School Board sets interviews for superintendent applicants

CENTERVILLE — St. Mary Parish could have a new superintendent of public schools in about three weeks.

At a special meeting Monday, the board scheduled interviews with the six candidates for superintendent for April 18 and 19, three each night.

The board rejected an attempt to reopen the application period for a month and to offer a higher salary rather than the $120,000-$140,000 that had been advertised.

Also Monday, board members agreed to buy property insurance coverage at a premium steeply higher than last year’s. And the board set a May 1 public forum in Centerville to talk about budgetary and calendar adjustments needed if parish high schools are to return to block scheduling in the 2023-24 year.

Interviews

Attorney Bob Hammonds advised board members to limit each initial interview to an hour in an open meeting. Each interview would consist of a 10-minute opening statement, a question from each board member, and an eight- to 10-minute closing statement.

Board President Alaina Black set the interview order at random by picking slips of paper bearing the names of applicants.

The interview schedule for April 18 is:

—5:30 p.m., Margaret Cage, director of special education for Assumption Parish schools.
—6:30 p.m., Hamilton Brock, principal at Baker’s K-12 Alternative Learning Center.
—7:30 p.m., C. Michael Robinson, chief academic officer for East Baton Rouge Parish schools.

The schedule for April 19 is:
—5:30 p.m., J Ina, principal at Franklin Junior High and a Parish Council member.
—6:30 p.m., Buffy Fegenbush, district director of academic intervention for Lafayette Parish and Berwick High’s principal 2005-17.
—7:30 p.m., Curt Green, director of human resources for St. John the Baptist schools.

The board could make its decision at its monthly meeting April 20. That meeting, normally on the second Thursday, was rescheduled because of the Easter holiday. Or the board could set a round of follow-up interviews.

What it won’t do is advertise for more applications.

Member Ginger Griffin of Patterson moved to advertise for applicants for another month and to raise the stated starting pay from $120,000-$140,000 to $130,000-$160,000.
Griffin, joined by Marilyn LaSalle of Patterson, said the motion isn’t a judgment about the quality of the applications received so far.

When member Debra R. Jones of Franklin asked Griffin if the current applicant pool is lacking, Griffin replied, “No Ma’am. I’d just like to see more candidates apply.”

Other members asked what would be gained by the delay.

“Now we’re going to get to this place and not move forward?” Tammie Moore of Four Corners asked. “I don’t see the sense in that.”

Member Lindsey Anslem of Bayou Vista asked Dr. Rachael Sanders how she’d feel about extending her service as interim superintendent.

Sanders called it a Catch-22 in which she would have to make important decisions that might not fit the new superintendent’s vision.

Griffin’s motion was defeated 6-5. Members Griffin, LaSalle, Black of Morgan City, Murphy Pontiff and Joseph Foulcard, both of Franklin, voted for the motion. Moore, Anslem, Jones, Andrew Mancuso and Rhonda Dennis of Morgan City, and Chad Paradee of Berwick voted against.

The motions needed to set the interview schedule passed on voice votes without objection.

Insurance

The School Board will pay much more for property insurance for the same reason many homeowners will: After years of massive payouts due to natural disasters, many insurers are raising premiums, refusing to write policies or leaving Louisiana altogether.

The board agreed to accept a package put together by Paul’s Agency. The new coverage goes into effect Saturday.

The package would cover School Board property valued at $374 million for an annual premium of up to $2.25 million. Facilities would be insured against wind storms, fire, hail and lightning.

Deductibles for damage from named storms would be 5% of the claim with a minimum of $100,000. The deductibles for other perils would be $250,000.

The payout for each event would be capped at $30 million. The current coverage has a $20 million cap.

Insurance consultant Carmel Breaux said the $2.25 million premium is up 76% from last year.

Paul’s sought proposals from 52 insurers, Breaux said, and received 12 responses. The other 40 either declined to make a bid or no longer insure property in Louisiana, Breaux said.

Block scheduling

The public forum will be at 6 p.m. May 1 at Centerville High. It will be about “necessary adjustments to the budget and the 2023-24 school year calendar should high schools change to block scheduling,” according to Monday’s agenda.

The board is considering whether parish high schools should return to a block scheduling system.

