Drug, domestic abuse arrests reported in parish

St. Mary police agencies reported arrests this week on charges that include violation of protective orders, domestic abuse and drug possession.

St. Mary

Sheriff Gary Driskell reported that over the last 24-hour reporting period, the Sheriff’s Office responded to 45 complaints and made this arrest:

--Dustin James Vaughn, 47, Morgan City, was arrested at 3:29 p.m. Monday on a charge of violation of protective orders. Bail has not been set at this time.

Morgan City

Chief Chad M. Adams reported that the Morgan City Police Department responded to 71 calls for service over the last 48-hour reporting period and made these arrests:

--Keith Allen Clark. 50, Barrow Street, Morgan City, was arrested at 9:46 a.m. Tuesday on charges of domestic abuse battery and simple criminal damage to property.

--Melissa Ratcliff, 35, Henry Street, Patterson, was arrested at 3:02 p.m. Tuesday on charges of failure to appear for arraignment and failure to appear to pay fines (6th Ward Morgan City Court).

--Christine Maria Castille, 62, Bush Street, Morgan City, was arrested at 2:37 a.m. Tuesday on eight counts of failure to appear to show restitution (6th Ward Morgan City Court).

Franklin

Chief Cedric Handy reported that the Franklin Police Department responded to six complaints over the last 24-hour reporting period and made this arrest:

--Maleiah Bouton, 17, Willow Street, Franklin, was arrested at 1:08 p.m. Monday on charges of possession of Schedule I drugs and unlawful purchase of tobacco under 18. Bouton was booked, processed and released to appear in 3rd Ward City Court.

Dear Abby: Secrets held as marriage approaches end

DEAR ABBY: After many years of trying to keep our family together, divorce is our final option. My husband has had two affairs that I know of during our 30-year marriage. They hurt me deeply. We’ve had lots of counseling, but we can’t get past the damage and breakdown in communication.
Should I tell our university-age children about the affairs? I kept them secret for years because he was a good father, and I didn’t want to ruin my kids’ relationship with their dad. But now that we are breaking up, I’m afraid I may be blamed when our situation is entirely his fault.
I did everything I could to save our marriage, including forgiving the first affair, which happened before our kids were born, and raising what I thought were happy and successful children with him. Now he has blown this up again, and I’m angry he gets to continue having a good relationship with our children.
At the same time, I have a good relationship with my elderly father, although I suspect he may have cheated on my mother.
After all these years, I don’t know for sure and I’m grateful I don’t. What do you think? Should my children know the real reason why we split?

DEAR RESENTFUL: If your husband is true to form, your children will probably figure out for themselves that their dad has a character flaw. You stated that you are grateful you don’t know the intimate details about your father. That’s why I’m recommending you take a page out of your own book and refrain from the temptation to sling mud at your almost-ex.

DEAR ABBY: My best friend and I both have children in their mid-20s. I don’t understand why she coddles her son to the point that he is just now learning to do laundry, clean his own bathroom, pay bills, grocery shop or even attend doctor’s appointments on his own. She always has some excuse as to why he wasn’t taught life skills when he was younger.
When it came time for her son to move out, she bought herself a new home instead. She stated it would be easier for him and that he shouldn’t have to pay the price of a house with interest rates where they are. She then spent an insane amount on a home and moved, buying new furniture for herself and leaving her old stuff for him.
How can she not see she’s doing more harm than good when it comes to teaching him independence? Both parents do this to him. My daughter, age 18, has been doing these things since she was 12, and that includes cooking, yard work, laundry and housework besides just vacuuming. Doesn’t my friend realize it’s harmful to not have her son do things on his own? Am I wrong for thinking this way?

DEAR PARENT: You are not wrong. By not teaching her son survival skills he will need on his own (if he ever gets there), she has slowed his ability to fend for himself. This may have been an attempt to make his life easier. It could also have been an attempt to keep her beloved son dependent upon her as long as possible. Be thankful the young man is getting the lessons he IS being taught, even if they are a little late.

The Louisiana Shrimp & Petroleum Festival has named the 2024 Maid Court for the 89th edition of the festival.
The festival is scheduled for Aug. 29-Sept. 2.
The maids are:

Domingue
Domingue, 19, is the daughter of Scott and Sabrina Domingue of Berwick. Domingue is a graduate of Central Catholic High School. She is currently attending Louisiana State University, where she is pursuing a degree in elementary education.
She is an active member of the Alpha Lambda Delta honor society. In her free time, she enjoys spending time with family and friends, being outdoors, and attending LSU athletic events.

LeBlanc
LeBlanc, 20, is the daughter of Scott and Katherine LeBlanc of Patterson. LeBlanc is a graduate of Patterson High School. She also attended Academy of Acadiana, where she pursued a degree in dental, orthodontic, and oral surgery assisting .
At Academy of Acadiana, she graduated No. 1 in her class with the highest GPA and perfect attendance through all three courses.
LeBlanc is currently working at Guidry & Horaist Orthodontics of Morgan City and Lafayette as an orthodontic assistant.
In her free time she enjoys hunting, fishing, being in the boat, and spending time with her family and friends.

Scully, 20, is the daughter of Candy and Bryan Scully of Morgan City. She is a graduate of Central Catholic High School.
While at CCHS, Scully participated in sports including softball, volleyball and cheer-leading, where she was co-captain her senior year. She was also involved in many clubs including BETA Club (president), Student Council (vice president), Retreat team, National Honor Society, Sisters in Christ and Acts of Random Kindness Club. Throughout high school, she worked at Sweet & Simple bakery.
While working and participating in many sports and activities, Scully maintained a 4.0 GPA and received the honor of being class valedictorian. She is currently a junior at Nicholls State University. She is pursuing a degree in accounting and data analytics.
During college so far, she has been inducted into academic honor societies including Alpha Lambda Delta, Phi Eta Sigma, and National Society of Leadership and Success. She also was named to the President’s List for her first and second year of college.
She currently is working at South Louisiana Bank in Thibodaux. In her free time she enjoys drawing, hanging out with friends, and spending time with family at the camp.

Sloane, 18, is the daughter of Joey and Alanna Sloane of Morgan City. Sloane is a graduate of Central Catholic High School.
She is currently attending Nicholls State University, where she is pursuing a degree in nursing. At Nicholls, she is involved in the Beta Iota Sigma Club and campus activities.

