The Board of Commissioners met in regular session at 5:30 p.m. at the district office with President, Chris Cooper presiding.
Present: Board Members – Chris Cooper-President, Tony Hensgens- Vice President, Thomas Philbrook-Sec. Treas., Raymond Beadle and Paul Tholen.
Guests: Larry & Pam Fromenthal- Fromenthal Plumbing, Em- ployees- Alexis Hartman, Logan Theriot, Dakota Dupuy.
Chris Cooper called the meeting to order and roll call was taken.
November’s board minutes were accepted as circulated with a motion from Tony Hensgens and a second from Raymond Beadle, motion carried.
Accounts Payable and Treasurer’s Report was accepted by motion from Thomas Philbrook and a second from Raymond Beadle, motion carried.
Logan Theriot provided the maintenance report for the month. The field has been working on breaking down daily readings from the plant to help locate water loss. The fence at the Saturn tower is being replaced to prepare for the Sanitary Survey to be conducted on December 11th. All daily routine maintenance continues.
Larry Fromenthal provided his maintenance re- port for the month. Larry stated that with the fire de- partments annual testing complete there are a few hydrants to be looked at as well as getting them updated on the map. He also stated that they started the process of replacing the hydrant on Moon and Saturn as discussed in last month’s meeting as it wasn’t able to just be repaired. While repairing the hydrant a leaking valve was discovered and re- paired. Larry and his crew have been working with the field to prepare for the Sanitary Survey. He also discussed a broken man hole on River Road that needs to be addressed. Meters at Crown Oilfield were located to prepare for changeouts. Larry stated the old sewer line on Arlington has fresh water getting into it, they dug it up, and made the necessary repairs.
Tony Hensgens gave a joint plant update. He stated that the plant is running well and that they are still wanting to acquire underground storage which would be very beneficial for the plant itself, they are just waiting on grant money.
Chris discussed that they are still waiting to hear back on Capital Outlay.
He also discussed that the office has been preparing for the Sanitary Survey on December 11th.
Renewal of the medical insurance from Blue Cross Blue Shield was accepted by motion from Thomas Philbrook and a second from Paul Tholen, motion carried.
The board discussed with the office staff the current issues with repeat customers having their meter lids and satellite dishes replaced multiple times. It was determined the first replacement will be no additional charge to the customer; each additional replacement will then be charged back to the customer at cost along with a labor fee.
There being no further business to come before the board, a motion was made by Tony Hensgens to adjourn with a second from Thomas Philbrook, all were in favor and motion passed.

The Board of Commissioners of St. Mary Parish Water & Sewer Commission No. 1 met in regular session on Wednesday, January 7, 2026, and was held at the office in Amelia, Louisiana at 6:00 P.M.
The President, Kenneth Mire called the meeting to order.
The Office Manager performed a roll call.

Approval of the minutes of the meetings held on Wednesday, December 3, 2025.
A motion was made by Charles Walters and seconded by Oscar Toups to approve and dispense the reading of the minutes for regular session held on Wednesday, December 3, 2025. Motion passed.

A. Discussion of pending litigation captioned “In the Matter of the Complaint for Exoneration from or Limitation of Liability of Deloach Marine Services, LLC, as Owner Pro-Hac Vice and Operator of M/V Miss Mollye D,” bearing Civil Action No. 3:22-cv-00416 in the United States District Court for the Middle District of Louisiana involving Deloach, LA DOTD and the Commission regarding the allision into the Bayou Ramos Bridge and the damaged water line.
B. To receive oral report regarding potential litigation and/or for the purpose of providing legal services related to the filing and litigation of a civil action for Rehabilitation of Gravity Filters at Water Treatment Plant project pursuant to the provisions of La. R.S. 42:17 that, in pertinent part, reads as follows:

C. Discussion and any action for the approval of the Confirmations and Louisiana Audit Compliance Questionnaire for the 2025 annual audit.

A motion was made by Charles Walters and seconded by Leroy Trim to approve the Confirmations and Louisiana Audit Compliance Questionnaire for the 2025 annual audit. All voted aye. Motion carried.
D. Discussion and any action to paint raw water piping at the raw water station and at the plant entering the clarifier, also finish water piping behind Clearwell as per LDHH requirements.

The Plant Operations Manager updated the Board on the requirements from LDHH concerning the Clearwell at the raw water station. A discussion followed.
A motion was made by Charles Walters and seconded by Oscar Toups to approve the work at the raw water station and plant. All voted aye. Motion carried.
E. Discussion and any action to replace raw water pit pump at raw water station.

