Governor names new director for highway construction

Gov. Jeff Landry recently announced the appointment of Archie Chaisson III as the first executive director of the newly created Office of Louisiana Highway Construction, a post established by Act No. 389 during the 2025 legislative session.
The office — spearheaded by legislation authored by Rep. Ryan Bourriaque, R-Abbeville — is charged with reimagining how the state delivers transportation projects and exploring the privatization of certain highway construction functions.
“Archie has been a dedicated public servant for Lafourche Parish, working tirelessly to answer the needs of the southeast region,” Landry said in a statement. “Working together with Secretary Ledet and the entire DOTD team, I am confident that the days of a more efficient transportation department are on the horizon.”
Chaisson, a former Lafourche Parish president and longtime public official, said he’s ready to hit the ground running.
“I am eager to get to work to build the Office of Louisiana Highway Construction in a way that best serves the needs of this great state,” he said.
Local leaders applauded the appointment. Tangipahoa Parish President Robby Miller said Chaisson’s local experience will help make the office more responsive to parishes’ needs.
St. Charles Parish President Matthew Jewell called the hire “a solid choice,” citing Chaisson’s “proven track record of getting things done.”
Chaisson previously served as public works director for the city of Thibodaux and as parish administrator in Lafourche Parish, where he oversaw recovery efforts after the BP Oil Spill. He also leads a coalition of 20 coastal parishes under the PACE initiative and chairs two national committees focused on energy, land use and Gulf Coast issues.
He begins the new role amid growing demands for more streamlined and cost-effective highway construction across Louisiana.

“Rebecca has consistently demonstrated the kind of steady, thoughtful leadership Louisiana families need,” Landry said in a statement. “Her experience in operational improvement and her commitment to protecting our most vulnerable children make her the right choice to lead DCFS.”
Harris takes the reins as the department undergoes sweeping structural changes, with lawmakers voting this week to shift many of DCFS’s traditional responsibilities to other state agencies as part of a broader effort to streamline services.
“I’m honored and excited to serve as secretary during this great time of opportunity and transformation,” Harris said.
“I’m proud to lead this team of dedicated and courageous professionals who show up every day for Louisiana’s children and families.”
Matlock, who briefly served as secretary, said the transition marks a personal pivot toward his longtime passion for foster care and advocacy.
“This next chapter is deeply personal to me,” Matlock said. “I look forward to focusing my energy on building strong, supportive environments for the children who need us most.”
Their appointments come as the state implements a major reorganization of public assistance and workforce development programs under the newly passed “One Door” initiative. The legislation, House Bill 624 by Rep. Stephanie Berault, R-Slidell, passed unanimously and was signed by Landry on June 20. 
Workforce Commissioner Susana Schowenn said the realignment is also meant to sharpen DCFS’s focus on child protection.
“We wanted to make DCFS its own standalone agency and focus exclusively on child protection,” Schowenn said.
The reform aims to consolidate fragmented benefit systems and workforce training efforts into a single case-managed structure led by the Louisiana Workforce Commission. 
As a result, DCFS will transfer administration of several major programs —including the Supplemental Nutrition Assistance Program, Temporary Assistance for Needy Families, Disability Determination Services, and the SNAP Employment and Training program — to other state agencies.

Conrad Shipyard receives safety award

Conrad Shipyard announced that it has been awarded the Western Dredging Association Safety Excellence Award in the Dredging Trade Partner category.
The company said in a press release that this prestigious recognition “highlights Conrad’s unwavering commitment to safety, operational excellence, and its longstanding partnership with the U.S. dredging industry.”

MARY LOU GUIDRY FUSELIER

Mary Lou Guidry Fuselier, 89, a native of Abbeville and resident of Morgan City, died Monday, July 21, 2025, at Legacy Rehabilitation Facility.
She is survived by children, Jennifer Caillouet, Kim Olivier and Charles Fuselier; seven grandchildren; 15 great-grandchildren; and two siblings, Delores Verret and Floyd Guidry.
She was preceded in death by her parents, husband, 10 siblings; daughter and granddaughter.
Visitation is Tuesday, 6-9 p.m., at Twin City Funeral Home. Services will be Wednesday at St. Joseph Catholic Church with a 10 a.m. graveside service.
Twin City Funeral Home is in charge of arrangements.

