The Board of Commissioners of the St. Mary Parish Recreation District #3 met in regular session on Monday, June 22, 2026, at 5:30 pm in the meeting room at the Bayou Vista Community Center.

Mr. Head called the meeting to order at 5:30 p.m. Everyone present stood for the pledge of allegiance.
Board members reviewed the minutes of the May monthly meeting. A motion was made by Dr. Fitter to approve the minutes as written. Mr. Fontenot made a second to the motion. All were in favor, and the motion carried.
The board members reviewed the accounts payable report and the monthly budget comparison report. Mr. Fontenot made a motion to accept the report as is and pay the bills. Mr. Perry made a second to the motion. All were in favor, and the motion carried.
Office Manager, Angie Guillotte, presented the community center re- port. She updated the board on the rental activity for the month of May. She reported that the number of people utilizing the hours at the mini golf area from 8:00 pm to 9:00 pm is low. She suggested starting in July 2026, Mondays - Wednesdays 10:00 am - 1:00 pm and Thursday - Friday 10:00 am - 1:00 pm & 3:00 pm - 7:00 pm. Saturdays 10:00 am - 7:00 pm. A motion made by Mr. Fontenot to approve the new hours for mini golf. Mr. Perry made a second to the motion. All members in favor, and the motion carried.
Mrs. Guillotte moved on to report on Family Fun Day and the indoor market. She asked for approval to give people who came inside to shop at the market tickets for a free hot dog, a bag of chips, and a slushy drink to generate foot traffic to the market. Dr. Fitter inquired about the budget for that. Angie confirmed funds are present on the community event budget to cover costs. Mr. Fontenot expressed concern for wet patrons coming in from the spray park. Mrs. Guillotte said she spoke with Chief Price and confirmed he will provide mats and that someone will be needed at the doors to make sure people are dried off before entering the building.
Activities Director, Lori Marcantonio, gave the re- port on summer activities at the clubhouse. Skate nights on Sundays are going well. Skating in general is popular and loved by the community. She reports that summer camp is going well. Guest Calise Lightfoot asked about the capacity for skating. The answer will be discussed later.
Operations Manager, Mark Richard, presented the manager/maintenance report. Mr. Richard reported on humidity issues. Mr. Richard had the air checked and reports that the issues are fixed. He reports that the sprinkler system for the community center was inspected. He reports that concession stand AC units were leaking water, but they have been cleaned and fixed. All other issues throughout the park areas were attended to and fixed. He reports that he put the Gator in the shop and it is fixed. He also purchased locks for the Central Park gates. He reports he had to fix a leak at the spray park. He also had to repair a leak in the outside bathroom.
No reports on old business.
In new business, guest Carlisa Lightfoot with Bayou Parish Sports League gave an introduction of her company and its mission. The biggest motivation is being a bridge between recreational sports and travel sports. Mrs. Lightfoot ask-ed for consideration of prices for field rentals. Ms. Carlise does state that, unlike commercial users, this is not for profit. All money collected, even gate fees and concessions, will go back into the league. Mr. Head inquired what the registration fee is. Mrs. Lightfoot states $150 for 12 weeks. Mr. Head inquires if the coaches are paid. Mrs. Lightfoot states that they are not paid, and nobody within the league collects a salary. Her league would require Mondays - Thursdays, 2 hours on all fields for 12 weeks. The proposal is $5/per field all day and made retroactive from the beginning of their practices on June, 14 2026. A motion was made by Dr. Fitter to accept. A second motion was made by Mr. Perry. All board members were in favor, and the motion carried. Cody Fontenot ab- stained from voting.
A resignation letter from Dianna Bourgeois as board secretary was read by Mr. Head. A motion was made by Mr. Fontenot to accept. A second to the motion was made by Dr. Fitter. All members in favor, the motion carried.
Board members moved on to ap- point a new secretary, Jessica Theriot. A motion to approve was made by Mr. Fontenot. Seconded by Mr. Perry. All members in favor, the motion carried.
A motion to adopt the Daily Review as the official journal was made by Dr. Fitter. Seconded by Mr. Fontenot. All members in favor, the motion carried.
With no further business to discuss, a motion was made by Mr. Fontenot to dismiss. A second was made by Mr. Perry. All members were in favor. The motion carried, and the meeting was dismissed.

