the motion passed.
Ms. Stansbury gave an overview of the bureau’s activities.
Ms. Stansbury sent an email to Carbo and Associates, waiting for a response.
Mr. Hartman made a motion to approve the Amended General Fund Budget for 2023-2024 as presented. Mr. Verdin seconded the mo- tion. With all members favoring, the motion passed.

The Tourist Commission’s next board meeting is scheduled for October 16, 2024, at 4:00 pm at the Cajun Coast Office.

The Chitimacha Tribe of Louisiana invites you to provide your best price for a GRADALL XL5300V.
Sealed proposals will be received by the Chitimacha Tribe at the Multi- Purpose Building (155 Chitimacha Loop Road; Charenton LA 70523) until 5:00 P.M. (local time) on October 14, 2024. Proposals received after the time set forth above for opening of proposals will not be considered and will be returned unopen-ed. By submission of a proposal, the Proposer acknowledges that they are familiar with the existing conditions and are capable of providing the scope of services requested.
Any questions or clarifications re- quired of this RFP shall be submitted to Johnny Burgess, Public Works Director, in writing (FAX and email submissions are acceptable) a minimum of five (5) business days before the proposal opening date. Addenda will be issued to all prospective Proposers at least forty-eight (48) hours before the proposal opening date. Only information provided within the written addenda issued by Johnny Burgess, Public Works Director, shall be considered binding.
Preference in the award of this project shall be given to Indian and Alaska Native contractors (“Na- tive Contractor”). Native Contractor or “Indian-Owned Economic Enterprise” means any Indian-owned com- mercial, industrial, or business activity established or organized for profit, provided that such Indian ownership shall constitute not less than 51 percent of the enterprise and that ownership shall encompass active operation and control of the enterprise continuingly for the duration of the project. The Tribe shall give preference to an Indian-owned Economic Enterprise so long as the bid by this enterprise does not exceed the lowest quote submitted by more than five percent (5%). Any contractor claiming Indian Preference must submit evidence that is satisfactory to the Tribe to qualify.
The Chitimacha Tribe of Louisiana reserves the right to reissue or amend this RFP, request additional information from any Proposer, and negotiate a contract with the Proposer that is selected for award based on the proposal submitted.

DEAR ABBY: Some relatives come once or twice a year from out of state to stay at my in-laws’ house. For the past 20-plus years, it has been the same routine. They show up, but we never know ahead of time when or how long they are staying. We are expected to drop everything to go over there to visit with them as long as they are in town. There are no plans and no schedule; we just sit around waiting for them to decide what they want to do.
I’m so tired of it. I would prefer knowing ahead of time so I won’t have to cancel my previous plans when they show up.
