The Planning & Zoning Commission met on this date with Chairman Barry Druilhet presiding and the following members present: Danny Lipari, Jimmy Wiley, and Joshua Montgomery. Absent were Jeremy Chesteen, Melissa Darden, and Carla Davis.
Mr. Montgomery pronounced the Invocation and led the Pledge of Allegiance.
Mr. Montgomery moved that the reading of the minutes of the Regular Meeting, February 23,2026 be dispensed with and that the same be approved. Mr. Wiley seconded the motion, which carried.

Bruce Saucier appeared before the board to discuss the request for the Rezoning of three (3) parcels of property he owns, from Single Family Residential (SR) Zoned District and Light Industrial (LI) Zoned District to Agricultural (AG) Zoned District located at 2917 Hwy. 87, Franklin, LA.
Mr. Saucier stated that the reason for the Rezone request is to allow him to build a barn for the purpose of storing farm equipment and to house his animals. He stated that he owns 74 cows and 55 pigs.
In reference to Mr. Lipari’s inquiry, Director of Planning and Zoning, Mrs. Mandi LeBlanc, explained that that Mr. Saucier owns multiple farm animals and rezoning the property to agriculture would be a better use of the property.

He ex- plained that the property is being purchased by a company that will be farming the land and intends to construct a metal storage building to house their farm equipment.

Mrs. LeBlanc in- formed that that the existing shed on the property would not meet the required rear setback requirements. Therefore, they have also applied for a rear setback variance with the Board of Adjustments.

PROJECT DESCRIPTION: The project consists of the replacement of the metal roofing at the Port of Morgan City Multi-Modal Warehouse Building. The estimated construction cost for the Base Bid for this project is $220,000.00.
Prospective Contractors shall be licensed for Building Construction by the State of Louisiana and that license shall be in effect on the date of the bid.
Each proposal must be accompanied by a bid bond, a certified check, or cashier’s check in an amount equal to at least five percent (5%) of the amount bid, made payable without condition to the Owner as a guarantee that the bidder, if awarded the contract, will promptly execute the contract documents. Failure to do so will result in the bid/bids being declared nonresponsive and shall be cause for rejection. If a bid bond is provided it shall be on the attached form and only on the attached form and shall be dated on or be- fore the bid date. The bid security of all bidders, except the three lowest, will be returned promptly after the canvas of bids.
A non-mandatory pre-bid conference, at which the scope of the project, contract time and other requirements can be discussed with prospective bidders, will be held at the project site. All bidders will be notified and are encouraged to attend.
Copies of the contract documents are on file in the Morgan City Harbor and Terminal District, 7327 Louisiana Highway 182, Morgan City, Louisiana and the office of the Architect, Carl P. Blum AIA Architect, 900 David Drive, P. O. Box 2386, Morgan City, Louisiana 70381, and are open for inspection without charge.
Contractors may obtain contract documents from the Architect by paying a deposit of Twenty Dollars ($20.00). The full amount of the deposit, on the first set, will be refunded to each contractor who submits a bona fide bid, upon return of the documents in good condition within ten (10) days after the receipt of bids. Contractors and Material Dealers may obtain additional sets of plans and specifications by making a deposit in the amount named above. Up- on return of these documents, in good condition, one half of the deposit will be refunded, the difference representing the cost of printing, assembling, and distributing the sets. No refund will be made on any set not returned in good condition within ten (10) days after the receipt of bids.
If someone other than a corporate officer signs for the Bidder/Contractor, a copy of a corporate resolution or other signature authorization shall be required for submission of bid. Failure to include a copy of the appropriate signature authorization, if required, may result in the rejection of the bid unless bidder has complied with LA R.S. 38:22:12(A)(1)(C) or LA R.S. 38:22:12(0).
A bid will be considered responsive if it conforms in all respects with the conditions and re- quirements of the Bidding Documents. In order to be considered re- sponsive, the Louisiana Uniform Public Works Bid Form must: (a) be fully completed, signed and be responsive in all respects to the Bidding Documents; (b) be made on the Bid Forms provided and submitted intact, (c) submitted in ink.
No bid may be withdrawn after the scheduled closing time for receipt of bids for forty-five (45) days.
To the extent permitted by applicable state and federal laws and regulations, the Morgan City Harbor and Terminal District reserves the right to reject any and/or proposals for just cause. In accordance with LA R. S. 38:2212 (B) (1), the provisions and requirements of this Section; and those stated in the bidding documents shall not be waived by the entity.