Wide variety of charges in arrests by local agencies

Among the arrests reported in the last week, St. Mary deputies detained people on charges ranging from animal cruelty to cyberstalking to disturbing the peace at a funeral.

A Franklin teenager also faces attempted murder charges in a March 8 shooting.

St. Mary

Sheriff Gary Driskell reported these arrests:

--Zoey Gonzales, 18, Houma, was arrested at 11:36 a.m. Saturday on a charge of cyberstalking. Gonzales was released on a $5,000 bond.

--Ray Anthony Chaisson Jr., 34, Houma, was arrested at 11:36 a.m. Saturday on a charge of cyberstalking. Chaisson was released on a $5,000 bond.

--Shelby Marie Chaisson, 32, Houma, was arrested at 11:36 a.m. Saturday on charges of cyberstalking, disturbing the peace at a funeral, interfering with a law enforcement investigation, and resisting arrest or officer. Chaisson was released on a $11,500 bond.

--Danielle Ruth Jones, 38, Patterson, was arrested at 6:59 p.m. Friday on a warrant alleging two counts of cruelty to animals. Jones was released on a $2,000 bond.

--Lexi Lynn Martin, 26, Franklin, was arrested on at 2:28 p.m. Sunday on a warrant alleging failure to appear for the charges of expired license plate, simple battery and no insurance. Bail has not been set at this time.

--Jerry Lee Carscaden, 39, Jeanerette, was arrested at 11:54 p.m. Saturday on charges of second-degree battery, simple battery, disturbing the peace (intoxicated) and distribution of Schedule IV drugs.

Bail was set at $91,750

--Joshua James Robert Jones, 37, Bayou Vista, was arrested at 4:47 p.m. Monday on a warrant alleging failure to appear for the charges of possession of methamphetamine and possession of drug paraphernalia. Bail has not been set at this time.

--Deiondra Joseph, 29, Patterson, was arrested at 6:59 p.m. Friday on a warrant alleging failure to appear for monetary instrument abuse and bank fraud. Bail was set
at $29,000.

--Ebonie Desha Brown, 35, Franklin, was arrested at 1:07 a.m. Saturday on a warrant alleging failure to appear on charges of operating a vehicle while license is suspended, revoked, or canceled; speeding; reckless operation; possession of marijuana; and failure to stop or yield at a stop sign.

--Elton Pinn, 41, Morgan City, was arrested by the Narcotics Section at 4:54 p.m. Friday on charges of following too closely, possession of methamphetamine and possession of drug paraphernalia. Bond was set at $1,500.

--Eddie Norman Jr., 47, Franklin, was arrested by the Narcotics Section at 5:01 p.m. Friday on charges of possession of heroin and introduction of contraband into a penal institution. Bail was set at $100,000.

--Ben Henry Scott, 70, New Orleans, was arrested at 11:20 p.m. July 16 on charges of disturbing the peace (intoxicated) and driving while intoxicated. Bail has not been set at this time.

Morgan City

Chief Chad M. Adams reported these arrests:

--Akema McClendon, 39, Shannon Street, Morgan City, was arrested at 1:45 p.m. Friday on a charge of failure to appear for arraignment (6th Ward Morgan City Court).

--Claudia Gomez, 26, Aucoin Street, Morgan City, was arrested at 4:04 p.m. Friday on charges of felony contributing to the delinquency of a juvenile.

--Charmain Hebert, 39, Federal Avenue, Morgan City, was arrested at 4:08 p.m. Friday on charges of theft (less than $1,000) and access device fraud.

--Jarvis Granger, 39, Joseph St. Amelia, was arrested at 4:13 p.m. Friday on a charge of failure to appear to pay fine (6th Ward Morgan City Court).

--Andri Giroir, 53, La. 182, Morgan City, was arrested 11 a.m. Saturday on charges of improper lane usage and possession of marijuana (first offense). (Released on summons.)

--Carlos Lopez, 51, Federal Avenue, Morgan City, was arrested at 5:34 p.m. Saturday on charges of soliciting for prostitution, resisting an officer, simple battery, criminal trespass, unauthorized entry of an inhabited dwelling and disturbing the peace.

