TAKE NOTICE, that by virtue of Order of Seizure and Sale issued out of the Honorable 16th Judicial District Court, in and for the Parish of St. Mary, and to me directed, in the above numbered and entitled suit, I have seized the following mentioned and described property, to wit:
That certain irregular shaped tract or parcel of land together with all buildings and improvements thereon situated, lying and being situated in Ward 9, Section 14, T16S, R13E, in the area known as Amelia, St. Mary Parish, Louisiana, having a waterfront footage of 250 feet more or less on Bayou Boeuf consisting of the following four separate tracts of land having a frontage of approximately 142 feet on the east side of Amelia Road, also known as Lake Palourde Road, which has the municipal address of 2914 Lake Palourde Road, Amelia, Louisiana.
TRACT 1: Lot 5 as shown on plan of land showing property of Hembley Gaudet prepared by Roes & Associates, Engineers dated December 1977 and attached to a cash deed recorded in St. Mary Parish as COB 20-V, page 164, Entry No. 172690; said lot measuring 125.2 feet by a depth of 106 feet; said land being bounded on the North by a 14 foot private lane, on the East by Bayou Boeuf, South by lands formerly of Roseana Callestro, being Tract 2 hereinbelow described, and West by Lot 4 on the aforesaid plan of land.
TRACT 2: That certain tract or parcel of land, lying and being situated in St. Mary Parish, Louisiana, and more particularly des-cribed as having a frontage of 70 feet on the East side of Public Shell Road (now known as Amelia Road and/or Lake Palourde Road) running from U.S. Highway 90 to Lake Palourde and ex- tending back be- tween parallel lines to Bayou Boeuf. Bounded North by property formerly of Joseph S. Aucoin, more recently Lots 2 through 5 as shown on plan of land showing property of Hembley Gaudet prepared by Roes & Associates, Engineers dated December 1977 and attached to a cash deed recorded in St. Mary Parish as COB 20-V, page 164, Entry No. 172690, East by Bayou Boeuf, South by property formerly of Joseph S. Aucoin and formerly of Dupree, now Tracts 3 and 4 hereinbelow des-cribed and West by Lake Palourde Road.
TRACT 3: A certain lot or parcel of ground containing and measuring 72 feet front on the West Bank of Bayou Boeuf by a depth between equal and parallel lines of 250 feet, being bounded North by property formerly of Joseph S. Aucoin and Frances T. Aucoin, now a portion of Tract 2 hereinabove described, East by Bayou Boeuf, South by property formerly of Marcell, then Frank Domino or assigns and West by Tract 4 hereinbelow described; being more particularly described as TRACT “C-D-E-F-G-H-C” as per plat of survey prepared by Roes & Associates, Engineers, dated February 1980 and recorded with Cash Deed on March 5, 1980 in St. Mary Parish COB 22-S, page 549, Entry No. 183723.
TRACT 4: A certain lot or parcel of ground containing and measuring 72 feet front on the East side of Amelia Road by a depth between parallel lines; being bounded North by property formerly of Joseph S. Aucoin and Frances T. Aucoin, now a portion of Tract 2 hereinabove described, East by Tract 3 hereinabove described, South by property formerly of Marcell, now Frank Domino or assigns and West by Amelia Road; being more particularly described as TRACT “A-B-C-H-A” as per plat of survey prepared by Roes & Associates, Engineers, dated February 1980 and recorded with Cash Deed on March 5, 1980 in St. Mary Parish as COB 22-S, page 549, Entry No. 183723.

That certain tract or parcel of land, together with all buildings and improvements thereon situated, lying and being situated in the Parish of St. Mary, State of Louisiana, having one (1) arpent front on Bayou Boeuf by a depth between parallel lines of two (2) arpents, more or less. Bounded on the north by land of L. P. Bourg, or as- signs; and east by Bayou Boeuf, said tract said to be designated as Tract “ABCHIJA” as per map said to be attached to and made a part of that certain act of sale recorded in Book 12-P, page 131, Entry No. 117,311 of the Conveyance Records of St. Mary Parish, Louisiana.
to satisfy the sum of a) the principal sum of THREE HUNDRED NINETEEN THOUSAND EIGHT HUNDRED EIGHTY FIVE AND 30/100 ($319,885.30) DOLLARS, plus accrued interest thereon through July 1, 2025 in the amount of Twenty Two Thousand Two Hundred Thirty Eight and 39/100 ($22,238.39) Dollars, plus future interest continuing to accrue on the unpaid principal balance at a per diem of $53.31 until paid in full, plus late charges in the amount of Two Thousand One Hundred Eight and 10/100 ($2,108.10) Dollars
b) the principal sum of NINE HUNDRED TWELVE THOUSAND EIGHT HUNDRED TWENTY ONE AND 79/100 ($912,821.79) DOLLARS, plus accrued interest thereon through July 1, 2025 in the amount of Ninety Five Thousand Six Hundred Fifty Eight and 06/100 ($95,658.06) Dollars, plus future interest continuing to accrue on the unpaid principal balance commencing July 2, 2025 at a per diem of $221.86 until paid in full, plus late charges in the amount of Five Thousand Two Hundred Ninety Seven and 22/100 ($5,297.22) dollars, and
c) reasonable attorneys’ fees, plus all collection costs whether owing now or to become due and owing, and all costs of this proceedings, as well as all sheriff’s costs and commission
All successful bidders must have cash, cashier’s check or a verifiable letter of credit in favor of said bidder from a solvent bank, savings and loan association or other such financial institution authorized to do business in the state of Louisiana and full payment must be made on the date of sale. Letter must state that money is available on the date of sale.

