The Board of Commissioners of St. Mary Parish Water & Sewer Commission No. 1 met in regular session on Wednesday, April 3, 2024, and was held at the office in Amelia, Louisiana at 6:00 P. M.
The President, Carlo Gagliano, Jr. called the meeting to order.
The Office Manager performed a roll call, all commissioners were present.
Board members present: Kenneth Mire, Leroy Trim, Oscar Toups, Carla Gagliano and Carlo Gagliano, Jr.
Absent: None
The Pledge of Allegiance was recited by all present.

Approval of minutes of the meeting held on March 6, 2024.
A motion was made by Leroy Trim and seconded by Kenneth Mire to approve and dispense with the reading of the minutes of the March 6, 2024, regular meeting. All voted aye. Motion carried.
Executive Session (if necessary): Discussion of pending litigation captioned “In the Matter of the Complaint for Exoneration from or Limitation of Liability of Deloach Marine Services, LLC, as Owner Pro-Hac Vice and Operator of M/V Miss Mollye D,” bearing Civil Action No. 3:22-cv-00416 in the United States District Court for the Middle District of Louisiana in- volving Deloach, LA DOTD and the Commission regarding the allision into the Bayou Ramos Bridge and the damaged water line.
Unfinished Business:
A. Discussion and action on notifying customers by text for district’s alerts and emergencies.

B. Discussion and action on the proposed 2024 budget.

The Plant Manager reviewed the proposed 2024 budget with the board.
A motion was made by Leroy Trim and seconded by Carla Gagliano to approve and accept the proposed 2024 budget as presented. All voted aye. Motion carried.
New Business:
A. Discussion and any action on matters discussed in executive session.

There was no discussion concerning the executive session.
B. Discussion and any action on renewal for National Union & Fire Insurance/Stiel Insurance Service for the 2024-2025 period.
Allowed for public comment: None
A discussion followed concerning the renewal for National Union and Fire Insurance/Stiel Insurance Service for the period of 2024-2025.
A motion was made by Carla Gagliano and seconded by Oscar Toups to approve the renewal of the insurance period of 2024-2025. All voted aye. Motion carried.
C. Discussion and action on plant operator acquiring water plant licenses.
Allowed for public comment: None
The Assistant Plant Manager made the board aware of a plant operator completing two (2) licenses by attending and passing the testing.
It was recommended that the employee receive an increase of 32 cents per license at an increase of $.64.
D. Discussion and action on uniforms.
Allowed for public comment: None
The Plant Manager reviewed the prices of uniforms from three different companies. A discussion followed.
A motion was made by Kenneth Mire and seconded by Oscar Toups to table this matter until the next meeting until more information is re- ceived. All voted aye. Motion carried.
E. Discussion and action on water and sewer deposit rates.
Allowed for public comment: None
There was a re- quest by the Office Manager to in- crease the water and sewer deposit rates to a rate of $250.00 per deposit. A discussion followed.
A motion was made by Kenneth Mire and seconded by Carla Gagliano to approve the increase in the water and sewer deposits effective April 4, 2024. All voted aye. Motion carried.
F. Discussion and action on our QuickBooks program.

An Ordinance establishing the Personnel Policies for St. Mary Parish Government.
WHEREAS, the St. Mary Parish Personnel Department maintains the St. Mary Parish Government Personnel Policies developed in accordance with the St. Mary Parish Home Rule Charter Section 4-08(C); and
WHEREAS, Section 4-08(C) of the St. Mary Parish Home Rule Charter provides that the St. Mary Parish Personnel Policies be presented to the council for adoption; and
WHEREAS, a committee was made up of directors and employees to review current polices, make revisions, and propose a new manual that focuses on re- taining dedicated employees and competitively at- tracting and re- cruiting potential new employees; and
WHEREAS, after several months of meeting and reviewing the policies, the committee presented the proposed manual to Administration; and
WHEREAS, Ad- ministration concurs with the recommendations of the committee and desires to adopt the proposed manual titled “St. Mary Parish Government Personnel Policies, Version 2.0” as the St. Mary Parish Personnel Policies in accordance with the St. Mary Parish Home Rule Charter Section 4-08(C); and
NOW, THEREFORE, BE IT ORDAINED by the St. Mary Parish Council, on behalf of the St. Mary Parish Government, that the proposed manual titled “St. Mary Parish Government Personnel Policies, Version 2.0” be adopted as the St. Mary Parish Government Personnel Policies.
If any work, clause, phrase, section, or other portion of this ordinance shall be declared null, void, invalid, illegal, or unconstitutional, the remaining words, clauses, phrases, sections, and other portions of this ordinance shall remain in full force and ef- fect, the provisions of this ordinance hereby being de- clared to be severable.
This ordinance shall become effective upon adoption. All ordinances or parts of ordinances in conflict herewith are hereby repealed.