--Riley Lodrigue, 20, Elm Street, Morgan City, was arrested on 7:58 p.m. Saturday on charges of general speed and reckless operation. (Released on summons.)

--Jose Hernandez, 47, Victor II Boulevard, Morgan City, was arrested at 11:50 p.m. Saturday on charges of hit and run and no driver’s license.

--Nola Folse, 37, Egle Street, Morgan City, was arrested 8:56 p.m. Sunday on a charge of failure to appear to pay fine (6th Ward Morgan City Court).

--Gerald Jones, 50, Keith Street, Morgan City, arrested at 9:50 p.m. Sunday on a charge of remaining where forbidden.

--Lorenzo Ramirez-Medina, 21, Aucoin Street, Morgan City, was arrested at 3:20 p.m. Thursday on charges of carnal knowledge of a juvenile and indecent behavior with juveniles.

--Brelin Andorf, 27, Nevada Street, Morgan City, was arrested at 7:36 p.m. Thursday as a fugitive from 16th Judicial District Court.

--Immanuel Gary, 36, Orange Street, Morgan City, was arrested at 10:16 a.m. July 16 on a charge of failure to appear for trial (6th Ward Morgan City Court).

--Javien Colbert, 17, Martin Luther King Avenue, Patterson, was arrested at 1:26 p.m. July 16 on charges of aggravated battery and disturbing the peace.

--Nichole Jones, 40, Garber Street, Morgan City, was arrested at 8:36 p.m. July 16 on charge of possession of methamphetamine, possession of marijuana (first offense) and possession of drug paraphernalia.

--Thela Gonzales, 17, Chestnut Street, Morgan City, was arrested at 10 p.m. July 16 on a charge of disturbing the peace.

--Stephanie Manjarrez, 31, Belanger Street, Morgan City, was arrested at 8:23 p.m. July 16 on a charge of simple battery.

--Za'Lajah Henderson, 17, River Road, Berwick, was arrested at midnight July 16 on a charge of simple battery.

Chief Garrett Grogan reported these arrests:

--Vincent T. Businelle, 62, Shady Grove Drive, Patterson, was arrested at 5:25 p.m. Thursday on a charge of obscenity. Businelle is incarcerated at the Patterson PD Jail with no bond set.

--Wilbur J. Richard Jr., 41, South Murel, Morgan City, was arrested at 2:18 p.m. Friday on a charge of driving with license suspended or revoked. Richard is incarcerated at the Patterson PD Jail with bond set at $447.

--Walter D. Howard, 38, First Street, Patterson, was arrested at 9:02 a.m. Saturday on a Jeanerette Police Department warrant alleging failure to appear on a charge of exceeding maximum speed limit. Howard was transported to the Jeanerette Police Department.

--Quintin D. Douglas, 33, Tiffany Street, Patterson, was arrested at 11:13 a.m. Saturday on a Jeanerette Police Department warrant alleging failure to appear on a charge of exceeding maximum speed limit. Douglas was incarcerated at the Patterson PD Jail with no bond set.

--Jarvis D. Granger, 39, Joseph Street, Amelia, was arrested at 3:39 p.m. Saturday on charges of aggravated flight from an officer, resisting an officer, wrong way on a one-way, possession of marijuana, no insurance, no driver’s license, expired license plate, possession of Schedule I drugs and possession of Schedule II drugs.

Granger is incarcerated at the Patterson PD Jail with no bond set.

Berwick

Chief David Leonard Sr. reported these arrests:

--Jose Manuel Bibian, 20, Amelia, was arrested at 6:05 p.m. Thursday on St. Mary Parish Sheriff’s Office warrants alleging simple battery, false imprisonment and interfering with emergency communication.

--Blake Smith, 34, Patterson, was arrest at 11:10 a.m. Friday on charges of window tint and possession of marijuana (under 14 grams).

--Charmain Hebert, 24, Franklin, was arrest at 2:15 p.m. Friday on charges of possession of marijuana (under 14 grams) and possession of drug paraphernalia and was issued summons on those charges. Hebert was also arrested on Morgan City Police Department warrants alleging theft (less than $1,000) and access device fraud. Hebert was transported to the Morgan City Jail after being process.