Sealed Bids for the construction of FACILITY AND INFRASTRUCTURE IM- PROVEMENTS AT KEMPER WILLIAMS PARK NEAR PATTERSON LA– For St Mary Parish Government – Franklin La; will be received until 2:00 PM, local time, on August 13, 2024 , in the meeting room of the St. Mary Parish Government, Fifth Floor – Courthouse Building, Franklin, Louisiana, at which time and place all bids will be publicly read aloud. Arthur, Jr., will receive sealed bids for “State Project No. H.014709 - Country Club Estates Drainage Improvements” which consists of storm drainage improvements along Hogan, Pal-mer, Hebert, Jones and Snead Streets within the Country Club Estates Subdivision, at Town Hall, 3225 Third Street, Berwick, Louisiana 70342, until August 28, 2024, at 10:00 A.M., local time, at which time and place, they will be publicly opened and read aloud. The St. Mary Levee District (“SMLD”) met on this date with President William Hidalgo, Sr., presiding and the following board members present: Will Terry, J.P. Hebert, Norris Crappell, Mike Ortiz, Kenny Arceneaux, and Andrew Mancuso absent.
Also present: Tim Matte, Executive Director; Michael Brocato, Operations Manager; Bill Bourgeois; Reid Miller, Miller Engineers; Robert Karam, T. Baker Smith; Phillip Barker, CPRA; and members of the public.
Mr. Hebert mov-ed to dispense with the reading and to approve the May 16 regular monthly minutes. After a second by Mr. Mancuso, the mo- tion carried unanimously.
Mr. Arceneaux presented the payables report, which Mr. Terry moved to approve. Following Mr. Hebert’s second, the motion was carried unanimously.
Mr. Matte also presented the Statement of Revenues by sources and Summary of Expenditures of the St. Mary Levee District.
Mr. Robert Karam with T. Baker Smith re- ported his office has submitted the final draft of Phase 1 and has also submitted their proposal for Phase 2 of the West of Charenton Drainage Study to SMLD for review and comments. Mr. Karam stated Phase 2 is the modeling phase for the Kelly Canal and Bayou Choupique watersheds and will include conceptual design for proposed levees and water control structures.
Mr. Karam also reported the Earthen Plug project has gone through the joint permitting process with DNR and the USCOE. Mr. Ka- ram stated that SMLD has executed a contract with Cleveland Billiot to construct the Earthen Plug and they have submitted the proctor for the earthen material for review and plans to begin working next week, weather permitting.
Mr. Brocato re- ported the power has been restored at Bayou Chene. Mr. Brocato stated that everything is good at Bayou Teche and the dive inspection report came back from Franklin Canal with no issues. Mr. Brocato reported that the inspection report was forwarded to CPRA.
Mr. Matte re- ported the USACE has scheduled the flood fight operations to end today as the Mississippi River at New Orleans continues to fall. Mr. Matte stated that the effects of TS Alberto have caused a rise in coastal areas, otherwise, the Atchafalaya and Mississippi Rivers would al- ready be below the high-water trigger levels.
Mr. Arceneaux motioned to authorize additional sur-vey work and coordination on West of Charenton Canal Study. With a second by Mr. Crappell, the mo- tion was carried unanimously.
Mr. Mancuso motioned to authorize additional services for supervision of the Morgan City outfall canal closure project. After a second by Mr. Hebert, the motion was carried unanimously.
Mr. Hebert mo- tioned to accept the final report on the Franklin Canal Structure survey. After a second by Mr. Arceneaux, the motion was carried unanimously.
Mr. Hidalgo asked for further comments and did not receive any. Mr. Terry moved for adjournment, which was seconded by Mr. Crappell and was carried unanimously.

The St. Mary Parish Council met on this date in Regular Session with Chairperson Gwendolyn L. Hidalgo presiding and the following members present: Rev. Craig Mathews, Rodney Olander, David W. Hill, Leslie Rulf, Jr., Patrick Hebert, James “Jimmy” Davis, Jr., Mark Duhon, and Dean Adams. Absent were J Ina and Kristi Prejeant Rink, M.D.
The Invocation was pronounced by Mr. Hebert and the Pledge of Allegiance was led by Mr. Rulf.
Mr. Olander moved that the reading of the Second Regular Meeting, June 26, 2024, be dispensed with and that the same be approved. Mr. Adams seconded the motion, which carried.
Jim Firmin, Administrator and Angela Kraemer, St. Mary Parish Housing Choice Voucher/Section 8 Program appeared before the Council to present the St. Mary Parish Section 8 Housing Annual Report.
In response to Mr. Olander’s in- quiry, Ms. Kraemer stated that the program serves 136 families in the Parish. She stated that there is no longer a waiting list and that they are accepting applications.
Mr. Adams re- quested to move up Item 14A, “Resolution pertaining to the adoption of the HUD Section 8 Housing Choice Voucher (HCV) Program 2024 Annual Agency Plan.”

PROGRAM
WHEREAS, the St. Mary Parish Government operates a HUD Section 8 Housing Choice Voucher (HCV) Program through its St. Mary Parish Housing Office (SMPHO), and
WHEREAS, the requirements of the Housing Re- form Act (QHWRA) of 1998, in part require HUD housing agencies to prepare an Agency Plan which is to be prepared each year, and
WHEREAS, in May 2024, in order to comply and properly implement the Section 8 Housing Program requirements of the Housing Re- form Act, the SMPHO developed an Agency Plan for the fiscal year starting on October 1, 2024, all in compliance with the HUD guidelines, and
WHEREAS, the Section 8 Program 2024 Annual Agency Plan and Ad- ministrative Plan, was open and available for public review and presented to the public at a Public Hearing on May 29, 2024.
NOW, THEREFORE, BE IT RESOLVED, that the St. Mary Parish Council meeting in session on July 10, 2024, in order to comply and properly im- plement the Section 8 Housing Choice Voucher Program requirements of the Housing Reform Act, does hereby adopt the St. Mary Parish Government HUD Section 8 Housing Choice Voucher Program 2024 Annual Agency Plan, and authorizes Mr. Sam Jones, St. Mary Parish President, to sign all documents necessary for the full implementation and compliance of the Parish Program with HUD requirements, and
BE IT FURTHER RESOLV-ED, that the St. Mary Parish Council meeting in session on July 10, 2024, does hereby authorize Mr. Sam Jones, St. Mary Parish President, and the St. Mary Parish Housing (SMPHO) staff, to formulate any further revisions to the Parish’s Section 8 Housing Choice Voucher Program Annual Plan and Administrative Plan for 2024 as necessary to achieve the full implementation and compliance of the Parish Program with the HUD requirements.

