NOTICE OF
SPECIAL
ELECTION
Pursuant to the provisions of a resolution adopted by the Parish School Board of the Parish of St. Mary, State of Louisiana (the “Governing Authority”), acting as the governing authority of the Parish of St. Mary, State of Louisiana, for school purposes (the “Parish”), on April 10, 2025, NOTICE IS HEREBY GIVEN that a special election will be held within the Parish on SATURDAY, OCTOBER 11, 2025, and that at the said election there will be submitted to all registered voters in the Parish qualified and entitled to vote at the said election under the Constitution and Laws of the State of Louisiana and the Constitution of the United States, the following proposition, to-wit:
PROPOSITION
(SALES TAX RENEWAL)
Shall the Parish School Board of the Parish of St. Mary, State of Louisiana (the “School Board”), be authorized to continue to levy and collect a sales and use tax of 0.45 % (the “Tax”), for a period of 5 years, beginning July 1, 2026, in accordance with Louisiana law (an estimated $5,100,000 reasonably expected at this time to be collected from the levy of the Tax for an entire year), with the proceeds of the Tax (after paying the reasonable and necessary expenses of collecting and administering the Tax) to be dedicated and used to supplement salaries and benefits paid by the School Board for teachers and other personnel employed by the School Board?
Said special election will be held at each and every polling place in the Parish of St. Mary, which polls will open at seven o’clock (7:00) a.m. and close at eight o’clock (8:00) p.m., in accordance with the provisions of La. R.S. 18:541.
The polling places at the precincts in the Parish are hereby designated as the polling places at which to hold the said election, and the Commissioners-in-Charge and Commissioners, respectively, shall be those persons designated according to law.
The revised estimated cost of this election as determined by the Secretary of State based upon the provisions of Chapter 8-A of Title 18 and actual costs of similar elections is $101,400.
The said special election will be held in accordance with the applicable provisions of Chapter 5, Chapter 6-A and Chapter 6-B of Title 18 of the Louisiana Revised Statutes of 1950, as amended, and other constitutional and statutory authority, and the officers appointed to hold the said election, as provided in this Notice of Special Election, or such substitutes therefor as may be selected and designated in accordance with La. R.S. 18:1287, will make due returns thereof to said Governing Authority, and NOTICE IS HEREBY FURTHER GIVEN that the Governing Authority will meet at its regular meeting place, the Evans Medine Meeting Room at the Central Office Complex, 474 Hwy. 317, Centerville, Louisiana, on THURSDAY, NOVEMBER 13, 2025, at 5:30 P.M., and shall then and there in open and public session proceed to examine and canvass the returns and de- clare the result of the said special election. All registered voters of the Parish are entitled to vote at said special election and voting machines will be used.

LOUISIANA CITIZENS FAIR PLAN CLASS ACTION
SETTLEMENT
A settlement has been reached in a class action lawsuit against Louisiana Citizens Property Insurance Corporation a/k/a Louisiana Citizens Fair Plan (“Louisiana Citizens”).
This notice concerns all current and former in- sureds who, on or after August 29, 2005 submitted a claim for damages from Hurricanes Katrina and/or Rita and did not have their loss adjustment initiated within thirty (30) days after notification.
FINAL DEADLINE TO
SUBMIT CLAIM
You may be a Settlement Class Member if:
•You had Louisiana Citizens Fair Plan Insurance on or after August 29, 2005;
•You reported a loss due to Hurricanes Katrina and/or Rita; and
•More than 30 days passed be- tween the date you reported your loss and when Louisiana Citizens either:
•Scheduled an appointment with you to inspect your damage, or
•An adjuster inspected the property without an appointment.
If you meet these criteria, you are eligible to submit a claim under the settlement.
SETTLEMENT BENEFITS
Eligible claimants may receive a payment of $4,500.00 per valid claim. To qualify, you must submit a properly completed CLAIM FORM before the DEADLINE of August 29, 2025.
FINAL DEADLINE TO SUBMIT A CLAIM
To be considered for payment under the settlement:
• You must complete and sign a valid claim form; and
• It must be postmarked by AUGUST 29, 2025, and mailed to the Court-Appointed Class Counsel.
FAILURE TO SUBMIT A VALID CLAIM BEFORE THE DEADLINE means your claim will be dismissed with prejudice, meaning you cannot pursue it in the future, and you will not receive any compensation.

