Scully takes Pelican case to appeals court

THIBODAUX — Jonathan Scully is heading back to court in an effort to regain control of 10 companies he founded before they were taken over by a Lafourche Parish business interest.
Scully has filed documents with the Louisiana 1st Circuit Court of Appeal, seeking to overturn January district court rulings that send his dispute with businessman Ross Laris and his Millennium Supply Boats to arbitration.
At issue is a deal between Scully and Laris in which Millennium would receive a controlling interest in 10 St. Mary businesses, all bearing the name Pelican. They were involved in equipment rental, construction and labor services, and more.
Scully maintains he gave up control of the companies in exchange for the promise of up to $45 million in loans needed for expansion of the businesses. Pelican eventually received no more than $2.5 million in funding from the companies’ new owners.
Attorneys for Loris maintain that the deal gave Millennium the sole discretion over how much or whether to lend Pelican money.
In January, 17th Judicial District Court Judge Rebecca Robichaux ruled in favor of Loris and Millennium’s request to send the dispute to arbitration and turned down Scully’s request to have the contract declared void.
Scully hopes to have those rulings overturned.
Instead of being able to expand his Pelican companies, Scully said, he saw them burdened with debt payments for equipment purchases made to benefit his new investors, not Pelican.
And in April 2024, having lost majority ownership in what he says were one-sided deals, Scully was fired from his post as manager of the businesses.
According to Scully's court filings, Laris told Scully in 2021 that he would soon sell his insurance business. He offered to invest $50 million in Pelican Companies, with which Laris was familiar as its insurance agent, in exchange for a 50% ownership stake.
Based on that offer, Pelican spent $200,000 hiring new employees, leasing land for a lot to house the new equipment, and other expenses. But Laris delayed making any investment until, in May 2021, a letter of intent introduced Millennium as an entity controlled by Laris and offering funding of $5 million for operating expenses and $45 million for equipment in return for a 50.1% ownership interest in the Pelican companies.
Laris told Scully he wanted the majority ownership share in case Scully “would start doing drugs.”
Scully was to remain as president in charge of Pelican’s day-to-day management.
In September 2021, Laris presented Scully with a contract calling for a single loan or line of credit of $45 million, which could be used only at the discretion of Laris or Millennium. The defendants would still get the 50.1% ownership share.
Those conditions should make the contract null, Scully argued.
Laris gave Scully a payment of $1 million and insisted that Scully sign the contract without waiting for a review by legal counsel or others. Scully signed the contract, “believing Laris was a reputable and truthful man. …”
Later, Laris told Scully the he and MSB never had $45 million to lend and had no intention of lending the money, Scully’s court filing said.
Scully was also bound to personally guarantee any amounts lent to Pelican by MSB or Laris.
At the signing of the contract and personal guaranty, Laris told Scully, “You are mine now.” Subsequently, Laris used the personal guaranty as a threat to ruin Scully “whenever convenient to Laris to coerce Scully into going along with actions demanding by Laris …,” according to Scully’s filing. After Pelican received $2 million under the contract, Laris created a company called LAC Equipment LLC. LAC used Pelican employees to begin buying $10 million in equipment on credit. Asked by Scully why the money wasn’t lent to Pelican for equipment purchases, Laris first said it was easier to acquire credit and to avoid liens and other complications. Later, Laris admitted that using LAC was better for him and would provide a tax write-off, according to Scully’s filing.
Laris began to require Pelican to lease LAC equipment to Pelican’s customers and demanded that Pelican pay hundreds of thousands each month to LAC to pay off loans. The payments strained Pelican’s finances. Laris refused to provide more operating capital, telling Scully, “You can’t come running to daddy every time you need money.”
Laris ordered Scully to hire a salesperson for $150,000 a year, even though that salary was more than Scully was paid. The salesperson, a relative of Laris, stopped making in-person sales calls within a year.
When another rental company was considering a merger or acquisition with Pelican, the suitor wanted Pelican’s operating agreements. Scully said there were no operating contracts for any of the Pelican companies after September 2021, but Laris produced the agreements and, again citing the personal guaranty provision, said Scully’s refusal to sign them would not be good for Scully.
The deal with the suitor fell through after Laris refused to put up $1 million in working capital that the suitor asked for, Scully's pleading says.
Late in 2023, Laris proposed a merger between Pelican America and Intak, a Texas company in which Laris held a majority interest. A draft operating agreement reduced Scully’s ownership share to 16%, and Scully objected.
After another attempt to acquire an investor failed, again over objections by Scully, a representative of Laris and MSB told Pelican employees that Scully was no longer in charge.
He was accused of failing to pay sales taxes and payroll withholding.
“The only reason we failed to pay it is because we didn’t have any money,” Scully said in an interview earlier this year. “That was a result of Laris not putting up the $42 million.”
In his filing with the 1st Circuit, Scully’s attorney repeated his argument that the deal should be voided because Millennium was to gain control in exchange for the loan but was also given the power to decide how much to lend.
The Scully appeal also says the trial court erred by refusing to admit documents related to the transfer of ownership supporting Scully’s argument.
Laris’ attorneys have also accused Scully of interfering in Pelican management after his ouster. A hearing was set for June 24 on Laris and Millennium’s request to force Scully to give access to a Google Space account containing business records. That hearing was delayed with no rescheduled date in the court record.