The Board of Commissioners met in regular session at 5:30 p.m. at the district office with President, Chris Cooper presiding.
Present: Board Members –Tony Hensgens-Vice President, Thomas Philbrook-Sec. Treas., Paul Tholen and Raymond Beadle.
Guests: Larry & Pam Fromenthal- Fromenthal Plumbing. Tim Matte- Pitts & Matte.
Employees- Alexis Hartman, Dakota Jones and Logan Theriot.
Chris Cooper called the meeting to order and roll call was taken.
April’s board minutes were ac- cepted as circulated with a motion from Raymond Beadle and a second from Tony Hensgens, motion carried.
Accounts Payable and Treasurer’s Report was accepted by motion from Tony Hensgens and a second from Paul Tholen, motion carried.
No Public Comment.
Tim Matte with Pitts & Matte CPA’s, completed the 2024-2025 audit report. The policies and procedures required by the legislative auditor along with the financial re- ports were discussed. Mr. Matte reviewed and compared the current balance sheet to the previous years. There will always be a lack of segregation of duties due to the size of the office staff. Also, late filling due to accountant.
The board discussed Mr. Mattes report. Everyone is in agreeance that segregation of duties will always be there, as it’s not cost effective to hire more office staff. They will also speak with our accountant re- garding a better timeline for providing everything to Pitts & Matte.
Logan Theriot provided the maintenance report for the month. She notified everyone that she and Jason have been enrolled online for a wastewater course. Shelves have been built at the shop on Saturn and they have been working to reorganize inventory. More curb stops have been ordered to continue routine maintenance.
Larry Fromenthal provided his maintenance re- port for the month. He replaced two 3” meters at the Berwick Cameron yard and Walmart. Fairview hospital’s meter is next to be changed out. A new valve was installed at Saturn and Southwest Rd.
Tony Hensgens gave a joint plant update; he stated they have not heard anything back about the grant money yet for the clarifier.
Chris reminded all board members that Sexual Harassment and Ethics training need to be completed as well as Cyber Security.
Chris stated we have not heard anything back about Capital Outlay.
The board discussed changing the disconnect/re- connect policy, which was tabled at last month’s meeting. A decision was made to move forward with the new policy as written. With a motion from Raymond Beadle and a second from Thomas Philbrook, mo- tion passed.
Chris discussed the LDH water grade results and stated Bayou Vista achieved the highest grade in the Parish. He ac- knowledged our team and thanked everyone for their work.
The board discussed the R&R (repair and re- placement) fund. The water plant would like an increase, from .003 to .005. With a motion from Paul Tholen and a second from Raymond Beadle, motion passed.
Larry also stated that he needs to replace the spring assembly and pilot for the Saturn tower, he will get this ordered.
There being no further business to come before the board, a motion was made by Raymond Beadle to adjourn with a second from Tony Hensgens, all were in favor and mo- tion passed.

Francis Sicard appeared before the board to discuss the Specific Use Request for Francis Sicard to allow for horses in a Single Family Residential (SR) Zoned District located at 1933 Hwy 182 E, Morgan City LA. He explained that he intends to purchase the property, however, it is not zoned to allow for horses. He stated that his wife has been professionally showing horses for over 20 years and intends to convert the existing shed on the property into a barn for the horses to re- side in.
Kenneth Baker appeared before the board in opposition to the Specific Use Request. He stated that he is an adjacent property owner and is the owner of Back Road Properties LLC. He explained that his concern is the waste disposal from the horses and if the horses will attract flies and rodents.
In reference to Mrs. Darden’s in- quiry, Mr. Sicard stated that he intends to have no more than four (4) horses at a time.
Mr. Sicard ex- plained that he plans to use a manure spreader and plan to spray daily to keep the flies away. He stated that the horses are grain fed and that the manure is utilized as fertilizer for his garden.
Mr. Baker ex- plained that he is also concerned with the manure washing into the river behind the property.
In reference to Mr. Wiley’s inquiry, Mr. Sicard stated that one (1) horse requires at least one (1) acre of land.
In reference to Mr. Wiley’s inquiry, Mr. Sicard explained that the existing shed on the property would be converted into a barn with two (2) to four (4) stalls.
In reference to Mr. Lipari’s inquiry, Mr. Baker stated that he resides on the property to the east of the property that Mr. Sicard’s intends to purchase.