High schools now operate on a traditional seven-period day. Under block scheduling, each day would be divided into four 93-minute periods, and each class would run for one semester.

The School Board moved away from block scheduling before the 2017-18 school year to save money.

Vintage cars on display in east St. Mary

The Vintage Chevrolet Car Club of America will host its Southern Spring tour through Friday in Morgan City.

Twenty-three cars from around the United States will be in attendance. The group will be touring attractions throughout South Louisiana.

Guests will visit the Mr. Charlie oil rig, the Military Museum in Houma, Greenwood Alligator Farms, Rip Van Winkle Gardens in New Iberia, Houmas House in Darrow. Optional tours for attendees include a driving tour to Franklin and the Wedell Williams Aviation Museum. The Cajun Coast Welcome Center is hosting an ice cream social on Monday and AJ Dohmann Chevrolet is hosting a jambalaya social on Tuesday.

We have had to cancel our spring tour for the past two years due to COVID, and we are thrilled to spend our first year back in South Louisiana. Domestic battery, marijuana arrests reported by Morgan City police

Morgan City police reported Monday arrests on domestic abuse battery and marijuana charges.

Chief Chad M. Adams reported that the Morgan City Police Department responded to 50 calls for service over the last 24-hour reporting period and made these arrests:

--Jarred Williams, 37, Laricella Street, Metairie, was arrested at 3:57 p.m. Monday on charges of possession of marijuana and speeding 75 mph a 60 mph zone.

--Christopher Buckhalter, 35, Federal Avenue, Morgan City, was arrested 8:09 p.m. Monday on charges of domestic abuse battery (child endangerment law) and domestic abuse battery.

--Brittany M. Roberson, 33, Adams Street, Morgan City, was arrested at 2:25 p.m. Monday on a charge of contempt of court (6th Ward Morgan City Court).

--Garrett A. White, 49, Maple Street, Morgan City, was arrested at 5:27 p.m. Monday on charges of failure to appear for trial (6th Ward Morgan City Court) and failure to appear for arraignment (16th Judicial District Court).

Franklin

Man booked on attempted murder charge, accused of hitting woman with vehicle

A Berwick man faces an attempted murder charge, accused of striking a woman with a vehicle in the parking lot of a Patterson shopping center. He was also arrested by St. Mary deputies on five drug-related charges

Patterson

Chief Garrett Grogan reported these arrests:

--Cameron Nicholas Strother, 23, Parro Lane, Berwick, was arrested by Patterson police at 5:18 p.m. Sunday on charges of battery of a dating partner, domestic abuse battery (child endangerment), possession of a firearm by a felon and attempted second-degree murder.

Strother was arrested at 5:23 p.m. Saturday by the St. Mary Parish Sheriff’s Office on charges of possession of drug paraphernalia, possession with intent to distribute marijuana, no child restraint, possession of THC wax, possession of marijuana, possession of a firearm by a felon and illegal use of a controlled dangerous substance in the presence of a person under 17.

Strother also held an active warrant with the St. Landry Parish Sheriff’s Office. He is being held at the St. Mary Law Enforcement Center with no bond set

Strother drove with a woman to Patterson on Saturday, Grogan said, and forced her from the vehicle in a shopping center parking lot. Then he turned and struck her with the vehicle, Grogan said.

St. Mary deputies responding to an alert from Patterson arrested Strother on Saturday on the drug and weapon charges. After he was taken to the St. Mary Law Enforcement Center, the Patterson charges were added.

The woman was treated and released from a local hospital, Grogan said.

--Arthur N. Gant, 64, Cleveland Street, Patterson, was arrested at 8:53 p.m. Saturday on charges of simple assault, disturbing the peace (intoxicated) and criminal damage to property. Gant was incarcerated at the Patterson PD Jail with no bond set.

St. Mary

Sheriff Blaise Smith reported that over the last 72-hour reporting period, the Sheriff’s Office responded to 97 complaints and made these arrests:

--James Darren Robinson, 54, Morgan City, was arrested at 4:11 p.m. Saturday on a warrant alleging failure to appear on the charges of possession of cocaine and possession of marijuana. Robinson also held a Morgan City Police Department warrant alleging failure to appear on the charges of disturbing the peace (intoxicated) and contempt of court. Bail has not been set at this time.

