LOUISIANA DEPARTMENT OF THE TREASURY NOTICE OF NAMES OF PERSONS APPEARING TO BE OWNERS OF ABANDONED OR UNCLAIMED PROPERTY IN SAINT MARY PARISH
The names listed below have been reported to the Louisiana Department of the Treasury as being persons appearing to be the owners of unclaimed funds subject to the provisions of LSA-R.S. 9:151-182, Uniform Unclaimed Property Act. These funds have been presumed to be abandoned and taken into the protective custody of the Department of the Treasury. There is no deadline for claiming your money; however, you must provide proof of ownership before the funds will be released. A copy of photo identification will be required and other information that will positively identify the rightful owner may be needed. You may file a claim for this money and securely upload your documents online at www.latreasury.com. Information about the property and its return to the owner is available to a person having a legal or beneficial interest in the property by contacting the Unclaimed Property Division at 1-888-925-4127, Monday through Friday, from 10:00 a.m. to 3:00 p.m., or by writing to State Treasurer John M. The Board of Commissioners of St. Mary Parish Recreation Dist. No. 3, met on Monday, August 28, 2023, in the meeting room at the Bayou Vista Community Center, 5:30 p.m.
Members present: Brian Head- Chairman, Lane Boudreaux, Javon Charles, Dr. Jeffrey Fitter, Calvin Johnson, Rachel Kidder
Absent: Eddie Gay

The meeting was called to order and all stood for the pledge of allegiance.
Roll call verified all were present, except Eddie Gay.
There were no guests for the budget hearing.
The new office manager Angie Guillotte, was welcomed.
The agenda was amended to in- clude approval of the August 7th special meeting and discuss the office managers work hours, by motion from Lane Boudreaux. With a second from Dr. Fitter, and all in favor, motion carried.
Motion to ap- prove the minutes from the previous meeting was offer-ed by Dr. Fitter. With Rachel Kidder offering a second, and all in favor, motion carried.
Accounts payable was reviewed and approved by motion from Javon Charles, seconded by Dr. Fitter and approved by all. Motion carried.
Javon Charles offered a motion to approve the August 7th minutes of the special meeting. After Dr. Fitter offered a second, and all were in favor, motion carried.
The job description of the Activities Director was discussed. Mr. Head reminded the board that Calley currently works three, 8 hour days, for a total of 24 hours a week. The language was clarified to include 24 hours a week or additional hours, as needed, with approval of the chairman and board. Dr. Fitter made the motion to accept the changes. With a second from Calvin Johnson, and all in favor, motion carried.
Mark Richard informed the board that Miracle Equipment is clear to begin delivering and installing the new playground equipment beginning September 4, 2023. Noah’s Ark ran a family of 4, golf special, for $10.00. Since the temps were ex- tremely hot, it was agreed to extend the “golf for 4 special” for another month. The spray park has closed for the season. Everything in the concession stand has been disconnected from electricity. A request was made to have a large fan or mister installed at the Central Park Pavilion. Rentals remain steady with 1-gym, 1-meeting room, 3-spray park parties, 2-clubhouse birthday parties, 8-batting cage, 3-baseball field, 3-gym practices, 2-girl scouts, 5- gym walkers, 3-Fairview and 1 marquee rental.
Maintenance report: hole 13 bridge at Noah’s Ark repaired, shirts ordered (4 each) for outside employees, Agin Cajun cabinet in- stalled, water office A/C repaired, working on splash pad and soft surface, sprinkler heads at central park being run twice a day, due to drought, Southern Telecom checking out cameras at the shed and the receptacles in the dugouts being checked out. Brandon has been a big help with repairs.
The 2022-2023 budget was amended by motion from Javon Charles. After a second from Calvin Johnson, and all in favor, motion carried. The 2023-2024 budget was adopted, after re- view, by motion from Dr. Fitter. After a second from Lane Boudreaux, and all in favor, motion carried.
Election for the position of Vice Chairman was held. Dr. Fitter made the motion to appoint Lane Boudreaux. With a second from Javon Charles, and all in favor, motion carried.
Signature cards for the banks need to be updated to remove Jackie, whom is retiring, and add Angie Guillotte. The signees will be Brian Head, Lane Boudreaux, Calvin Johnson, Angie Guillotte and Monica Lestage. Dr. Fitter offered the motion for the changes. After a second from Rachel Kidder, and all in favor, motion carried.
After discovering that the proper bid forms and subsequent paper work were not submitted, the original awarding of the bid was re- scinded, and agreed to re-bid the project, by motion from Dr. Fitter. After a second from Lane Boudreaux, and all in favor, motion carried. For the capital outlay to be distributed, the St. Mary Parish Rec District No. 3 must enter into an Intergovernmental Agreement with the parish to receive the $200,000., State of Louisiana, capital outlay funds. A bid tabulation must be submitted to planning in Baton Rouge. After cancelled checks and verifying paperwork is submitted, reimbursement of the funds will be made. A certificate of completion must be submitted at the end of the project. Motion to enter into the agreement was offered by Javon Charles, seconded by Dr. Fitter, and approved by all. Motion carried.
Contract renewal for Dominique was discussed. Assistant DA, Eric Duplantis will be consulted. Motion to table until then was made by Javon Charles. With a second by Calvin Johnson, and all in favor, motion carried.
Immanuel Baptist School in- quired about use of the gym, but is no longer needed.
Employee health insurance was discussed. Mark is on his wife’s plan. There has been a price increase of $100. Blue Cross plans for Brandon was reviewed. Angie will be eligible in 90 days. Motion to pay the increase for Mark was approved by motion from Javon Charles, seconded by Calvin Johnson. After all were in favor, motion passed. It was ap- proved to pay the standardized plan for Brandon at a cost of $673., by motion from Javon Charles. After a second from Lane Boudreaux, and all in favor, motion passed. Angie will check into alternate plans before the group insurance is entered into.
After having part time office staff for quite some time, it was ap- proved for Angie to be in the office between the hours of 7 a.m. till 4 p.m., with an hour off for lunch, Monday through Friday. These new hours were approved by motion from Dr. Fitter, seconded by Rachel Kidder, and approved by all. Motion carried.

