The St. Mary Parish Council met on this date in Regular Session with Chairperson Gwendolyn L. Hi- dalgo presiding and the following members present: Rev. Craig Mat-hews, J Ina, Rodney Olander, David W. Hill, Leslie “Les” Rulf, Jr., Patrick Hebert, James “Jimmy” Davis, Jr., Mark Duhon, Dean Adams, and Kristi Prejeant Rink, M.D. Absent was Chief Administrative Officer, Paul Governale.
The Invocation was pronounced by Mr. Hebert and the Pledge of Allegiance was led by Mr. Rulf.
Mr. Olander moved that the reading of the First Regular Meeting, April 9, 2025 be dispensed with and that the same be approved. Dr. Rink seconded the motion, which carried.
Meaghan Thompson ap- peared before the council to discuss the St. Mary Parish mosquito program and the St. Mary Parish personnel policy manual. She stated that she is a former St. Mary Parish Employee of 12 ½ years. She stated her concern is that the Parish is working out of two (2) Personnel Policies. She referred to several sections of the policy and expounded on past cost of living raises, lack of merit raises, lack of communication, failing structure, accountability, recent change to the schedule of hours, and concerns re- garding the mosquito program.
Several Council Members thanked Ms. Thompson for bringing her concerns before the Council. They had discussions relative to the personnel policy manuals and the Personnel Board.
Mr. Adams mov-ed to expand the agenda to remove the old personnel policy and use the most recent policy that was recently adopted. Rev. Mat-hews seconded the motion.
In response to Mr. Duhon’s inquiry, Ms. Thompson stated that she initially worked at Kemper Williams Park then worked at Bayou Vista Barn as an equipment operator, and lastly worked at the Hanson Barn as Senior Clerk preparing payroll.
After discussion, Mr. Ina called for the question. Mr. Adams seconded the motion, which carried.

Mr. Adams mov-ed to expand the agenda to discuss recommending that the Personnel Director and the Chief Administrative Officer implement the current personnel policy that was recently adopted. Rev. Mat-hews seconded the motion, which carried by the following 11-0-0-0 Roll Call vote:

After lengthy discussion, Mr. Adams moved to recommend to the Personnel Director and the Chief Ad- ministrative Officer to implement the current personnel policy for immediate en- forcement. Rev. Mathews seconded the motion, which carried.
Rev. Mathews stated for the record, that discussion was had regarding possible changes to the Personnel Policy when it was adopted and stated that the current personnel policy needs to be revisited.
In response to Mr. Ina’s inquiry, Clerk of the Council, Lisa Morgan informed that all members of the Personnel Board have been appointed but have not been sworn in due to waiting on an opinion from Legal Counsel relative to whether they need to complete an oath of office.
Dr. Rink inform-ed that the Bayou Horseshoe Pitchers Association’s President is inviting Council Members to attend and meet tourist at their Annual Louisiana Open Tournament on April 26, 2025.
Mr. Adams in- formed that early voting is open for a millage continuation for Consolidated Gravity Drainage District No. 2. He also informed that re- pairs to Bayou Ramos Bridge should begin in early May 2025.
Parish President, Sam Jones reported on rising waters and stated that Mr. Duhon coordinated a visit to the Bayou Chene Flood Gate that he, Mr. Du- hon, Mr. Hebert, Mr. Davis, and Sheriff Driskill attended. He also reported that construction of Fire Protection District No. 11 Fire Station should begin soon. Discussion was had relative to land acquisition for this construction.
President Jones informed that the Chitimacha Tribe will receive funds to design the re- placement and construction of the Charenton Bridge. Mr. Olander suggested moving the location of the bridge into shallow water to help cut construction costs.
President Jones also informed of a new defense manufacturing company that will be located at the old Gulf Craft facility, off the Charenton/Franklin Canal. They plan to fabricate 115 advanced surface vessels (a class of warships) that will create approximately 300 permanent jobs. Several Council Members discussed the need for available housing for the employees.
Economic Development Director, Evan Boudreaux expounded on the project and it’s asset to St. Mary Parish. He ex- plained that the company is Saronic Technologies and that they will be making a $250M upgrade investment to the Gulf Craft facility and expand the current footprint to a total acreage of about 100 acres. He stated this location will be the global prototyping and production hub for their medium uncrewed surface vessels, an emerging class of warships that blends traditional marine craftsmanship with cutting edge autonomy and sensor technology, that will create 500 new jobs over the course of 3-4 years. He stated that he is working on a possible pipeline project for the Calumet Cut area.
President Jones further informed that he has sent letters to all local Congressmen to request $500,000 for a drainage study and $10M for repairs for the Bayou Vista area.
President Jones congratulated Mark Duhon for bringing businesses to the Amelia area.
Dr. Rink moved that the reading of the First Regular Meeting, April 9, 2025 be dispensed with and that the same be approved. Mr. Hebert seconded the motion, which carried.