--Dustin Paul Fitch, 35, Bayou Vista, was arrested at 9:26 p.m. Sunday on a charge of simple burglary. Bail has not yet been set at this time.

--Leroy Homer Heaton, 35, New Orleans, was arrested at 1:30 a.m. Monday on a warrant alleging failure to appear on a charge of disturbing the peace (fighting). Bail has not yet been set at this time.

--Rodrick Anthony Montreal Hunter, 31, Berwick, was arrested at 8:27 a.m. Sunday on a charge of introduction of contraband into a penal institution and on a warrant alleging failure to appear on charges of possession of methamphetamine and possession of marijuana. Hunter also held an MCPD warrant alleging failure to appear on the charges of simple battery and contempt of court. Bail has not yet been set at this time.

--Cornelius Dondre Grimm, 28, Franklin, was arrested at 3:26 p.m. Sunday on charges of possession of drug paraphernalia, possession with intent to distribute marijuana, possession of a legend drug without prescription, possession of Schedule IV drugs and telephone calls (harassment).

Bail has not been set at this time.

Morgan City

Chief Chad M. Adams reported that the Morgan City Police Department responded to 126 calls for service over the last 72-hour reporting period and made these arrests:

--Jordan Trejo, 29, Amis Street, Houma, was arrested at 6:58 p.m. Friday on a charge of resisting an officers and two counts of simple burglary.

--Leroy James Bailey, 37, Francis Drive, Morgan City, was arrested at 7:40 p.m. Friday on charges of failure to appear for trial (6th Ward Morgan City Court) and failure to appear for revocation (16th Judicial District Court).

--Curtis Paul Gaudet, 50, Vivian Street, Morgan City, was arrested 7:30 p.m. Saturday on two counts of failure to appear for trial (6th Ward Morgan City Court) and a count of failure to appear for trial (16th Judicial Distrct Court).

Franklin

Interim Chief Tina Thibodeaux reported that the Franklin Police Department responded to 15 complaints over the weekend and made these arrests:

--Wendy Istre, 42, Oneida Street, Charenton, was arrested at 5:28 p.m. Sunday on a warrant dated March 5 alleging six counts of theft. Istre was additionally arrested on a charge of theft. Istre was booked, processed and released on a $10,500 bond.

Amendment raising parish president's pay fails; Jones to stay on School Board

St. Mary Parish voters on Saturday rejected a proposed charter amendment that would have roughly quadrupled the parish president's salary as a step toward making the position full time.

And in School Board District 4 in the Franklin area, voters chose to keep Debra R. Jones in the seat that she has held on an interim basis since last year.

The charter amendment was defeated by a margin of 1,747 no votes, or 60%, to 1,160 in favor, or 40%, according to complete but unofficial returns from the Louisiana Secretary of State's Office.

The office said the turnout for the parishwide proposition was 9.2%.

The amendment would have raised the parish president's pay from $12,000 annually, where it has been since the charter was enacted four decades ago, to the average of the mayor's salary in each of the five St. Mary municipalities.

That would have raised the president's salary to more than $49,000 annually.

The amendment had been put forward as a way to turn the parish president post into a more active advocate for the parish, especially in economic development.

Parish Council member J Ina had also said making the parish president post a full-time job would open it to people who otherwise couldn't afford to serve.

The turnout was better, 22.5%, in School Board District 4. There, Jones drew 419 votes, or 56%, to 323, or 44%, for Mark R. Romero. Both candidates are from Franklin.

Since late last year, Jones has served as an interim member to fill the seat left vacant when member Pearl Rack of Franklin resigned after qualifying closed for last fall's elections.

Jones will serve the remainder of what would have been Rack's four-year term, which started in January.

Jones is part of new wave of School Board members. Between members who have stepped down and last fall's election, seven of the 11 members have served less than two years.

Two teenagers arrested in Berwick shooting

A 16-year-old has been arrested and accused of firing a weapon Saturday at a Utah Street family gathering, Berwick police said Sunday.

No one was wounded, but an occupied mobile home was hit by gunfire, police said.

