Nicholls, SLCC sign transfer agreements

Area residents looking to further their education will now have a simplified path to get a four-year degree.

Officials with South Louisiana Community College and Nicholls State University signed four articulation agreements Monday meant to guarantee smooth transfer options for students entering Nicholls’ nursing, criminal justice, business administration and biology programs.

These agreements are known as “two plus two” agreements, meaning that they guarantee a transfer to Nicholls after a student earns an associate’s degree from SLCC in one of the four programs, a South Louisiana Community College news release said.

The agreements will be in effect for the spring 2019 semester. They were signed at SLCC’s Young Memorial Campus in Morgan City and apply to all of SLCC’s campuses. SLCC’s main campus is in Lafayette, and the college also has campuses in St. Mary, Acadia, Evangeline, Iberia, St. Landry, St. Martin, Terrebonne and Vermilion parishes.

SLCC already has the same type of agreements in place with the University of Louisiana at Lafayette and Northwestern State University, which are members of the University of Louisiana System along with Nicholls.

In July, Young Memorial finished its realignment to become part of South Louisiana Community College after previously being part of South Central Louisiana Technical College. Young Memorial still offers all its technical courses in addition to community college courses.

When the realignment began, officials committed to increasing educational opportunities for residents in the Morgan City area “and this portion of Acadiana,” said Natalie Harder, chancellor of South Louisiana Community College.

“We are so excited that less than six months after flipping the official switch, we are here to sign more two plus two’s in one day than any other community college or four-year institution has ever done in this state,” Harder said.

Nicholls State President Jay Clune said he is “so proud to be associated with South Louisiana Community College.”

SLCC and Nicholls leaders are trying to remove “any obstacles from students transferring from a community and technical college to a university,” Clune said.

Clune expects the relationship between SLCC and Nicholls to grow and “become a model for the state,” he said.

Jim Henderson, president of the University of Louisiana System, also attended the signing.

“This signing today is about students,” Henderson said.

The signing expands students' access to education, so they will be able further their education and develop the skills necessary to economically succeed, Henderson said.

State Sen. Bret Allain, R-Franklin, said he suggested Nicholls and SLCC officials sign such agreements and is going to push for the Louisiana State University and Southern University systems to do the same thing.

Everyone should be for improving students’ access to education, Allain said.

“I think today all of the resistance from doing this type of open education is going to go away,” he said.

State Rep. Sam Jones, D-Franklin, said, years ago, state legislators passed a law requiring that community college credits transfer to four-year universities in Louisiana.

However, there was strong resistance from universities across the state, Jones said.

“This is the first part of cracking that and making sure that they, in a seamless way, accept the credits from the community colleges toward the four-year degrees,” Jones said.

Suspect accused of disposing of evidence in homicide

A 26-year-old woman was booked Friday in connection with an October 2016 homicide in Franklin after she disposed of evidence in the case, Franklin Police Chief Tina Thibodeaux said in a news release.

—Raquel Matthews, 26, of Hamilton Street in Franklin, was arrested at 5:50 p.m. Friday on a charge of accessory after the fact to first-degree murder. Matthews was transported to St. Mary Parish jail.

Matthews’ arrest stems from a homicide that occurred Oct. 23, 2016, in Franklin. Police had responded to a complaint of shots fired in the area of Augustine Maze Road. Upon officers’ arrival, police discovered that a 16-year-old male was deceased on the scene, Thibodeaux said.

The Franklin Police Department received information in regard to evidence that was disposed of at the time of the incident. After further investigation, police discovered that Matthews allegedly disposed of the evidence. The investigation is ongoing at this time.

St. Mary Parish Sheriff Scott Anslum reported that deputies responded to 97 complaints in the parish and reported the following arrests relating to east St. Mary Parish:

—Two juvenile females, ages 14 and 16, of Patterson, were arrested at 11:41 a.m. Friday on a charge of disturbing the peace by fighting.

Deputies patrolling the Patterson area were dispatched to a location on Main Street in Patterson in reference to a fight. Upon arrival, the deputies made contact with two juvenile females who had been in an altercation, Anslum said.

The two juveniles were transported to the sheriff’s branch office for booking. Both juveniles were released to their guardians pending juvenile court proceedings.

—John Henry, 45, of Texas Street in Berwick, was arrested at 4:50 p.m. Friday on a charge of trespassing.

A deputy patrolling Bayou Vista was dispatched to a location on Zenor Road in reference to a trespassing complaint. Upon arrival, the deputy made contact with the property owner who said a man was hunting on the land who was not on the hunting lease.

After a short time, the deputy made contact with a man who was coming out of the woods to his vehicle. The man was identified as Henry, Anslum said. Henry was released on a summons to appear in court March 6, 2019.

—Robert Marcel, 19, of Brighton Lane in Berwick, was arrested at 6:52 p.m. Friday on charges of possession of marijuana, and turning movements and signals violation.