RESOLUTION OF RESPECT
WHEREAS, the Lord Almighty in His infinite mercy and goodness has seen fit to remove from our midst, Mr. Calvin Rodger Robinson; and
WHEREAS, Mr. Robinson was a man accustomed to overcoming challenges and exuded confidence though he was a very humble man; and
WHEREAS, he was stricken with Polio at 9 years old and had to learn at an early age to face difficulties in life head on and to make the best of what came his way; and
WHEREAS, he attended Northeast Louisiana State College where he received his Bachelor’s De- gree in Education and was a devoted and compassionate educator with 31 years of dedicated service; and
WHEREAS, he is survived by his loving wife, Marguerite Peterson Robinson of 62 years and was a devoted husband, son, brother, and uncle; and
WHEREAS, the members of the St. Mary Parish Council wish to ac- knowledge publicly their sorrow and sympathy to the family of Calvin Rodger Robinson and hopes that his family will find comfort in the thought that their grief and sorrow are shared by their friends.

Rev. Mathews moved that Item 14C, “A Resolution providing for the approval and authorization for Change Order No. 1 relative to the Emergency Power Improvements at the St. Mary Parish Courthouse, FP&C Project No. 50-J51-21-01,” be adopted. Mr. He- bert seconded the motion.
In response to several Council Members’ inquiries, Lisa Morgan stated that the change order re- quest is to increase the contract time to 126 working days due to delays in receiving parts. Mr. Adams stated that he would like to review all bids that were received.
Several Council Members discussed the original deadline date and the importance of having a penalty clause and re- quested a copy of the original contract. Lisa Morgan stated that she will forward it to them tomorrow.
After lengthy discussion, Rev. Mathews withdrew his motion and Mr. Hebert withdrew his second.
Mr. Adams mov-ed to table Item 14C, “A Resolution providing for the approval and authorization for Change Order No. 1 relative to the Emergency Power Improvements at the St. Mary Parish Courthouse, FP&C Project No. 50-J51-21-01,” to the May 14, 2025 Council Meeting. Mr. Davis seconded the motion, which carried.

Minutes of
Meeting
April 16, 2025
Members Present: William Miller, LaGenia Bradford, Vincent Byrd, Edward Austin, Mr. Terrance Johnson
Members Ab- sent: None
Others Present: Jerry Boyles, Barry Dufrene, Andrew Bienvenu
Mr. Miller open-ed the regular meeting leading the Board in the pledge of allegiance.
The minutes of the regular meeting held on March 19, 2025, were re- viewed. Mrs. Bradford made a motion to accept the minutes. Mr. Austin seconded the mo- tion. The motion passed.
Mr. Dufrene presented and re- viewed the financial statements presented to the Board. A motion to accept the report was made by Mrs. Bradford and seconded by Mr. Johnson. The motion passed.
After discussion, an invoice from Louisiana Citizens’ was added to the list of payables. Mr. Austin made a motion to pay outstanding invoices. Mrs. Bradford seconded the motion. Mr. Austin, Mrs. Bradford, Mr. Johnson, and Mr. Byrd voted yes. Mr. Miller abstained. The motion passed.
Mr. Boyles presented his report to the Board. The Cruisin Cajuns RV group has in- creased the number of times it will use Kemper Williams and the District’s building. A group using the District’s building to host a “Fun Kids Show” has committed to return. They travel throughout the country performing.
After a resolution was offered by Mr. Byrd and a second by Mr. Austin to levy the tax of 2.20 mills on all of the property for the year 2025 in the District was read aloud, Mr. Byrd, Mr. Austin, Mrs. Bradford, Mr. Johnson, and Mr. Miller voted for the resolution. There were no nays, no abstentions, or no absences.
The Board discussed improving the audio system in the District’s building. Mr. Boyles will gather and present additional information.
With there being no other business to discuss, a mo- tion to adjourn was made by Mr. Byrd and seconded by Mr. Johnson. The motion passed.

