SCOPE OF WORK: The scope of work for this Pump Equipment Installation and Construction Project for the St. Mary Levee District in- cludes but is not limited to installation of a limestone access road, electrical equipment yard and electrical utility deck including installing steel H-piles and concrete pile caps, installing concrete pile caps under the discharge piping, performing demolition and modifications within an existing pump station building to house the variable frequency drives and controls, in- stallation of pumps, discharge piping, dresser couplings and siphon breakers, motors, formed suction intake, level transducers, variable frequency drives, pump controllers, automatic transfer switches, switch boards, HVAC systems, electrical gear, generators, transformers, cables and conduits and all appurtenances and performing all connections and hookups necessary for providing fully operational pumping systems for pumps number five, six, seven and eight as further detailed in the enclosed technical specifications.
Bid forms are available from the Engineer and will not be issued later than 24 hours prior to the time set for opening the bids. Each bid shall include a proposal guaranty in an amount not less than specified above.
The contract will be awarded to the lowest responsible bidder without discrimination on grounds of race, color, sex or national origin. Disadvantaged businesses will be afforded full opportunity to submit bids.
Plans and specifications may be seen at the Engineer’s office. Plans may be obtained from the Engineer upon payment of $75.00. In accordance with R.S. 38:2212 (D), deposits on the first set of documents furnished bona fide prime bidders will be fully refunded upon return of the documents, deposits on any additional sets will be refunded less the actual costs of re- production. Re- funds will be made upon return of the documents if within ten days after receipt of bids.

A Non-Mandatory Pre-Bid meeting will be held on Tuesday, June 30, 2026, at 10:00 A.M. at the St. Mary Levee District Office, located at 7327 Hwy 182 E, Morgan City, LA. Site inspection trips for perspective Bidders are to be arranged through the office of the Engineer.
The award of a contract, if awarded, will be made to the lowest qualified bidder whose proposal complies with all requirements prescribed within 45 calendar days after opening proposals. However, when the contract is to be financed by bonds which are required to be sold after receipts of bids, or when the contract is to be financed in whole or part by federal or other funds not available at the time bids are received, the time will not start until receipt of federal and/or state concurrence or concurrence of the other funding source. Award will be within 30 calendar days after the sale of bonds or receipt of concurrence in award from federal and/or state agency or other funding source. The successful bidder will be notified by letter mailed to the address shown in the proposal that the bidder is awarded the contract.
On projects in- volving State funds the award of contract will also be contingent upon concurrence by the appropriate State agency, the Coastal Protection and Restoration Auth- ority (CPRA).

PUBLIC NOTICE
Seismic Public Meeting Notice
To the Citizens and Landowners of St. Mary Parish, Louisiana.
Echo Ocean Science LLC will be conducting seismic activity within the waters of West Cote Blanche Bay. The activity area is located 5 miles southeast of the Port of West St. Mary and 11.5 miles southwest of Franklin, LA. A seismic energy source will be de- ployed from a survey vessel at two fixed locations within the activity area. The energy source used will be a compressed air source deployed to a depth of 3 ft below the water surface. This energy source will be activated repeatedly at each of the two locations during the survey. Seismic receiver instruments will be deployed within the boreholes of existing oil wells with the activity area. There will not be any seismic receiver instruments, cables, or ropes deployed on the seafloor as part of this project.
The survey will begin on approximately 1 August, 2026 and last until approximately 14 August, 2026.
To provide the public with additional information regarding the seismic survey, Echo Ocean Science LLC and LDWF will hold a public meeting at 6:00 pm on 14 July, 2026. The meeting will be held at Council Room in City Hall at 300 Iberia Street, in Franklin, LA 70538.

