Will strong early voting translate to Election Day?
Early voting for the Nov. 6 election in St. Mary Parish may have been the highest ever for a nonpresidential election, but the parish registrar of voters isn’t certain that will carry over to Election Day.
Registrar Jolene Holcombe hopes the strong early voter turnout translates to Election Day, but she isn’t sure that’ll happen. The weather could contribute to turnout on Election Day, she said.
“It’s a Tuesday election, so it’s kind of hard to call,” Holcombe said. “I’m not really sure what’s going to happen. People just really like to early vote.”
St. Mary’s early voting total wasn’t an overall record. Early voting for the 2016 presidential election was “way more than this,” Holcombe said. But early voting for the Nov. 6 election saw probably the most early votes in St. Mary Parish “outside of a presidential election,” she said.
“I think it’s the biggest numbers we’ve had for a congressional election,” Holcombe said.
Holcombe attributes the high early voting numbers “mostly to the sheriff’s race and somewhat to the local municipal races.”
A total of 4,897 people, 14.7 percent of the parish’s eligible voters, voted early for the election, Holcombe said in an email. By party, 2,092 Republicans, 1,987 Democrats and 818 other-party voters voted early.
Berwick had 585 ballots cast early, 18.7 percent of its eligible voters. In Patterson, 479 people, 12.5 percent of eligible voters, have already voted.
The Daily Review reported that roughly 7,000 voters, about 21 percent of registered voters, cast ballots early or by mail ahead of the 2016 presidential election.
Statewide early voter turnout for the Nov. 6 election was about 26 percent of registered voters, which is higher than the past two midterm elections, Secretary of State Spokesman Tyler Brey said.
Many of the voters in the state who voted early are “chronic voters,” so state officials don’t expect abnormally high early voting to correlate to abnormally high Election Day voting, Brey said.
St. Mary Parish voters’ ballots include two parishwide races for sheriff and coroner. Area voters will be able to vote for U.S. representative in the 3rd Congressional District.
There is a proposition on the ballot in each of Louisiana’s 64 parishes for voters to decide if they want to legalize fantasy sports gaming in their individual parish.
Voters in Patterson will elect a police chief, mayor and city council, while Berwick voters will elect a mayor and town council. The Morgan City District 4 council seat will also be on the ballot for some voters. Races for seats in school board districts 7, 9 and 10 will be on the ballot, too.
Other propositions on the ballots of some area voters are a 5-mill property tax renewal for St. Mary Parish Consolidated Gravity Drainage District No. 2 and 10-mill property tax renewal for Fire Protection District No. 3. The race for 1st Circuit Court of Appeal judge is on the ballot as well.
The lone statewide race is for secretary of state. Six state constitutional amendments are on the ballot.
Amendment 1 would prohibit felons from convicted non-pardoned felons from seeking or holding public office until five years after completion of sentence.
Amendment 2 would require unanimous jury decisions for verdicts in noncapital felony cases for offenses committed after 2018.
Amendment 3 would allow donations of the use of public equipment and personnel from one political subdivision to another under the constitution.
Amendment 4 would remove the authority to use money in the transportation Trust Fund by state police for traffic control purposes.
Amendment 5 would extend eligibility for certain special property tax treatments to property held in trust.
Amendment 6 would require a four-year phase-in of tax liability for homes subject to the homestead exemption when a reappraisal increases assessments by more than 50 percent.

(Updated) All St. Mary public schools, Central Catholic to close Thursday due to weather
All St. Mary Parish public schools and offices, and Central Catholic, will be closed on Thursday due to dangerous weather conditions, according to Superintendent Leonard Armato.
Classes at Central Catholic in Morgan City are also canceled Thursday due to expected inclement weather, a news release said.
Check's in the mail: State sends out unclaimed property money
BATON ROUGE (AP) — About 90,000 Louisiana residents are getting an early Christmas gift in the mail: money they are owed by the state.
Treasurer John Schroder was quoted by The Shreveport Times as saying that his office is sending the money to residents owed up to $1,500 from the state’s unclaimed property fund. Checks started going out last week and will continue shipping through November.
“All you have to do to collect this money is open up your mailbox,” Schroder said. “You don’t have to file a claim form or submit any paperwork. We’ve done all of the work for you.”
Schroder said he wanted to publicize the mailing to make sure people don’t throw away the check thinking it’s a scam.
Dollars in the unclaimed property fund come from old savings and checking accounts, payroll checks, stocks and dividends, insurance proceeds, oil royalty payments and utility deposits that aren’t immediately claimed by their rightful owners.
The treasurer’s office tries to locate people and return the money.
