A Mandatory Pre-Bid Conference will be held on Thursday, August 6, 2026 at 1:00 pm at St. Mary Hospital 2nd Floor Administrative Board Room, 1125 Marguerite Street, Morgan City, LA 70380. No bid will be accepted from any contractor who does not attend and sign-in at the Pre-Bid Conference.

Access to the project is without charge and without deposit and will allow you to view, download or send bid documents to a printer.
Prospective bidders desiring further information or interpretations of the Drawings and/or Specifications shall request such data electronically via www.centerlinebidconnect.com. Answers to all questions, inquiries and requests for additional in- formation will be issued in the form of Addenda to the Drawings and Specifications and copies of each addendum will be posted on www.centerlinebidconnect.com and to all prospective bidders. Refer to Instructions to Bidders.
All bids must be accompanied by bid security equal to five percent (5%) of the sum of the base bid and all alternates, and must be in the form of a certified check, cashier’s check or Bid Bond Form written by a surety company licensed to do business in Louisiana, signed by the surety’s agency or attorney-in-fact. The Bid Bond shall be in favor of Hospital Service District No. 2 of St. Mary Parish, and shall be accompanied by appropriate power of attorney. No Bid Bond indicating an obligation of less than five percent (5%) by any method is acceptable.
The successful Bidder shall be required to furnish a Performance and Payment Bond written by a company licensed to do business in Louisiana, in an amount equal to 100% of the Contract amount. Surety must be listed currently on the U.S. Department of Treasury Financial management Service List (Treasury List) as ap- proved for an amount equal to or greater than the contract amount, or must be an insurance company domiciled in Louisiana or own-ed by Louisiana residents. If surety is qualified other than by listing on the Treasury list, the contract amount may not exceed fifteen percent of policyholders’ surplus as shown by surety’s most recent financial statements filed with the Louisiana Department of Insurance and may not exceed the amount of $500,000. However, a Louisiana domiciled insurance company with at least an A- rating in the latest printing of the A.M. Best’s Key Rating Guide shall not be subject to the $500,000 limitation, provided that the contract amount does not exceed ten percent of policyholders’ surplus as shown in the latest A.M. Best’s Key Rating Guide nor fifteen percent of policyholder’s surplus as shown by surety’s most recent financial statements filed with the Louisiana Department of Insurance. The Bond shall be signed by the surety’s agent or attorney-in-fact.
Bids shall be ac- cepted from Contractors who are licensed under LA. R.S. 37:2150-2163 for the classification of Building Construction – or – Limited Specialty Services. Bidder is required to comply with provisions and re- quirements of LA R.S. 38:2212 (A)(1)(c). No bid may be withdrawn for a period of thirty (30) days after receipt of bids, ex- cept under the provisions of LA. R.S. 38:2214.
The Owner re- serves the right to reject any and all bids for just cause. In accordance with La. R.S. 38:2212 (A)(1)(b), the provisions and re- quirements of this Section, those stated in the advertisement for bids, and those required on the bid form shall not be considered as informalities and shall not be waived by any public entity.

NO. 26-13
AN ORDINANCE RECOGNIZING AND CONTINUING THE EXISTING OPERATIONAL AUTHORITY OF THE WARD 6 CITY MARSHAL OF THE CITY OF Morgan City, LOUISIANA
BE IT ORDAIN-ED by the Mayor and Council of the City of Morgan City, Louisiana, that:
SECTION 1. PURPOSE
The purpose of this Ordinance is to formally recognize and continue the long-established operational authority and law enforcement functions historically exercised by the elected Ward 6 City Marshal and Deputy Marshals within their lawful jurisdiction.
SECTION 2. FINDINGS
The Office of the Ward 6 City Marshal has historically operated as an active law enforcement agency serving the citizens of Morgan City and surrounding areas within its lawful jurisdiction; and
The City Marshal and Deputy Marshals have continuously exercised law enforcement authority in- cluding, but not limited to:
•Making lawful arrests
•Issuing traffic and criminal citations
•Conducting traffic enforcement
•Executing warrants and court orders
•Assisting in criminal investigations
•Participating in narcotics and interdiction operations
•Assisting local, parish, state, and federal law en- forcement agencies; and
The governing authority recognizes that these law enforcement services have contributed to the protection of public safety and the enforcement of laws within the community; and
The governing authority further recognizes the necessity of maintaining continuity in law enforcement operations and staffing to ensure uninterrupted public safety services; and
Nothing in this Ordinance shall be interpreted as limiting any authority granted to the City Marshal under the Constitution and laws of the State of Louisiana.
SECTION 3. CONTINUATION OF EXISTING OPERATIONS
The governing authority hereby recognizes and affirms the continuation of the existing law enforcement operations, practices, duties, and authority historically exercised by the Ward 6 City Marshal and duly appointed Deputy Marshals acting within the scope of Louisiana law.
The City Marshal’s Office shall continue to perform its customary law enforcement duties and public safety functions as historically carried out prior to the adoption of this Ordinance pursuant to House Bill 1038.
SECTION 4. PERSONNEL
The governing authority recognizes the necessity for the City Marshal to maintain sufficient personnel necessary for the continued operation of the Marshal’s Office and the delivery of law enforcement services to the public.
SECTION 5. PUBLIC SAFETY
The governing authority finds that maintaining continuity of law enforcement services through the Marshal’s Office is necessary for the protection of life, property, and the general welfare of the citizens.
SECTION 6. SEVERABILITY
If any provision of this Ordinance is held invalid, the remaining provisions shall remain in full force and effect.
SECTION 7. EFFECTIVE DATE
This Ordinance shall become effective immediately upon adoption and publication according to law.
