AN ORDINANCE OF THE MAYOR AND COUNCIL OF THE CITY OF MORGAN CITY, LOUISIANA TO AMEND AND RE-ENACT SECTION 114-32 TO PROVIDE FOR THE MAXIMUM HEIGHT OF WEEDS AND OVERGROWTH.
SECTION 1
BE IT ORDAIN-ED by the Mayor and Council, the governing authority of the City of Morgan City, Louisiana, that Article II, Weeds, Grass, and Other Growth, Section 114-32, Duty to Cut and Remove be amended by adding thereto, the following paragraph.

Under no circumstances shall any person, corporation or other entity allow the growth of weeds, grass or other deleterious, un- healthy, growth to exceed seven (7”) inches in height. The growth of weeds, grass or other deleterious, unhealthy growth in excess of seven (7”) inches in height shall constitute a violation of Section 114-31, et seq.
SECTION 2
Should any section, paragraph, sentence, clause, or phrase be declared unconstitutional or repealed for any reason, the remainder of the ordinance shall not be affected hereby. That all laws or parts of laws in conflict with this ordinance be and the same are hereby repealed. This ordinance shall take effect immediately after its passage within the time prescribed by law.

SECTION 1
BE IT ORDAIN-ED by the Mayor and Council, the governing authority of the City of Morgan City, Louisiana, that Article II, Weeds, Grass, and Other Growth, Section 114-34, Cutting and re- moval by city; lien for costs; interest; penalties; attorney’s fees be amended by adding thereto, the following paragraph.

(4) Additionally, the city may undertake the cutting, destruction or removal of noxious weeds or grass or other deleterious, unhealthful or noxious growths upon the property on a monthly basis without the notice required by section 114-33 if the property owner liable has been notified pursuant to section 114-33 at any time during the immediately preceding six months and has failed to do the work himself after an opportunity to do so. The council, prior to undertaking such monthly work, shall file and record an affidavit, signed by the mayor, with its director of finance, which affidavit shall include a description of the property sufficient to reasonably identify it; a photograph of the property sufficient to reasonably identify its unsafe and unsanitary condition and to justify the necessity of cutting, destroying or removing weeds, grass or other noxious growth; and a statement that the property owner liable has, within the past twelve months, failed to do such work after notification and an opportunity to do so pursuant to section 114-33.

SECTION 2

Chairman, Mr. Ed Smith opened the June 26, 2025, regular meeting with the roll call. Mr. Ed Smith, Mr. Duval Arthur, III, Mr. Garrett Grogan, Mr. Justin Martin, and Mr. Scott Verret were in attendance. Mr. Jimmy Broussard and Mr. Matt Mayon did not attend.

Mr. Grogan made a motion to move item #8 (New Business) to the top of the agenda. Mr. Authur seconded the motion. All members were in favor and the motion carried.
New Business:
2024 Audit Report - Ms. Kristin Holcombe, of Kolder, Slaven & Company, LLC. addressed the board with the results of the 2024 audit. She reported that it was a favorable audit with an unmodified opinion. Mr. Verret made a motion to accept the audit report. Mr. Arthur seconded the motion. All members were in favor and the motion carried.
Selection of a newspaper as the official journal for St. Mary Parish Communications District - Mr. Duval made a motion to select The Morgan City Review Newspaper as the official journal for St. Mary Parish Communications. Mr. Verret seconded the motion. All members were in favor and the motion carried.
Assistant Di- rector as an authorized signer on accounts. Mr. Verret made a motion to add Ms. Calloway as an authorized signer to the St. Mary Parish Communications District’s bank accounts. Mr. Duval seconded the motion. All members were in favor and the motion carried.
Mr. Martin made a motion to dispense with the reading of and to accept the May 24, 2025, minutes. Mr. Arthur seconded the motion. All members were in favor and the motion carried.
The income statement for May 2025 was $94,437.60. Mr. Verret made a mo- tion to accept the income statement. Mr. Grogan seconded the motion. All members were in favor and the motion carried.
The expense statement for May 2025 was $70,322.86. Mr. Verret made a mo- tion to accept the expense statement. Mr. Grogan seconded the mo- tion. All members were in favor and the motion carried.
A budget vs actual comparison was provided to the board for review.

Director Up- dates:
•Ms. Calloway will be on sick leave for 6-8 weeks.
•A new employee was hired this week.
•Excess funds from the MC Bank equipment were transferred to LAMP to maximize interest in- come.
•Ms. Calloway and Ms. Randle attended a Motorola CAD DEMO for Law Enforcement at the OEP building. Mr. Martin, Ms. Kober, Ms. Calloway, and Ms. Randle sat in on a Motorola phone system DEMO at the 911 center.
•LRC performed preventative main- tenance on the VHF systems.
•The LWIN project is moving along. A technician from the state came to install some components, but AT&T hadn’t run a line from the panel (in the breaker box room) to the radio room. Initially, we were told that we would have to have it done at our ex- pense. After Mr. Martin made some calls, AT&T had it done.
•We’ve received payments from six (6) of the ten (10) fire departments as per the intergovernmental agreement.
Executive Session: Mr. Arthur made a motion to go into an executive session for the purpose of discussing renegotiation of the contract between St. Mary Parish Communications District and Accounting Concepts, Inc. Mr. Grogan Seconded the motion. All members were in favor and the motion carried.
Open Session: Mr. Smith called the meeting back to order at approximately 1:50 p.m. Mr. Verret made a motion to amend the terms of the contract between St. Mary Parish Communications District and Ac- counting Concepts, Inc. as discussed during the executive session. Mr. Grogan seconded the motion. All members were in favor and the motion carried.