Chairman, Mr. Ed Smith opened the August 23rd, 2023, regular meeting with the roll call. Mr. Ed Smith, Mr. Matt Mayon, Mr. Gary Driskell, Mr. Garrett Grogan, and Mr. Justin Martin were in attendance. Mr. Jimmy Broussard and Mr. Scott Verret did not attend.
Mr. Mayon made a motion to dispense with the reading of and to accept the June 2023 minutes. Mr. Grogan seconded the motion. All members were in favor and the motion carried.
Public Comment: none
The income statement for June 2023 was $79,273.17. Mr. Mayon made a motion to accept the income statement. Mr. Martin seconded the motion. All members were in favor and the motion carried.
The expense statement for June 2023 was $107,749.46. Mr. Mayon made a motion to accept the expense statement. Mr. Grogan seconded the motion. All members were in favor and the motion carried.
The income statement for July 2023 was $112,091.70. Mr. Mayon made a motion to accept the income statement. Mr. Grogan seconded the motion. All members were in favor and the motion carried.

Director Up- dates:
Ms. Angeron informed members that she spoke with Mr. Blane Nave of Motorola regarding the issue with the T1 line outage at the Berwick site. Mr. Nave advised that the DAX unit for the T1 line is bad and needs to be replaced. The cost to purchase, configure, and install the equipment will be between $4k and $5k. After a brief discussion by members, Mr. Martin made a motion to approve the purchase using funds from the Fire Association Account. Mr. Grogan seconded the motion. All members were in favor and the motion carried.
There will be a GIS workshop on October 3rd, 4th, and 5th, 2023.
The CAD system installation is scheduled to begin on September 6th, 2023.
The Regional School Safety meeting is also scheduled to take place in New Iberia on September 6th and 7th.
General Discussion: Mr. Smith inquired as to whether Prepared Live is working as expected. Ms. Angeron advised that callers are reluctant to share video access to their phones. Members discussed using the 911 website or Facebook to inform/educate the public about how it works.
Adjournment: Mr. Mayon made a motion to adjourn the meeting. Mr. Grogan seconded the motion. All members were in favor and the motion carried.

