Seven drug arrests by local agencies this week

(Editor’s note: The charges listed here and the narratives that go with them are provided by the police agencies that made the arrests. Guilt or innocence has not been determined in court.)

Law enforcement agencies reported seven arrests on drug-related charges this week.

Morgan City

Chief Chad M. Adams reported that the Morgan City Police Department responded to 85 calls for service over the last 48-hour reporting period and made these arrests:

--Trent Anthony Little, 33, Mallard Street, Morgan City, was arrested at 8:24 a.m. Monday on charges of possession with intent to distribute marijuana, possession of drug paraphernalia, illegal used of a controlled dangerous substance in the presence of a juvenile, violation of a drug-free zone and transactions involving proceeds from drug sales.

--Billy Turze Townsend, 31, Wren Street, Morgan City, was arrested at 8:58 a.m. Monday on charges of possession of fentanyl, illegal use of a controlled dangerous substance in the presence of a juvenile and violation of a drug-free zone.

--Luke Charges David, 22, Chestnut Drive, Morgan City, was arrested at 8:47 p.m. Monday on charges of possession of marijuana (first offense), possession of drug paraphernalia and headlights required.

--Jarvis Darrel Granger, 38, Joseph Street, Amelia, was arrested at 2 p.m. Tuesday on a charge of failure to appear to pay fine (6th Ward Morgan Court).

--Lizandro Joel Rodriguez, 41, Mildenhall Court, Houston, Texas, was arrested at 8:01 p.m. Tuesday on charges of driving while intoxicated, reckless operation of a motor vehicle, failure to yield and improper lane usage.

--Anita Charles, 37, Wren Street, Morgan City, was arrested at 8:57 a.m. Monday on a charge of failure to appear to pay fines (6th Ward Morgan City Court).

St. Mary

Sheriff Gary Driskell reported that over the last 48-hour reporting period, the Sheriff's Office responded to 71 complaints and made these arrests:

--Jacob Thomas Alcina, 36, Patterson, was arrested at 11:54 a.m. Tuesday on charges of possession of Schedule I drugs and possession of drug paraphernalia. Bail was set at $20,500.

--Arthell Arndolph Gray, 40, Patterson, was arrested at 11:54 a.m. Tuesday on charges of possession of Schedule I drugs and possession of drug paraphernalia. Bail was set at $3,500.

--Bernard Haynes Davis Sr., 55, Franklin, was arrested at 7:03 a.m. Monday on a Franklin Police Department warrant alleging theft. Bail has been set at $300.

--Roger Andrew Valma, 42, Franklin, was arrested at 4:22 p.m. Tuesday on a New Iberia Police Department warrant alleging simple assault. Valma is being held for another agency.

Franklin

Chief Cedric Handy reported that the Franklin Police Department responded to 26 calls for service over the last 48-hour reporting period and made these arrests:

--Ananenia Dauphine, 30, Canal Drive, Franklin, was arrested at 10:04 p.m. Tuesday on a warrant for 3rd Ward City Court alleging failure to appear on charges of careless operation and driving under suspension. Dauphine was booked, processed and released on a $413 bond.

--Bernard Davis Sr., 55, Pickett Lane, Franklin, was arrested at12:45 p.m. Monday on a warrant dated Feb 15 alleging theft. Davis was booked, processed and released on a $300.00 bond.

--Jarvis Granger, 39, Joseph Street, Morgan City, was arrested at 7:54 p.m. Monday on a warrant for City Court of Morgan City alleging failure to appear a charge of driving under suspension. Granger was booked, processed and held with no bond set at the time of press release.

Assumption

Sheriff Leland Falcon reported these arrests:

--Jarrett McKinley Gros Simoneaux, 31, Highway 1 South, Donaldsonville, was arrested Tuesday on charges of possession with intent to distribute methamphetamine, possession of drug paraphernalia and no seat belt.