Matthew Fore with Miller Engineer’s and Associates LLC, ap- peared before the board to discuss the request for Preliminary & Final Subdivision/Development Ap- proval for a Subdivision of property for Edward Payton III in an Agricultural (AG) Zoned located at 17883 Hwy 182 W, Baldwin, LA. He explained that the property that Mr. Payton owns is triangular in shape and he would like to subdivide the property to possibly sell the portion on the west side.
Mrs. LeBlanc ex- plained that the plat includes modifications of the subdivision standards due to not having a fire hydrant installed within the re- quired distance. She informed that she did receive letters from the water and sewer commission and the Town of Baldwin Fire Chief verifying that safety standards are met.
Mr. Fore ex- plained that a two (2) inch water riser was installed near point “A” to “J” as per the plat. He also stated that the distance be- tween the two points is approximately 444 ft., which would meet the 500 foot fire hydrant requirement. He explain-ed that the existing water line is too small to install a fire hydrant.
In reference to Mr. Lipari’s inquiry, Mr. Fore explained that the two (2) inch riser will supply water but not to the extent of a fire hydrant and that the location of the two (2) inch water rise will be indicated on the final plat.
Mrs. Darden made a motion to approve the re- quest for Preliminary & Final Subdivision/Development of property along with the modifications of subdivision standards to allow for alternative fire protection in leu of the required fire hydrants based on the verification letters from the water commission and local fire de- partment, indicating that an alternative method provides an acceptable level of fire protection, for Ed- ward Payton III in an Agricultural (AG) Zoned located at 17883 Hwy. 182 W., Baldwin, LA; Sec. 22 T14S R9E; Parcel Id# 1994844093.00 Lot Por No 2 Nucoso Simeca Et Al Part Per Plat VV 36274, Being Por Tract “ABCDEA” Per Plat 110 293433, Situated in Sec. 22 T14S R9E; Acq. 110 293450,

NO. 2432
An Ordinance levying and imposing a tax of 5.72 mills for the purpose of maintaining and supporting the St. Mary Parish Public Library and its branches as directed by a special election in the Parish of St. Mary, excluding the municipality of Morgan City, for the year 2026; and levying and imposing a forty-six hundredths (0.46) mills tax on all the property subject to taxation in the Parish of St. Mary, State of Louisiana, excluding the City of Morgan City, for the year 2026.
BE IT OR- DAINED, by the St. Mary Parish Council of the Parish of St. Mary, Louisiana, in a public meeting held on May 13, 2026, which meeting was conducted in accordance with the open meetings law and the additional requirements of Article VII, Section 23(C) of the Constitution, that the taxing authority voted to adopt and impose the following millage rate(s), on all taxable property shown on the official assessment roll for the year 2026, and when collected, the revenues from said taxes shall be used only for the specific purposes for which said taxes have been levied. Said millage rate(s) are:

BE IT OR- DAINED, by the St. Mary Parish Council of the Parish of St. Mary, Louisiana, in a public meeting held on May 13, 2026, which meeting was conducted in accordance with the open meetings law and the additional requirements of Article VII, Section 23(C) of the Constitution, that the following millage rate(s) be and they are hereby levied upon the dollar of the assessed valuation of all property subject to ad valorem taxation within said Parish and within the incorporated municipalities and towns within the Parish for the year 2026, for the purpose of raising revenue:

Seismic Public Meeting Notice
To the Citizens and Landowners of St. Mary Parish, Louisiana.
Echo Ocean Science LLC will be conducting seismic activity within the waters of West Cote Blanche Bay. The activity area is located 5 miles southeast of the Port of West St. Mary and 11.5 miles southwest of Franklin, LA. A seismic energy source will be deployed from a survey vessel at two fixed locations within the activity area. The energy source used will be a compressed air source deployed to a depth of 3 ft below the water surface. This energy source will be activated repeatedly at each of the two locations dur-ing the survey. Seismic receiver instruments will be deployed within the boreholes of existing oil wells with the activity area. There will not be any seismic receiver instruments, cables, or ropes deployed on the seafloor as part of this project.
The survey will begin on approximately 1 August, 2026 and last until approximately 14 August, 2026.
To provide the public with additional information regarding the seismic survey, Echo Ocean Science LLC and LDWF will hold a public meeting at 6:00 pm on 14 July, 2026. The meeting will be held at Council Room in City Hall at 300 Iberia Street, in Franklin, LA 70538.