Carrie Stansbury, Executive Director and St. Mary Parish Tourist Commission Board Members appeared before the Council to discuss comments at the June 26, 2024 Council meeting in reference to the Cajun Coast Visitors and Convention Bureau. She expounded on funding, fabrication and installation of signs, RV Rally’s, walking trail grant funds, fund restrictions, Franklin Welcome Center and it’s sale, the Cajun Coast name branding, data search statistics and marketing, sports plan, special events fund, building fund, operation and maintenance fund, visitor spending reports, and state and local taxes paid by tourist.
Vickii Melius, Lieutenant Governor Billy Nungesser’s Office, ap- peared before the Council to present a message of support for St. Mary Parish Tourist Commission.
Kimberly Wal-den, St. Mary Parish Tourist Commission Chairperson, stated that the Tourist Commission is a not a Parish entity, it is a political subdivision of the State. She stated that funding cannot be obtained for non- tourism related needs through the commission. She expounded on the funding structure of the commission, authority and funding uses, budget and criteria for economic impact, and research in- dustry standards for tourism and ac- counting.
Per several Council Members’ inquiries, discussion was had relative to outdoors parameters, paddling trails, bird watching, boat launches, RV Parks, funding parameters, and discussions/re- marks from President Jones. Ms. Walden informed that she and Ms. Stansbury met with State Senator Robert Allain, III and State Representative Vincent “Vinny” St. Blanc, III and reviewed their budget, strategic plans, and list of needs. They also discussed funds that are controlled by the State and how those funds are utilized.
Rev. Mathews stated that he would support a resolution to support the work that the Tourist Commission does on behalf of St. Mary Parish.
Bill Bourgeois appeared before the Council to ask the Council for their support on a resolution approving and holding an election in Hospital Service District No. 2 on December 7, 2024 to authorize the levy of a special tax.
Mr. Adams re- quested to move up Item 14B, “Resolution approving the holding of an election in Hospital Service District No. 2 of the Parish of St. Mary, State of Louisiana, on Saturday, December 7, 2024, to authorize the levy of a special tax therein.”

RESOLUTION
Resolution ap- proving the holding of an election in Hospital Service District No. 2 of the Parish of St. Mary, State of Louisiana, on Saturday, December 7, 2024, to authorize the levy of a special tax therein.
WHEREAS, the Board of Commissioners of Hospital Service District No. 2 of the Parish of St. Mary, State of Louisiana (the “Governing Auth- ority”), acting as the governing authority of Hospital Service District No. 2 of the Parish of St. Mary, State of Louisiana (the “District”), adopted a resolution on July 3, 2024, calling a special election in the District on Saturday, December 7, 2024, to authorize the levy of a special tax therein; and
WHEREAS, the Governing Authority has requested that this Parish Council, acting as the governing authority of the Parish of St. Mary, State of Louisiana, give its consent and authority for the District to hold the aforesaid election, and in the event that the election carries to levy and collect the special tax provided for therein; and
WHEREAS, as required by Article VI, Section 15 of the Constitution of the State of Louisiana of 1974, it is now the desire of this Parish Council to approve the holding of said election and in the event that the election carries, to levy and collect the special tax provided for therein;
NOW, THEREFORE, BE IT RESOLVED, by the Parish Council of the Parish of St. Mary, State of Louisiana, acting as the governing authority of said Parish, that:
SECTION 1. In compliance with the provisions of Article VI, Section 15 of the Constitution of the State of Louisiana of 1974, and in accordance with the request of the Board of Commissioners of Hospital Service District No. 2 of the Parish of St. Mary, State of Louisiana, this Parish Council hereby approves the holding of an election in the District, on Saturday, December 7, 2024, at which election there will be submitted the following proposition, to-wit:

Shall Hospital Service District No. 2 of the Parish of St. Mary, State of Louisiana (the “District”), levy a tax of 9 mills on all the property subject to taxation within the District, for a period of 10 years, beginning with the year 2025 and ending with the year 2034 (an estimated $3,443,827 reasonably expected at this time to be collected from the levy of the tax for an entire year), to be used to improve, maintain, operate and support hospital and other health care facilities in the District, including but not limited to repairing existing facilities, acquiring equipment, and otherwise supporting the provision of hospital services?

Almetra Franklin, Chief Administrative Officer, St. Mary Community Action Agency appeared before the Council to invite everyone for a celebration of love for retired Master Sergeant Herman Hamilton who was a longtime Parish Em- ployee and St. Mary Community Action Agency Board Member. This will be a drive through celebration held on Saturday, July 13, 2024 at Community Action Agency, lineup beginning at 9:45 a.m. She also thanked the Office of Homeland Security for obtaining a grant to have a security guard present at Peter Pan Headstart.
Parish President, Sam Jones reported on finances, the 3/10% Sales Tax Fund, and the Tourist Commission. He stated that the Tourist Commission was created as a Parish entity by Ordinance No. 1151 on October 23, 1991. He also discussed several other concerns.
After discussion, Rev. Mathews re- quested to see the 3/10% Sales Tax Fund balance in writing.
Per Mr. Hebert’s inquiry, Chief Administrative Officer, Paul J. Governale explain-ed that there are separate funds for the 3/10% Sales Tax Fund but the cash has always been comingled.
Chief Administrative Officer, Paul J. Governale submitted his re- port for a two (2) week period ending June 12, 2024.
Mr. Adams stated that he recently met with Carrie Stansbury and Keith Leonard, Tourist Commission and reviewed their budget and finances and stated that funds have to be spent a specific way.

FIFTH AMENDMENT TO THE COOPERATIVE ENDEAVOR LEASE
AGREEMENT BETWEEN
THE ST. MARY PARISH GOVERNMENT
AND
ODYSSEY HOUSE LOUISIANA, INC.
This Fifth Amendment to the Cooperative En- deavor Agreement (“CEA” or “Lease Agreement”), is effective May 1, 2024, by and be- tween St. Mary Parish Government, a political subdivision of the State of Louisiana, as lessor (“Lessor” or, on occasion, “SMPG”), and Odyssey House Louisiana, Inc., a Louisiana corporation as lessee (“Lessee” or “OHL”).
WITNESSETH:
WHEREAS, Lessor and Lessee previously entered into the CEA, which is recorded in the Conveyances at the St. Mary Parish Clerk at Book 430, Page 556 and with an effective date July 1, 2022, relative to the lease of the Fairview Facilities;
WHEREAS, Lessor and Lessee previously entered into the First Amendment to the CEA, which is recorded in the Conveyances at the St. Mary Parish Clerk at Book 439, Page 637 and with an effective date December 14, 2022, relative to the lease of the Fairview Facilities;
WHEREAS, Lessor and Lessee previously entered into the Second Amendment to the CEA, which is recorded in the Conveyances at the St. Mary Parish Clerk at Book 442, Page 487 and with an effective date April 12, 2023, relative to the lease of the Fairview Facilities;
WHEREAS, Lessor and Lessee previously entered into the Third Amendment to the CEA, which is recorded in the Conveyances at the St. Mary Parish Clerk at Book 446, Page 292 and with an effective date May 10, 2023, relative to the lease of the Fairview Facilities;
WHEREAS, Lessor and Lessee previously entered into the Fourth Amendment to the CEA, which is recorded in the Conveyances at the St. Mary Parish Clerk at Book 451, Page 520 and with an effective date November 1, 2023, relative to the lease of the Fairview Facilities;
WHEREAS, all of the planned construction, renovations and improvements of the leased Facilities, especially the elevator replacement, have yet to be completed, leaving parts of the Facilities not fully useable as intended for all clients;
WHEREAS, Lessee’s client census has increased to 50% of anticipated capacity;
WHEREAS, Lessor and Lessee agree that inpatient services are needed in the region;
WHEREAS, Lessor and Lessee desire to find mutually agreeable lease terms to make the Fairview facilities economically feasible to sustain commercially reasonable operations; and,
WHEREAS, Lessor and Lessee desire to amend Section 4.1 of the CEA relating to the rental payments as an adjustment for the Facilities being not yet fully usable and the census being at 50% of anticipated capacity.
NOW, THEREFORE, for the above-mentioned causes, the parties hereto agree as follows:
Section 4.1 of the CEA is hereby amended to read:
4.1 Amount and Manner of Payment of Initial Term Rent. During the first fifteen (15) months of the initial term, with the ongoing renovations being incomplete, with Lessee being un- able to fully utilize the premises and with it being a transitional period, Lessee will make monthly lease payments on the first of each month to Lessor in the amount of Four Thousand Four Hundred Thirty-Five and 00/100 Dollars ($4,435.00). Due to the elevator renovations being in- complete, the lease payments shall be set at Ten Thousand and no/100 Dollars ($10,000.00) beginning November 1, 2023 and ending October 31, 2024 or when the Certificate of Substantial Completion is filed, whichever is earlier. Thereafter, for the remainder of the Initial Term, Lessee shall pay Lessor Twenty- Two Thousand One Hundred and no/100 Dollars ($22,100.00) per month on the first of each month.
All of the other terms of the CEA shall remain in place and effect.