--Kaitlyn Alida Chedotal, 29, North Curtis Street, Pierre Part, was arrested Tuesday on charges of possession with intent to distribute methamphetamine, possession of drug paraphernalia and no seat belt.

The charges arise from a traffic stop on La. 308 near Belle Rose.

A uniformed patrol deputy assigned to the I.C.E. detail observed a northbound vehicle on La.308 with equipment violations and initiated a stop of that vehicle. The deputy made contact with the driver, now identified as Simoneaux and one passenger, now identified as Chedotal.

The deputy conducted interviews of both Simoneaux and Chedotal. At the conclusion of those interviews, the deputy believed further investigation was warranted.

Deputies obtained consent to search the suspect vehicle. During the search, deputies seized a significant amount of methamphetamine as well as drug paraphernalia.

Simoneaux and Chedotal were arrested booked and incarcerated pending bond proceedings.

DEAR ABBY: I’m in an open relationship with my partner.
We both enjoy hooking up with other people, but only if we agree on the person. It was going great; I still got my one-on-one time with my partner. But now it seems that instead of making love with just me, the only time he wants to touch me is if someone else comes over. What’s the best way to approach him about it? Should I suggest we stop inviting people over for that type of fun?

DEAR LADY: Your partner appears to have lost interest in one-on-one intimacy. If that’s the case, you need for him to own up so you can adjust your life accordingly. DEAR ABBY: I am 58 and a recovering addict. I used drugs and alcohol for 30-plus years, and now I have 20 months clean, thank God. Throughout my addiction, I had a friend who was my strong supporter.
I always regarded him as a friend, since he was there when I was actively addicted.
Now that I’m clean, he wants to step it up and go from friends to a relationship. Yes, I care for him, but he wants to get married without first getting to know the real me. He’s a hard worker who doesn’t drink or smoke. He just works and comes home. He’s just the type of man I’ve been looking for. Please advise me on what I should do.

DEAR CLEAN AND SOBER: Your statement that this man wants to get married without first getting to know the real (I assume you mean sober) you speaks volumes to me. It tells me you are making mature, well-thought-out judgments, for which I congratulate you. He may be just the type you are looking for, but postpone marriage until you are certain that he knows and can accept the new strong and sober you.

DEAR ABBY: We have vegetarian and vegan friends. Over the years, when we have invited them over for a celebration, we (omnivores) always make sure to include dishes that they will enjoy. But when they invite guests for dinner, they never — ever — include a meat dish, not even a piece of chicken.
I have asked around and, apparently, that’s the experience of everyone. Don’t you think a little reciprocity is in order?
As it is, the hospitality rule seems decidedly one-sided. If the vegans worry about (to them) inedible leftovers, they can always provide a doggy bag for their guests.