The Board of Commissioners of the St. Mary Parish Recreation District #3 met in regular session on Monday, April 28, 2025, at 5:30 p.m. in the meeting room at the Bayou Vista Community Center.
Members Present: Brian Head – Chairman, Lane Boudreaux – Vice Chairman, Dr. Jeffery Fitter, Calvin Johnson, Eddie Gay, Cody Fontenot

Employees of the District Present: Angie Guillotte – Office Manager, Mark Richard – Operations Manager, Kim Willoughby – Activities Director

Mr. Head called the meeting to order at 5:30 p.m. Everyone present stood for the pledge of allegiance.
Mr. Head welcomed the newest board member, Cody Fontenot, who will be replacing Javon Charles.
Board members reviewed the minutes of the March meeting. Mr. Boudreaux motioned to accept the minutes as written. Dr. Fitter made a second to the motion. All were in favor and the motion carried.
Board members reviewed the ac- counts payable report and the monthly budget comparison report. Mr. Gay made a motion to accept the report as is and pay the bills. Dr. Fitter made a second to the motion. All were in favor and the motion carried.
Mr. Head made the board aware of items that were mistakenly omitted from the agenda:

•New Business: Move May Boad Meeting to 5/19/25 due to Memorial Day Holiday
•New Business: Milage Adoption
•Approval of Activities per Re- quest of Activities Director
Mr. Gay made a motion to amend the agenda and add the aforementioned items. A second was made by Mr. Johnson. All were in favor and the motion carried.
Operations Manager, Mark Richard, gave the manager/maintenance report. He updated the board on the maintenance work being done by district employees at all district properties.
Office Manager, Angie Guilliot, gave the community center report. She updated the board on rental activities and the day-to-day operations of the community center.
In old business, the board discussed accepting the audit report from Kolder, Slaven & Company, as written. A copy of the audit report was provided in advance for board members to review prior to the meeting. A motion to accept as written was made by Dr. Fitter with a second coming form Mr. Gay. All were in favor and the motion carried.
Moving to new business, a motion was made by Mr. Boudreaux to move the May board meeting scheduled for May 26 to May 19 due to the Memorial Day holiday. A second was made by Mr. Gay. All were in favor and the motion carried.
Mr. Head in- formed the board that its’ annual milage was due for readoption. After discussion the board decided not to change the rate and to leave the mills at 9.320. A motion to accept this was made by Mr. Gay with a second from Mr. Johnson. All were in favor and the motion carried.
Activities Director, Kim Willoughby, requested that the board grant her access to begin looking into bringing in an AAU basketball tournament to the community center. A motion was made by Mr. Boudreaux to grant Ms. Willoughby permission to do what she deems necessary in this matter. A second was made by Mr. Johnson. All were in favor and the motion carried.
The board ap- proved pricing for the summer camp being held at the community center from June 2 – July 25:
•Entire Camp: $325.00
•1 month: $175.00
•Weekly: $50.00
A motion to accept this pricing was made by Dr. Fitter with a second from Mr. Johnson. All were favor and the motion carried.
After discussion, a motion was made by Mr. Gay to set the rental rate for the community center fun jumps at $75.00 per event. These fun jumps can be rented in addition to a facility rental at the community center. A second was made by Dr. Fitter. All were favor and the motion carried.
Updated job descriptions for community center employees were sent to board members for review prior to the meeting. A motion to accept them as written was made by Dr. Fitter with a second from Mr. Johnson. All were in favor and the motion carried.
The board discussed an opening date for the spray park. The board decided on May 3. A motion to make this effective was made by Mr. Boudreaux with a second from Mr. Gay. All were in favor and the motion carried.
Office Manager, Angie Guillot made the board aware of the issues ongoing with the cash register in the concession stand at the community center and the need to purchase a new one. Mr. Boudreaux made a motion to allow for up to $1,500.00 to be spent on a new register or POS system. A second to this motion was made by Mr. Gay. All were in favor and the motion carried.
With no further business to discuss, a motion to adjourn was made by Mr. Boudreaux. A second was made by Mr. Gay. All were in favor. The motion carried and the meeting was adjourned.