The Board of Commissioners of the St. Mary Parish Recreation District #3 met in regular session on Monday, May 18, 2026, at 5:30 p.m. in the meeting room at the Bayou Vista Community Center.
Members Present: Brian Head – Chairman, Dr. Jeffery Fitter, Calvin Johnson, Eddie Gay, Chase Perry
Members Ab- sent: Lane Boudreaux – Vice Chairman, Cody Fontenot
Employees of the District Present: Angie Guillotte – Office Manager, Mark Richard – Operations Manager, Lori Marcantonio – Activities Director
Secretary: Dianna Bourgeois was Absent
Mr. Head called the meeting to order at 5:30 p.m. Everyone present stood for the pledge of allegiance.
Board members reviewed the minutes of the April meeting. Dr. Fitter motioned to accept the minutes as written. Mr. Perry made a second to the motion. All were in favor and the motion carried.
Board members reviewed the accounts payable report and the monthly budget comparison report. Mr. Gay made a motion to accept the report as is and pay the bills. Dr. Fitter made a second to the motion. All were in favor and the motion carried.
Operations Manager, Mark Richard, gave the manager/maintenance report. He updated the board on the maintenance work being done by district employees at all district properties.
Office Manager, Angie Guilliot, gave the community center report. She updated the board on rentals and the day-to-day operations of the community center. Activity Director, Lori Marcantonio, gave the activity report.
In old business, Mr. Head informed the board that its’ annual milage was due for readoption. After discussion the board decided to set 6.32% for maintenance fund and 3% for the bond fund. A motion to accept this was made by Dr. Fitter with a second from Mr. Perry. All were in favor and the motion carried.
No new information was obtain from Mac Carnival. A motion to table the discussion was made Mr. Gay and a second from Mr. Johnson. All were in favor and the motion carried.
The board revisited background checks on current and potential em- ployees from the April 2026 meeting. The center will obtain background checks on current employees. Mrs. Guillotte presented the board with information and pricing from DISA. She stated she is familiar with this company and would recommend using them for background checks. Mr. Gay said that law en- forcement uses NCIC. He will check with NCIC to see if they perform background checks for businesses or if it is for law enforcement only. The board’s discussion was that if NCIC can be used, the center will utilize them for background checks. If not, then the center will use DISA for background checks. A motion was made by Mr. Gay and a second by Mr. Perry. All were in favor and the motion carried.
In new business, Mrs. Guillotte and Ms. Marcantonio presented the board with pricing for light bars for the skating activity. The cost of the $1600.00. A motion was made to purchase the light bars by Mr. Johnson and a second by Dr. Fitter. All were in favor and the motion carried.
After discussion about hiring a weekend, part-time employee for Central Park. Hours would be Saturday and Sunday at 8am until close with an hour lunch. A motion was made by Mr. Perry to hire a weekend worker. A second was made by Mr. Johnson. All were favor and the motion carried.
Medical bills for Mr. Justin Wiggins’ was presented to the board. These bills come from an incident when he stepped in a hole on the property by Belleview St. and cut his foot open. The bills total $1,243.00. All were in favor to pay the medical bills out of the general fund.
Ms. Marcantonio presented to the board that Mrs. Pam Duplantis asked to have the summer off from teaching line dancing. Ms. Marcantonio referred Mrs. Fran Rachal to take Mrs. Duplantis’ place during the summer months and if the board would consider paying Mrs. Rachal. Mr. Johnson motioned to pay Mrs. Rachal what Mrs. Duplantis is paid. A second by Mr. Perry. All were in favor and the motion carried.
With no further business to discuss, a motion to adjourn was made by Mr. Boudreaux. A second was made by Mr. Gay. All were in favor. The motion carried and the meeting was adjourned.

PUBLIC NOTICE (RATE CASE)
NOTICE is hereby given, pursuant to Article IV, Section 21 (D) (1) of the Louisiana Constitution, that Cleco Power LLC (“Cleco Power”), an electric public utility supplying retail electric service to approximately 298,000 customers in twenty-four parishes in the State of Louisiana through its retail business, has filed with the Louisiana Public Service Commission (the “LPSC”) an Application for: (1) Implementation of Changes in Rates to be Effective July 1, 2027; (2) New 2027 Formula Rate Plan; and (3) Expedited Treatment. The twenty-four parishes through which Cleco Power’s service area extends are: Acadia, Allen, Avoyelles, Beauregard, Calcasieu, Catahoula, Desoto, Evangeline, Grant, Iberia, Jefferson Davis, Lasalle, Natchitoches, Rapides, Red River, Sabine, St. Landry, St. Martin, St. Mary, St. Tammany, Tangipahoa, Vermilion, Vernon, and Washington.
The proposed rate change will affect all parishes served by Cleco Power. The proposed rate change is sought primarily due to increased operating costs and significant investments in utility plant infrastructure, which are necessary to support system improvements and the growth of Cleco Power’s service area.
Cleco Power’s Application (including its proposed rate schedules and riders) may be viewed in the Office of the LPSC in Baton Rouge, Louisiana and on the LPSC’s website (www.lpsc.louisiana.gov) upon its publication in the Official Bulletin of the LPSC.