Get It Growing: Keep trees watered during extended dry spells

Mature trees have many benefits. They provide habitat for wildlife, offer shade and enhance the aesthetics of our landscapes. They’re even known to significantly boost property values.
As big and strong as those trees may look, they can still suffer during extended dry periods. Drought can take a slow — but serious — toll on tree health. And while we usually think of drought as a summertime phenomenon, this weather pattern can occur any time of year. In Louisiana, October and November are typically our driest months.
Unfortunately, Louisiana hasn’t seen much rainfall lately, and the U.S. Drought Monitor indicates that large swaths of our state are currently in a drought. If you have trees on your property, you can help them through this time by providing supplemental irrigation. This will help promote a healthy new canopy in the spring and safeguard the trees’ long-term well-being.
Perhaps because of their towering stature and sturdy appearance, it can be easy to think trees can take care of themselves, that they’ll get along just fine without any special treatment. Trees are plants, though, and just like all other plants, they need plenty of water to flourish. Now is the time to water your trees, especially if you haven’t done so in the past few years.
What happens if you don’t provide water during a lengthy dry spell? Drought-stressed trees may experience reduced growth, leaf damage and loss, branch dieback and even internal cracking and loss of larger limbs. Trees that endure repeated droughts will show more damage over time. While the extent of damage varies with drought severity, the bottom line is that drought weakens trees — leaving them more vulnerable to pests and diseases.
To find out if your trees need water and to test for soil dryness, push a long screwdriver or a knife into the ground. If the blade doesn’t slip into the ground easily, you need to water.
You also can look around the landscape for indicator plants that may hint at the need for water. Established evergreen azaleas, for instance, are pretty tough. When you see a mature azalea wilt in Louisiana during a dry period, it’s a good sign that your landscape is thirsty. (Side note: Just as we tend to forget about watering trees, we also sometimes leave large foundation plantings such as azalea, camellia and holly shrubs to their own devices. Be sure to water them as well.)
Mature trees do their best when they get about 1 inch of rainfall per week — or an equivalent amount provided via irrigation. LSU AgCenter experts recommend watering trees four to six times per year when rainfall is scarce. At the very least, you should water trees whenever a dry spell sets in.
You’ll want to use a slow, deep watering technique to quench your trees’ thirst. To do this, you can use either a soaker hose or a traditional garden hose.
A soaker hose drips water along its entire length. Lay it out under the tree canopy and let the water run slowly for 24 to 72 hours depending on the severity of the drought.
With a regular garden hose, turn the faucet on so there is a slow, steady drip or trickle. Place it under the tree and let it run for six to 10 hours. Then, move the hose to another location and repeat the process. Water in at least three to four locations, letting the hose run for several hours in each spot, to irrigate as much of the rootzone as you can.
If you see water running off and not soaking into the ground, turn down the faucet to slow the flow of water. This will allow the water to soak in better.
Be sure to water away from the tree trunk to reach the tree’s absorbing roots. Place your hose at least halfway between the trunk and the dripline, which is the imaginary line from the farthest edge of the tree canopy to the ground. For even better results, you can also water at or just beyond the dripline in the zone where the tree’s root system is actively expanding.
You also should consider mulching around your trees if you haven’t already. Mulch will help retain moisture and moderate soil temperatures, further protecting your trees’ health during a drought.