The St. Mary Parish Council met as a Board of Review on this date with Chairman Gwendolyn L. Hidalgo presiding and the following members present: Rev. Craig A. Mathews, Rodney Olander, Leslie “Les” Rulf, Jr., Mark A. Duhon, Dean S. Adams, and Kristi Prejeant Rink, M.D. Absent were J Ina, Scott Ramsey, Patrick J. Hebert, and James W. Bennett, Jr.
The purpose of the Board of Re- view was to receive protests and complaints on values of property for assessment purposes in St. Mary Parish fixed by the Assessor of the Parish.
A letter was received from Mr. Longman, St. Mary Parish As- sessor certifying that the total assessment of the Parish of St. Mary for the year 2023 is $526,117,389 (five hundred twenty six million, one hundred seventeen thousand, three hundred eighty nine) ex- cluding the amount of Public Service.
Clerk of Council, Lisa C. Morgan stated that no written protest, verbal protests, or complaints were received by the Parish.
Mr. Adams mov-ed that the total assessment of the Parish of St. Mary for the year 2023 in the amount of $526,117,389 ex- cluding the amount of Public Service be accepted. Mr. Duhon seconded the motion which carried.

The St. Mary Parish Council met on this date in Regular Session with Chairperson Gwendolyn L. Hidalgo presiding and the following members present: Craig A. Mathews, J Ina, Rodney Olander, Leslie “Les” Rulf, Jr., Patrick J. Hebert, James W. Bennett, Jr., Mark A. Duhon, Dean S. Adams, and Kristi Prejeant Rink, M.D. Absent was Scott Ramsey.
The Invocation was pronounced by Mr. Olander and the Pledge of Allegiance was led by Mr. Rulf.
Mr. Olander moved that the reading of the Second Regular Meeting, August 23, 2023, be dispensed with and that the same be approved. Mr. Hebert seconded the motion, which carried.
Clerk of the Council, Lisa Morgan reminded guests that as per Ordinance No. 2254, they are allowed five (5) minutes to address the Council. She also informed that Josh Manning, South Central Planning Commission, will not be in attendance tonight as indicated on the agenda.
Timothy “Tim” LeBlanc appeared before the Council to announce his candidacy for St. Mary Parish President.
Jessica N. Randazzo appeared before the Council to announce the “Community Walk-A-Long” event that is scheduled on Friday, September 22, 2023 in Baldwin.
Ann Poole, St. Mary Re-entry Community Program, appeared before the Council to announce the “Unity in the Community Trash Bash” clean up day in Siracusaville to be held on Saturday, September 30, 2023. Mr. Duhon gave a $100 donation and stated that he will provide his equipment to help with the clean up.
Javon Charles appeared before the Council to an- nounce his candidacy for St. Mary Parish Single District No. 4.
Charles “But-chie” McKinley ap- peared before the Council to an- nounce his candidacy for St. Mary Parish Single District No. 5.
Peter Soprano appeared before the Council to discuss the 2023 Redistricting Ordinance No. 2325. Mr. Soprano’s concern is that the lines for Districts 9 and 10 were changed. Therefore, he could no longer qualify in District No. 10 and had to qualify in Single District No. 3. He expounded on Ordinance No. 2325, District No. 1, District No. 3, and District No. 11 changes.
Mr. Olander stated that Federal Law requires two (2) majority minority districts. He informed that District No. 1 had to obtain minority voters from District No. 3 to meet that requirement. He also stated that the Council told South Central Planning Commission not to move any district lines.
In response to Mr. Ina’s inquiry relative to why Mr. Soprano did not qualify in At Large District No. 9, Mr. Soprano stated that according to the map, he resides in District No. 10.
Mr. Duhon re- minded the Council that at that meeting, he re- quested to see the maps with the At Large Districts from Mr. Manning, South Central Planning, and was told that he did not bring it with him.
Several Council Members discussed meeting with Mr. Manning and also discussed South Central Planning’s fee for redistricting.
Mr. Bennett stated that this is a major mistake that was made by South Central Planning.
In response to Mr. Duhon’s inquiry relative to what demographer was used in the year 2000, Mr. Soprano stated that the Council chose to use Mike Hefner.