Kristina Sarai, Director of Government Af- fairs, Cox Communications has emailed to inform you that Cox is required to obtain permission from local broadcast stations and cable networks to provide their signals on our channel lineup. We’re in discussions to re- new agreements with the following programmers and broadcasters: NFL Network, 241/708 and NFL Redzone, 707.
If were unable to reach a new agreement by the expiration dates, these networks can prevent us from including their stations in our lineup.

D. Terry Foulcard, St. Mary Parish Registrar of Voters writes that under the provisions of R.S. 18:532A, define the territorial limits for which each precinct is established, prescribe their boundaries, and designate the precincts. It is with this in mind that each year the Registrar of Voters works with the Secretary of State’s Office to conduct a canvass of the voter registration rolls to verify residential addresses of all voters as required by law. This process allows the Registrar to update the voter registration rolls to identify the active and inactive registered voters in each precinct in the parish. This letter is to notify you there are two precincts in our parish with less than 300 registered voters due to demographic distance. There are no precincts with more than 2200 registered voters.
The law provides for the parish governing authority to take action within 60 days after receipt of this letter. Such action may include (1) merging precincts; (2) consolidating precincts at a polling place; (3) applying for an exemption; or (4) dividing a precinct.
Lisa Morgan in- formed that an exemption will be filed on these two (2) Precincts as recommended by the Registrar of Voters and the completed surveys will be submitted to the state.
In response to Rev. Mathews’ in- quiry, Lisa Morgan stated that the two precincts are Precinct 1 and Precinct 44.
E. Discussion relative to revising the Personnel Policy Section 3.8 Holiday Compensation. (Mr. Ina)
Rev. Mathews stated the due to his absence, Mr. Ina requested to place this item on the July 24, 2024 agenda. Mr. Adams seconded the motion, which carried.
F. Discussion and action relative to the Amelia Safe House. (Mr. Du- hon)
Mr. Duhon stated that in 2011, his brother Honorable Gary Duhon, ac- quired a grant through the Parish Council from FEMA to construct the pump station and completed the safe house in 2022. He discussed the building with Don Hicks, Consolidated Gravity Drainage District No. 2A, and reported that work is progressing. He stated that furnishing is almost complete and the building will house two (2) EMT workers, a pumper technician, and six (6) other people dur-ing a hurricane.

Governale stated that when Odyssey House took over, renovation was not complete and they could not occupy the entire facility. He also stated that the Parish is in negotiations to sell the building to Odyssey House once all renovations are complete.

Chairman, Mr. Ed Smith opened the May 23, 2024, regular meeting with the roll call. Mr. Ed Smith, Mr. Jimmy Broussard, Mr. Garrett Grogan, and Mr. Justin Martin, Mr. Scott Verret, Mr. Matt Mayon, were in attendance. Mr. Gary Driskell did not attend.
Mr. Mayon made a motion to dispense with the reading of and to accept the April 2024 minutes. Mr. Broussard seconded the motion. All members were in favor and the motion carried.

Public Comment: none
The income statement for April 2024 was $100,769.75. Mr. Mayon made a motion to accept the income statement. Mr. Grogan seconded the motion. All members were in favor and the motion carried.
The expense statement for April 2024 was $93,299.79. Mr. Martin made a motion to accept the expense statement. Mr. Mayon seconded the motion. All members were in favor and the motion carried.
A budget to actual comparison was provided to the board for review.

New Business:
VFIS Insurance Renewal: Mr. Keith Davidson was asked to address the board to explain the rate increase. Mr. Davidson advised that AIG rates in Louisiana and across the coast have increased due to multiple hurricanes in the coverage areas. After some discussion by members, Mr. Smith inquired about an installment option. Mr. Davidson advised the installment plan would require 25% down, with the balance divided into ten (10) equal payments. After further discussion, Mr. Grogan Made a motion to accept the insurance quote with the option to pay 25% down and the balance to be paid in ten (10) equal payments. Mr. Broussard seconded the motion. All members were in favor and the motion carried.
2024 Fire Association Agreement: Mr. Martin presented a letter from the fire association requesting an amendment to Addendum A of the 2024 agreement. He advised that the fire association made a request to voluntarily in- crease their annual cost share from three thousand five hundred dollars ($3,500) to five thousand dollars ($5,000) per fire department. The amount is to remain in effect until such time as the expenses exceed the income or a change is requested. Mr. Broussard made a motion to accept the 2024 Fire Association Agreement with the amendment to Addendum A. Mr. Grogan Seconded the motion. All members were in favor and the motion carried.
Second Amendment to the Lease Agreement with St. Mary Parish Government: Mr. Smith signed the agreement; however, he requested that his letter submitted on March 27, 2024, to the Parish Council at the monthly meeting, be included and recorded with the agreement.
AT&T/LWIN Project: Mr. Blaine Kelly with AT&T addressed the board regarding the LWIN project. Mr. Kelly explain-ed the process and informed members of the necessity of the project. The St. Mary Levee District (“SMLD”) met on this date with President William Hidalgo, Sr., presiding and the following board members present: Will Terry, J.P. Hebert, Norris Crappell, Mike Ortiz, Kenny Arceneaux, and Andrew Mancuso absent.
Also present: Tim Matte, Executive Director; Michael Brocato, Operations Manager; Bill Bourgeois; Reid Miller, Miller Engineers; Robert Karam, T. Baker Smith; Phillip Barker, CPRA; and members of the public.
Mr. Hebert mov-ed to dispense with the reading and to approve the May 16 regular monthly minutes. After a second by Mr. Mancuso, the mo- tion carried unanimously.
Mr. Arceneaux presented the payables report, which Mr. Terry moved to approve. Following Mr. Hebert’s second, the motion was carried unanimously.
Mr. Matte also presented the Statement of Revenues by sources and Summary of Expenditures of the St. Mary Levee District.
Mr. Robert Karam with T. Baker Smith re- ported his office has submitted the final draft of Phase 1 and has also submitted their proposal for Phase 2 of the West of Charenton Drainage Study to SMLD for review and comments. Mr. Karam stated Phase 2 is the modeling phase for the Kelly Canal and Bayou Choupique watersheds and will include conceptual design for proposed levees and water control structures.
Mr. Karam also reported the Earthen Plug project has gone through the joint permitting process with DNR and the USCOE. Mr. Ka- ram stated that SMLD has executed a contract with Cleveland Billiot to construct the Earthen Plug and they have submitted the proctor for the earthen material for review and plans to begin working next week, weather permitting.
Mr. Brocato re- ported the power has been restored at Bayou Chene. Mr. Brocato stated that everything is good at Bayou Teche and the dive inspection report came back from Franklin Canal with no issues. Mr. Brocato reported that the inspection report was forwarded to CPRA.
Mr. Matte re- ported the USACE has scheduled the flood fight operations to end today as the Mississippi River at New Orleans continues to fall. Mr. Matte stated that the effects of TS Alberto have caused a rise in coastal areas, otherwise, the Atchafalaya and Mississippi Rivers would al- ready be below the high-water trigger levels.
Mr. Arceneaux motioned to authorize additional sur-vey work and coordination on West of Charenton Canal Study. With a second by Mr. Crappell, the mo- tion was carried unanimously.
Mr. Mancuso motioned to authorize additional services for supervision of the Morgan City outfall canal closure project. After a second by Mr. Hebert, the motion was carried unanimously.
Mr. Hebert mo- tioned to accept the final report on the Franklin Canal Structure survey. After a second by Mr. Arceneaux, the motion was carried unanimously.
Mr. Hidalgo asked for further comments and did not receive any. Mr. Terry moved for adjournment, which was seconded by Mr. Crappell and was carried unanimously.