THOMAS CHARLES STROUD III

June 24, 1939 — July 4, 2025
It is with great sadness that we announce the passing of Thomas Charles Stroud III, age 86, a native of Jeanerette, Louisiana and longtime resident of Morgan City, Louisiana, on Friday, July 4, 2025 at Chateau Terrebonne, Houma, Louisiana. The Lord granted him freedom from this life on Independence Day.
Thomas was born on June 24, 1939, just outside of Jeanerette, Louisiana on Bayside Plantation. He graduated from Jeanerette High School, and after working a few odd jobs (which included working as a short haul truck driver), he was employed by J. Ray McDermott in Amelia, Louisiana for over 40 years. In his youth he served in the Louisiana National Guard.
Mr. Stroud was predeceased by his wife of 45 years, Peggy Ponvelle Stroud, and is survived by his sons, Shane (Nora) of New York, and Keith (Jane) Stroud of Bayou L’Ourse; daughters, Jaime (Mike) Stroud of Morgan City, and Tammy (Larry) Theriot of Morgan City; ten grandchildren, Austin, Kamrin, Gabby, Bella, Brazin, Chandler, Sammy, Jackson, Jenn and Jessica; and six great-grandchildren, all of whom he loved and adored with all his heart.
Tom was a devout Catholic and rarely missed a Sunday Mass. He passionately enjoyed bowling and was a long-time league bowler in Morgan City. Tom was a loyal fan of the New Orleans Saints, LSU Tigers and New York Yankees. He had an affinity for art and drawing and was a natural-born raconteur — he loved telling stories about almost any topic and did so in a humorous and interesting way. After he retired, he enjoyed spending time with his children, grandchildren and great-grandchildren and occasionally participating in gaming activities at local casinos.
He was also preceded in death by his father, Thomas C. Stroud, Jr.; his mother, Julia Foco Stroud; his sisters, Marguerite Bagala, Mary Derise, Julia Rita Stroud, Ruby Blanchard, Ruth-Ann Nolan, and a brother, Charles Stroud.
The family requests that a time of visitation and remembrance be observed on Thursday, July 10, 2025 from 6:00 p.m. until 9:00 p.m. at Hargrave Funeral Home. Visitation will resume on Friday, July 11, 2025 from 10:00 a.m. until time of dismissal at 1:30 p.m. at Hargrave Funeral Home.
A Mass of Christian Burial will be held for Tom on Friday, July 11, 2025 at 2:00 p.m. at Sacred Heart Catholic Church with a graveside service following in the Morgan City Cemetery. Father Brett Lapeyrouse will preside over the services.

JENNY SUSAN YOUNG

January 21, 1950 • July 3, 2025
Jenny Susan Young, a native of Texas and a proud resident of Patterson, passed away on Thursday, July 3, 2025 at the age of 75.
Jenny’s greatest love in life was her faith as one of Jehovah’s Witnesses. She held a deep belief in the truth and the promise of a paradise on earth, which brought her immense comfort and purpose. Jenny was also a devoted wife and mother, wholeheartedly dedicated to her family. She adored her husband, children, and grandchildren, and as a loving homemaker, she always placed their needs above her own. Her warmth, faith, and unwavering love will be deeply missed.
Those left to cherish Jenny’s beautiful memory is her husband of 57 wonderful years, Donald Young; a daughter, Sherri Smith and her husband, Chris; five grandchildren, Bannon Lightsey and his wife, Sadi, Slade Lightsey, Hailey Verret and her husband, Talon, Connor Smith, and Dallas Smith; three great-grandchildren, Cove Lightsey, Orson Lightsey, and Kyler Lightsey. She is also survived by two siblings, Becky Chaisson and Terri Giblin.
She was preceded in death by her daughter, Kelly Lightsey and her parents, Cecil and Bobbi Giblin.
A time of memorial gathering in memory of Jenny will be held on Saturday, July 12, 2025 from 1:30 p.m. until time of memorial services which will begin promptly at 2:30 p.m. at the Kingdom Hall of Jehovah’s Witnesses in Morgan City. Dismissal will follow services with burial being held privately by the family at a later date.

