MINUTES OF THE REGULAR SESSION MEETING OF THE HOSPITAL SERVICE DISTRICT #2 OF THE PARISH OF ST. MARY BOARD OF COMMISSIONERS HELD ON
JUNE 3, 2026
A regular monthly business meeting of the Board of Commissioners of Hospital Service District #2 of the Parish of St. Mary was held on Wednesday, June 3, 2026 at 12:00 P.M. in the Media Room of the Morgan City Harbor & Terminal District Building located at 7327 Highway 182, Morgan City, LA 70380
PRESENT: Dr. William A. Cefalu, Jr., Jackie Cheramie, William Mc- Carty, Clarence Robinson, Jr. and Thane Aucoin
ABSENT: Barry Dufrene
Also present: William E. Bourgeois, Counsel for Hospital Service District #2
Dr. Cefalu called the meeting to order.
Dr. Cefalu lead in the Pledge of Allegiance.
Roll call was taken. Those Board Members present and those absent listed above.
On motion of Mr. McCarty, second by Mr. Robinson and unanimously carried, the Board approved and signed the Minutes of May 6, 2026.
Dr. Cefalu open-ed the floor for Guest/public comments, to which there were none. Lea Hebert, member of Ochsner St. Mary (OSM) Governing Board and Bill Decker, Re- porter with the Daily Review at- tended without comment.
Dr. Cefalu called for the Financial Report. Mrs. Cheramie presented the Financial Report for the period ending April 30, 2026. On motion of Mr. McCarty, second by Mr. Aucoin and unanimously carried, the Board approved the financials as presented.
Dr. Cefalu called for discussion and any action on the accounts with Raymond James, First National Bank and LAMP. Attorney Bourgeois advised there was nothing to report other than First National Bank requesting that documents be signed in accordance with the Anew officers be- ing appointed@ on May 6, 2026.
Dr. Cefalu called for discussion and any action on infrastructure projects. Attorney Bourgeois gave a brief update on each of the following:
YKH Consulting Engineers
a. DOAS Unit Normal Power - substantial completion status
b. Emergency Generator Re- placement - elevation, soil boring and pay Application #1. On motion of Mr. McCarty, second by Mr. Aucoin and unanimously carried, the Board voted to approve the payment of Application #1 to DXI Electric.
c. Phase 2
i. Domestic & Heating Water - YKH is receiving bids
ii. Air Handler Replacements On motion of Mr. Robinson, second by Mr. Aucoin and unanimously carried, the contract was awarded to the lowest bidder, Gallo.
iii. Chiller and Cooling Tower Re- placement - YKH has starting de- signs for the project
Grace Design
d. First floor renovations
i. Phase I - Kitchen (food service equipment) - working on designs
ii. Phase 2 - Cafeteria, ED En- trance - working on designs
iii. Furniture, Fixtures and Equipment - working on designs - waiting for more information
f. Replacement of Staff Elevators - will be ready for public bidding next week
g. 1st and 2nd Floor Roofing - will be ready for public bidding next week
On motion of Mr. McCarty and second by Mrs. Cheramie and unanimously carried, the Board approv-ed that the Re- placement of Staff Elevators and 1st and 2nd Floor Roofing be submitted for public bid and advertised accordingly.
Dr. Cefalu called for discussion and any action on Capital Outlay and other grant funding issues, including consulting proposals from James Purpera Governmental Consulting and Knobloch Professional Services, LLC. Attorney Bourgeois addressed the Board regarding how detailed and technical the Capital Outlay/ grant process is and the need for someone with “expertise”. Mr. Michael Knobloch was present and briefly addressed the Board regarding the grant process and he further highly recommended James Purpera. After a brief discussion, on motion of Mrs. Cheramie, second by Mr. Aucoin and unanimously carried, the Board voted to approve the proposals and retain the services of James Purpera Governmental Consulting and Knobloch Professional Services, LLC. The Board recommended that Mr. Robinson be the “head” contact person.
Dr. Cefalu called for discussion and any action on In- tergovernmental Agreement with HSD #1 of St. Mary Parish and CEA with OSM for orthopedic services collaboration. Attorney Bourgeois stated that this matter will be taken up in Executive Session.