Franklin

Chief Cedric Handy reported these arrests:

--Tate Foco, 19, Iberia Street, Franklin, was arrested at 2:56 p.m. July 16 with the assistance of the Lafayette Police Department on a warrant dated March 10 alleging home invasion, aggravated criminal damage to property, illegal use of weapons or dangerous instrumentalities and two counts of attempted first-degree murder.

Foco was also arrested on a warrant for 3rd Ward City Court alleging failure to appear on a charge of hit and run.

On March 8, the Franklin Police Department responded to calls of shots fired in the area of Iberia Street. Foco’s arrest stems from that investigation.

--Walter Baker Jr., 62, Bigler Street, Franklin, was arrested at 2:50 a.m. Sunday on a warrant for 16th Judicial District Court alleging failure to appear on a charge of criminal neglect of family. Baker was booked, processed and held on a $15,819.76 bond.

--Michael Arroyo-Jusino, 40, Bigler Street, Franklin, was arrested at 5:59 p.m. July 16 on charges of speeding and reckless operation. Arroyo-Jusino was booked, processed and released on a $643 bond.

--Brennan Comeaux, 32, of Highway 87, Franklin, was arrested at 8:55 July 16 on charges of when lighted lamps are required, driving while suspended, resisting an officer by giving false information and violation of protective order. Comeaux was booked, processed and held on a $6,250 bond.

--Tristen Trosclair, 18, Gates Drive, Franklin, was arrested at 11:07 p.m. July 16 on a charge of illegal possession of stolen firearms. Trosclair was booked, processed and held with no bond set at the time of press release.

Clifford Dean Journey, a native of Selma, AL and a proud resident of Berwick, was called to his heavenly home on Thursday, July 17, 2025 at the age of 93.
Clifford was a devoted Catholic whose faith guided every aspect of his life. A proud and active member of the Knights of Columbus, he served faithfully as a Eucharistic minister and devoted much of his time to visiting and caring for the homebound in his community. Known for his generous spirit and unwavering dedication, Clifford was a beloved figure in the Morgan City area, where he spent over 40 years as a manager for Texaco — a role he held with pride and passion throughout his entire career. His commitment to his work, his community, and his faith left a lasting impact on all who knew him. A proud veteran of the United States Army, Clifford honorably served his country during the Korean Conflict, exemplifying courage and patriotism both in and out of uniform.
Clifford is survived by his 6 children, Catherine Siracusa (Sammy), Celeste Journey (Karen Christiansen), Steve Journey (CynDee), Robert Journey (Julie, since passed), Susan Journey (Ray Villeneuve), and Laura Journey, and 7 grandchildren and 12 great-grandchildren.
He was preceded in death by his wife, Joan Darbonne Journey; his parents, Clifford Dean Journey Sr. and Bernadine Bryant Journey and one sister, Mary Evelyn Journey.
Funeral will be held on Wednesday July 23, 2025, at the St. Stephens Catholic Church, located at 3217 2nd St, Berwick, LA 70342. Wake will be held from 8:30 a.m. to 10 a.m. with a rosary being prayed at 9 a.m. in the Parish Hall, followed by the Mass of Christian Burial at 10 a.m. next door in the church. Burial will be at St. Joseph Mausoleum, located at 1011 1st St, Patterson, LA 70392. In lieu of flowers, the family suggests that memorials may be sent to St. Stephens Catholic Church.
Arrangements have been entrusted to Hargrave Funeral Home of Morgan City, Louisiana.

STERLING J. FRYOU SR.

Sterling Fryou Sr., 88, a resident of Amelia, died Friday, July 18, 2025.
He is survived by children, Charlene Patureau and Sterling Fryou Jr., both of Amelia and Terri Barrilleaux of Cumming, GA; seven grandchildren; 11 great-grandchildren; and siblings, Curtis Fryou, Judy Lacoste, Cleveland Fryou and Roy Fryou.
He was preceded in death by his wife, parents and 11 siblings.
Visitation will be Tuesday, 8:30 a.m.-noon, at St. Andrew Catholic Church in Amelia, with a mass at noon. Burial will follow in the church cemetery.
Hargrave Funeral Home is in charge of arrangements.