Along with the 16-year-old male, a 17-year-old female was arrested and accused of trying to throw the weapon out a window.

According to the Berwick Police Department account:

Officers received a call about 4:51 p.m. Saturday about shots fired in the 700 block of Utah.

The first officers to arrive quickly learned that a verbal altercation took place at a residence in which a large family gathering was taking place. During the course of the investigation, it was learned that Individuals at the gathering had the altercation with another group of subjects, who were walking in the area of the railroad tracks.

At some point, one of the subjects in the group on the railroad tracks pulled out a handgun and began to discharge the firearm in the direction of the gathering, police said.

No one was struck by the gunfire, but it was later learned that a trailer, occupied at the time, was hit by the gunfire. Through investigative means, investigators gathered information that identified a 16-year-old male as the shooter.

Investigators later obtained two search warrants for residences in the Berwick area. With the assistance of the St. Mary Parish Sheriff’s Office and Morgan City Police Department, the search warrants were executed simultaneously without incident.

During the course of the search warrants, investigators located the 16-year-old at one location, and at the other located a firearm that is believed to have been used in the crime.

While officers executed one of the search warrants, a 17-year-old female was observed discarding a bag out a rear window. The bag was recovered and found to contain the firearm, police said.

After gathering evidence that linked both juveniles to the crime, warrants were prepared and led to the two arrests late Saturday.

Amelia teen arrested on sex crime charges

An Amelia 18-year-old has been arrested on charges of rape and indecent behavior with juveniles, Morgan City police said Friday.

Carlos Benjamin Diaz-Mejia, 18, Chirpy's Lane, Amelia, was arrested at 2:03 p.m. Friday on four counts of first-degree rape and four counts of indecent behavior with juveniles.

According to the police account, the Morgan City Police Department responded Thursday to the area of Egle Street regarding a complaint of a sexual nature involving a juvenile. Diaz-Mejia was identified as the suspect in the investigation.

According to reports, evidence was uncovered linking Diaz-Mejia being involved in sexual relations with a juvenile victim on four separate occasions. Warrants were obtained for Diaz-Mejia's arrest.

Diaz-Mejia was located and arrested at a residence on Chirpy's Lane in Amelia with the assistance of the St. Mary Parish Sheriff's Office.

Diaz-Mejia was transported to the Morgan City Jail, where he was booked and processed.

18-year-old arrested after social media threat against teacher

A Berwick teenager was arrested Thursday after a Snapchat threat against a teacher, the St. Mary Sheriff’s Office said.

St. Mary

Sheriff Blaise Smith reported that over the last 24-hour reporting period, the Sheriff’s Office responded to 67 complaints and made these arrests:

--Dravian Morris, 18, Berwick, was arrested at 8:05 p.m. Thursday on a charge of assault on a school teacher.

On Thursday, deputies were made aware of a threat that was posted to Snapchat concerning a local teacher. The deputies began an investigation into the incident and identified Morris as the subject who allegedly posted the threat.

Deputies traveled to Morris’ residence in Berwick and made contact with him. Morris was transported to the St. Mary Parish Law Enforcement Center for booking. Bail has not been set at this time.

“The St. Mary Parish Sheriff’s Office is dedicated to the safety of our citizens and therefore we consider threats towards school personnel to be serious,” the Sheriff’s Office said. “Those threats will be handled accordingly.”

--Audwin Jay Williams Jr., 24, Berwick, was arrested by the Narcotics Section at 5:49 p.m. Thursday on charges of improper lane use, child not in child restraint system, possession with intent to distribute marijuana and possession of a controlled dangerous substance in the presence of a juvenile.

On Thursday, a detective with the SMPSO Narcotics Section was patrolling Bayou Vista on La. 182 when he observed a vehicle cross the center line. The detective conducted a traffic stop on the vehicle and made contact with the driver, identified as Williams.

Through the investigation, a bag of marijuana was located along with prepackaged baggies of marijuana. A child was a passenger in the vehicle and was not secured in a child restraint system.

Williams was transported to the St. Mary Parish Law Enforcement Center for booking. Bail has not yet been set at this time.