The Mayor and City Council of Morgan City, Louisiana, met at 6:00 pm (local time) in regular session, this date, in the City Court Building, Highway 182 East, Morgan City, Louisiana.
There were present: Honorable Lee Dragna, Mayor; and Council Members Ron Bias, Steve Domangue, Tim Hymel, and Louis J. Tamporello, Jr.
Absent: None
Also present were Mr. Charlie Solar, Jr., Chief Administrative Officer and Mr. Paul Landry, City Attorney.
The invocation was given by Reverend Joy Co- meaux.
The first matter on the agenda was to appoint an interim council member to replace Mr. Mark Stephens, who had resigned, whereupon,
Pastor Bias offered the following Resolution, who moved for its adoption.
RESOLUTION
NO. R: 24-10
WHEREAS, Council member Mark Stephens, representing District 2, submitted his resignation effective April 22, 2024, at midnight, and
WHEREAS, the constitution, laws of the State of Louisiana, and the charter of the City of Morgan City provide that such a vacancy shall be filled through appointment by a majority of the remaining members of the council until the office is filled by the vote of the qualified electors voting in an election called by the council for that purpose, and
WHEREAS, the constitution, laws of the State of Louisiana, and the charter of the City of Morgan City provide that the council shall issue a proclamation ordering the election to fill the vacancy in accordance with state law, and
WHEREAS, an election is scheduled for a November 5, 2024 primary election and December 7, 2024 general election with qualifying dates being July 17, 2024 – July 19, 2024.
NOW THEREFORE BE IT RESOLVED, by the City Council, the governing authority of the City of Morgan City, that Mrs. Bonnie Leonard is hereby appointed to serve on the Morgan City Council as the District 2 representative until the office is filled by the vote of the qualified electors voting in an election called by the council for that purpose and
IT IS FURTHER RESOLVED, by the City Council, the governing authority of the City of Morgan City, that the election to fill the vacancy for the City Council District 2 representative shall be scheduled for a November 5, 2024 primary election and December, 7, 2024 general election with qualifying dates being July 17 - July 19, 2024.

There was no Positive Image recipient for the month of April.
Pastor Bias invited all mothers to the 100 Black Men Mother’s Day Initiative on Saturday, May 11 at 10 AM at Lawrence Park. If it rained, the venue would be changed to the area under the elevated portion of US Hwy. 90. There would be free BBQ served.
Police Chief Chad Adams introduced the new K-9 Officer Ataleigh Braud and stated that she was the first female K-9 Office at Morgan City Police Department. He recognized her hard work and dedication to the training that she completed to become a K-9 handler. He recognized Captain John Schaff for 25 years of service to the Department; and Sergeant Matthew Strickland and Officer Jobe Gagliano for 10 years of service to the Department. He then recognized the promotions of Richard Briscoe to Lieutenant and Zeke Sampey to Sergeant. He thanked them all for their dedication to the department.
Mrs. Beverly Domengeaux gave her annual report for the St. Mary Council on Aging. She stated that she was currently having trouble finding people to work for her and was also looking for a larger place with a kitchen to operate out of.
The minutes of the March 26, 2024 meeting were submitted. There being no corrections, additions, or deletions, a motion to approve the minutes was made by Mrs. Leonard, seconded by Pastor Bias, and voted unanimously in favor.

RE: Comments related to summary of revenues and expenses compared to budget for the period ended March 31, 2024.
Attached is a summary that compares our actual revenues and expenses to our operational budget for our major funds subject to budgetary control for the period ending March 31, 2024. The following comments are related thereto:
General and Ancillary Funds: Actual total revenues are now under budget by $93,694. In General Fund, sales taxes are under budget by $47,093. Operating expenses are under budget by $274,841. The net loss of $1,130,240 is a favorable variance of $181,147 as compared to the adopted budget.
Utility Fund: Actual revenues are slightly over budget by $38,488. The operational expenses are un- der budget by $618,239. The net income, after transfers, of $1,102,376 creates a favorable variance compared to the budget of $685,788.
Sanitation and Sewer Fund: The operating revenues are $48,472 over budget, with total operating expenses under budget by $64,683. The net income, after transfers, of $203,169 leaves another favorable variance of $128,503.