F. Discussion and any action to purchase a submersible pump for the raw water station.

A motion was made by Charles Walters to combine items E and F and seconded by Rose Johnson to approve both issues. All voted aye. Motion carried.
The Plant Operations Manager updated the Board on the replacement of the raw water pit pump at the raw water station. A discussion followed.
A motion was made by Charles Walters and seconded by Rose Johnson to approve the replacement and purchase of a new raw water pit pump at the raw water station. All voted aye. Motion carried.
G. Discussion and any action to purchase repair and replacement parts for Roto-Torque valves at the water plant, for the purpose of minimizing down time upon failure. Parts estimate $10,448.00

The Operations Plant Manager updated the Board on the Roto Torque valves at the water plant. a discussion followed.
A motion was made by Charles Walters and seconded by Rose Johnson to approve the purchase of necessary parts for the Roto Torque valves. All voted aye. Motion carried.
H. Discussion and any action to change the meeting date for the November 2026 meeting.

The Office Manager, Amanda LaCoste made a request to change the meeting date for the November 2026 meeting.
A motion was made by Charles Walters and seconded by Oscar Toups to change the meeting date to Tuesday, November 3, 2026. This date will be confirmed. All voted aye. Motion carried.
I. Discussion and any action on giving Amanda LaCoste permission to be given banking information when calling M C Bank & Trust Co., regarding all of St. Mary Parish Water & Sewer bank accounts.
A motion was made by Charles Walters and seconded by Rose Johnson to authorize giving permission to Amanda LaCoste to receive information on the M C Bank & Trust Co. accounts. All voted aye. Motion carried.
J. Acknowledgement of 20 years of dedicated service by our office manager,Jane Aucoin who will be re- tiring on January 30, 2026, from St. Mary Parish Water & Sewer Commission No. 1.
The entire Board acknowledges and appreciates the service of the office manager who will be retiring.

TYPE OF CONSTRUCTION: HEAVY CONSTRUCTION
The Port of Morgan City’s Western Dock Expansion in total will consist of 2.88 acres of concrete laydown and transit area and 804 ft x 80 ft of pile supported concrete wharf. The proposed wharf will be supported by 18” precast concrete piles and precast concrete capsills. The wharf deck will be constructed with steel rebar reinforced cast in place structural concrete at 22” thick. A timber fendering system composed of 12” treated timber piles, 12”x12” treated timber whalers, and galvanized hardware. An approximately 900 ft cantilevered steel sheet pile bulkhead will be installed along the Northern edge of the proposed Wharf and will delineate between the Wharf and proposed concrete laydown area. The existing ground below the laydown area will require soil improvements in order to handle the anticipated traffic, equipment, and storage loadings. These im- provements will consist of a deep soil mixing program below the entire laydown area footprint to Elevation -70.0 to strengthen the existing in situ soils. Once im- proved, additional granular material (river sand) will be hauled and compacted in to raise the existing ground approximately 4-5 feet. 12” of Limestone base course will then be installed as the final layer to support the 16” steel rebar reinforced cast in place concrete for the laydown/transit area. Subsurface gravity drainage is to be installed just North of the proposed bulkhead to drain the paved areas, as well as between the existing federal flood protection and edge of the laydown area. The gravity drainage system will consist of approximately 1700 ft of precast concrete drainpipe and 16 precast concrete catch basins. Finally, 2 steel pump station outfall pipes will be extended through the proposed bulkhead. Each extension is approximately 150 ft. This will allow for the existing pump station to discharge into Bayou Boeuf.

A tour of the project site will be conducted immediately following the Pre-Bid conference. All bidders are encouraged to attend the Pre-Bid Conference and the project tour.
The award of a contract, if awarded, will be made to the lowest qualified bidder whose proposal complies with all requirements prescribed within 45 calendar days after opening proposals. However, when the contract is to be financed by bonds which are required to be sold after receipts of bids, or when the contract is to be financed in whole or part by federal or other funds not available at the time bids are received, the time will not start until receipt of federal and/or state concurrence or concurrence of the other funding source. Award will be within 30 calendar days after the sale of bonds or receipt of concurrence in award from federal and/or state agency or other funding source. The successful bidder will be notified by letter mailed to the address shown in the proposal that the bidder is awarded the contract.
The award of a contract for projects financed either partially or entirely with State bonds will be contingent on approval by the State Bond Commission.