Under a new law by New Orleans Democratic Rep. Neil Abramson, the state revenue department shared its address database with the treasury to locate people owed money. That cross-referencing found 90,000 people owed $20 million.
Schroder said people who have been matched but are owed more than $1,500 will be contacted by his office to start the claims process in the near future.
Though $20 million sounds like a hefty sum, the state’s unclaimed property fund has reached about $900 million, Schroder said. And the amount grows by $80 million to $90 million each year.
“It just keeps piling up,” he said.
The treasurer encouraged people to visit its online site to see if they are owed money.
LUCILLE 'PENNY' NOBLES
August 30, 1951-October 27, 2018
Lucille “Penny” Nobles, RN, 67, of Fernwood, Mississippi, passed away Saturday, October 27, 2018, in Birmingham, Alabama. Born August 30, 1951, in Bethesda, Maryland, Penny was the daughter of Belvard and Doris Marie Maher Rutledge.
Penny fiercely loved her Lord, her husband, her family, and her friends. A proud product of Charity Nursing School in New Orleans, Louisiana, she had a passion for caring for people in their physical, emotional, and spiritual needs. She is quoted saying, “There have been no guarantees in my life except for the love of my husband.” From this love, she raised five uniquely different and talented children who all loved their sweet “Momma Penny.” An avid cook and gentle Southern lady, Penny would woo her family and friends with her warm homemade dinner rolls and hilarious wit at the Sunday dinner table.
She was a member of St. Alphonsus Catholic Church in McComb, Mississippi, where she served in many capacities. She was a member of R.C.I.A. team, a teacher for the religious education program for children, a coordinator of lectors for Sunday Mass, a member of the liturgy committee, a Marian servant, and a faithful leader of the Holy Rosary during weekday masses, just to name a few. Penny’s family also proudly hosted the annual church picnic at their home, a true highlight of her year.
She was preceded in death by her parents and one son, Dr. James “Buddy” Nobles Jr.
She is survived by her husband of 41 years, Dr. James “Jim” Nobles Sr. of Fernwood, Mississippi; two daughters and sons-in-law, Melissa and Marko Sosa of Chilton, Wisconsin, and Rebecca and Joe Larriviere of Baton Rouge, Louisiana; two sons and daughters-in-law, Ryan and Elizabeth Little Nobles of Monte Rosa, Alabama, Erica Cefalu Nobles Folger of Oklahoma City, Oklahoma, and Br. James Martin (Adam) Nobles, OP of Dominican Priory, St. Louis, Missouri; one brother and his wife, Geoff and Laurie Rutledge of Brandon, Mississippi; four sisters, Barbara Rosiere and husband, Steve, of Metairie, Louisiana, Patty Rutledge of Hahnville, Louisiana, Judy Temple of McComb, Mississippi and Alma Vidrine of Houma, Louisiana; 10 grandchildren, Cristian Sosa, Diego Sosa, Anna Sosa, Eliza Nobles, Maggie Larriviere, Jack Larriviere, James Nobles III, Andy Larriviere, Ann Ryan Nobles and Sophia Marie Larriviere; and numerous nieces and nephews.
Visitation is Friday, November 2, 2018, at St. Alphonsus Catholic Church from 6 p.m. until 8 p.m. with Vigil Service at 7:30 p.m. Visitation continues Saturday, November 3, 2018, from 9 a.m. until Mass of Christian Burial at 10 a.m. with Father Tom Condon, OP officiating and Father Brian Kaskie preaching. Burial will follow in Pike Memorial Gardens under the direction of Sharkey Funeral Home in Summit.

STERLENE ISABELLE SAUCE
June 17, 1961-October 28, 2018
Sterlene Isabelle Sauce, 57, passed away peacefully on Sunday, October 28, 2018, surrounded by her husband, Shane, and their children in Dallas, Texas. She spent her life dedicated to serving Jesus and proclaiming his name around the world. She was a loving wife, mother, sister, friend, missionary, worship leader, and educator.
She is survived by her husband Shane of 34 years; their three children, Heather, Nathan and Aaron; and her brothers, Orville, Loren, Darrell and Stephen.
She was preceded in death by her parents, George and Isabelle Ankarlo, as well as her brother, George Ankarlo III.
The family would like to express thanks for the overwhelming love, support and words of encouragement offered during this difficult time.
Receiving of friends will be held on Wednesday, October 31, 2018, at Hargrave Funeral Home located at 1031 Victor II Blvd., Morgan City, Louisiana, from 5 p.m.-9 p.m.

Standoff suspect booked on vehicle theft, burglary charges
A Patterson man, who was involved in standoff with St. Mary Parish deputies a few days ago, was booked Tuesday in Morgan City on motor vehicle theft and burglary charges, Police Chief James Blair said in a news release.