TYPE OF CONSTRUCTION: HEAVY CONSTRUCTION
The Port of Morgan City’s Western Dock Expansion in total will consist of 2.88 acres of concrete laydown and transit area and 447 ft x 80 ft of pile supported concrete wharf. The proposed wharf will be supported by 18” precast concrete piles and precast concrete cap-sills. The wharf deck will be constructed with steel rebar reinforced cast in place structural concrete at 22” thick. A timber fendering system composed of 12” treated timber piles, 12”x12” treated timber whalers, and galvanized hardware. An approximately 900 ft cantilevered steel sheet pile bulkhead will be installed along the Northern edge of the proposed Wharf and will delineate between the Wharf and proposed concrete laydown area. The existing ground below the laydown area will require soil improvements in order to handle the anticipated traffic, equipment, and storage loadings. These im- provements will consist of a deep soil mixing program below the entire laydown area footprint to Elevation -70.0 to strengthen the existing in situ soils. Once im- proved, additional granular material (river sand) will be hauled and compacted in to raise the existing ground approximately 4-5 feet. 12” of Limestone base course will then be in- stalled as the final layer to support the 16” steel rebar reinforced cast in place concrete for the laydown/transit area. Subsurface gravity drainage is to be in- stalled just North of the proposed bulkhead to drain the paved areas, as well as between the existing federal flood protection and edge of the laydown area. The gravity drainage system will consist of approximately 1700 ft of precast concrete drainpipe and 16 precast concrete catch basins. Finally, 2 steel pump station outfall pipes will be extended through the proposed bulkhead. Each extension is approximately 150 ft. This will allow for the existing pump station to discharge into Bayou Boeuf.

A tour of the project site will be conducted immediately following the Pre-Bid conference. All bidders are encouraged to attend the Pre-Bid Conference and the project tour.

The award of a contract, if awarded, will be made to the lowest qualified bidder whose proposal complies with all requirements prescribed within 45 calendar days after opening proposals. However, when the contract is to be financed by bonds which are required to be sold after receipts of bids, or when the contract is to be financed in whole or part by federal or other funds not available at the time bids are received, the time will not start until receipt of federal and/or state concurrence or concurrence of the other funding source. Award will be within 30 calendar days after the sale of bonds or receipt of concurrence in award from federal and/or state agency or other funding source. The award of a contract for projects financed either partially or entirely with State bonds will be contingent on approval by the State Bond Commission.

REGULAR MEETING
July 16, 2026
Franklin, LA
The St. Mary Levee District (“SMLD”) met on this date with William Hidalgo Sr. presiding and the following board members present: Kenny Arceneaux, Mike Thomason, JP Hebert, Andrew Mancuso, and with Carla Davis and Mike Ortiz absent.
Also present: Michael Brocato, Executive Director; Tucker Manuel, O&M Technician; Bill Bourgeois; Robert Karam, T Baker Smith; Reid Miller, Miller Engineers; Alyssa Cart, Darnell Sikes: and members of the public.
Mr. Mancuso moved to dispense with the reading and to approve the June 18 minutes. After a second by Mr. Arceneaux, the motion was carried unanimously.
Mr. Arceneaux presented the payables report, which Mr. Thomason moved to approve. Following Mr. Mancuso’s second, the motion was carried unanimously.
Ms. Alyssa Cart with Darnell Sikes & Frederick presented the audit report for the year 2025. Ms. Cart stated an unmodified opinion was issued which is the best possible that can be given. Mr. Arceneaux moved to accept the 2025 audit, which was seconded by Mr. Hebert and carried unanimously.
Mr. Arceneaux moved to award the Station 9 construction project for TE168 pending Engineering and Legal review. After a second by Mr. Mancuso the mo- tion was carried unanimously.
Mr. Mancuso moved to award the preliminary engineering review for ARCH. After a second by Mr. Arceneaux, the motion carried un- animously.
Mr. Mancuso moved to deny the tax-exempt LNO request from the Port of South Louisiana. After a second by Mr. Arceneaux, the motion carried unanimously.
Mr. Mancuso moved to move forward with final design, bidding, and construction admin for phase 1 of the Lakeside project with T. Baker Smith. After a second Mr. Hebert, the motion carried unanimously.
Mr. Arceneaux moved to approve Amendment 3 of Task Order 12 with APTIM for the Saronic project. After a second by Mr. Mancuso, the motion carried unanimously.
Mr. Mancuso moved to approved Amendment 2 of the GIS Engineering contract. After a second by Mr. Hebert, the motion carried unanimously.
Mr. Mancuso moved to assume O&M responsibilities for the Hanson Canal and Yellow Bayou floodgates from St. Mary Parish Government once the IGA with the Parish is up- dated. After a second by Mr. Arceneaux, the motion carried unanimously.
Mr. Mancuso moved to authorize the Executive Director to sign any ROE forms. After a second by Mr. Thomason, the motion carried un- animously.
Mr. Hidalgo ask-ed for further comments and did not receive any. Mr. Hebert moved for adjournment, which was seconded by Mr. Mancuso was carried unanimously.