Dr. Rink stated that she did not read that section of the ordinance because there were multiple discussions with South Central Planning relative to not changing district lines. She further stated that redistricting should have been complete prior to qualifications and that her issue is that the corrections were supposed to be expedited but have not even been started.
Several Council Members discussed the unavailability of the original maps at that meeting and also discussed the other two (2) demo- graphers that ap- plied.
Peter Soprano appeared before the Council to discuss the Consolidation Ordinance No. 2151. He stated that some boards and commissions are paying the Parish to process their payroll and that he feels this is unnecessary but stated that it is being reviewed.
Due to the ab- sence of Josh Manning, South Central Planning Commission, Terri Foulcard, Registrar of Voter is not in attendance.
Clarence Clark, Fire Chief, Fire Protection District No. 11, appeared before the Council to discuss Ordinance No. 2151 concerning the ac- counting and human resource services for Boards and Commissions. He expounded on issues, concerns, Parish services and cost, raises, and required state regulations. Mr. Adams stated that he has been receiving phone calls from boards concerning some concerns and stated that payroll should be done in it’s entirety by one entity.
Rev. Mathews requested to move up Item 16F, “Discussion and action relative to Ordinance Nos. 2151 and No. 2167 concerning the ac- counting and human resource services for Boards and Commissions.”
Rev. Mathews stated that Ordinance No. 2151 was designed to assist those boards and commissions that were struggling. He stated the Government oversite is necessary to fulfill re- quired business functions and recommended creating a task force to review and modify the ordinance.
Chief Administrative Officer, Jean Paul Bourg, stated that some boards and commissions need assistance and some do not. He also stated that discussion can be had relative to whether some boards want to process their own payroll or if they feel they still need assistance.
Parish President David Hanagriff informed that the ordinance states the Council gave the authority for status implementation to the Chief Administrative Officer and that discussions need to be had with Mr. Bourg.
In response to Dr. Rink’s inquiry, Mr. Bourg stated that currently the Parish processes payroll for Water & Sewer Commission No. 3, Fire Protection District No. 11, Consolidated Gravity Drainage District 2A, Wax Lake East, Gravity Sub- Drainage District No. 1 of Drainage District No. 2, and Water & Sewer Commission No. 5.
Dr. Rink stated that the majority of those boards did not need assistance. She stated that the Parish’s fee is more than what it cost them to do it in house and it requires extra time to prepare payroll to submit to the Parish. She suggested that if the Parish is processing payroll, they should do it in its entirety, not just a portion of it.
Rev. Mathews stated that some language in the ordinance needs to be reviewed and consideration needs to be had relative to various functions that are not identified in the ordinance and that an agreement needs to be had relative to delegated responsibilities.
Corrie Uze, St. Mary Parish Junior 4-H Sports Coordinator, ap- peared before the Council and ex- pounded on the pre-application funding request to help with needed equipment.
Mr. Adams re- quested to move up Item 16D, “St. Mary Parish 4-H Shooting Sports has submitted their Pre-Application requesting funds for Program Year 2023. Funding Request $6,000.00.”
Per Mr. Olan-der’s inquiry relative to St. Mary Parish School Board’s contribution to funding, Mrs. Uze stated that she has not contacted the School Board.
Mr. Adams re- ferred this item to the Budget Fin-ance Committee. Budget Finance Committee Chairman, Rev. Mat-hews explained the process.
Mr. Rulf inform-ed that the Council on Aging is selling Jambalaya Dinners for $10 a plate on September 16, 2023 at 909 First Street in Patterson.
EXECUTIVE SESSION
Go into Executive Session on at least two different issues, pursuant to the provisions of the Louisiana Open Meetings Law, R.S. 42:17, that in pertinent part, reads as follows:

Rev. Mathews moved that the following Resolution be adopted to allow the Council enter into a contract with a litigation firm to pursue litigation relative to contamination from lead wrapped cables, as discussed in Executive Session. Mr. Ina seconded the motion, which carried. Mr. Hebert voted no.