Viewing of surplus bus will be available to the public on June 31, 2024, through August 28, 2024. Viewing hours are between 7:00 am and 3:00 pm Monday through Friday during normal operation hours.

The St. Mary Parish Council met on this date in Regular Session with Chairperson Gwendolyn L. Hidalgo presiding and the following members present: Rev. Craig Mathews, Rodney Olander, David W. Hill, Leslie Rulf, Jr., Patrick Hebert, James “Jimmy” Davis, Jr., Mark Duhon, and Dean Adams. Absent were J Ina and Kristi Prejeant Rink, M.D.
The Invocation was pronounced by Mr. Hebert and the Pledge of Allegiance was led by Mr. Rulf.
Mr. Olander moved that the reading of the Second Regular Meeting, June 26, 2024, be dispensed with and that the same be approved. Mr. Adams seconded the motion, which carried.
Jim Firmin, Administrator and Angela Kraemer, St. Mary Parish Housing Choice Voucher/Section 8 Program appeared before the Council to present the St. Mary Parish Section 8 Housing Annual Report.
In response to Mr. Olander’s in- quiry, Ms. Kraemer stated that the program serves 136 families in the Parish. She stated that there is no longer a waiting list and that they are accepting applications.
Mr. Adams re- quested to move up Item 14A, “Resolution pertaining to the adoption of the HUD Section 8 Housing Choice Voucher (HCV) Program 2024 Annual Agency Plan.”

PROGRAM
WHEREAS, the St. Mary Parish Government operates a HUD Section 8 Housing Choice Voucher (HCV) Program through its St. Mary Parish Housing Office (SMPHO), and
WHEREAS, the requirements of the Housing Re- form Act (QHWRA) of 1998, in part require HUD housing agencies to prepare an Agency Plan which is to be prepared each year, and
WHEREAS, in May 2024, in order to comply and properly implement the Section 8 Housing Program requirements of the Housing Re- form Act, the SMPHO developed an Agency Plan for the fiscal year starting on October 1, 2024, all in compliance with the HUD guidelines, and
WHEREAS, the Section 8 Program 2024 Annual Agency Plan and Ad- ministrative Plan, was open and available for public review and presented to the public at a Public Hearing on May 29, 2024.
NOW, THEREFORE, BE IT RESOLVED, that the St. Mary Parish Council meeting in session on July 10, 2024, in order to comply and properly im- plement the Section 8 Housing Choice Voucher Program requirements of the Housing Reform Act, does hereby adopt the St. Mary Parish Government HUD Section 8 Housing Choice Voucher Program 2024 Annual Agency Plan, and authorizes Mr. Sam Jones, St. Mary Parish President, to sign all documents necessary for the full implementation and compliance of the Parish Program with HUD requirements, and
BE IT FURTHER RESOLV-ED, that the St. Mary Parish Council meeting in session on July 10, 2024, does hereby authorize Mr. Sam Jones, St. Mary Parish President, and the St. Mary Parish Housing (SMPHO) staff, to formulate any further revisions to the Parish’s Section 8 Housing Choice Voucher Program Annual Plan and Administrative Plan for 2024 as necessary to achieve the full implementation and compliance of the Parish Program with the HUD requirements.

Carrie Stansbury, Executive Director and St. Mary Parish Tourist Commission Board Members appeared before the Council to discuss comments at the June 26, 2024 Council meeting in reference to the Cajun Coast Visitors and Convention Bureau. She expounded on funding, fabrication and installation of signs, RV Rally’s, walking trail grant funds, fund restrictions, Franklin Welcome Center and it’s sale, the Cajun Coast name branding, data search statistics and marketing, sports plan, special events fund, building fund, operation and maintenance fund, visitor spending reports, and state and local taxes paid by tourist.
Vickii Melius, Lieutenant Governor Billy Nungesser’s Office, ap- peared before the Council to present a message of support for St. Mary Parish Tourist Commission.
Kimberly Wal-den, St. Mary Parish Tourist Commission Chairperson, stated that the Tourist Commission is a not a Parish entity, it is a political subdivision of the State. She stated that funding cannot be obtained for non- tourism related needs through the commission. She expounded on the funding structure of the commission, authority and funding uses, budget and criteria for economic impact, and research in- dustry standards for tourism and ac- counting.
Per several Council Members’ inquiries, discussion was had relative to outdoors parameters, paddling trails, bird watching, boat launches, RV Parks, funding parameters, and discussions/re- marks from President Jones. Ms. Walden informed that she and Ms. Stansbury met with State Senator Robert Allain, III and State Representative Vincent “Vinny” St. Blanc, III and reviewed their budget, strategic plans, and list of needs. They also discussed funds that are controlled by the State and how those funds are utilized.
Rev. Mathews stated that he would support a resolution to support the work that the Tourist Commission does on behalf of St. Mary Parish.
Bill Bourgeois appeared before the Council to ask the Council for their support on a resolution approving and holding an election in Hospital Service District No. 2 on December 7, 2024 to authorize the levy of a special tax.
Mr. Adams re- quested to move up Item 14B, “Resolution approving the holding of an election in Hospital Service District No. 2 of the Parish of St. Mary, State of Louisiana, on Saturday, December 7, 2024, to authorize the levy of a special tax therein.”

