NOTICE OF INTENTION
NOTICE IS HEREBY GIVEN that the Morgan City Council (the “Governing Auth- ority”), acting as the governing authority of the Morgan City Hotel/Motel Corridor Economic De- velopment District, State of Louisiana (the “District”), proposes to continue to levy a two percent (2%) hotel occupancy tax (the “Tax”) within the District pursuant to the authority of Part II, Chapter 27, Title 33 of the Louisiana Revised Statutes of 1950, as amended (La. R.S. 33:9038.31 through 9038.42, inclusive)(the “Act”). The proceeds of the Tax will continue to be deposited in a special trust fund to be used for the furtherance of economic development projects within the District, all pursuant to the authority of the Act.

Recreation District No. 3 of the Parish of St. Mary will conduct a proposed budget hearing on Monday, September 28, 2026, at 5:15 pm at the Bayou Vista Community Center, Bayou Vista, Louisiana. The purpose of the hearing is to invite public comments in the budget process on the District’s operations for the fiscal year ending September 30, 2026.

ORDINANCE
NO. 26-14
AN ORDINANCE OF THE CITY OF MORGAN CITY CREATING A COMMISSION TO BE KNOWN AS THE MORGAN CITY HORSE ARENA COMMISSION.
SECTION 1
Be it ordained by the City Council that the Code of Ordinances be amended by adding Article IV, Morgan City Horse Arena Commission, to Chapter 78, Parks and Recreation, said Article to read as follows:
ARTICLE IV. MORGAN CITY HORSE ARENA COMMISSION
Section 1 – Creation; qualifications; composition
There is hereby created a commission to be known as the Morgan City Horse Arena Commission of the City of Morgan City. The horse arena commission shall consist of nine (9) members.
(a) Residency Requirements:
Except as otherwise provided in subsection B, all members of the Commission shall be residents of and domiciled within the corporate city limits of the City of Morgan City.
(b) Equestrian Qualifications:
At least three (3) of the nine (9) members must be active horse owners or stall renters in the Morgan City horse arena. These three (3) members may reside outside the corporate city limits of Morgan City, provided they maintain a current stall lease or own a horse actively kept at the arena facility.
Section 2 – Appointment of members; terms; vacancies
(a) The members of the Morgan City Horse Arena Commission shall be appointed by the mayor with the advice and consent of the council, who may remove any member of the commission, after a public hearing for gross inefficiency, fraud, neglect of duty, malfeasance in office. A member shall be automatically removed from the commission as a result of his absence from four consecutive meetings or the absence from half of the meetings during any twelve (12) month period.
(b) The members shall serve without compensation and shall hold no public office. Membership on the commission will be for three-year staggered terms. The entire board shall initially be appointed for three years. Thereafter, four (4) members shall serve for one (1) year, three (3) members shall serve for two (2) years, and two (2) members shall serve for three (3) years. Their successors shall be appointed for a three (3) year term. No commissioner may serve for more than two (2) consecutive terms. If a vacancy occurs other than by expiration of term, it shall be filled by appointment of the Mayor with the advice and consent of the council, for the unexpired term.
(c) The Mayor shall appoint 2 councilmen to serve as ex-officio members of the commission.
(d) The City attorney shall be ex-officio attorney for the commission.
Section 3 – Organization
(a) The Morgan City Horse Arena Commission shall elect a chairman from among its membership and shall create other such offices as it may determine. The term of the chairman shall be for one (1) year, with eligibility for reelection. The commission shall have the power to designate and create various committees. These committees may be composed of commissioners and/or interested citizens of the tri-city area selected by the commission.
(b) The commission shall make rules and regulations as it may deem advisable and necessary for the conduct of its affairs, not inconsistent with laws of this city and laws of the state.
(c) No proxy voting is permitted. A member must be present at meeting to vote.
5 Section 4 - Authority to establish and maintain policy of programs and operations
(a) The Morgan City Horse Arena Commission shall be vested with the authority to:
(1) Establish and maintain policies of operations of the various functions under its cognizance and of the operation of hours of opening and closing of its facilities.
(2) Arrange events to be staged
(3) Promote and enhance horse arena projects
(b) In the conduct of its business, the commission shall require input from the affected committee prior to taking any action which affects such committee or the activity which the committee has cognizance.
Section 5 - Meetings; reports
(a) The Morgan City Horse Arena Commission shall meet at least monthly, but meetings may be called at any time by the chairman, the mayor and council, the mayor along, or at the request of any three (3) commission members. These meetings shall be held at the principal office of the “Morgan City Horse Arena” within the corporate limits. Any place within the city may be designated for any special meetings called. All meetings shall be opened to the public as required by the open meetings law of the State of Louisiana. All meetings of the Morgan City Horse Arena Commission shall be opened to the public as required by the open meetings law of the State of Louisiana.
(b) The commission shall keep minutes of each meeting and said minutes shall be turned in as soon as completed for inclusion in the next regularly scheduled council meeting.
Section 6 – Financial Records; program fund; approval required for payment of purchases; expenditures; budget.
(a) The financial records for all receipts and disbursements necessary for the operation and maintenance of the Morgan City Horse Arena Commission shall be maintained at the city office under the administration of the proper city authorities and under the supervision of the Finance Director. However, such financial affairs are to be deposited to and withdrawn from special accounts properly identified, such as “Morgan City Horse Arena Fund”, etc. All purchases and expenditures necessary to the operation and maintenance of the commission shall be approved by the commission before payment can be made. All expenditures in excess of $1,000.00 shall require the approval of the mayor and council. An annual budget shall be submitted in accordance with city regulations.
(b) To the extent possible, the activities of the commission shall be self-supporting, raising revenues from its activities, as appropriate. Operating expenses such as telephone, utilities, routine maintenance, etc. shall be paid by the commission.
Section 6 – Agreements, contracts for materials, service
Any agreements or contracts made by the Morgan City Horse Arena Commission for furnishing materials and/or services, including the hiring of labor, must first be approved by the mayor and council and must be in the name of the city.
Section 7 – Assistance from other departments and commissions
The chairman of the Morgan City Horse Arena Commission, as appropriate, may request assistance from other departments when necessary (such as police, fire, public works, utilities, etc.)
Section 8 – Authority to seek funding, federal and state, solicit and receive donations
The Morgan City Horse Arena Commission may seek funding for appropriate activities from all sources, including federal and state. It may solicit and receive, in the name of the city, any donations, gifts, or bequests of money or other property.
SECTION 2
Should any section, paragraph, sentence, clause, or phrase be declared unconstitutional or repealed for any reason, the remainder of the ordinance shall not be affected hereby. That all laws or parts of laws in conflict with this ordinance be and the same are hereby repealed. This ordinance shall take effect immediately after its passage within the time prescribed by law.
