Sheriff's deputies make six drug-related arrests

(Editor’s note: The charges listed here and the narratives that go with them are provided by the police agencies that made the arrests. Guilt or innocence has not been determined in court.)

St. Mary Parish sheriff’s deputies made nine arrests Tuesday, six of them on drug-related charges, arrest reports say.
One of the people arrested was Larry Gene Hicks, 78, Franklin, who was booked on a second-degree murder charge resulting from a 1984 homicide in Missouri.

St. Mary
Sheriff Blaise Smith advised that over the last 24-hour reporting period, the Sheriff’s Office responded to 30 complaints and reported these arrests:
—Douglas Ray Marks Jr., 50, New Orleans, was arrested at 8:05 a.m. Tuesday on charges of speeding and driving under suspension, and on a warrant for failure to appear on the charge of possession of synthetic cannabinoids. Marks was released on a $7,500 bond.
—Stephanie Marie Crothers, 49, Napoleonville, was arrested at 8:59 a.m. Tuesday on a warrant for failure to appear on the charge of possession of marijuana. Crothers was released on a summons to appear Aug. 25.
—Dwayne Clark, 49, Morgan City, was arrested at 1:02 p.m. Tuesday on charges of turning movements and signals required, no driver’s license on person and possession of a legend drug without prescription. Clark was released on a summons to appear Aug. 25.
—Anthony John Pennison Jr., 49, Morgan City, was arrested at 2:07 p.m. Tuesday on a charge of criminal neglect of family and on a warrant for failure to appear on the charges of illegal possession of stolen things and three counts of contributing to the delinquency of a juvenile. Bail has not been set.
—Ronald James Winslow Jr., 30, Morgan City, was arrested at 6:48 p.m. Tuesday on charges of distribution of cocaine, theft of a motor vehicle and violation of uniform controlled dangerous substance law. Bail has not been set.
—Travonta Damal Ausama, 27, Napoleonville, was arrested at 6:50 p.m. Tuesday on a probation violation. No bail has been set.
—Amanda Rae Stricklin, 35, Longville, was arrested at 11:39 p.m. Tuesday on charges of second-degree battery, aggravated assault with a firearm, criminal damage to property and possession of a legend drug without a prescription.
No bail has been set.
—Larry Dean Shuff, 63, Lake Charles, was arrested at 11:38 p.m. Tuesday on charges of possession of Schedule III drugs, possession of marijuana, possession of drug paraphernalia and possession of a firearm in the presence of a controlled dangerous substance.
Bail has not been set.

Morgan City
Police Chief James F. Blair reported that over the last 24-hour period, the Morgan City Police Department responded to 37 calls for service and made these arrests:
—Robert Joseph Gusman III, Nini Road, Bayou Vista, was arrested at 1:40 p.m. Tuesday on a warrant for hit and run.
—John Wayne Ross, 52, La. 182, Morgan City, was arrested at 3:59 p.m. Tuesday on a 6th Ward Court warrant for five counts of failure to appear to pay fine.