Resolution ap- proving the holding of an election in Hospital Service District No. 2 of the Parish of St. Mary, State of Louisiana, on Saturday, December 7, 2024, to authorize the levy of a special tax therein.
WHEREAS, the Board of Commissioners of Hospital Service District No. 2 of the Parish of St. Mary, State of Louisiana (the “Governing Auth- ority”), acting as the governing authority of Hospital Service District No. 2 of the Parish of St. Mary, State of Louisiana (the “District”), adopted a resolution on July 3, 2024, calling a special election in the District on Saturday, December 7, 2024, to authorize the levy of a special tax therein; and
WHEREAS, the Governing Authority has requested that this Parish Council, acting as the governing authority of the Parish of St. Mary, State of Louisiana, give its consent and authority for the District to hold the aforesaid election, and in the event that the election carries to levy and collect the special tax provided for therein; and
WHEREAS, as required by Article VI, Section 15 of the Constitution of the State of Louisiana of 1974, it is now the desire of this Parish Council to approve the holding of said election and in the event that the election carries, to levy and collect the special tax provided for therein;
NOW, THEREFORE, BE IT RESOLVED, by the Parish Council of the Parish of St. Mary, State of Louisiana, acting as the governing authority of said Parish, that:
SECTION 1. In compliance with the provisions of Article VI, Section 15 of the Constitution of the State of Louisiana of 1974, and in accordance with the request of the Board of Commissioners of Hospital Service District No. 2 of the Parish of St. Mary, State of Louisiana, this Parish Council hereby approves the holding of an election in the District, on Saturday, December 7, 2024, at which election there will be submitted the following proposition, to-wit:

Almetra Franklin, Chief Administrative Officer, St. Mary Community Action Agency appeared before the Council to invite everyone for a celebration of love for retired Master Sergeant Herman Hamilton who was a longtime Parish Em- ployee and St. Mary Community Action Agency Board Member. This will be a drive through celebration held on Saturday, July 13, 2024 at Community Action Agency, lineup beginning at 9:45 a.m. She also thanked the Office of Homeland Security for obtaining a grant to have a security guard present at Peter Pan Headstart.
Parish President, Sam Jones reported on finances, the 3/10% Sales Tax Fund, and the Tourist Commission. He stated that the Tourist Commission was created as a Parish entity by Ordinance No. 1151 on October 23, 1991. He also discussed several other concerns.
After discussion, Rev. Mathews re- quested to see the 3/10% Sales Tax Fund balance in writing.
Per Mr. Hebert’s inquiry, Chief Administrative Officer, Paul J. Governale explain-ed that there are separate funds for the 3/10% Sales Tax Fund but the cash has always been comingled.
Chief Administrative Officer, Paul J. Governale submitted his re- port for a two (2) week period ending June 12, 2024.
Mr. Adams stated that he recently met with Carrie Stansbury and Keith Leonard, Tourist Commission and reviewed their budget and finances and stated that funds have to be spent a specific way.

FIFTH AMENDMENT TO THE COOPERATIVE ENDEAVOR LEASE
AGREEMENT BETWEEN
THE ST. MARY PARISH GOVERNMENT
AND
ODYSSEY HOUSE LOUISIANA, INC.
This Fifth Amendment to the Cooperative En- deavor Agreement (“CEA” or “Lease Agreement”), is effective May 1, 2024, by and be- tween St. Mary Parish Government, a political subdivision of the State of Louisiana, as lessor (“Lessor” or, on occasion, “SMPG”), and Odyssey House Louisiana, Inc., a Louisiana corporation as lessee (“Lessee” or “OHL”).
WITNESSETH:
WHEREAS, Lessor and Lessee previously entered into the CEA, which is recorded in the Conveyances at the St. Mary Parish Clerk at Book 430, Page 556 and with an effective date July 1, 2022, relative to the lease of the Fairview Facilities;
WHEREAS, Lessor and Lessee previously entered into the First Amendment to the CEA, which is recorded in the Conveyances at the St. Mary Parish Clerk at Book 439, Page 637 and with an effective date December 14, 2022, relative to the lease of the Fairview Facilities;
WHEREAS, Lessor and Lessee previously entered into the Second Amendment to the CEA, which is recorded in the Conveyances at the St. Mary Parish Clerk at Book 442, Page 487 and with an effective date April 12, 2023, relative to the lease of the Fairview Facilities;
WHEREAS, Lessor and Lessee previously entered into the Third Amendment to the CEA, which is recorded in the Conveyances at the St. Mary Parish Clerk at Book 446, Page 292 and with an effective date May 10, 2023, relative to the lease of the Fairview Facilities;
WHEREAS, Lessor and Lessee previously entered into the Fourth Amendment to the CEA, which is recorded in the Conveyances at the St. Mary Parish Clerk at Book 451, Page 520 and with an effective date November 1, 2023, relative to the lease of the Fairview Facilities;
WHEREAS, all of the planned construction, renovations and improvements of the leased Facilities, especially the elevator replacement, have yet to be completed, leaving parts of the Facilities not fully useable as intended for all clients;
WHEREAS, Lessee’s client census has increased to 50% of anticipated capacity;
WHEREAS, Lessor and Lessee agree that inpatient services are needed in the region;
WHEREAS, Lessor and Lessee desire to find mutually agreeable lease terms to make the Fairview facilities economically feasible to sustain commercially reasonable operations; and,
WHEREAS, Lessor and Lessee desire to amend Section 4.1 of the CEA relating to the rental payments as an adjustment for the Facilities being not yet fully usable and the census being at 50% of anticipated capacity.
NOW, THEREFORE, for the above-mentioned causes, the parties hereto agree as follows:
Section 4.1 of the CEA is hereby amended to read:
4.1 Amount and Manner of Payment of Initial Term Rent. During the first fifteen (15) months of the initial term, with the ongoing renovations being incomplete, with Lessee being un- able to fully utilize the premises and with it being a transitional period, Lessee will make monthly lease payments on the first of each month to Lessor in the amount of Four Thousand Four Hundred Thirty-Five and 00/100 Dollars ($4,435.00). Due to the elevator renovations being in- complete, the lease payments shall be set at Ten Thousand and no/100 Dollars ($10,000.00) beginning November 1, 2023 and ending October 31, 2024 or when the Certificate of Substantial Completion is filed, whichever is earlier. Thereafter, for the remainder of the Initial Term, Lessee shall pay Lessor Twenty- Two Thousand One Hundred and no/100 Dollars ($22,100.00) per month on the first of each month.
All of the other terms of the CEA shall remain in place and effect.