Chief Administrative Officer, Jean Paul Bourg, submitted his report for a three (3) week period ending September 13, 2023.
In response to Mr. Ina’s inquiry relative to the sign installation at the Willie J. Peters Fire Sub-Station in St. Joseph, Mr. Bourg informed that the sign is currently being made.

In response to Mr. Duhon’s inquiry relative to Duhon Bypass Road in Amelia, Mr. Bourg stated that the joints need to be sealed and striping needs to be completed. Mr. Duhon thank-ed Mr. Bourg, President Hanagriff, and former CAO Henry “Bo” LaGrange for making this a success.
Per Mrs. Hidalgo’s inquiry relative to the siderail that was recently hit on Mercury Street in Bayou Vista, Mr. Bourg informed that a police report has been obtained and the pipe has been ordered for repair.

C. Discussion and action relative to receiving quotes on bear cans for residents in the unincorporated areas from Pelican Waste and Debris. (Dr. Rink)
Dr. Rink ex- pounded on bear issues in the residential areas of Bayou Vista.
Mr. Bourg stated that this is a large area and the bear resistant cans are very expensive. He asked Kuchonni Lewis, Northwest District Manager for Pelican Waste & Debris and Steve Gibson, Commercial Su- pervisor, to give information on the proposed cost to replace regular garbage cans with bear resistant cans in this area.
Ms. Lewis ex- plained that the Bayou Vista area has about 2,500 garbage customers and currently uses two fully automated garbage trucks. These trucks would have to be replaced with semi-automated trucks that have a helper/hopper on the back. She informed that each truck would cost approximately $300,000 to $350,000 and the cost of the cans is over $300 per can. Therefore, the total approximate cost to place bear cans and replace the two trucks in that area is over half a million dollars.
Per Mr. Ina’s inquiry, Ms. Lewis stated that if the cost of the can is passed on to the consumer, they would pay approximately $25 per month. Ms. Lewis suggested that they can educate customers on DIY remedies by calling her at 985-291-1605 or emailing her at klewis@pelicanwaste.net.
Mr. Bourg also stated that Pelican is researching later service times for those customers to place their cans at the road later in the morning instead of the night before.

Rev. Mathews moved that funds from Wards 1, 2, 3, 4, 7, & 10 3/10% Sales Tax Fund in the amount of $18,000 be allocated to Recreation District No. 5 relative to a Master Plan. Mr. Ina seconded the motion, which carried.
Rev. Mathews stated that this allocation was made in 2001. However, the master plan was in- complete at that time and the funds were not used.

Mr. Duhon in- formed that he was approached by a constable in Amelia. He stated that other parishes use a program that allows the constables and the justice of the peace to enforce the liter laws in each ward. Mr. Duhon stated that he is talking with the Lieutenant Governor’s liaison to allow the constables and the justice of the peace to enforce it here in their wards.
After discussion, Mr. Duhon stated that he will contact the Lieutenant Governor’s liaison, the constables and the justice of the peace, and other Parishes to review their ordinance. He in- formed that he has spoken with the Sheriff and that he is in support of this.

of 5.47% and pur-
suant to the RSP’s
cost of service
sharing mecha-
nism, the EROE
requires a rate
adjustment by
CNP. It is estimat-
ed that the re-
quested net rate
increase will have
the following effect
on average month-
ly bills: a Residen-
tial customer
using 27 CCF will
increase $2.41;
and a Small Com-
mercial-Firm Ser-
vice customer
using 151 CCF will
increase $13.41.