Assumption
Sheriff Leland Falcon reported these arrests:
—Derrick A. Haughton, 32, La. 403, Paincourtville, was arrested on charges of four counts of attempted second-degree murder, two counts of cruelty to juveniles, felony simple criminal damage to property, aggravated damage to property, illegal use of weapons and possession of a firearm or carrying a concealed weapon by a person convicted of domestic abuse battery.
On May 9, deputies responded to the 100 block of La. 403 in reference to a shooting incident. Deputies noted that several shots had been fired and some caused damage.
An investigation revealed that a fight among juveniles occurred at a nearby residence. At that time, Haughton intervened and struck at least two juveniles in a physical manner.
Derrick A. Haughton left the scene but was followed by one of the parents of the teens involved. Haughton at one point exited the vehicle, but his vehicle continued on until striking a local business.
At this time, Haughton fired numerous rounds in the direction of the vehicle, striking the vehicle multiple times. There were two adults and two children in the vehicle.
Haughton left the area. Warrants were obtained for his arrest. Haughton has a prior domestic arrest.
At the conclusion of the investigation, Haughton was arrested and was incarcerated pending a bond hearing.
—Shanell Morris, 27, Morristown Road, Raceland, was arrested Sunday on charges of possession with intent to distribute synthetic marijuana, possession with intent to distribute marijuana, possession with intent to distribute marijuana, possession of marijuana and obstruction of justice.
—Antoine Jerald Westley, 26, Belle Isle Drive, Thibodaux, was arrested Sunday on charges of possession with intent to distribute synthetic marijuana, possession with intent to distribute marijuana, possession with intent to distribute methamphetamine, possession of an alcoholic beverages in a motor vehicle, speeding, driving under suspension and resisting an officer, and on a fugitive warrant from Lafourche Parish.
—Dohriyon Dvaughn Millien, 30, La. 1, Napoleonville, was arrested Sunday on charges of possession with intent to distribute synthetic marijuana, possession with intent to distribute marijuana, possession with intent to distribute methamphetamine and obstruction of justice, and on an Assumption Parish warrant for failure to appear on charges of driving while intoxicated (first offense), possession of alcoholic beverages in a motor vehicle and improper display of temporary registration and license plate.
The felony drug charges arose from a Sunday afternoon traffic stop south of Napoleonville.
A uniformed patrol officer observed a vehicle on La. 308 commit a traffic violation and attempted to conduct a stop of that vehicle. The driver continued in a manner as to attempt to elude the deputy.
Two other occupants were observed tossing what was determined later to be suspected controlled dangerous substances.
The deputy was able to stop the suspect vehicle and made contact with the driver, determined to be Westley. The two passengers were identified as Morris and Millien.
During initial observations while conducting a walk-around of the suspect vehicle, there were numerous illegal substances in plain view.
All parties were detained and subsequently interviewed. As a result of those interviews, deputies conducted a search of the vehicle and seized quantities of suspected marijuana, suspected synthetic marijuana, methamphetamine and drug paraphernalia.
Additionally, deputies recovered quantities of illegal drugs along the roadway, which were attributed to these suspects.
All three suspects were arrested and booked into the Assumption Parish Detention Center and incarcerated pending a bond hearing.
—Ducan J. Wiggins, 34, Louis Lane, Napoleonville, was arrested Monday on charges of simple burglary, simple criminal damage to property and criminal trespass.
The arrest arose from the burglary of a Labadieville business early Monday morning.
The deputy arrived and made contact with the establishment’s owner. The complainant stated he had been notified by his alarm company of a possible burglary. The owner reviewed the video footage, which provided some identity evidence.
The deputy began to patrol the area and observed a male subject fitting the description of the suspect mentioned.
The deputy detained the individual and seized a long metal bar in his possession. The deputy returned to the business at which time he observed the front door to be shattered.
Positive identification was made. The suspect, identified as Wiggins, was arrested and incarcerated pending a bond hearing.

St. Martin
Sheriff Becket Breaux reported these arrests:
—Brian Broussard, 32, Will Angelle Road, Cecilia, was arrested Friday on a hold for the U.S. Marshals Service.
—Scott Burke, 51, Alcide Bonin Road, Breaux Bridge, was arrested Friday on warrants for failure to appear.
—Travis Frederick, 26, Nicholas Street, was arrested Friday by the Breaux Bridge Police Department on charges of simple burglary of a movable or immovable and probation violation and on a warrant for failure to appear.
—Cynthia Johnson, 52, Jason Avenue, was arrested Friday on a charge of aggravated second-degree battery and theft $1-$999.
—-Robert Leblanc, 56, George Dupuis Road, Breaux Bridge, was arrested Friday on a charge of aggravated domestic abuse battery and interfering with emergency communication.
—Shane Narcisse, 42, Charles Street, St. Martinville, was arrested Friday on a warrant for failure to appear.
—Chuck Patin, 50, Henderson Highway, Breaux Bridge, was arrested Friday on a charge of contempt of court.
—Michael Smith, 31, James Driver, Leesville, was arrested Friday on a hold for the U.S. Marshals Service.
—Jordan Williams, 31, Basin Street, Lafayette, was arrested Friday by the Breaux Bridge Police Department on charges of aggravated second-degree battery, simple battery, disturbing the peace, contributing to the delinquency of juveniles and possession with intent to distribute marijuana.
—Dalvin Roberts, 20, Hebert Lane Highway, St. Martinville, was arrested Saturday on charges of illegal carrying of a weapon and illegal use of a weapon.
—Trenton Smith, 28, Flicker Street, Baton Rouge, was arrested Saturday on an extradition warrant.
—Jacoby Batiste, 33, Main Highway, Breaux Bridge, was arrested Sunday on a charges of home invasion.
—Troylynn Robinson, 24, St. Neri Place, Youngsville, was arrested Sunday by the Louisiana State Police on charges of operating a vehicle while intoxicated and careless operation.
—Billy Vicknair, 28, Aldus Johnson Road, Breaux Bridge, was arrested Sunday by the Breaux Bridge Police Department on a charge of child endangerment/aggravated domestic abuse.
—Darren Alexander, 33, Begnaud Street, Breaux Bridge, was arrested Tuesday by the Breaux Bridge Police Department on charges of attempted first-degree murder, illegal use of a weapon, firearm free zone, aggravated criminal damage to property, possession of a firearm or concealed weapon by a convicted felon, on warrants for failure to appear on a charge of simple possession of marijuana, unauthorized use of a motor vehicle, resisting arrest and interference with officers, head lamps on a motor vehicle, flight from an officer, ignoring stop signs, turning movements and required signals, driver must be licensed, general speed law, illegal possession of stolen things, unauthorized entry of an inhabited dwelling, aggravated assault with a firearm, unauthorized entry of an inhabited dwelling, aggravated assault with a firearm, aggravated second-degree battery, theft valued at $1-$999, armed robbery, home invasion, illegal possession of stolen firearms, and possession of a firearm by a convicted felon.
—Kendrick Alexander, 29, Landry Street, Breaux Bridge, was arrested Tuesday by the Breaux Bridge Police Department on an extradition warrant.

