The Board of Commissioners of the St. Mary Parish Recreation District #3 met in regular session on Monday, June 24, 2024, at 5:30 p.m. in the meeting room at the Bayou Vista Community Center.
Members Present: Brian Head – Chairman, Lane Boudreaux – Vice Chairman, Dr. Jeffery Fitter, Eddie Gay, Calvin Johnson, Rachel Kidder

Mr. Head called the meeting to order at 5:30 p.m. Everyone present stood for the pledge of allegiance.
Board members reviewed the minutes from the May meeting. Mrs. Kidder motioned to accept the minutes as written. Mr. Johnson made a second to the motion. All were in favor and the motion carried.
Board members reviewed the accounts payable report and the monthly budget comparison report. Dr. Fitter made a motion to accept the report as is and pay the bills. Mr. Boudreaux made a second to the motion. All were in favor and the motion carried.
Mrs. Guillotte gave the community center report. She informed the board of the rentals over the past month and provided an update on the summer camp being held at the community center and upcoming events.
Mark Richard gave the manager/maintenance re- port. He informed the board of the routine work being done at the mini golf course, Central Park, and around the community center. He presented a quote received from Southern Telcom to replace the sound system in the gym totaling $10,621.00. After discussion, a motion to accept the quote and engage Southern Telecom for the work to be performed was made by Dr. Fitter. A second to the motion was made by Mr. Johnson. All were in favor and the motion carried.
Mr. Head gave the board an update on the vacant office space at the community center. He noted that he and Sherriff Driskell spoke about the possibility about the St. Mary Parish Sheriff’s Office occupying the space. No motion was brought to the floor on this matter.
In new business, Mr. Head deferred to Mr. Richard to discuss the Activities Director vacancy. Mr. Richard, Mr. Johnson, and Mrs. Guilliot interviewed three applicants for the position. The three of them, collectively, recommended to the board that it hire Kim Willoughby to fill the position. After discussion, a motion to hire Mrs. Willougby, effective immediately, was made by Mr. Boudreaux. A second to the motion was made by Mrs. Kidder. All were in favor and the motion carried.
With no further business to discuss, a motion to adjourn was made by Mr. Johnson. A second was made by Mr. Gay. All were in favor. The motion carried and the meeting was adjourned.

The board of Commissioners of St. Mary Recreation District No. 1 met in regular session on Tuesday June 18, 2024.
The meeting was called to order by Mrs. Janice Aucoin at 6:00 pm.
Roll was called and those present were Commissioners MRS. Carla Gagliano, Manager Michael Beadle, Mr. Tyrone Richardson, Mrs. Janice Aucoin, Mr. Anthony Scully, Mr Steve Patureau
A motion was made by Mr. Steve Patureau to accept the minutes as written. The mo- tion received a second from Mr. Tyrone Richardson. All were in favor.
The monthly bills were review-ed. A motion was made by Mr. Anthony Scully to pay the bills. The motion received a second from Mr. Tyrone Richardson All were in favor.
Mr. Mike Beadle presented the treasures report. A motion was made by Mr. Anthony Scully to accept the report as read. The motion re- ceived a second from Mrs. Carla Gagliano. All were in favor.

St Mary Parish 2023 LCDBG Street Improvements Program
To: All interested Agencies, Groups and Individuals
This is to give notice that St Mary Parish has determined that the following proposed action under the 2023 LCDBG Street Improvements Program is located in or near a wetland area, and the Parish will be identifying and evaluating practicable alternatives to locating the action in the floodplain and/or wetland and the potential impacts on the floodplain and/or wetland from the proposed action, as required by Executive Order 11988 and/or 11990, in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management and Protection of Wetlands.
St Mary Parish has been awarded a Community De- velopment Block Grant in the amount of $800,000 from the Louisiana Division of Administration. Grant funds will be used to address conditions of substandard streets in the Verdun / Tiger Lane, Verdunville area of the Parish. The roadways cover approximately 5,420 linear feet. Existing streets are constructed of asphaltic pavement on a stabilized base. The roads are experiencing surface and base failures due to water infiltration and age related breakdown. The proposed corrective action for reconstruction of as- phaltic cement pavement is to mill the existing asphalt pavement, scarifying and compacting roadbed to include lime and soil cement treatment, installation of asphaltic concrete levelling course and wearing course, installation of aggregate shoulder material, pavement striping, etc. The streets will be reconstructed and will be retained in the same use without change in size or capacity.
Coordinates of the center point of Verdun Lane is approximately latitude 29.749025, longitude -91.407875. in the Verdunville area, St Mary Parish, Louisiana. Maps of the project area are available for review at the Parish Courthouse.
There are three primary purposes for this notice. First, people who may be affected by activities in a floodplain and/or wetland area and those who have an interest in the protection of the natural environment should be given an opportunity to ex- press their concerns and provide information about these areas. Commenters are en- couraged to offer alternative sites outside of the floodplain and/or wetland area, al- ternative methods to serve the same project purpose, and methods to minimize and mitigate impacts. Second, an adequate public notice program can be an important public educational tool. The dissemination of information and request for public comment about floodplain and/or wetland areas can facilitate and en- hance Federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplain and/or wetland area, it must in- form those who may be put at greater or continued risk.