St. Mary Parish Tourist Commission dba Cajun Coast Tourism held a business meeting on Wednesday, May 20, 2026, at 4 pm at the Cajun Coast Office. The members were Kim Walden, Dwight Smith, Keith Leonard, Sandra Marshall, and Ed “Tiger” Verdin. The members absent were Patsy Powell, Sandy McClelland, Alfredia Edwards, and Herman Hartman. Also present was Christal Carter, and Kristin Holcombe.
Ms. Holcombe gave the audit report.
Ms. Marshall made a motion to accept the March minutes as written. Mr. Leonard seconded the motion. With all members in favor, the motion passed.
Mr. Verdin made a motion to accept the financial reports for March & April. Mr. Smith seconded the motion. With all members in favor, the motion passed.
Ms. Walden gave an overview of the bureau’s activities.
Mr. Leonard made a motion to sponsor the Soul Food Festival in the amount of $5,000. Ms. Marshall seconded the motion. With all members in favor, the motion passed.
Ms. Marshall made a motion to approve the proposal from Explus to update the display pods in the amount $57,398. Mr. Verdin seconded the motion. With all members in favor, the motion passed.
Mr. Verdin made a motion to approve the employee manual with the AI updates. Mr. Leonard seconded the motion. With all members in favor, the motion passed.
Mr. Verdin made a motion to approve SAUP with the AI updates. Mr. Leonard seconded the motion. With all members in favor, the motion passed.
Mr. Verdin made a motion to ap- prove sponsoring the Parish Council for the NACO event for $5,000. Mr. Marshall seconded the motion. With all members in favor, the motion passed.
Mr. Verdin made a motion to ap- prove the Memorial Resolution for Jousha “DJ Fab” Singleton. Mr. Smith seconded the motion. With all members in favor, the motion passed.
The Tourist Commission’s next board meeting is scheduled for June 17, 2026, at 4:00 pm at the Cajun Coast Office.

The LDEQ, Office of Environmental Services, has reviewed a solid waste application for a Type I Industrial Surface Impoundment Permit Application from Birla Carbon USA, Inc., 370 Columbian Chemicals Ln., for the North Bend Plant and determined that it is administratively complete. The application was received on May 11, 2026. The facility is located at 370 Columbian Chemicals Ln. in Centerville, St. Mary Parish.
Birla Carbon USA, Inc. proposes to renew its solid waste type I surface impoundment permit for its North Bend plant with no modifications.

The meeting was called to order by Troy Lombardo.
It was moved by Paul Tholen, seconded by N.A. Hensgens, Jr. and unanimously agreed to accept the minutes from the May meeting.
It was moved by N.A. Hensgens, Jr., seconded by Dwight Gray, and unanimously agreed to accept accounts payable & treasurer’s report for the month of May.
It was moved by Dwight Gray, seconded by Paul Tholen and unanimously agreed that the Daily Review be the official Journal of the Commission.
Jacob Dupuy re- ported that the chlorine dioxide alarm project is not complete due to a pressure monitor switch needed; Larry Fromenthal will formulate a plan to work the valves in the pump room for rerouting of the lines when needed; the annual RMP First Re- sponder Notification meeting was held on May 21st with Berwick, Bayou Vista and Morgan City Fire Department personnel in attendance.
Joel Miller re- ported that he and Troy Lombardo participated in a conference call for the LA Drinking Water Revolving Loan fund and it was moved by Paul Tholen, seconded by N.A. Hensgens, Jr., and unanimously agreed that he would proceed with the loan application. He also noted that he will provide an updated schedule for the administrative order and that he investigated the option of renting mobile clarifiers during repairs and construction.
Troy Lombardo reported that both the Town of Berwick and Bayou Vista have agreed to increase the R & R rate to .05 and it was moved by Dwight Gray, seconded by Paul Tholen and unanimously carried.
Larry Fromenthal thanked the plant crew for their hard work and cooperation.
There being no further business to come before the Board, it was moved by N.A. Hensgens, Jr., seconded by Paul Tholen and unanimously agreed that the meeting be adjourned.