Chairman, Mr. Ed Smith opened the April 24, 2025, regular meeting with the roll call. Mr. Ed Smith, Mr. Matt Mayon, Mr. Duval Arthur, III, Mr. Jimmy Broussard, Mr. Garrett Grogan, Mr. Justin Martin, and Mr. Scott Verret were in attendance.
Public Comment: none
Mr. Broussard made a motion to dispense with the reading of and to accept the February 27, 2025, minutes. Mr. Grogan seconded the mo- tion. All members were in favor and the motion carried.
There was no meeting in March due to the lack of a quorum.
The income statement for February 2025 was $84,621.00. Mr. Mayon made a motion to accept the income statement. Mr. Grogan seconded the mo- tion. All members were in favor and the motion carried.
The expense statement for February 2025 was $79,854.41. Mr. Mayon made a motion to accept the expense statement. Mr. Martin seconded the motion. All members were in favor and the motion carried.
A budget vs actual comparison was provided to the board for review.
The income statement for March 2025 was $73,556.98. Mr. Mayon made a motion to accept the income statement. Mr. Arthur seconded the mo- tion. All members were in favor and the motion carried.

Director Up- dates:
•Ms. Randle ad- vised that she attended the APCO/NENA Symposium in Lake Charles this month.
•The 911 vehicle was taken to AJ Dohman to be serviced. Parts needed to make minor repairs were not available. The parts were order-ed, and the vehicle will be serviced when they come in. It will cost approximately $1,800. Other recommended maintenance (tune-up, spark plugs, flushing fluids, etc.) would cost an additional $2,797.
•A copy of the 2025 Fire Association Agreement along with invoices were also provided to Mr. Martin. Invoices were also emailed to each department chief.
•The fire radio maintenance agreement was re- ceived and signed last month. The invoice was re- ceived this morning. Funds were moved from the Fire Association’s LAMP account to cover the cost.
•We have not received the VFIS insurance quotes yet.
•The LWIN project is moving along as scheduled.
•Telecommunicators Week was April 13-19, 2025. Ms. Randle en- couraged members to check out the Facebook page to see some of the activities employees enjoyed.
•Ms. Randle re- minded members to complete their ethics, sexual harassment and cybersecurity training courses for 2025.
•Members re- ceived board information packets.
General Discussion: None
Executive Session: Mr. Mayon made a motion to go into an executive session for the purpose of discussing the interview committee’s recommendations re- garding the possible appointment/hiring of a new assistant director. Mr. Arthur seconded the motion. All members were in favor and the motion carried.
Open Session: Mr. Smith called the meeting back to order at 1:55 p.m. Mr. Grogan made a motion to accept the committee’s recommendation to appoint Ms. Nicole Calloway as the new assistant director beginning with the next pay period on May 4th, 2025, with a starting annual salary of $65,000. Mr. Arthur seconded the motion. All members were in favor. Mr. Smith requested a vote. The motion was passed by the following roll call vote on the 24th day of April 2025.

The St. Mary Parish Home Rule Charter Revision Commission met on this date with the following members present: Dr. Gary Wiltz, John Armato, Edward M. Leonard, Jr., Norbert Wanous, Betty Hicks, Kenneth Perry, Jr., John Trevino, Sr., and Barry Du- frene. Absent were Mayor Clarence Vappie, John Higdon, and Jeremy Chesteen.
The Invocation was pronounced by Mr. Armato and the Pledge of Allegiance was led by Clerk of the Council, Lisa Morgan.
Judge Leonard moved that the reading of the Regular Meeting, February 20, 2025 be dispensed with and that the same be approved. Mr. Armato seconded the motion, which carried.
Judge Leonard moved to expand the agenda to reinstate Kenneth Perry, Jr. as secretary of the Home Rule Charter Revision Commission. Dr. Wiltz seconded the motion, which carried.