LOUISE HELEN LAWTON

It is with great sorrow that we announce the passing of Louise Helen Lawton, aged 91, who departed this life on July 5, 2025, in Morgan City, Louisiana. Born on June 30, 1934, in Oklahoma, Louise was a beloved daughter, mother, grandmother, and great-grandmother, whose unwavering love and commitment to her family were truly exemplary.
Louise was especially known for her passion for arts and crafts, a pursuit through which she expressed her creativity and brought joy to those around her. Her artistic spirit and attention to detail made her creations cherished gifts that will be remembered fondly by all who received them.
Known for her quick wit and infectious humor, Louise brought joy to those around her, leaving an indelible mark through her laughter and spirit. Her remarkable ability to find humor in everyday life created cherished memories for her family and friends.
In her younger years, Louise was known for her adventurous spirit, having raced boats and enjoyed the thrill of the water. An avid bridge player, she engaged in many spirited games that fostered lasting friendships and laughter among those she played with.
Louise dedicated her life to her family, nurturing her loved ones with unwavering love and care. Her legacy is carried on by her two sons, Richard (Pete) Lawton and wife Sally and William (Bill) Lawton and wife Lisa. She was the proud grandmother of seven grandchildren: Luke, Lauren, Matthew, Andrew and wife Sophie, Savannah, Jeffrey and wife Lauren, and Eric and wife Brittany. In addition, she is survived by nine great-grandchildren: LJ, Finn, Lilac, Grace, Emma, Sophie, Adam, Aria, and Henry.
Louise was preceded in death by her parents William and Greta Ussery and her husband Richard Lawton Jr.
Private graveside services will be held at Rose Hill Cemetery in New Iberia.
In lieu of flowers the family is asking donations be made to Pharr Chapel United Methodist Church, 517 Federal Avenue, MC 70380.

Louisiana sends help to flood-ravaged Texas

This weekend, Gov. Jeff Landry sent 14 swift water rescue personnel to Texas to assist in the ongoing flood response.

The includes people from the State Fire Marshal's Office, the Baton Rouge Fire Department, the Zachary Fire Department, the West Feliciana Fire Department, the East Side Fire Department and Task Force 3 from Shreveport. The Governor's Office of Homeland Security and Emergency Preparation continues to monitor additional requests from the affected areas. Further support may be deployed if needed, the Governor's Office said.

“Louisiana will always answer the call to help our neighbors in need," Landry said in a press release. "Our first responders are among the best in the nation, and these men and women will always step up when disaster strikes. Louisiana stands with Texas, and we are committed to doing whatever it takes to assist in their recovery."

As of 2 p.m. Monday, the death toll in the central Texas flooding was approaching 90.

Franklin man faces attempted murder charge after incident in Patterson

A Franklin man faces an attempted murder charge, accused of trying to drown a man Saturday at a Patterson landing.

Justin Cyril Pellerin, 33, Franklin, was arrested at 11:54 p.m. Sunday on a warrant alleging attempt second-degree murder and simple battery.

About 8:42 p.m., Saturday a deputy with the St. Mary Parish Sheriff’s Office was dispatched to Wilson Landing in Patterson, in reference to a welfare complaint.

The deputy made contact with a man who reported that while he was at the sandbar off the Atchafalaya River, another individual, identified as Pellerin, allegedly attempted to drown him.

Following an investigation into the incident, a warrant was obtained for Pellerin’s arrest. On Sunday, deputies located Pellerin and transported him to the St. Mary Parish Law Enforcement Center for booking.

Bail has not been set at this time.

UPDATED WITH WEEKEND ARRESTS: Sheriff's Office employee booked on domestic abuse charge

A St. Mary Parish Sheriff's Office employee is on administrative leave after being booked Monday on a domestic abuse charge.

