The Board of Commissioners of St. Mary Parish Water & Sewer Commission No. 1 met in regular session on Monday, August 2, 2023, and was held at the office in Amelia, Louisiana at 6:00 P. M.
The President, Carlo Gagliano, Jr. called the meeting to order.
The Office Manager performed a roll call, all commissioners were present.
Board members present: Kenneth Mire, Leroy Trim, Carla Gagliano, and Carlo Gagliano, Jr.
Absent: Oscar Toups
The Pledge of Allegiance was recited by all present.
Others Present: Brian Tabor, Larry Barras, and Jane Aucoin
Public Comment/Appearances: Andrew Gros and Ethyl Gros
Approval of minutes of the meetings held on July 5, 2023.
A motion was made by Kenneth Mire and seconded by Leroy Trim to approve and dispense with the reading of the minutes of the July 5, 2023, regular meeting. All voted aye. Motion carried.
Executive Session (if necessary): Discussion of pending litigation captioned “In the Matter of the Complaint for Exoneration from or Limitation of Liability of Deloach Marine Services, LLC, as Owner Pro-Hac Vice and Operator of M/V Miss Mollye D,” bearing Civil Action No. 3:22-cv-00416 in the United States District Court for the Middle District of Louisiana in- volving Deloach, LA DOTD and the Commission regarding the allision into the Bayou Ramos Bridge and the damaged water line.
Unfinished Business:
A. Discussion and action on removing sludge from the plant settling ponds.
Allowed for public comment: None
The Plant Manager informed the board that Joey Foret Construction was the lowest quote to remove the sludge from the plant settling ponds and was awarded the job.
New Business:
A. Discussion and any action on matters discussed in executive session.
Allowed for public comment: None
There was no discussion and action on the executive session.
Discussion and action to purchase a few Sensus meters.
Allowed for public comment: None
The Plant Manager made a request to purchase eight (8) Sensus meters.
A motion was made by Kenneth Mire and seconded by Carla Gagliano to approve the purchase of the eight (8) Sensus meters at a cost of $4,881.04. All voted aye. Motion carried.

Managers’ Re- port –
The Assistant Plant Manager discussed the progress of the plant upgrade.
The Office Manager updated the Board of receiving the paperwork on the reappointment of Leroy Trim and Oscar Toups as Commissioners.
Outstanding Bills
Allowed for public comment: None
A motion was made by Kenneth Mire and seconded by Carla Gagliano to approve the payment of the outstanding monthly bills. All voted aye. Motion carried.
Other Business allowed under Act 861

The President made a request to expand the agenda to allow Andrew Gros and Ethyl Gros to speak.
A motion was made by Leroy Trim and seconded by Kenneth Mire to allow Andrew Gros and Ethyl Gros to speak. All voted aye. Motion carried.
Andrew Gros discussed his concerns about the increase in the commercial water and sewer rates and asked if there could be a difference in rates concerning small business rates.
Ethyl Gros ex- pressed her gratitude for the help and support of the commission and asked if the board could reduce the rates on small businesses.
A motion was made by Leroy Trim and seconded by Kenneth Mire to adjourn the meeting at 6:53 P.M. All voted aye. Motion carried.

NOTICE OF PROPOSED BANK MERGER
Notice is given that application has been made to the Federal Deposit Insurance Corporation for its written consent to merge Heritage Bank of St. Tammany, 205 North Columbia Street, Covington, Louisiana 70433, with and into M C Bank & Trust Company, 1201 Brashear Avenue, Morgan City, Louisiana 70380.
