RE: TTHM 2nd Quarter Violation 2026
Patterson Water Customers:
The Patterson Water System is currently in violation of the maximum contaminant level (MCL) for total trihalomethanes as set forth by the State [Part XII of the Louisiana State Sanitary Code (LAC 51:XII)] and the Federal Primary Drinking Water Regulations (40 CFR Part 141).
The United States Environmental Protection Agency (EPA) and the. Louisiana De- partment of Health (LDH) set drinking water standards and requires the disinfection of drinking water. Where disinfection is used in the treatment of drinking water, disinfectants combine with naturally occurring organic and inorganic matter present in water to form chemicals called disinfection byproducts (DBPs). EPA and LDH set standards for controlling the levels of disinfectants and DBPs in drinking water, including trihalomethanes (THMs) and haloacetic acids (HAAs). Some people who drink water containing THMs in excess of the MCL over many years may experience problems with their liver, kidneys, or central nervous system, and may have an increased risk of getting cancer.
In December I998, EPA set enforceable drinking water standards for TTHMs at 80 parts per billion (ppb) and for HAA5 at 60 parts per billion (ppb) to reduce the risk of cancer or other adverse health effects. Compliance with the ITHMs and HAA5 standard for public water systems serving less than 10,000 individuals initially became effective and en- forceable on January 1, 2004. Compliance with the TTHMs standard is determined by calculating a locational running annual average (LRAA) of quarterly TTHMs sample results. Compliance calculations performed for the second quarter of 2026 show that the system’s current TTHMs LRAAs are 88 ppb at DBP - 01 - 729 Kem St. and 84 ppb at DBP03 - 508 Taft St; Thus, the system is currently in violation of the TTHMs standard.
Please share this information with all the other people who drink this water, especially those who may not have received this notice directly (for example, people in apartments, nursing homes, schools, and businesses). You can do this by posting this notice in a public place or distributing copies by hand or mail.
THIS IS NOT AN EMERGENCY. If it had been, you would have been notified immediately. EPA and LDH do not consider this violation to have any serious adverse health effects on human health as a result of short-term exposure; however, continued long-term ex- posure to TTHMs and HAAS levels above the standard (e.g., 20 years of exposure) has the potential to have serious ad- verse effects on human health.
We apologize for any misunderstanding you may have with the water. Rest assured the water is still safe to drink. If this had been an emergency you would have been notified within 24 hours. We are working on solutions to correct the problems. Thank you for your patience as we move forward on this matter.

Regular Meeting

Ms. Dural made a motion to accept the minutes from the April regular meeting, second by Mr. Hicks. All were in favor. Motion carried.
The March treasurer’s reports for the Amelia and Morgan City/Siracusaville areas were presented. Mr. Boykin made a motion to approve the treasurer’s reports, second by Ms. Dural.
All were in favor, motion carried.
New Business: A motion for a resolution to allow the Chairman to sign an IGA with CPRA, the Levee District and the Parish was made by Ms. Dural. Second by Mr. Boykin. A roll call vote was taken. Mr. Boykin, Mr. Hicks, Mr. Patureau, Mr. Rappmundt and Ms. Dural were all “yeas”. There were no “nays” and no absentees. Motion carried. A motion to proceed with installation, up- grade and operation of Emerson SCADA system at $40,000 and $300/month to monitor was made by Mr. Boykin. Second by Ms. Dural. All were in favor. Motion carried. A motion to get information and scope of work and prices to clean out the ditch along Hwy. 182 in front of Bronco in order for the state to clean the culvert and also get prices on cleaning ditches around Inglewood Industrial Park was made by Mr. Boykin, second by Ms. Nelda. All were in favor. Motion carried.
Old Business: Mr. Hicks is going to set up a meeting with Miller Engineers about moving forward with generators for the Amelia area pumps. Maintenance issues at Stations 1, 6, and 7. Mr. Rappmundt told the board that the Emergency/Operation Procedures are still in the outline stage at this time. Mr. Rappmundt also told the board the audit is done and there would be a report presented at the meeting in June.

A motion was made by Mrs. Chaisson and seconded by Mr. Abshire to approve the Treasurer’s Report from April 2026. All were in favor. Motion carried.
New Business: A motion to adopt the 2026 maintenance millage at 9.93 mills was made by Mrs. Chaisson and seconded by Mr. Singleton. A roll call vote was had. Mr. Abshire, Mrs. Chaisson, Mr. Young, Mr. Foret, and Mr. Singleton all voted “yea”. There were no nays and no absentees. The motion passed.

A motion was made to pay the fire department bills by Mr. Young and 2nd by Mrs. Chaisson. All in favor. Motion carried.