St. Mary

Sheriff Gary Driskell reported these arrests:

--Blaze Phillip Bourg, 47, Bayou Vista, was arrested at 10:30 p.m. Monday on a charge of domestic abuse battery.

About 7:50 pm, Sunday, deputies with the St. Mary Parish Sheriff’s Office were dispatched to a disturbance at a residence involving SMPSO employee Bourg and another individual, the Sheriff's Office said.

The responding deputy made contact with Bourg and conducted an on-scene investigation. As a result of that investigation, Bourg was placed under arrest and transported to the St. Mary Parish Law Enforcement Center for booking.

In accordance with agency protocol, Bourg has been placed on administrative leave pending the outcome of an internal investigation by the Office of Professional Standards.

"The St. Mary Parish Sheriff’s Office holds all employees to the highest standards of conduct, and this matter will be handled with full accountability and transparency," the Sheriff's Office said in a press release.

Bail has not been set at this time.

--Kaden Paul Ashley, 24, Franklin, was arrested at 10:13 p.m. Sunday on a warrant alleging failure to appear on charges of improper turn or failure to give required signal and operating a vehicle while license is suspended. Ashley was released on a $3,000 bond.

--Todd Michael Lebourgeois, 58, Franklin, was arrested at 2:51 p.m. Sunday on charges of domestic abuse battery, domestic abuse aggravated assault, illegal possession of a firearm by a convicted felon, resisting arrest or officer, possession of a firearm in the presence of a controlled dangerous substance, possession with intent to distribute marijuana, possession of methamphetamines, obstruction of justice (tampering), possession of drug paraphernalia, and possession of a controlled dangerous substance in a drug-free zone.

Bail was set at $116,000.

--Roberto Jurado Sorrosa, 37, Gibson, was arrested at 2:35 a.m. Sunday on charges of no driver’s license, driving while intoxicated and no head lights. Sorrosa was released on a $3,000 bond.

--Eddie Davis Johnson, 47, Gibson, was arrested at 3 p.m. July 1 on a warrant alleging
failure to appear on charges of open container, possession of marijuana and possession of methamphetamine. Bail was set at $4,000.

--Wilbur James Richard Jr., 41, Morgan City, was arrested at 8:08 a.m. on a
warrant alleging failure to appear on charges of possession of methamphetamine, operating a vehicle with an expired inspection sticker and operating a vehicle without proof of insurance.

Bail was set at $4,000.

--Robert B. Kelly, 61, Morgan City, was arrested at 8:26 p.m. July 2 on charges of improper lane usage, driving under suspension, open container and driving while intoxicated.

Kelly was released on a $4,750 bond.

--Isai Nunez, 25, Amelia, was arrested at 11:30 a.m. Thursday on charges of resisting a police officer with force (non-aggravated), resisting arrest or officer and criminal trespass. Bail was set at
$4,000.

--Justin Omar Singleton, 27, Franklin, was arrested at 11:37 a.m. Friday on charges of possession of marijuana, possession of drug paraphernalia, battery of a dating partner, possession of a firearm by a convicted felon, and on an Assumption Parish warrant.

Bail has not been set at this time, and a hold has been placed on Singleton by another agency.

--Charles Brannon Cobb, 23, Lafayette, was arrested at 3:07 a.m. on charges of possession of stolen things, resisting arrest or office and self-mutilation by a prisoner, and on a Lafayette Police Department warrant.

Bail was set at $50,000.

--Jamarcus Jerel Clark, 34, Morgan City, was arrested by the Narcotics Section at 10:09 a.m. July 2 on a warrant alleging failure to register. Bail was set at $10,000.

--Phi Hoang Lam Duval, 41, Bayou Vista, was arrested by the Narcotics Section at 4:26 p.m. July 1 on a Morgan City Police Department warrant alleging failure to appear. Duval is being held for another agency.

--Kylon Garrison, 21, Morgan City, was arrested at 7:14 p.m. July 2 on charges of for possession of drug paraphernalia, possession of a Schedule I controlled dangerous substance and turning signal required 100 feet prior to turn. Garrison was released on an $11,500 bond.

--Daven Dinger, 29, Leo Street, Patterson, was arrested at 1:57 p.m. Thursday on charges of driving while intoxicated (second offense), reckless operation of a motor vehicle and possession of marijuana (first offense).

--Christain Martian, 19, Stephensville Road, Stephensville, was arrested 8:17 p.m. July 3 on charges of failure to signal and possession of marijuana (first offense). (Released on summons.)