Kristina Sarai, Director of Government Af- fairs, Cox Communications has emailed to inform you that Cox is required to obtain permission from local broadcast stations and cable networks to provide their signals on our channel lineup. We’re in discussions to re- new agreements with the following programmers and broadcasters: NFL Network, 241/708 and NFL Redzone, 707.
If were unable to reach a new agreement by the expiration dates, these networks can prevent us from including their stations in our lineup.

D. Terry Foulcard, St. Mary Parish Registrar of Voters writes that under the provisions of R.S. 18:532A, define the territorial limits for which each precinct is established, prescribe their boundaries, and designate the precincts. It is with this in mind that each year the Registrar of Voters works with the Secretary of State’s Office to conduct a canvass of the voter registration rolls to verify residential addresses of all voters as required by law. This process allows the Registrar to update the voter registration rolls to identify the active and inactive registered voters in each precinct in the parish. This letter is to notify you there are two precincts in our parish with less than 300 registered voters due to demographic distance. There are no precincts with more than 2200 registered voters.
The law provides for the parish governing authority to take action within 60 days after receipt of this letter. Such action may include (1) merging precincts; (2) consolidating precincts at a polling place; (3) applying for an exemption; or (4) dividing a precinct.
Lisa Morgan in- formed that an exemption will be filed on these two (2) Precincts as recommended by the Registrar of Voters and the completed surveys will be submitted to the state.
In response to Rev. Mathews’ in- quiry, Lisa Morgan stated that the two precincts are Precinct 1 and Precinct 44.
E. Discussion relative to revising the Personnel Policy Section 3.8 Holiday Compensation. (Mr. Ina)
Rev. Mathews stated the due to his absence, Mr. Ina requested to place this item on the July 24, 2024 agenda. Mr. Adams seconded the motion, which carried.
F. Discussion and action relative to the Amelia Safe House. (Mr. Du- hon)
Mr. Duhon stated that in 2011, his brother Honorable Gary Duhon, ac- quired a grant through the Parish Council from FEMA to construct the pump station and completed the safe house in 2022. He discussed the building with Don Hicks, Consolidated Gravity Drainage District No. 2A, and reported that work is progressing. He stated that furnishing is almost complete and the building will house two (2) EMT workers, a pumper technician, and six (6) other people dur-ing a hurricane.

The purpose of the Public Hearing was to receive written and/or oral comments relative to the following Ordinance:

Governale stated that when Odyssey House took over, renovation was not complete and they could not occupy the entire facility. He also stated that the Parish is in negotiations to sell the building to Odyssey House once all renovations are complete.

Mr. Mayon made a motion to dispense with the reading of and to accept the April 2024 minutes. Mr. Broussard seconded the motion. All members were in favor and the motion carried.

VFIS Insurance Renewal: Mr. Keith Davidson was asked to address the board to explain the rate increase. Mr. Davidson advised that AIG rates in Louisiana and across the coast have increased due to multiple hurricanes in the coverage areas. After some discussion by members, Mr. Smith inquired about an installment option. Mr. Davidson advised the installment plan would require 25% down, with the balance divided into ten (10) equal payments. After further discussion, Mr. Grogan Made a motion to accept the insurance quote with the option to pay 25% down and the balance to be paid in ten (10) equal payments. Mr. Broussard seconded the motion. All members were in favor and the motion carried.
2024 Fire Association Agreement: Mr. Martin presented a letter from the fire association requesting an amendment to Addendum A of the 2024 agreement. He advised that the fire association made a request to voluntarily in- crease their annual cost share from three thousand five hundred dollars ($3,500) to five thousand dollars ($5,000) per fire department. The amount is to remain in effect until such time as the expenses exceed the income or a change is requested. Mr. Broussard made a motion to accept the 2024 Fire Association Agreement with the amendment to Addendum A. Mr. Grogan Seconded the motion. All members were in favor and the motion carried.
Second Amendment to the Lease Agreement with St. Mary Parish Government: Mr. Smith signed the agreement; however, he requested that his letter submitted on March 27, 2024, to the Parish Council at the monthly meeting, be included and recorded with the agreement.
AT&T/LWIN Project: Mr. Blaine Kelly with AT&T addressed the board regarding the LWIN project. Mr. Kelly explain-ed the process and informed members of the necessity of the project. After a brief discussion, Mr. Martin made a motion to enter into an agreement with AT&T for the LWIN system. Mr. Grogan seconded the motion. All members were in favor and the motion carried.
Director Up- dates:
Ms. Angeron ad- vised that the audit is almost finished. The auditor’s report should be ready for next month’s meeting.
Two new em- ployees were hired. One started this week. Another will start next week.
The revised policy book will be ready at the next meeting.
The Digibox is up and running. The CAD installation is complete.

Gov. Jeff Landry: Newly signed legislation should provide insurance relief

Here in Louisiana, insurance rates, like everything else is skyrocketing, and folks are struggling. Under the Biden-Harris administration, Louisiana families have faced unprecedented inflation.
I am no stranger to experiencing problems with insurance costs.
When Sharon and I lived in New Iberia we were forced to purchase a home policy from Citizens Insurance because we had no other choice.
And, the cost was through the roof. As a family with a teenage child today, we know the high cost of auto insurance as well.
As attorney general, I took action to fight high property insurance costs by suing the federal government on our Federal Flood Control program.
Now, as governor, I am working again to fight these high costs.
However, as we work for lower insurance costs and to implement reform, it’s important we do so with the facts and ensure the people of Louisiana receive the benefits, not Wall Street
According to the National Association of Insurance Commissioners, the property casualty insurance industry earned $88 billion in profits in 2023 — its most profitable year of all time.
In Louisiana alone, insurance companies collected over $100 million dollars in auto premiums while paying out only $55 million in losses. 
These facts seem lost when listening to some of our well-intentioned elected officials.
During the recent legislative session, I worked with our Legislature and signed 26 bills designed to improve the business climate for insurance carriers all in an effort to help lower rates.
 These reforms give insurance companies additional time to adjust claims following a natural disaster.
We extended the period for filing a lawsuit and settling claims to help reduce the number of lawsuits. 
With this legislation insurance companies gained greater flexibility around cancellations, updates to prior approval rating methods, and a more efficient process for loss adjustments was created.
The changes were recommendations of the insurance commissioner and insurance companies with whom he works.
They promised these bills would create more flexibility in the market and help lower rates.
 Other bills I signed support measures to help lower auto insurance rates in Louisiana while also being mindful of those who are injured in accidents by no fault of their own.
 I signed 26 insurance reform bills into law and vetoed on, because it was harmful to the average working family.
The legislation I vetoed would steal the premiums paid by everyday working families for their health insurance while improving the insurance company’s stock price.
I am not interested in fattening profits on Wall Street, I am interested in lowering insurance costs while protecting our people.
 On this topic the rhetoric has been hot and the facts few and far between.
The legislation I vetoed was an attempt to abolish the “collateral source” rule.
This legislation was little more than insurance companies looking to reduce their responsibility and increase their profits.
We already tried this as a state before, adjusting the collateral source rule by 60% and instead of the rate cuts they promised we got rate increases.
Further, a review of states that have abolished or restricted this collateral source rule found that their rates are even higher than ours are today.
 The collateral source rule is about fairness. The rule says that when someone injures you in an accident, and they’re in the wrong, they cannot use any other insurance you’ve paid for on your own behalf to reduce what they owe. Someone who injured you should not benefit from your health insurance or any other insurance for which you paid.
 We are making Louisiana a great place to live and work by returning common sense to the Capitol.
Rewarding hard work, living within our means, working to improve our economy,  investing in our children, and making our communities safe has been, and continues to be, my agenda. We have made progress, but there is more work to be done.
 When it’s a fight between doing what’s best for working families or special interests, I’ll pick Louisiana families every time.