—Jacob T. Alcina, 30, of Martin Luther King Avenue in Patterson, was arrested at 9:52 a.m. Tuesday on warrants charging him with theft of a motor vehicle and simple burglary.
Alcina was transported from the St. Mary Parish jail to the Morgan City Police Department on warrants. The warrants stem from an Oct. 10 incident during which Alcina allegedly burglarized a business on Chenault Street and stole one of the company vehicles, Blair said. Alcina was jailed.
Alcina had been arrested early Monday morning after an incident in the Patterson area. During that incident, dispatch advised of a complaint on Foxglove Lane in Patterson in reference to a vehicle burglary. The victim had described the subject and the vehicle he was driving.
A St. Mary Parish detective was in the area and located a vehicle matching the description and attempted to conduct a traffic stop, but the person fled in the vehicle.
The vehicle was allegedly speeding and being driven recklessly. The detective followed the vehicle to a home on Martin Luther King Avenue in Patterson, Sheriff Scott Anslum said in a news release.
The suspect, Alcina, barricaded himself in the home for several hours and wouldn’t cooperate with deputies before being taken into custody, Anslum said.
Blair reported that officers responded to 33 complaints and reported the following arrests:
—Herman J. Butler, 30, of Martin Luther King Avenue in Patterson, was arrested at 9:38 a.m. Tuesday on a warrant charging him with battery of a dating partner-strangulation.
—Natasha D. Bergeron, 32, of Francis Street in Patterson, was arrested at 9:38 a.m. Tuesday on charges of careless operation, switched license plate, no insurance, driving under suspension and proper equipment required on vehicles.
Officers responded to the intersection of La. 70 and Victor II Boulevard in regard to a vehicle crash. Officers arrived and made contact with one of the drivers, Bergeron, who had rear-ended another vehicle. No injuries were sustained in the crash, Blair said.
Bergeron had a suspended driver’s license. Also, there was no insurance on the vehicle, and the license plate was registered to another vehicle, Blair said.
The passenger in the vehicle, Butler, had an active warrant stemming from an August incident that alleged Butler committed a battery on an individual he was dating, Blair said. Both Bergeron and Butler were jailed.
—Garrett Via, 33, of Happy Acres in Lane Baldwin, was arrested at 12:06 a.m. Tuesday on a charge of possession of marijuana.
Officers responded to a business on La. 70 in regard to an individual smoking an illegal narcotic inside the business. Officers arrived and were given a description of the individual.
The individual was located and identified as Via. Police found suspected marijuana in Via’s possession, Blair said. Via was jailed.
—Jeffery Kopszywa, 40, of Angela Street in Pierre Part, was arrested at 3:20 p.m. Tuesday on warrants charging him with failure to pay probation fees and probation violation.
Kopszywa was arrested at the police department on city court warrants. Kopszywa was jailed.
—Jamie L. Lantier, 22, of Stephensville Road in Stephensville, was arrested at 8:23 p.m. Tuesday on a charge of battery of a dating partner.
Officers responded to a home on Hickory Street in regard to a domestic disturbance. Officers arrived and made contact with the victim who stated that she and Lantier had gotten into a verbal altercation that turned physical.
Officers observed marks on the victim consistent with her statements, Blair said. Police located Lantier inside the home and arrested him. Lantier was jailed.
—Christine A. Hughes, 34, of Hamm Street in Franklin, was arrested at 4:30 p.m. Tuesday on a charge of simple battery.
—Vanessa L. Diggs, 54, of Eighth Street in Franklin, was arrested at 4:30 p.m. Tuesday on a charge of simple battery.
Hughes and Diggs are inmates housed at the Morgan City jail. Hughes and Diggs were involved in a disturbance and committed a battery on each other, Blair said. Both were charged and continue to be incarcerated.
St. Mary Parish Sheriff Scott Anslum reported responding to 33 complaints in the parish and reported the following arrest in east St. Mary Parish:
—A juvenile male, 16, of Bayou Vista, was arrested at 1:38 p.m. Tuesday on charges of curfew violation and ungovernable juvenile.
Deputies patrolling Bayou Vista was dispatched to a home in reference to a missing juvenile. Upon arrival, the deputy spoke with the homeowner who stated that the juvenile had left the home and was missing.
The deputies were searching for the juvenile when the juvenile returned to the home, Anslum said. The juvenile was arrested and transported to the Morgan City office for processing and released to the custody of the guardian pending juvenile court proceedings.
Berwick Police Chief James Richard reported no arrests.
Patterson Police Chief Janis Merritt reported no arrests.