--Darryle Winley, 35, Mallard Street, Morgan City, was arrested at 9:29 p.m. Thursday on charges of possession of synthetic marijuana (first offense), failure to yield, resisting an officer, remaining where forbidden and driving under suspension.

--Davonte Williams, 33, Bowman Street, Morgan City, was arrested at 9:47 p.m. Friday on charges of possession with intent to distribute cocaine, creation of a clandestine laboratory, possession of marijuana (first offense), violation of a drug-free zone, possession of drug paraphernalia, improper equipment and general speed law.

--Amy Ponce-Mata, 47, Chirpy Lane, Amelia, was arrested at 2:57 a.m. Saturday on charges of driving while intoxicated (first offense), reckless operation of a motor vehicle, open container of alcohol in a
motor vehicle and driving under suspension.

--Brittany Hubert, 35, Shannon Street, Morgan City, was arrested at 10:21 a.m. Saturday on a charge of contempt of court (6th Ward Morgan City Court).

--Frank Adams Jr., 57, Leona Street, Morgan City, was arrested at 4:32 a.m. Saturday on charge of open container of alcohol in vehicle and disturbing the peace. (Released on summons.)

--Chad Bertrand, 40, Joey Street, Morgan City, was arrested at 5:17 p.m. Saturday on charges of resisting an officer by giving false information, failure to appear for trial (6th Ward Morgan City Court) and failure to appear to pay fines (6th Ward Morgan City Court).

--Jamie Scarbrough, 35, La. 663, Bayou L’Ourse, was arrested at 9:10 p.m. Saturday on charges of proper equipment required, possession of a legend drug and possession of drug paraphernalia, and on a fugitive warrant from Assumption Parish.

--Angel Torres, 24, James Street, Morgan City, was arrested at 11:01 p.m. Saturday on charges of possession of marijuana (first offense), improper lane usage and open alcohol container in a vehicle.

--Gerald Gaudet, 59, Felicia Street, Bayou L’Ourse, was arrested at 2:39 a.m. Sunday on charges of driving while intoxicated (first offense) and reckless operation of a motor vehicle.

--AAlijah Charles, 41, Orange Street, Morgan City, was arrested at 5:49 p.m. Sunday as a fugitive from the Patterson Police Department.

--James Chaisson, 58, Aucoin Street, Amelia, was arrested at 7:08 p.m. Sunday on a charge of possession of methamphetamine.

--Lawrence Garrett, 29, La. 182, Morgan City, was arrested at 11:08 p.m. Sunday on charges of possession of methamphetamine and possession of marijuana (first offense).

--Blaze Ezell, 31, Second Street, Berwick, was arrested at 11:24 p.m. Sunday on charges of possession of marijuana (first offense) and possession of drug paraphernalia. (Released on summons.)

--𝘿𝙖𝙣𝙣𝙮 𝙇𝙖𝙣𝙘𝙖𝙨𝙩𝙚𝙧, 71, Berwick, was arrested at 10:34 a.m. Friday on a charge of simple assault.

Lancaster was released on a town summons

--𝙎𝙖𝙫𝙖𝙣𝙣𝙖 𝙒𝙝𝙞𝙩𝙚, 26, Gibson, was arrested at 8:55 p.m. Saturday on a charge of domestic abuse battery, a Berwick warrant alleging simple criminal damage to property and a 16th Judicial District Court warrant alleging failure to appear on charges of operating a vehicle without a driver’s license and crossing the median.

Two arrested in Belle River on stolen property, drug charges

A traffic stop Thursday in Belle River resulted in the arrests of two New Iberia residents on drug and stolen property charges, the St. Martin Parish Sheriff’s Office said.
Lorrie Verret, 44, New Iberia, and Brye Segura, 32, New Iberia, were arrested Thursday on charges of illegal possession of stolen things ($5,000-$25,000); manufacture, distribution, or possession with intent to distribute Schedule II drugs; six counts of possession of drug paraphernalia; and three counts of possession of Schedule I drugs.
About 3 p.m. Thursday, St. Martin deputies were alerted about a stolen vehicle possibly being in the Stephensville-Belle River area, Sheriff Becket Breaux said.
Deputies performed a search of the area and located the stolen vehicle traveling on La. 70 in Belle River. A traffic stop was initiated, and during a probable cause search of the vehicle, deputies located illegal narcotics and drug paraphernalia.
Following their arrests, Verret and Segura were booked into the St. Martin Parish Correctional Center.