Jim Bradshaw: Morgan City's 'Tarzan' movie was a spy story, too

World War I interrupted the filming when the first Tarzan movie was made in the swamps near Morgan City in 1917, and that led to some international intrigue.
That included the arrest of one of its crew members as a notorious spy.
 The Morgan City newspaper broke the news that the film would be made on Aug. 4, 1917:
“After having looked over local territory for several days under the guidance of Mr.  M. P. Palmer, secretary of the Chamber of Commerce of Morgan City and Berwick, Mr. Scott Sidney, director of the National Film Corporation of America, has decided to work out of Morgan City as headquarters during the three to six weeks his people will be employed in filming scenes from the remarkable novel ‘Tarzan of the Apes.’
“Twenty-one people [associated with the film] are now registered at the Costello Hotel here and as soon as their car load of paraphernalia arrives from Los Angeles … the work of picture making will proceed at once.”
One of those film-makers was a woman named Beebe who posed as a man and went by the name of Jack Bean.
She was given a job making papier mâché figures used in the movie and immediately began pressing movie executive Martin Donner to send her to Avoca Island, south of Morgan City, where much of the film was being made.
She quit the job when he wouldn’t do that.
It later came out that Beebe’s interest in the island had less to do with the movie than what was going on at the Union Bridge & Iron Works shipyard, which could be seen from Avoca Island, and where boats were being made for the military.
She left Louisiana after quitting her movie job, and headed for California, where she was arrested in December 1917 at the home of Franz Schulenberg, identified by newspapers as “a master spy for the German Secret Service.”
Schulenberg was said to be “one of the cleverest and most dangerous German spies operating on the Pacific coast.”
Our spy-catchers said he had “sophisticated electrical devices that were capable of setting off an explosion without leaving any trace of how the explosion was caused,” and that he “planned to destroy government docks and shipping in most of the big coast ports.”
They also found flier’s goggles and “an aviation outfit” in his home, and surmised that he had been flying along the California coast to look over his targets.
Beebe may have been even more dangerous than Schellenberger.
It’s not exactly clear whether they were talking about her or someone else, but federal agents said a woman “directed the activities of Franz Schulenberg,” and that she was “prominent in the German Secret Service.”
Our agents told newspapers at the time of her arrest that they were investigating “German efforts to establish a submarine base in the bayous of Louisiana.”
 According to that news account, “Federal officials who were investigating the reported presence of a German submarine base off the gulf coast were in touch with the picture staff” and reported that “members of the Hollywood studio had received many reports of the presence of spies and escaped German sailors hiding in the swamps and inland waterways.”
Those reports were usually more rumor than fact, but they were persistent and scary at the time.
I’ve looked everywhere that I could think of, but haven’t found out what happened to Franz and Beebe.
They seem to have just disappeared (as spies sometimes do).
As for the movie  — which was the first ever done on a location other than a Hollywood studio — it did quite well.
It made more than $1.5 million in 1918, which would be more than $30 million today.

LEAP tests 'steady,' with challenges

The St. Mary Parish school system says the latest round of state LEAP testing shows steady proficiency with some challenges.
The LEAP 2025 Assessment results, covering the 2023-24 school year, were released last week.
The school system reported that the overall proficiency rate on tests for grades 3-8 remained steady at 31%.
The passing rates decreased slightly to 84% from 85%.
“The results showcase a mix of advancements and areas needing improvement across different grades and subjects,” said a school system Facebook post on Thursday.
Detailed information, including individual student results, is available through the Parent Command Center. Printed copies will be distributed on the first day of school.
Superintendent Dr. Buffy Fegenbush stressed the importance of transparency. The strategy is to use test data and progress monitoring to implement “targeted interventions and support systems.
“This open approach is crucial for building on our achievements and effectively addressing disparities.”
Statewide, the Department of Education said English language arts mastery was up by a percentage point, and students with disabilities improved their scores for the third straight year.
“Following consecutive years of improvement, these latest scores show students holding steady,” said Louisiana State Superintendent of Education Dr. Cade Brumley. “With a need to see increased outcomes, however, these numbers substantiate our recent aggressive efforts to simply let teachers teach, provide students with high-dosage tutoring, refresh our school accountability model, and expand options for students to access high-quality schools.”
Results from the 2024 LEAP assessments show:
—In math, students in grades 3-8 maintained their previous overall mastery rate. Math mastery rates improved in grades 4 and 7, remained the same in grades 5 and 6, and declined in grades 3 and 8.
—In science, students in grades 3-8 maintained their previous overall mastery rate. Science mastery rates improved in grades 3, 5, and 6 and declined in 4, 7, and 8.
—The percent of students scoring “Unsatisfactory” — the lowest achievement level — decreased when compared to last year in grades 3-12.
—Third-graders grew two points in both ELA and science.
—Fourth-graders dipped three in ELA and two in science, while growing two in math.
—Fifth-graders grew three points in ELA and one in science.
—Sixth-graders grew two in ELA and three in science.
—Students in grades 4 and 7 grew in math for the third consecutive year. Fourth-graders improved by two points and seventh graders by one.
—Eighth graders dropped one in both ELA and math and three in science.
Louisiana’s overall mastery rate for students in grades 3-8 is 34, high school is 36, and the combined rate is 35. All of those percentages match totals from the previous year. The mastery rate measures the percentage of students who scored Mastery or above on LEAP and are considered proficient.
The Council for a Better Louisiana analyzed the numbers against the backdrop of a Washington Post investigation that found scores falling to pre-COVID levels across the country.
“The good news for Louisiana is that despite our clear challenges, that doesn’t seem to be the case,” said a CABL press release.
In 2019, just before the pandemic, 34% of students in grades 3-8 performed at the level of Mastery, the state goal, or above. Generally, this was across the four subjects where students are assessed: English, math, science and social studies.
In 2021 that dipped to 29%, but in both 2023 and 2024 returned to that earlier level of 34%. Currently, students do not appear to be growing, but they are not going backwards.