Mr. Cantrell moved, and Mr. Voisin seconded that the reading of the minutes of the Regular Meeting, May 12, 2026, be dispensed with and that the same be approved. The motion carried.
Mr. Ross called for the Finances and Payables Re- port. Mr. Dufrene presented the reports on the payables due for June 2026. Mr. Cantrell moved, and Mr. Voisin seconded a motion, which was carried, to make the necessary transfers, to accept the payables re- port and pay all invoices.
Mr. Ross opened the floor for citizens comments, of which at that time a variety of drainage concerns and possible resolutions were discussed.
On behalf of the Board, Mr. Ross extended his deepest sympathy and prayers to District Employee, Mr. Buddy Blakenship & and his family on the loss of their son.
With there being no other business, a motion to ad- journ was made by Mr. Cantrell and seconded by Mr. Mayon. The mo- tion passed.

LOCATED IN: St. Mary Parish, Louisiana
TYPE OF CONSTRUCTION: HEAVY CONSTRUCTION
The Port of Morgan City’s Western Dock Expansion in total will consist of 2.88 acres of concrete laydown and transit area and 447 ft x 80 ft of pile supported concrete wharf. The proposed wharf will be supported by 18” precast concrete piles and precast concrete capsills. The wharf deck will be constructed with steel rebar reinforced cast in place structural concrete at 22” thick. A timber fendering system composed of 12” treated timber piles, 12”x12” treated timber whalers, and galvanized hardware. An approximately 900 ft cantilevered steel sheet pile bulkhead will be installed along the Northern edge of the proposed Wharf and will delineate between the Wharf and proposed concrete laydown area. The existing ground below the laydown area will require soil improvements in order to handle the anticipated traffic, equipment, and storage loadings. These im- provements will consist of a deep soil mixing program below the entire laydown area footprint to Elevation -70.0 to strengthen the existing in situ soils. Once im- proved, additional granular material (river sand) will be hauled and compacted in to raise the existing ground approximately 4-5 feet. 12” of Limestone base course will then be installed as the final layer to support the 16” steel rebar reinforced cast in place concrete for the laydown/transit area. Subsurface gravity drainage is to be installed just North of the proposed bulkhead to drain the paved areas, as well as between the existing federal flood protection and edge of the laydown area. The gravity drainage system will consist of approximately 1700 ft of precast concrete drainpipe and 16 precast concrete catch basins. Finally, 2 steel pump station outfall pipes will be extended through the proposed bulkhead. Each extension is approximately 150 ft. This will allow for the existing pump station to discharge into Bayou Boeuf.

Bids must be submitted on the forms provided by the Contracting Agency, must be prepared in accordance with Section 2 of the 2018 Edition of the Louisiana Department of Transportation and Development, Office of Multimodal Commerce, General Provisions and must include all the information required by the bid form. Bid forms are available from the Engineer and will not be issued later than 24 hours prior to the time set for opening the bids. Each bid shall include a proposal guaranty in an amount not less than specified above.
The contract will be awarded to the lowest responsible bidder without discrimination on grounds of race, color, sex or national origin. Disadvantaged businesses will be afforded full opportunity to submit bids.

To view these, download, and receive bid notices by e-mail, you must register with Central Auction House (CAH). Vendors/Contractors have the option to submit their bids electronically or by paper copy. Bid documents may be seen at the Engineer’s office. A digital copy of bidding documents may be obtained from the Engineer at no cost to prime bidders.
A pre-bid conference at which the scope of the project, contract time, and other requirements of the bidding and contract documents may be discussed, or any other special re- quirements for the project which may be discussed with prospective bidders, will be held at the office of Morgan City Harbor and Terminal District on Tuesday August 3, 2026, at 10:00 a.m., local time. A tour of the project site will be conducted immediately following the Pre-Bid conference. All bidders are encouraged to attend the Pre-Bid Conference and the project tour.

The award of a contract, if awarded, will be made to the lowest qualified bidder whose proposal complies with all requirements prescribed within 45 calendar days after opening proposals. However, when the contract is to be fin-anced by bonds which are required to be sold after receipts of bids, or when the contract is to be financed in whole or part by federal or other funds not available at the time bids are received, the time will not start until receipt of federal and/or state concurrence or concurrence of the other funding source. Award will be within 30 calendar days after the sale of bonds or receipt of concurrence in award from federal and/or state agency or other funding source. The successful bidder will be notified by letter mailed to the address shown in the proposal that the bidder is awarded the contract.
The award of a contract for projects financed either partially or entirely with State bonds will be contingent on approval by the State Bond Commission.
On projects in- volving federal funds the award of contract will also be contingent upon concurrence by the appropriate federal agency.
On projects in- volving state funds the award of contract will also be contingent upon concurrence by the appropriate state agency.