Old Business: Mr. Rapmundt addressed the audience to state that the board would be as transparent and accurate with information as possible going forward. Mr. Patureau reiterated that the public reach out to them with any questions or concerns moving forward. Mr. Governale stated that the new board members have really stepped up, especially during the last tropical event the district faced.
Motion to Ad- journ was made by Mrs. Dural. Second by Mr. Patureau. All were in favor. Motion carried. Meeting ended at 5:15 pm.

Recreation District No. 3 of the Parish of St. Mary will conduct a proposed budget hearing on Monday, August 25, 2025 at 5:15 pm at the Bayou Vista Community Center, Bayou Vista, Louisiana. The purpose of the hearing is to invite public comment in the budget process on the District’s operations for the fiscal year ending September 30, 2025.
The proposed budget is available for public inspection in the District’s offices at the Bayou Vista Community Center, 1333 Belleview Street Morgan City, LA 70380. Interested persons may examine the budget documents during regular office hours, Monday through Friday (8:00 am – 4:00 pm).

REGULAR MEETING
June 19, 2025

The St. Mary Levee District (“SMLD”) met on this date with President William Hidalgo Sr., presiding and the following board members present: Will Terry, Mike Ortiz, Carla Davis, Kenny Arceneaux, Mike Thomason, Andrew Mancuso, Kenny Arceneaux and J.P. Hebert.
Also present: Tim Matte, Executive Director; Michael Brocato, Operations Manager; Gerard Bourgeois, Bill Bourgeois; Robert Ka- ram, T. Baker Smith; Nicole Cutforth, APTIM; Reid Miller, Miller En- gineers and members of the public.
Mr. Mancuso moved to dispense with the reading and to approve the May 15 minutes. After a second by Ms. Davis, the motion was carried unanimously.
Mr. Arceneaux presented the payables report, which Ms. Davis moved to approve. Following Mr. Hebert’s second, the motion was carried unanimously.
Mr. Matte also presented the Statement of Revenues by Sources and Summary of Expenditures with comparison to budget of the St. Mary Levee District.
Mr. Robert Ka- ram with T. Baker Smith reported Olsson it working to run the 25-year storm event and to refine the model based on the project team meeting that was held with SMLD for Phase 2 of the West of Charenton drainage study. Mr. Karam stated that his office is working on conceptual design and section views of the proposed levee system and water control structures.
Mr. Karam re- ported the weir project (TE 168) is complete. Mr. Ka- ram stated that his office is working with the geotechnical engineer on the proposed floodwall stability design analysis for the Lakeside Flood Protection Project and his office is also working on revising the Walnut Canal weir design plans based on using existing construction materials SMLD has on hand.
Mr. Brocato reported there were no issues opening the Bayou Chene Control Structure.
Mr. Matte re- ported the Capital Outlay Bill for CPRA contains a request of $10 million in additional funding for the Lakeside Project. Mr. Matte stated that SMLD continues to pursue funding for this project from a variety of sources. Mr. Matte reported Mr. Hidalgo has met with Chairman Dove and Executive Director Glen Ledet to discuss our planned schedule and upcoming funding needs. Mr. Matte also reported the river elevation is holding and the Atchafalaya is expected to stay above 5’ through the end of the month.
Mr. Mancuso moved to approve the inspection of Pump Station #1pipe penetrations. After a second by Mr. Arceneaux the motion was carried unanimously.
Mr. Hidalgo ask-ed for further comments and did not receive any. Mr. Terry moved for adjournment, which was seconded by Mr. Arceneaux and was carried unanimously.