--Christopher Lynn Haynes, 40, Patterson, was arrested at 1:36 a.m.. Friday on charges of possession of drug paraphernalia, possession of Schedule IV drugs, driving under suspension, and turning movements and required signals.

Haynes was also named in two warrants alleging failure to appear on charges of bank fraud, possession of drug paraphernalia and possession of methamphetamine.

Bail was set at $15,000.

--Brittany Nicole Soprano, 27, Lafayette, was arrested at 6:41 a.m. Wednesday on a warrant alleging failure to appear on charges of possession of methamphetamine, possession of marijuana and possession of drug paraphernalia. Soprano was released on a $1,000 bond.

--Nicole Marie Legnon, 35, Berwick, was arrested at 11:38 a.m. Wednesday on two warrants alleging failure to appear on charges of possession of drug paraphernalia and criminal trespassing. Bail has not been set at this time.

--Brinkley Elizabeth Dantin, 22, Galliano, was arrested at 9:12 p.m. Wednesday on a warrant alleging failure to appear on charges of possession of drug paraphernalia, possession with intent to distribute methamphetamine, possession of heroin and possession of marijuana.

Bail has not been set at this time.

--Mekhi Branton, 19, Morgan City, was arrested at 1:31 p.m. Wednesday by the Narcotics Section on charges of possession of drug paraphernalia, resisting an officer, possession of methamphetamine, and view outward or inward through windshield or window (window tent), and on a warrant alleging failure appear on a charge of failure to yield to an emergency vehicle.

Branton was released on a completed sentence/paid fines.

--Joshua Pojar, 41, Morgan City, was arrested at 3:28 p.m. Wednesday by the Narcotics Section on a warrant alleging possession of methamphetamine. Bail has not been set at this time.

Morgan City

Chief Chad M. Adams reported that the Morgan City Police Department responded to 81 calls for service over the last 48-hour reporting period and made these arrests:

--Passion Monae Harris, 26, Bowman Street, Morgan City, was arrested at 4:56 p.m. Wednesday on four counts of failure to appear for sentencing (6th Ward Morgan City Court).

--John Anthony Shields, 41, Louisa Street, Morgan City, was arrested at 10:40 p.m. Wednesday on a charge of domestic abuse battery.

--Norman Joseph Vining Jr., 56, Railroad Avenue, Morgan City, was arrested at 4:47 a.m. Thursday on charges of aggravated battery of a dating partner and possession of hydrocodone.

--Samuel Jason LaCoste, 44, Brashear Avenue, Morgan City, was arrested at 1:47 p.m. Thursday on a charge of criminal trespassing.

--Patrick Marcus Mullins, 55, La. 182, Morgan City, was arrested at 1:47 p.m. Thursday on charges of criminal trespassing and failure to appear to pay fine (6th Ward Morgan City Court).

--Brayan Alvarado, 24 years of age, W. Syls Lane, Amelia, was arrested at 9:27 p.m. Thursday on charges of driving while intoxicated (first offense), reckless operation of a motor vehicle and no driver’s license.

Franklin

Interim Chief Tina Thibodeaux reported that Franklin Police Department responded to five complaints over the last 24-hour reporting period and made this arrest.

--Joaquima Brown, 28, Martin Luther King Boulevard, Franklin, was arrested at 11:14 a.m. Wednesday on a warrant dated Oct. 21 alleging simple assault, terrorizing and disturbing the peace. Brown was booked, processed and transported to the St. Mary Parish Law Enforcement Center.

Assumption

Sheriff Leland Falcon reported this arrest:

--Timothy Wayne Collier, 23, Honey Lane, Bayou L’Ourse, was arrested Wednesday on a charge of theft of a firearm and on a probation detainer.

Deputies responded to a complaint relative to the theft of a firearm. Deputies made contact with the complainant, who advised that while she was at work, Collier had come to her home and had taken a rifle as well as a car.

Witnesses identified Collier, and the suspect was known to the complainant. Collier returned the vehicle later the same morning but not the firearm.

At the conclusion of the investigation, the deputy applied for and was granted an arrest warrant for Collier.

Collier was arrested in St. Mary Parish and transferred and booked into the Assumption Parish Detention Facility. He remains incarcerated pending a bond hearing.