Dr. Cefalu called for discussion and any action on In- tergovernmental Agreement with HSD #1 of Terrebonne Parish and CEA with OSM for urological services collaboration. Attorney Bourgeois gave a brief update on the discussions with Terrebonne and stated that they are working on terms and conception issues. He also stated that the matter will be discussed further in Executive Session.
Dr. Cefalu called for discussion and any action on pediatric behavioral health services. Attorney Bourgeois advised that he had no additional information to provide other than they were still gathering in- formation and speaking with providers out of town.
Dr. Cefalu called for discussion and any action on HSD’s web page design and proposal from Greg Guarisco (The Bearded Marketer). Attorney Bourgeois made brief comments to the Board and introduced Mr. Guarisco. Mr. Guarisco then made a brief presentation to the Board and provided each Board Member with a copy of his Marketing Assessment. After discussions, on motion of Mr. Aucoin, second by Mr. McCarty and unanimously carried, the Board voted to accept the proposal and re- tain Mr. Guarisco for the HSD’s web page design and selected “Option B.”
Dr. Cefalu then gave his Administrative Report. OSM was recognized as Hospital of the Year for a hospital with less than 200 patient beds and received an “A” rating on Leaps Frog score.
Raymond Pisani, Respiratory Therapist at OSM was recognized by the Louisiana Respiratory Association.
On motion of Mr. Robinson, second by Mr. Aucoin and unanimously carried, the Board retired into Executive Session to discuss strategic planning pursuant to LA R.S. 46:1071, et seq.
Upon resuming from Executive Session, Dr. Cefalu called for discussion and any action on the Cooperative Endeavor Agreements with Ochsner, including outstanding community outreach subsidies. On motion of Mrs. Cheramie, second by Mr. Mc- Carty and unanimously carried, the Board authorized Attorney Bourgeois to proceed as discussed in Executive Session.
Dr. Cefalu called for discussion and any action on matters discussed in Executive Session. On motion of Mr. McCarty, second by Mr. Aucoin and unanimously carried, the Board authorized Attorney Bourgeois to proceed as discussed in Executive Session re- garding with Ortho LA.
With no other business to come before the Board, on motion of Mr. Aucoin, second by Mr. Robinson and unanimously carried, the meeting was adjourned.

All bids must be accompanied by bid security equal to five percent (5%) of the sum of the base bid and all alternates, and must be in the form of a certified check, cashier’s check or Bid Bond Form written by a surety company licensed to do business in Louisiana, signed by the surety’s agency or attorney-in-fact. The Bid Bond shall be in favor of Hospital Service District No. 1 of St. Mary Parish d/b/a Bayou Bend Health System, and shall be accompanied by appropriate power of attorney. No Bid Bond indicating an obligation of less than five percent (5%) by any method is acceptable.
The successful Bidder shall be required to furnish a Performance and Payment Bond written by a company licensed to do business in Louisiana, in an amount equal to 100% of the Contract amount. Surety must be listed currently on the U.S. Department of Treasury Financial management Service List (Treasury List) as approved for an amount equal to or greater than the contract amount, or must be an insurance company domiciled in Louisiana or owned by Louisiana residents. If surety is qualified other than by listing on the Treasury list, the contract amount may not exceed fifteen percent of policyholders’ surplus as shown by surety’s most recent financial statements filed with the Louisiana Department of Insurance and may not exceed the amount of $500,000. However, a Louisiana domiciled insurance company with at least an A- rating in the latest printing of the A.M. Best’s Key Rating Guide shall not be subject to the $500,000 limitation, provided that the contract amount does not exceed ten percent of policyholders’ surplus as shown in the latest A.M. Best’s Key Rating Guide nor fifteen percent of policyholder’s surplus as shown by surety’s most recent financial statements filed with the Louisiana Department of Insurance. The Bond shall be signed by the surety’s agent or attorney-in-fact.