The next matter on the agenda was the Planning & Zoning Committee Recommendations. Mr. Hymel stated that both he and Councilman Tamporello attended the meeting. Mr. Be- ranek requested to change the zoning of his land near Park Road to residential to allow him to put a mobile home park on the property. The Planning & Zoning Committee voted to approve the change (copy on file). Mr. Tamporello advised that Mr. Beranek planned to have a full-time property manager on site as well as some small garages for the residents to store bicycles, lawnmowers, and other small equipment. Mr. Don Luc, a resident of Park Road, asked the Council to consider the problems with water that Park Road has had, and this new development would drain onto Park Road. He stated that the City would make no money from electric bills be- cause that area was serviced by SLECA. Mayor Dragna pointed out that they would still have income from water, sewer, gas, and sanitation services. Councilman Domangue suggested that the matter be brought up at the May Council meeting with a representative from the Planning & Zoning De- partment in attendance. A motion to table the topic until the May meeting was made by Mr. Tamporello, seconded by Pastor Bias, and voted unanimously in favor.
The next matter on the agenda was the surplus equipment; whereupon,

Mayor Dragna stated that the Police Department wanted to donate eight body cams that had been declared surplus to the Town of Baldwin and a Cooperative Endeavor Agreement was needed; whereupon,
Mr. Hymel offer-ed the following Resolution, who moved for its adoption.
RESOLUTION
NO. R: 24-12
WHEREAS, the City of Morgan City and the Town of Baldwin are governmental en- tities authorized to enter into cooperative endeavor agreements pursuant to La. Const. Art. VI, Sec. 20 and Art. VII, Sec. 14 (c); and
WHEREAS, the City has declared eight Safety Vision Primafacie 32G body camera units and one Primafacie Docking Station surplus; and
WHEREAS, the Town of Baldwin Police Department is in need of the body cams and docking station.
NOW THEREFORE IT BE RE- SOLVED, by the City Council, the governing authority of the City of Morgan City, Louisiana that the Mayor be, and he is hereby authorized and empowered to execute a cooperative en- deavor agreement between the City of Morgan City and the Town of Baldwin for the donation of 8 body cams and docking station.

The Mayor and City Council of Morgan City, Louisiana, met at 4:30 pm in special session, this date, in the Conference Room, 512 First Street, Morgan City, Louisiana.
There were present: Honorable Lee Dragna, Mayor; and Council Members Ron Bias, Steve Domangue, Tim Hymel, and Louis J. Tamporello, Jr.
Absent: Mark Stephens
Also present was Mr. Charlie Solar, Jr., Chief Administrative Officer, Bonnie Leonard, and Kevin Chauvin, Lake End Park Manager.
The public notice, posted on the principal front door of the meeting place was read (copy on file).
Pastor Bias gave the invocation.
Mayor Dragna stated that there had been a problem with the resignation of Councilman Mark Stephens, and until the Secretary of State received a notarized resignation letter, he was still a councilman. He stated that the resolution appointing Mrs. Bonnie Leonard as his re- placement would need to be rescinded and a new resolution would be adopted after notification from the Secretary of State; whereupon,
Pastor Bias offered the following Resolution, who moved for its adoption.
RESOLUTION
NO. R:24-13
WHEREAS, by Resolution R:24-10 dated April 23, 2024, Mrs. Bonnie Leonard was ap- pointed to fill the council vacancy left by the resignation of Mark Stephens, effective April 22, 2024; and
WHEREAS, after notifying the Secretary of State, it was determined that until their office received an official, notarized resignation letter from Mr. Stephens, he was still considered an active member of the Morgan City Council; and
WHEREAS, the City will be notified by the Secretary of State as to when the interim appointment to replace Mr. Stephens could be made.
NOW THEREFORE BE IT RE- SOLVED, by the City Council, the governing authority of the City of Morgan City, that Resolution R:24-13 be and the same is hereby rescinded.