This street is in place and will be retained in the same use without change in size or capacity, (iii) all available mitigation measures will be taken to minimize adverse impacts and to restore and preserve natural and beneficial values. St Mary Parish will comply with all state and local floodplain and/or wetland protection procedures during the implementation of this project.
St Mary Parish has reevaluated the alternatives to building in the floodplain and/or wetland and has determined that it has no practicable alternative. Environmental files that document compliance with steps 3 through 6 of Executive Order 11988 and/or 11990, are available for public inspection, review and copying upon request at the times and location delineated in the last paragraph of this notice for re- ceipt of comments.

BE IT ORDAIN-ED, by the City Council, the governing authority of the City of Morgan City, Louisiana, in regular session convened:
SECTION 1
That the tax roll of the City of Morgan City as prepared by the St. Mary Parish Assessor, showing the assessed value of all property subject to taxation within the said City, on said roll, to amount to the sum of ONE HUNDRED THIRTY EIGHT MILLION, NINE HUNDRED EIGHTY-SIX THOUSAND, THREE HUNDRED TWENTY SIX and no/100 DOLLARS ($138,986,326.00) to be and the same is hereby ratified and approved by this body.
SECTION 2
That for the purpose of meeting the ordinary, municipal expenses of said City for the year 2024 there is hereby levied upon all property within said City, subject to taxation, an ad valorem tax of FIFTEEN AND EIGHTY-FIVE HUNDREDTHS (15.85) mills on the dollar, upon the assessed value of ONE HUNDRED THIRTY-EIGHT MILLION, NINE HUNDRED EIGHTY-SIX THOUSAND, THREE HUNDRED TWENTY-SIX and no/100 DOLLARS ($138,986,326.00).

That the City Tax Collector of the City of Morgan City, Louisi¬ana, be and he is hereby authorized, em- powered, and directed to make the collection of the taxes imposed for and on behalf of said City, according to law; that the taxes herein levied shall be a permanent lien and privilege on all of the property subject to taxation as herein set forth; and the collection hereof shall be enforceable in the manner provided by law.
SECTION 6
That all ordinances or parts of ordinances in conflict hereby be and the same are hereby repealed and this ordinance shall take effect upon its adoption, the public welfare so demanding.

WHEREAS, as part of its operation of city government, the City owns and operates various properties; and
WHEREAS, the City is interested in purchasing the property located at 506 First Street for use in municipal operations.
SECTION 2:
NOW THEREFORE BE IT RESOLVED, by the City Council, the governing authority of Morgan City, Louisiana that:
(1) The City Council agrees to purchase the property at 506 First Street, from Natchez Morice, III, for the price of $300,000.00; and
(2) The Mayor is hereby authorized and directed to execute any and all documents necessary to effectuate the purchase of 506 First Street from Natchez Morice, III.
SECTION 3:
All laws or parts of laws in conflict with this ordinance are hereby repealed.
SECTION 4
Should any section, paragraph, sentence, clause, or phrase be declared unconstitutional or re- pealed for any reason, the remainder of the ordinance shall not be affected hereby. That all laws or parts of law in conflict with this ordinance be and the same are repealed. This or- dinance shall take effect immediately after passage within the time prescribed by law.