Sealed bids will be received Ochsner St. Mary – Domestic and Heating Water In- frastructure at: Ochsner St. Mary, Attn: John Babin 1125 Marguerite St, Morgan City, LA 70380, PROJECT NUMBER: 2524201 or via Central Auction House. A general description of the project:
- (2) Existing HHW heat ex- changers shall be removed and (1) will be replaced.
- (1) Existing domestic hot water heat exchanger shall be removed and replaced. (2) Existing domestic hot water return pumps shall be removed and replaced.
- The existing steam header serving the existing HHW exchangers shall be removed and replaced in its entirety including condensate piping.
- Existing HHW heat exchanger to remain shall have condensate piping modified to im- proved condensate return.
- New Direct Digital Controls will be provided for integration into the existing BMS.
- Existing heating water piping, steam piping and electrical feeds will be modified to accommodate the new equipment. All required fire alarm and life safety systems are to be connected to the associated existing system.
- Any walls, windows, doors or other architectural elements damaged because of the project shall be repaired or re- placed like new.
The bid date will be Thursday February 12, 2026 at 2:00 pm CST. Any bid received after this time will be returned unopen-ed.
The Contractor shall hold a Louisiana Contractor’s license in Mechanical work. NOTICE TO BIDDERS
Public Notice is hereby given that sealed bids will be received either electronically at http://www.centralbidding.com or at the office of City of Morgan City, located at 512 First Street, Morgan City, Louisiana 70380, until Two O’clock p.m. (2:00) central standard time on the 11th day of February 2026 for the following:
Morgan City Sewer Valve Replacement
and shall at that time and place be publicly open and read aloud in City Hall. Bids received after the above specified time for opening shall not be considered and shall be returned unopened to the sender.
The work shall consist of, but is not limited to, replacing the existing underground pipe and valve assembly at the City owned Wastewater Treatment Plant with an above ground pipe and valve assembly.

The project is to be exempt from sales and use taxes im- posed by any taxing authority. The successful contractor / subcontractors will be required to submit the ap- propriate tax exemption form R-85012-T (Public Projects Contractor / Subcontractor: Sales Tax Certification and Exemption Application – Louisiana Re- vised Statute 47:305.7(A)(1)(b)) to the Louisiana Department of Revenue for each contract / subcontract associated with the work.

There will be a Mandatory Pre-Bid Conference at City of Morgan City Hall on Wednesday February 4, 2026 at 2:00 p.m. Physical street address of City Hall is 512 First Street, Morgan City, Louisiana 70380.
Each bid shall be accompanied by a bid bond payable to the City of Morgan City, the amount of which shall be five percent (5%) of the base bid plus additive alternates. Bid bond shall be written by a surety or insurance company currently on the U.S. Department of the Treasury Financial Management Service list of ap- proved bonding companies which is published annually in the Federal Register, or by a Louisiana domiciled insurance company with at least an A- Rating in the latest printing of the A.M. Best’s Key Rating Guide to write individual bonds up to ten percent of policyholders’ surplus as shown in the A.M. Best’s Key Rating Guide, or by an insurance company in good standing licensed to write bid bonds which is either domiciled in Louisiana or owned by Louisiana residents. The bid bond shall be issued by a company licensed to do business in Louisiana and who is under contract with the surety company or bond issuer as a licensed agent in this state and residing in this state. The bid bond shall be given as a guarantee that the bidder shall execute the contract, should it be awarded to him, in conformity with the Contract Documents within thirty (30) days.
No bidder may withdraw his bid for at least forty-five (45) days after the time scheduled for the opening of bids unless the withdrawal is in accordance with LA R.S. 38§2214.C. Each bid shall be submitted only on the bid form provided with the specifications. The successful contractor will be required to execute performance and labor and material payment bonds in the full amount of the contract as more fully defined in the bid documents.
Bids will be evaluated by the City of Morgan City based on LA Bid Law statutes, including the lowest responsible bid submitted which is also in compliance with the specifications. The City of Morgan City re- serves the right to reject any and all bids for just cause as allowed by LA R.S. 38§2214.
Contractors or contracting firms doing work which is classed as “Hazardous Materials” or any subclassifications, shall be properly licensed when the work to be performed is $1.00 or more. Contractors or contracting firms submitting bids for work besides Hazardous Materials, shall be properly licensed for any work in the amount of $50,000.00 or more.
All such bidders shall certify that they are licensed contractors under Chapter 24 of Title 37 of the Louisiana Revised Statutes of 1950. Contractors for this project shall be licensed for the classification of “MUNICIPAL and PUBLIC WORKS CONSTRUCTION”. Bids in the amounts specified above which have not bid in accordance with the re- quirements, shall be rejected and shall not be read. Additional information relative to licensing may be obtained from the Louisiana State Licensing Board for Contractors, Baton Rouge, Louisiana.
The City of Morgan City strongly encourages the participation of DBEs (Disadvantaged Business Enterprise) in all contracts or procurements let by the City of Morgan City for goods and services and labor and material.