A deputy patrolling the area of Bayou Vista observed a vehicle fail to use its turn signal at Canal Road. The deputy conducted a traffic stop and made contact with the driver, Marcel. Through the stop, the deputy found marijuana belonging to Marcel, Anslum said. Marcel was released on a summons to appear in court March 6, 2019.

—Jarrod Leblanc, 25, of Elaine Street in Bayou L’Ourse, was arrested at 9:40 p.m. Friday for turning movements and signals violations, driving under suspension and expired license plate.

A deputy patrolling the area of La. 182 near the Greenwood Overpass observed a vehicle with no operational license plate lights. The deputy conducted a traffic stop and made contact with the driver, Leblanc.

Through the stop, the deputy learned that the license plate was expired and Leblanc’s license was suspended, Anslum said. Leblanc was jailed with bail set at $1,500.

—Chad Fisher, 34, of Burke Place in Franklin, was arrested at 9:35 p.m. Saturday on charges of possession of drug paraphernalia, and turning movements and required signals violations.

A deputy patrolling Ricohoc observed a vehicle fail to give a signal when turning. The deputy conducted a traffic stop and made contact with the driver, Fisher. During the stop, the deputy found drug paraphernalia belonging to Fisher. Fisher was arrested and released on a summons to appear in court March 6, 2019.

—Alessie Landry, 34, of Verda Street in Pierre Part, was arrested at 5:45 p.m. Sunday on a charge of theft.

A deputy patrolling Bayou Vista was dispatched to a business in response to a theft complaint. Upon arrival, the deputy made contact with business personnel who stated that Landry had been observed attempting to leave the business with merchandise, Anslum said. The deputy made contact with Landry, arrested her and released her on a summons to appear in court March 6, 2019.

— Alandrius White, 36, of Duke Street in Morgan City, was arrested at 11:27 p.m. Sunday on a warrant for failure to appear on a charge of principal to distribution of cocaine.

A corrections deputy made contact with White at parish jail and arrested White on a warrant. No bail has been set.

Morgan City Police Chief James Blair reported that officers responded to 72 calls and reported the following arrest:

—Kayla Francise, 20, of Keith Street in Morgan City, was arrested at 8:28 p.m. Friday on a 16th Judicial District Court warrant charging her with failure to appear.

Officers stopped a vehicle that matched the description of a suspect vehicle in a disturbance complaint. Officers spoke with the occupants in the vehicle and learned that Francise was wanted by 16th Judicial District Court. Francise was jailed.

Berwick Police Chief James Richard reported no arrests.

Patterson Police Chief Janis Merritt reported no arrests.

Accessory after the fact charge in 2016 Franklin murder

Franklin Police Chief Tina Thibodeaux reported Monday the arrest of an accessory after the fact to a first degree murder which occurred in Franklin in 2016.
Raquel Matthews, 26, of Hamilton Street, Franklin, was arrested Friday at 5:50 p.m. on the charge of accessory after the fact to first degree murder.
Matthews was booked, processed and transported to the St. Mary Parish Law Enforcement Center.
According to Thibodeaux, on October 23, 2016, at approximately 3:50 p.m. the Franklin Police Department received a complaint of shots fired in the area of Augustine Maze Road.
Upon officers’ arrival, it was discovered that a 16-year-old male victim was deceased at the scene.
The Franklin Police Department recently received information in regards to evidence that was disposed of at the time of the incident.
After further investigation, it was discovered that Matthews allegedly disposed of the evidence.
The investigation is reported to be ongoing at this time.

Lanceslin, St. Germain last Baldwin meeting

Outgoing Baldwin Mayor Donna Lanceslin and Alderman Gene St. Germain each received awards of appreciation at Thursday night’s board of aldermen meeting. The meeting was the last for each of the dignitaries. St. Germain said he was thankful for the opportunity to serve for the 42 years of his tenure, and Lanceslin expressed fondness and thankfulness for her term as mayor. She was presented the plaque by interim Town Clerk Tammy Richard.