Abben receives Golden Stethoscope Award

Terrebonne General Health System recognized Dr. Richard Abben, electrophysiologist, as the recipient of the Golden Stethoscope Award.
The Golden Stethoscope Award publicly recognizes a Terrebonne General physician an exceptional level of professionalism, integrity and teamwork in caring for patients and families, as well as interacting with hospital staff members and other physicians. Nominations can be made by physicians, employees, patients, and volunteers and recognizes two physicians a year.
“Dr. Richard Abben is an integral part of the Cardiology program that we provide and it is an honor to present him with the Golden Stethoscope Award,” said Phyllis Peoples, Terrebonne General Health System president. and CEO. “The passion he has for his practice and patients make him a very well respected member of the Terrebonne General family.”
Dr. Abben had been a member of the Terrebonne General active medical staff for 33 years and served as Chief of Staff from 2011-2012, having previously served as Vice Chief of Staff. He has broad experience in both interventional cardiology and cardiac electrophysiology and is a lecturer, researcher, and published author in both areas.

Conrad says income, backlog are up

Conrad Industries Inc. (OTC Pink: CNRD) announced its first quarter 2021 results.
For the quarter ended March 31, Conrad had net income of $705,000 and income per diluted share of $0.14 compared to a net income of $414,000 and income per diluted share of $0.08 during the first quarter of 2020.

Conrad’s backlog was $193.4 million March 31, compared to $183.7 million at Dec. 31, 2020 and $36.6 million at March 31, 2020.
Conrad Industries Inc., established in 1948 and headquartered in Morgan City, Louisiana, designs, builds and overhauls tugboats, ferries, liftboats, barges, offshore supply vessels and other steel and aluminum products for both the commercial and government markets.
The company provides both repair and new construction services at its five shipyards located in southern Louisiana and Texas.

Jeremy Alford: Kennedy's already campaigning for re-election

U.S. Sen. John Kennedy will officially announce the start of his re-election campaign some time next week — aided by a highly-polished video that could become a newsmaker and an impressive war chest that has grown since the closing of the first quarter.
In the two-and-a-half minute video that will launch Kennedy’s re-elect bid, the junior senator says he made a promise to “make America great again” when voters sent him to Washington.
When he appears on the ballot in the fall of 2022, Kennedy said he’ll offer another promise: “I will always be your voice in the good times and the bad. Come hell or high water, your values will be my values. …”
That may be the kind of message die-hard Republicans in Louisiana want to hear, especially with so many still steaming over U.S. Sen. Bill Cassidy’s decision to break with the GOP earlier this year on the impeachment trial vote involving former President Donald Trump.
“I keep my promises,” Kennedy says in the unreleased video that was provided for this column.
“When I say I will do something, it will stick. … You can write that down and take it home to momma.”
Kennedy’s campaign finance profile is worth taking home to momma, too.
According to sources close to the campaign, the senator has so far raised $9.2 million for his bid and has $7 million in the bank.
(Up from $6.4 million in the bank at the close of the first quarter.)
While Kennedy doesn’t shy away from PAC donations, he relies on them considerably less than many of his counterparts. The campaign excels when it comes to large individual donors, and those involved with the finance side expect that trend to continue.
Based on the video that will be released next week, Kennedy already knows what he wants to spend his resources on and what he wants to communicate to voters.
“I will not let you down,” Kennedy says at the end of the video, before dropping what is now undeniably his catchphrase. “I’d rather drink weedkiller.”
It’s too early to tell who might challenge Kennedy. When asked about the potential field, Louisiana Democratic Party Chairwoman Katie Bernhardt released the following statement:
“Senator Kennedy has failed the people of Louisiana. He subverted our democracy by attempting to overturn a free and fair election, and helped incite the January 6th insurrection, one of the most shameful chapters in American history.
"Moreover, Kennedy spends more time on TV embarrassing Louisiana than he does working for the people of Louisiana. His Democratic opponent will enjoy national attention and a large base of donors eager to unseat the seditious Senator.
"And the DNC will be making historic investments in state parties in the 2022 mid-terms, particularly in red states, which will enable us to provide our candidate with the needed support to win.”
Rumors are swirling about the race to be, but no one seems as committed as Kennedy. Gov. John Bel Edwards would be a dream come true for national Democrats, and his polling remains strong at home, but there are no indications he’s even thinking about running.
Others have been mentioned over cocktail chatter, like state Sen. Jay Luneau of Alexandria and New Orleans City Councilwoman Helena Moreno.
But, again, right now these names are basically on a wish list maintained by Democrats who are ready to take on Kennedy as soon as possible.
For his part, Kennedy isn’t in much of a rush.
Time is on his side.
In fact, Kennedy was expected to make his announcement this week, but put it on hold until next week due to the death Monday of former Gov. Buddy Roemer, who also served in Congress.
Kennedy worked with Roemer while he was governor and the two share some similarities.
Unlike Roemer, though, Kennedy wants more than one term in office and he begins that process in earnest next week.