Jim Bradshaw: Is it turkey in the oven or crawfish in the pot?

Most people begin to think about a big Thanksgiving turkey and the dishes that go with it when the calendar changes from October to November, but in South Louisiana we also turn our thoughts to crawfish.
We’ve  been eating them for a long time, but the idea of a Thanksgiving crawfish boil is a relatively new thing. In my younger days, you couldn’t get them this time of year, and you had to live close to where they were caught to get them at any time. Crawfish were only caught wild, mostly in the spring and summer in the Atchafalaya Basin, and there wasn’t much incentive for fishermen to catch them at all.
The first commercial harvest was in 1880, when 23,400 pounds were sold for a grand total of $2,140. By 1908, the harvest had grown to 88,000 pounds valued at $3,600. That’s not even a half-penny per pound, and prices didn’t get much higher for a good while.
By the 1920s crawfish were up to only 4 cents a pound, but things began to change a little bit. Better transportation and cold storage began to expand the market to Baton Rouge, New Orleans and other cities relatively close to the Basin. But there still weren’t many places outside of South Louisiana interested, or even aware, of the little critters that would one day help make us famous.
Biologist Percy Viosca was one of the first to promote raising crawfish in ponds. He wrote about it in the 1930s, but it was 1950 before the Legislature gave the Wildlife and Fisheries Commission a little money to look into the idea. That study found a handful of South Louisiana farmers who were reflooding their fields after the rice harvest, but they were catching just enough crawfish for their own consumption, not for sale.
The idea of farming crawfish began to spread across South Louisiana in the1960s. By 1965, South Louisiana sported 10,000 acres of managed ponds. They produced enough crawfish for a fledgling picking and packing industry to begin, and that led to more aggressive marketing both inside and outside the state. Since then, crawfish farming has become big business. We catch 150 million pounds or more in a good year, with an annual impact in Louisiana of more than $300 million.
I’m not sure whether the industry’s success stemmed from the fact that the crawfish became an iconic symbol of South Louisiana, or whether it was the other way around and the crawfish became a symbol because of the success of the farms. Breaux Bridge native Sam Irwin suggested in his book about the industry ("Louisiana Crawfish: A Succulent History of the Cajun Crustacean," The History Press, 2014), that they grew together: “Everything about Cajuns was considered cool. People were drawn to that Cajun vibe, or joie de vivre, and what’s more Cajun than crawfish?”
However it grew, we now eat more crawfish grown in ponds than in the wild. Those ponds are usually harvested from the fall through early spring. That is our good fortune, because we now have two crawfish “crops” — wild in the spring and summer, pond-raised in fall and winter — giving us fresh crawfish practically all year long, albeit some years are better than others.
The good news is that this season may be better than it has been for the last several years, when drought and heat caused major setbacks for our crawfish farmers, and we saw fewer crawfish and higher prices. But things look better for the coming harvest.
LSU AgCenter specialists say this summer’s rains and more moderate temperatures helped young crawfish survive, and that about 400,000 acres have been dedicated to ponds this year, which is up from last year. That raises our hope that there will be more crawfish for our pots, but they still could be pricy.
Farmers had double trouble in recent seasons. They had fewer crawfish to sell but had to pay more for fuel, electricity, bait, labor, traps, everything, and won’t see much of a drop in their expenses this year. That means prices may not moderate as much as we hope, if at all.
But, whatever the price, we are now faced with the pleasant seasonal dilemma of choosing turkey in the oven or crawfish in the pot. Or maybe not. Who says we can’t have both?