Angela M. Price, 59, born November 16, 1959, a native and lifelong resident of Morgan City, Louisiana, passed away Thursday, December 13, 2018, a little after 6 a.m., at her home on Sixth Street, Morgan City, Louisiana, surrounded by family members.
Miss Price was preceded in death by her father, Allen Andrew Price Jr.; her mother, Elizabeth Ann Russo Price; her grandparents, Allen A. Price Sr. & Camilla Dugas Price and Guiseppe ‘Pete’ Russo & Angelia Orlando Russo; her uncles & aunts, Peter Nastasi Sr. & Mary Russo Nastasi, Nancy Cecile Russo, Frank W. Russo Sr. & Una Nini Russo, Joseph C. Russo Sr. & Margaret Husband Russo, Emanuel ‘Mac’ Russo & Nancy Bergeron Russo, Cyrus P. Giroir Sr. & Shirley Price Giroir; and several very close cousins.
She is survived by her brothers, Gregory A. Price & his wife Ginger of Morgan City, Mark A. Price Sr. of Stephensville, Chris A. Price & his wife Cay of Morgan City and David J. Price of Berwick. Her nephews & nieces, Jason A. Price, Jeffrey A. Price & his wife Dr. Julie Steele Price of Morgan City, Jaclyn A. Price Landry & her husband Matthew of Baton Rouge, Rebecca Price and Jennifer Price of Lafayette, Mark A. Price Jr. & his wife Torri of Stephensville, Christopher A. Price of Houston, Courtney Price Matherne & her husband Jeff of Morgan City, Tiffany Price Waguespack & her husband Jon of Morgan City, Danielle Price Grow & her husband Scott of Berwick, Austin Price of Berwick. Miss Price also is survived by numerous great-nieces and great-nephews, all of whom she considered part of her family.
Besides being a loving sister, aunt and godmother, Angela held the position of secretary of the family businesses for over 25 years after having graduated from Nicholls State University with a degree in Accounting. Along with her brothers, Angela was committed to continue operating the cable television business founded in 1959 by her father and mother that served several communities located in South Central Louisiana. Like her mother, Miss Price was also a charitable person giving assistance to the needy in the community and to many organizations. She was a devout supporter of the Catholic schools and churches in the area. Over the past several years, she also enjoyed working with her brothers and other volunteers to stage several Altars in the community and church on March 19th dedicated to the Father of Jesus Christ, Saint Joseph.
Funeral services for Angela M. Price will be held Tuesday, December 18, 2018, at Sacred Heart Catholic Church, corner of Third & Union streets, Morgan City, Louisiana, commencing with a rosary recital at 8:30 a.m. followed by visitations until the celebration of Mass of Christian burial at noon. The Mass will be celebrated by the Reverend Michael Russo of Our Lady of Fatima Catholic Church of Lafayette, Louisiana, and Reverend Freddie Dural, Pastor of Sacred Heart Church in Morgan City. Interment will follow at the Morgan City Cemetery. Pallbearers will be Jason Price, Jeffrey Price, Christopher Price, Mark Price Jr., Jeff Matherne & Austin Price. Honorary pallbearers will be Jon Waguespack, Matthew Landry and Scott Grow.
In lieu of flowers, the family requests that donations be made in the memory of Miss Price to Sacred Heart Catholic Church Morgan City, LA maintenance fund. Arrangements have been entrusted to Twin City Funeral Home, Morgan City, Louisiana.

Joseph Cardinale Sr.

March 1, 1928 — December 7, 2018
Joseph Cardinale Sr. passed away peacefully at the age of 90 on Friday, December 7, 2018, in Port Arthur, Texas, at the Senior Rehabilitation Nursing Center.
Mass of Christian burial will be at St. Joseph Catholic Church, Patterson, Louisiana, Thursday, December 20, 2018, at 10 a.m. with visitation beginning at 8 a.m. Following the Mass, he will be laid to rest in the St. Joseph Cemetery Mausoleum.
Father Herb Bennerfield III will be the celebrant for the Mass with Father Angelo Cremaldi as Concelebrant.
Those he leaves to cherish his memory are his children, David R. Cardinale I, Palma Cardinale, Cynthia A. Cardinale, Robert A. Cardinale, Monica Jo Cardinale Randall, Chad R. Thibodaux and Paulina Jo Thibodaux; seven grandchildren and nine great-grandchildren; one sister, June Cardinale Cremaldi; one brother, Russell Cardinale Jr.; and numerous nieces and nephews.
He was preceded in death by one son, Joseph Cardinale Jr.; his parents, Russell Cardinale Sr. and Palma Bordonaro Cardinale; his grandchild, Camille Kathryn Cardinale; two brothers, Francesco “Frank” Cardinale and Sebastian “Sebby” Cardinale; and two sisters, Mary Jane Cardinale Cremaldi and Angel Cardinale Rose.

Lighted Boat Parade in Patterson

The Lighted Boat Parade held Saturday night was part of the city of Patterson’s Christmas in Morey Park, which also featured a showing of the movie, “Elf.”

November sales tax collections up 10 percent

November was a bright spot for St. Mary Parish sales and use tax collections in a year marked by inconsistency in collections, Parish Sales and Use Tax Director Jeff LaGrange said in an email. Sales and use tax collections totaled about $3 million in November, a 10.3 percent increase from the $2.72 million collected during November 2017. Excluding collections made as a result of financial audits, collections increased 9.1 percent. November saw $62,561 in audit collections, while November 2017 had $27,376 in audit collections. Patterson jail briefly evacuated for smoke

A malfunctioning air conditioner unit Sunday night caused smoke inside the Patterson Police Department and a brief evacuation of the department and jail, Patterson Fire Chief Scott Domingue said.

The incident occurred at about 9 p.m. Sunday. Officials contacted maintenance workers to fix the air conditioner issue. There was no damage to the building or injuries to anyone, Domingue said. Police personnel and inmates were able to go back into the building within about 15 minutes.
