The Board of Commissioners of the St. Mary Parish Recreation District #3 met in regular session on Monday, July 27, 2026, at 5:30 p.m. in the meeting room at the Bayou Vista Community Center.
Members Present: Brian Head – Chairman, Dr. Jeffery Fitter, Cody Fontenot, Jahnedrah Moore, Derek Stevens
Members Ab- sent: Eddie Gay, Chase Perry
Employees of the District Present: Mark Richard – Operations Manager, Angie Guillotte – Office Manager, Lori Marcantonio – Activities Director

Guests: Gwen Hidalgo – St. Mary Parish Council Chair
Mr. Head called the meeting to order at 5:30 p.m. Everyone present stood for the pledge of allegiance.
Mr. Head welcomed new members Jahnedrah Moore and Derek Stevens to the board and invited guest Gwen Hidalgo to address the board. Ms. Gwen stated her purpose in being there was to welcome new members. She directed them where to go with any legal needs and training. She informed the board that funds for the walking trail had been redirected elsewhere. A new game plan for the Sidewalk Project is needed.
The board re- viewed the minutes from the June monthly meeting. A motion to ap- prove the minutes was made by Mr. Fontenot. Dr. Fitter made a second to the motion. All members were in favor, and the motion carried.
Board members reviewed the accounts payable report and the monthly budget comparison report. A motion was made by Dr. Fitter to accept the report as is and pay the bills. Mr. Fontenot made a second to the motion. All members were in favor, and the motion carried.
Office Manager Angie gave the community center report. She updated the board on rental activities and the day-to-day operations of the community center. She raised a concern with Bayou Parish Sports League. The league does not want to rent the facilities on days with other events due to parking concerns. Ms. Angie will schedule a meeting with Mrs. Carlise Lightfoot.
Activities Director Lori gave the report on summer camp and the various scheduled activities. Summer camp is ending soon. New activities are scheduled for August.
Operations Manager Mark gave the manager/maintenance re- port. He updated the board on the various maintenance work being done by district employees at all district properties.
In new business, signature cards need to be updated to remove former Vice Chairman Lane Boudreaux, add new secretary Jessica Theriot, and add future Vice Chairman.
A motion was made by Dr. Fitter to update signature cards. A second motion was made by Mr. Fontenot. All members were in favor, and the motion carried.
A motion was made by Mr. Fontenot to table voting on a new Vice Chairman. Dr. Fitter made a second to the motion. All members were in favor, and the motion carried.
A motion was made by Mr. Stevens to table rental rate changes for large events. A second motion was made by Ms. Moore. All members were in favor, and the motion carried.
A motion was made by Mr. Stevens to table price changes on meeting room rates for small/training events. A second motion was made by Mr. Fontenot. All members were in favor, and the motion carried.
A clubhouse em- ployee was given a raise. A motion to approve the raise was made by Mr. Fontenot. A second to the motion was made by Dr. Fitter. All members were in favor, and the motion carried.
A maintenance worker was given a raise. A motion to approve the raise was made by Dr. Fitter to approve the raise. A second motion was made by Mr. Fontenot. All members were in favor, and the motion carried.
With no further business to discuss, a motion was made to adjourn by Dr. Fitter. A second motion was made by Mr. Fontenot. All members were in favor. The motion carried, and the meeting was adjourned.

NOTICE IS HEREBY GIVEN that the Morgan City Council (the “Governing Auth- ority”), acting as the governing authority of the Morgan City Hotel/Motel Corridor Economic Development District, State of Louisiana (the “District”), proposes to continue to levy a two percent (2%) hotel occupancy tax (the “Tax”) within the District pursuant to the authority of Part II, Chapter 27, Title 33 of the Louisiana Revised Statutes of 1950, as amended (La. R.S. 33:9038.31 through 9038.42, inclusive)(the “Act”). The proceeds of the Tax will continue to be deposited in a special trust fund to be used for the furtherance of economic development projects within the District, all pursuant to the authority of the Act.

In accordance with the laws of the State of Louisiana, and with particular reference to the provisions of Title 30 of Louisiana Revised Statutes of 1950, a public hearing will be held in the Hearing Room, 1st Floor, LaSalle Building, 617 North 3rd Street, Baton Rouge, Louisiana, at 9:00 a.m. on TUESDAY, OCTOBER 6, 2026, upon the application of MAGNA OPERATING, LLC.
At such hearing the Department of Conservation and Energy will consider evidence relative to the issuance of Orders pertaining to the following matters relating to the MA 7B-10 Zone, Reservoir A, in the Patterson Field, St. Mary Parish, Louisiana.
1. To establish rules and regulations governing the exploration for and production of gas and condensate from the MA 7B-10 Zone, Reservoir A.
2. To create a single drilling and production unit for this zone and to force pool and integrate all separately owned tracts, mineral leases and other property interests within the unit so created.
3. To designate Magna Operating, LLC as operator of the MA 7B-10 Zone, RA SUA.
4. To provide that any future wells drilled to the MA 7B-10 Zone, Reservoir A, should be located in accordance with the provisions of LAC 43:XIX.1901 et seq. (Statewide Order No. 29-E).
5. To provide that the Secretary of the Department of Conservation and Energy may reclassify the reservoir by supplemental order and without the necessity of a public hearing should such reclassification be warranted, based on evidence furnished to the Department of Conservation and Energy.
6. To consider such other matters as may be pertinent.
The MA 7B-10 Zone, Reservoir A is hereby defined as being that gas and condensate bearing zone encountered between the measured depths of 15,655’ and 16,480’ in the Watson Oil Corporation-Sun Oil Fee No. 1 Well, located in Section 63, Township 15 South, Range 11 East.
A plat is available for inspection in the Department of Conservation and Energy in Baton Rouge and Lafayette, Louisiana.

Sealed bids marked “Sealed Bid – Town of Berwick Natural Gas Distribution Infrastructure Safety and Modernization (NGDISM) LA FY23” will be re- ceived at the Town of Berwick Town Hall, 3225 3rd Street, Berwick, LA 70342. Electronic bids should be submitted to www.centralbidding.com.
The Scope of work for this project includes in- stalling new 2-inch MDPE Gas Lines along River Road and 4-inch MDPE Gas Lines in the North Berwick and Golden Farms Sub Divisions of the Town of Berwick. In result, this scope of work also includes abandoning the existing 2-inch PVC Gas Lines along River Road and abandoning the 2-inch and 4-inch PVC Gas Lines in the North Berwick and Golden Farms Sub Divisions; as well as replacing gas meters and risers and installing new gas valves in all three (3) areas of the total project. This project also includes the connection of the existing 4-inch PE Gas Lines to the Non-Active existing 4-inch PE Gas Lines along Thorguson Drive and Highway 182.
Bids shall be addressed to the Town of Berwick and delivered to the Town of Berwick Town Hall located at 3225 3rd Street, Berwick, LA 70342 or electronically submitted at www.centralbidding.com no later than 2:00 P.M. local time on October 6th, 2026.