Jeremy Alford and David Jacobs: Teacher pay may be the story in special session

Placing the concept of income tax cuts aside, arguably the most popular aspect of Gov. Jeff Landry’s wide-ranging special session will be the opportunity for a substantive change to how teacher pay raises are handled. 
The subject matter alone is certainly something no legislator, Republican or Democrat, wants to vote against. Moreover, the teacher pay issue could give comfort to nervous lawmakers who are unsure about supporting the rest of Landry’s tax-heavy package. 
On the other hand, if you’re into gaming out all of the scenarios, the House and Senate could carve out the teacher pay proposal and pass it as a standalone reform, especially if lawmakers are unable to reach an agreement on the other 22 items on the governor’s special session agenda.
Teacher pay actually appears as the second item on Landry’s agenda, ahead of personal and corporate income taxes. But supportive lawmakers are quick to point out they’re backing the entire package. 
“I’m going to shoot for the moon here,” said Senate Education Chair Rick Edmonds. “I’m going to go for the whole package and try to get all of it passed.”
Landry’s teacher pay proposal is complicated, but it does pull in and address the topic of unfunded accrued liability, which brings smiles to the faces of fiscal hawks. 
Three trust funds that contain some $2 billion would be shut down. The funds have constitutional protection, so voters would have to approve. The state would then use the money to pay down some of the Teachers’ Retirement System of Louisiana’s debt.
In exchange, school systems would be directed to use the money they save by not having to make related payments to give permanent raises to teachers at least equal to the $2,000 annual stipends educators had been getting that cost about $200 million per year. 
“It’s like paying off a mortgage ahead of time,” said Trey Roche, TRSL’s executive counsel.
The money would be applied to the system’s two oldest debt schedules, for which the combined annual payments are almost $287 million, Roche said. It isn’t expected to be quite enough to pay off both schedules completely, but it’ll be close, Revenue Secretary Richard Nelson recently told lawmakers.
Edmonds sees the proposal as a win-win: give raises to teachers, while taking care of a significant chunk of the state’s retirement debt problem.
“We’re essentially refinancing some of the teacher retirement debt,” said Barry Erwin with the Council for a Better Louisiana. “And in the process of refinancing it, we get a windfall that we’re applying to the teacher pay raise.”
Some school boards in districts that have already found ways to give raises would like flexibility in how the extra cash is used. But the administration is adamant that districts should be constitutionally required to spend the money on raises. 
“That’s the governor’s intent, and I know that’s the Legislature’s intent,” Edmonds said. 
The teacher pay proposal might be seen as the sweetener that helps the rest of package go down easier, though the governor’s camp says the plan as a whole is popular, noting that provisions that might have doomed it politically never made it into the package. 
Offering an alternative take, Revenue and Fiscal Affairs Chair Franklin Foil recently told LaPolitics that it could be difficult to pass the entire package when the special session convenes Nov. 6 “because it’s just pretty quick and there are still a lot of unanswered questions.” 
The administration wants legislators to treat their proposals as a single package. But in theory, lawmakers could pass the debt pay-down and teacher raise all by itself, Erwin said. 
LaPolitics asked the Department of Education whether the debt savings would be enough to fund raises for teachers in every system statewide, and what the consequences would be to K-12 schools for losing the payments they’re currently getting from the funds that would be eliminated. The department’s spokesperson deferred to the governor’s spokesperson, who did not respond in time for publication. 
Robin Cosenza with the Louisiana School Boards Association said the savings would not be enough to pay for raises for every district. She said the administration has indicated the state would contemplate providing additional assistance to those districts but has not provided details. 
Nelson acknowledged to lawmakers last week that not every district would see enough savings to match the stipends teachers already are getting. He stressed the governor’s commitment to fund the difference, as well as funding permanent raises for charter schools and categories of support workers that don’t participate in the TRSL. 
“The idea is to make sure that everybody gets the same pay raise at least that they’re getting right now [through stipends] permanently,” Nelson said. 
He said the funds that would be eliminated currently provide about $51 million annually to schools, with half going to K-12 schools and half to higher ed.
Under this plan, those revenue streams go away. 
For example, almost $20 million per year goes to the Board of Regents Support Fund, which would be terminated, Regents spokesperson Chris Yandle said. Uses for that fund include grants for academic enhancements, faculty research, development projects, faculty recruitment and student scholarships, he said. 
It would be up to the Legislature to decide whether, and how, to replace that revenue.