Bids shall be ac- cepted from Contractors who are licensed under LA. R.S. 37:2150-2163 for the classification of Building Construction. Bidder is required to comply with provisions and requirements of LA R.S. 38:2212 (A)(1)(c). No bid may be withdrawn for a period of thirty (30) days after receipt of bids, except under the provisions of LA. R.S. 38:2214.
The Owner re- serves the right to reject any and all bids for just cause. In accordance with La. R.S. 38:2212 (A)(1)(b), the provisions and re- quirements of this Section, those stated in the advertisement for bids, and those required on the bid form shall not be considered as informalities and shall not be waived by any public entity.

Seismic Public Meeting Notice
To the Citizens and Landowners of St. Mary Parish, Louisiana.
Echo Ocean Science LLC will be conducting seismic activity within the waters of West Cote Blanche Bay. The activity area is located 5 miles southeast of the Port of West St. Mary and 11.5 miles southwest of Franklin, LA. A seismic energy source will be deployed from a survey vessel at two fixed locations within the activity area. The energy source used will be a compressed air source deployed to a depth of 3 ft below the water surface. This energy source will be activated repeatedly at each of the two locations dur-ing the survey. Seismic receiver instruments will be deployed within the boreholes of existing oil wells with the activity area. There will not be any seismic receiver instruments, cables, or ropes deployed on the seafloor as part of this project.
The survey will begin on approximately 1 August, 2026 and last until approximately 14 August, 2026.
To provide the public with additional information regarding the seismic survey, Echo Ocean Science LLC and LDWF will hold a public meeting at 6:00 pm on 14 July, 2026. The meeting will be held at Council Room in City Hall at 300 Iberia Street, in Franklin, LA 70538.

Answers to all questions, inquiries and requests for additional in- formation will be issued in the form of Addenda to the Drawings and Specifications and copies of each addendum will be posted on www.centerlinebidconnect.com and to all prospective bidders. Refer to In- structions to Bidders.
All bids must be accompanied by bid security equal to five percent (5%) of the sum of the base bid and all alternates, and must be in the form of a certified check, cashier’s check or Bid Bond Form written by a surety company licensed to do business in Louisiana, signed by the surety’s agency or attorney-in-fact. The Bid Bond shall be in favor of Hospital Service District No. 2 of St. Mary Parish, and shall be accompanied by appropriate power of attorney. No Bid Bond indicating an obligation of less than five percent (5%) by any method is acceptable.
The successful Bidder shall be required to furnish a Performance and Payment Bond written by a company licensed to do business in Louisiana, in an amount equal to 100% of the Contract amount. Surety must be listed currently on the U.S. Department of Treasury Financial management Service List (Treasury List) as approved for an amount equal to or greater than the contract amount, or must be an insurance company domiciled in Louisiana or owned by Louisiana residents. If surety is qualified other than by listing on the Treasury list, the contract amount may not exceed fifteen percent of policyholders’ surplus as shown by surety’s most recent financial statements filed with the Louisiana Department of Insurance and may not exceed the amount of $500,000. However, a Louisiana domiciled insurance company with at least an A- rating in the latest printing of the A.M. Best’s Key Rating Guide shall not be subject to the $500,000 limitation, provided that the contract amount does not exceed ten percent of policyholders’ surplus as shown in the latest A.M. Best’s Key Rating Guide nor fifteen percent of policyholder’s surplus as shown by surety’s most recent financial statements filed with the Louisiana Department of Insurance. The Bond shall be signed by the surety’s agent or attorney-in-fact.
Bids shall be accepted from Contractors who are licensed under LA. R.S. 37:2150-2163 for the classification of Building Construction. Bidder is required to comply with provisions and re- quirements of LA R.S. 38:2212 (A)(1)(c). No bid may be withdrawn for a period of thirty (30) days after receipt of bids, except under the provisions of LA. R.S. 38:2214.
The Owner re- serves the right to reject any and all bids for just cause. In accordance with La. R.S. 38:2212 (A)(1)(b), the provisions and requirements of this Section, those stated in the advertisement for bids, and those required on the bid form shall not be considered as informalities and shall not be waived by any public entity.