Larry Joseph Doiron

January 26, 1929 — May 18, 2021
Larry Joseph Doiron, 92, a native of Patterson and resident of Morgan City, died Tuesday, May 18, 2021.
He was born to Davis and Florence Doiron, who were commercial fishermen in the Atchafalaya Basin. He attended school in Loreauville and then Centerville High School.
He began work at the age of 16 at Patterson Hardware, then later became manager at age 16. The store burned a couple years later. He then went to work for Deprima Appliance in Berwick where he learned his plumbing trade. He tried improving himself by changing his job to truck driving for Gulf Welding Supply for about 3 years. He then opened his own business which began his life’s work, Doiron’s Plumbing. From there it was Doiron Construction & Development doing offsite construction for subdivisions beginning in Morgan City with Lakeside, Bayou Vista, and Morgan City area. He installed the first water line from Leeville to Grand Isle.
In all of this, he also loved being able to solve a problem while in public office when people needed something done. He began with St. Mary Parish Police Jury and became President. He cut the ribbon on the new courthouse and then was on the City Council of Morgan City. He worked to improve city streets’ drainage and keeping it clean. His passion was trying to get the Corps of Engineers to improve the backwater drainage. He then served for 27 years on the Morgan City Harbor and Terminal District, most of that time as President. Again, his major time was spent working with the Corps of Engineers on the water problems. He then retired to develop his final project, Oak Harbor Subdivision on Hwy 70 on a beautiful restricted waterfront property subdivision. He enjoyed working and loved people.
He is survived by his wife, Frances Doiron of Morgan City; two sons, Jesse Doiron and Larry Doiron II; three daughters, Kathy Shephard, Susan LeMaster and Dawn Staten; and grandchildren, Carla Harris, Daniel Shephard, Stephanie Oliver, Laura Lerman, Lacy McCaffery, Jesse Doiron Jr., Cole Doiron, Dr. Tucker E. Doiron, William Doiron, Mary Ashley Doiron Adams, Larry Joseph Doiron III and Molly Doiron.
He was preceded in death by his parents, Davis Doiron and Florence Pennison Doiron; two sisters, Lois Stephens and Velma Sivadon; a grandson, Lucas Doiron; and a granddaughter, Alyssa Case.
Visitation will be Thursday, May 20, 2021, from 9 a.m. until service time at 11 a.m. at First Baptist Church in Morgan City. He will be buried in the Morgan City Cemetery.
Serving as pallbearers will be Joseph Doiron, William Doiron, Jesse Doiron Jr., Cole Doiron, Hunter Adams and Steven Staten. Honorary pallbearers will be Bobby Adams, Billy Tauzin, Bernie Boudreaux, Tim Tregle and Jimmy Doiron.

Michael Maurice Rock

10/6/1954 — 5/16/2021
On Sunday, May 16, 2021, Michael Maurice Rock of Rock Guitars, 66, left to meet the lord. Michael was born on October 6, 1954, in Morgan City to Emie Bellot and Ronald Rock Sr.
Michael was a devoted Christian member of Twin City Gospel Temple. He made many friends and changed many lives in his beloved community. Michael hand built Guitars and also enjoyed repairing electronics. He had a passion for Woodworking, technology and gardening. His two favorite plants were Amaryllis and Roses of Sharon. He adored his nieces, nephews and grandkids.
Michael is survived by his two children; Charis Rock Yoder and husband Nathaniel and Michael James Rock and wife Lelia Rock; six grandchildren, Nehamiah, Phillip, Annabelle and Clarabelle Yoder, and Michael and Mikinley Rock; first loving wife, Anita Adams; his dedicated companion, Dorothy Langlinais; and four siblings, Charis Bourg, Ronald Rock Jr., Ginger Davis and Jade Rock.
Michael is preceded in death by his parents, Emie Bellot and Ronald Rock Sr.
Memorial visitation will be held Thursday, May 20, 2021 from 10 a.m. - 2 p.m.; following will be a service at 2 p.m. at Hargrave Funeral Home.