Sealed bids will be received by the Morgan City Harbor and Terminal District for Port of Morgan City, Warehouse: Sprinkler Renovation, until 2:00 PM, local time on Tuesday, November 19, 2024, at the Morgan City Harbor and Terminal District, 7327 Louisiana Highway 182, Morgan City, Louisiana, at which time and place said proposals will be publicly opened and read aloud. Electronic bids at www.centralbidding.com as allowed by Act 759 amended Title 38:2212 are acceptable. Any bids received after the above-mentioned time will be re- turned unopened.

PROJECT DES- CRIPTION: The project consists of the replacement of the automatic sprinkler system int the Port of Morgan City Warehouse Building. The estimated construction cost for the Base Bid for this project is $400,000.00.
Prospective Contractors shall be licensed for Building Construction or Automatic Fire Suppression Systems by the State of Louisiana and that license shall be in effect on the date of the bid.
Each proposal must be accompanied by a bid bond, a certified check, or cashier’s check in an amount equal to at least five percent (5%) of the amount bid, made payable without condition to the Owner as a guarantee that the bidder, if awarded the contract, will promptly execute the contract documents. Failure to do so will result in the bid/bids being declared nonresponsive and shall be cause for rejection. If a bid bond is provided it shall be on the attached form and only on the attached form and shall be dated on or before the bid date. The bid security of all bidders, except the three lowest, will be returned promptly after the canvas of bids.
A non-mandatory pre-bid conference, at which the scope of the project, contract time and other requirements can be discussed with prospective bidders, will be held at the project site. All bidders will be notified and are encouraged to attend.
Copies of the contract documents are on file in the Morgan City Harbor and Terminal District, 7327 Louisiana Highway 182, Morgan City, Louisiana and the office of the Architect, Carl P. Blum AIA Architect, 900 David Drive, P. O. Box 2386, Morgan City, Louisiana 70381, and are open for inspection without charge.
Contractors may obtain contract documents from the Architect by paying a deposit of Thirty Dollars ($30.00). The full amount of the de- posit, on the first set, will be refunded to each contractor who submits a bona fide bid, upon return of the documents in good condition within ten (10) days after the receipt of bids. Contractors and Material Dealers may obtain additional sets of plans and specifications by making a deposit in the amount named above. Up- on return of these documents, in good condition, one half of the deposit will be refunded, the difference representing the cost of printing, assembling, and distributing the sets. No refund will be made on any set not returned in good condition within ten (10) days after the re- ceipt of bids.
If someone other than a corporate officer signs for the Bidder/Contractor, a copy of a corporate resolution or other signature authorization shall be required for submission of bid. Failure to include a copy of the appropriate signature authorization, if required, may result in the rejection of the bid unless bidder has complied with LA R.S. 38:22:12(A)(1)(C) or LA R.S. 38:22:12(0).
A bid will be considered responsive if it conforms in all respects with the conditions and re- quirements of the Bidding Documents. In order to be considered re- sponsive, the Louisiana Uniform Public Works Bid Form must: (a) be fully completed, signed and be responsive in all respects to the Bidding Documents; (b) be made on the Bid Forms provided and submitted intact, (c) submitted in ink.
No bid may be withdrawn after the scheduled closing time for receipt of bids for forty-five (45) days.
To the extent permitted by applicable state and federal laws and regulations, the Morgan City Harbor and Terminal District re- serves the right to reject any and/or proposals for just cause. LEGAL NOTICE
The St. Mary Parish Water and Sewer Commission No. 1 is issuing a drinking water advisory effective immediately for the Amelia and Siracusaville areas.
Our water plant is experiencing higher levels of sodium content in the plants source water which is Bayou Boeuf. The EPA requires water municipalities to notify its customers if levels of chlorides (sodium) reach a level of 250 mg/l. The levels at Bayou Boeuf have exceeded this level.
Sodium, also referred to as chlorides, is classified as a secondary containment by the EPA, and is not generally considered to be a health threat to individuals but may affect the aesthetics of the water.
Individuals who are on a low sodium diet because of blood pressure or kidney disease should give special consideration to the levels of sodium intake. Also, water that exceeds 250 mg/l should not be consumed by pregnant women or used to mix with baby formula.

The Mayor and City Council of Morgan City, Louisiana, met at 6:00 pm (local time) in regular session, this date, in the City Court Building, Highway 182 East, Morgan City, Louisiana.
There were present: Honorable Lee Dragna, Mayor; and Council Members Ron Bias, Steve Domangue, Tim Hymel, Bonnie Leonard, and Louis J. Tamporello, Jr.
Absent: None
Also present were Mr. Charlie Solar, Jr., Chief Administrative Officer and Mr. Paul Landry, City Attorney.
The invocation was given by Anthony Baham.
There was no Positive Image re- cipient for the month of October.
Mayor Dragna said that Kolin Leonard had re- quested permission to hold the Swamp Pop Fest in the parking lot of Mama Gs on May 2 and May 3, 2025. A motion to allow the Swamp Pop Fest, pending Police Department approval, was made by Mrs. Leonard, seconded by Mr. Tamporello, and voted unanimously in favor.
Pastor Bias re- minded everyone that October was Breast Cancer Awareness month, and that all individuals, both male and female, should be screened.
The Mayor’s up- date was the next matter on the agenda. Mayor Dragna said that the only thing he had to report was that the emergency dump site had been completely cleaned up.
The minutes of the September 24, 2024 meeting were submitted. There being no corrections, additions, or deletions, a motion to approve the minutes was made by Pastor Bias, seconded by Mr. Hymel, and voted unanimously in favor.

Attached is a summary that compares our actual revenues and expenses to our operational budget for our major funds subject to budgetary control for the period ending September 30, 2024. The following comments are related thereto:
General and Ancillary Funds: Revenues are just under budget by $1,803. In General Fund, sales taxes remain under budget currently by $23,000. Operating expenses are under budget $1,010,856. The net loss of $2,011,385 is a positive variance of $1,014,053 as compared to the adopted budget.
Utility Fund: Actual revenues are under budget at $1,526,483. Electric revenues alone are under budget $1,660,000 which is a direct result of the Purchased Power Ex- pense being under budget $1,320,319. Overall, the utility operational ex- penses are under budget $1,640,174. The net income, after transfers, of $808,816 creates a positive variance compared to the budget of only $189,005.
Sanitation and Sewer Fund: The operating revenues are $109,343 over budget, with total operating expenses under budget $86,356. The net income, after transfers, of $454,930 leaves another positive variance of $250,084.

A motion to accept the financial statement was made by Mr. Domangue, seconded by Pastor Bias, and voted unanimously in favor.
The next matter on the agenda was second reading of the 2025 Budget Ordinance. Mayor Dragna stated that this would be adopted at the November meeting.
Mayor Dragna submitted the name of Hubert “Joe” Cavalier, II for appointment to the Civil Service Board. A motion to concur in the appointment was made by Mr. Hy- mel, seconded by Mrs. Leonard, and voted unanimously in favor.
There being no further business, a motion to adjourn was made by Mr. Hymel, seconded by Mrs. Leonard and voted unanimously in favor.

UPDATED: Incumbents Leonard, Bias keep MC Council seats; Blanchard wins in District 5

Morgan City voters returned two incumbent City Council members to office Tuesday, while a political newcomer defeated a five-term councilman.

In complete but unofficial returns, District 2 incumbent Bonnie Leonard, making her first campaign since her interim appointment in April, defeated former parish Chief Administrative
Officer Jean Paul Bourg, who has a long record in public works for Morgan City, Drainage District No. 2 and St. Mary Parish.

Leonard finished with 409 votes, or 52%, to 374, or 48%, for Bourg.

Two 20-year veterans ran for re-election Tuesday. In District 3, incumbent Ronnie "Ron" Bias was an outright winner in a three-candidate contest.

Bias won a sixth term with 369 votes, or 56%. He finished ahead of Marcelle B. Hoskins, who had 197 votes, or 30%, and Julia "Blaze" Johnson, who had 91 votes, or 143%.

Another five-term incumbent, Louis Tamporello, lost his re-election bid to businessman and former police officer Eriq Blanchard.

Blanchard received 627 votes, or 62%, to 383, or 38%, for Tamporello, who is involved a variety of community organizations in addition to his council service.

Mayor Lee Dragna and Councilmen Tim Hymel and Steve Domangue qualified for re-election without opposition.

Voters in Recreation District No. 1 approved a 10-year renewal of a 3-mill property tax. The proposition was failing by a single vote in early voting, but Tuesday voting lifted the measure to a 201-141 approval, or 59%-41%.

Also Tuesday:

--For a third time, St. Mary voters supported former Republican President Donald Trump, 65%-34% over Democratic Vice President Kamala Harris.

--Incumbent U.S. Rep. Clay Higgins, R-Lafayette, drew 67% of the St. Mary vote in his bid for a fifth two-year term. Across his 3rd Congressional District, he was leading the field with 71% of the vote with about 60% of precincts reporting.

--Seventy-seven percent of St. Mary voters supported a state constitutional amendment that would put Louisiana's share of federal revenue from offshore alternative energy sources, including wind and solar, into a fund for coastal restoration.

With 60 of 64 parishes reporting, the amendment was passing 72%-28% statewide.

--The St. Mary voter turnout in the presidential election was 65.3%.

No runoffs will be on the Dec. 7 general election ballot. But voters in Hospital Service District No. 2, which owns the Morgan City hospital operated under lease by Ochsner Health, will decide the fate of a proposed 9-mill property tax for work on the hospital's physical plant and for scholarships in health care fields.