Kevin P. Belan-ger, Chief Executive Officer, Patrick Gordon, Planning Director, Tom Watkins, Attorney, Josh Manning, Senior Planner, and Attorney Cullen Currell of South Central Planning & Development Commission appeared be- fore the Commission to discuss redistricting and answer any questions from the Commission.
In response to Mr. Belanger’s in- quiry, Dr. Wiltz stated that the in- tention is to in- crease minority representation.
Mr. Belanger ex- pounded on the current minority representation percentage and handed out a demographics comparison of neighboring parishes.
Josh Manning stated that St. Mary and St. Charles are the only parishes in the study area with true At Large seats and have the largest disparity between their minority population percentage and minority representation on the Parish Council.
Dr. Wiltz discussed the minority population, the At Large Districts’ minority population, ways to in- crease minority representation, and possibly create super districts. He stated that by having 11 Districts in reference to population, St. Mary Parish may be overrepresented.
In response to several Commissioner’s inquiries, Mr. Belanger stated that he can return with the software to provide visual map scenario’s and ideas. He stated that it is important to keep two (2) minority districts.
Judge Leonard stated that the Charter’s intent was to have At Large members represent and unify the entire Parish.
Mr. Belanger stated that three (3) At Large Districts would only have enough population to create two (2) majority minority districts.
After discussion, Dr. Wiltz moved that South Central Planning & Development Commission research and gather information pertaining to the maps and districts and present it at the next meeting. Mr. Perry seconded the motion, which carried.
Due to a scheduling conflict with South Central Planning & Development Commission, Mr. Perry moved that the April 17, 2025 Home Rule Charter Commission Revision meeting be rescheduled to April 24, 2025. Mr. Wanous seconded the motion, which carried.
Mr. Belanger offered help in reviewing any section of the Home Rule Charter.
OLD BUSINESS:
Discussion and action relative to Article II. Parish Council, Section 2-01 through 2-18 of the current St. Mary Parish Home Rule Charter.
Several Commission Members discussed Section 2-05 A – Compensation. They compared the salaries and frequency of St. Mary Parish Municipalities meetings with that of the Parish Council. Several Commission Members suggested that all members receive the same compensation pay while others suggested a higher compensation for the At Large Members and Chairperson.
Mr. Dufrene re- ferred to a spreadsheet he created that calculates how much it is costing each municipalities per person based on population and stated the Parish Council is paid less than municipalities.
Dr. Wiltz inform-ed that the Council presented an ordinance to increase their salaries in 2022 but it failed by the vote of the Council.
In response to Dr. Wiltz’s inquiry, Cullen Currell expounded on Lafourche and Terrebonne Parish Council’s salaries and frequency of their meetings.
Mr. Belanger stated that St. Mary Parish is unique in that only At Large members can be Chairperson. He stated that he can prepare a spreadsheet showing salaries of the Chairperson and Council Members of surrounding parishes. Mr. Du- frene also requested it includes their salary increase process.
After discussion, Dr. Wiltz requested that South Central Planning & Development Commission gather and submit information regarding surrounding Parish Council Members’ salaries and their process for Chairmanship.
Mr. Trevino moved that South Central Planning & Development Commission also gather and submit the reimbursement process of surrounding Parishes (do they use a per diem system or require receipts for reimbursement.) Mr. Wanous seconded the motion, which carried.
Lisa Morgan explained the Parish’s current reimbursement process.
After lengthy discussion regarding Section 2-07 A – Council Meetings and Rules, Judge Leonard moved that Council Meetings re- main twice a month. Mrs. Hicks seconded the motion, which carried. Mr. Dufrene voted no.
After discussion regarding Section 2-07 C – Council Meetings and Rules, Judge Leonard moved that the last sentence re- garding the 30 days be changed to “shall be published in accordance with State Law.” Dr. Wiltz seconded the motion, which carried.
In response to Mr. Wanous’ inquiry relative to the amount of time guest are given to speak, Clerk of the Council, Lisa Morgan explained the ordinance. Patrick Hebert, District No. 6, appeared before the Commission and stated that the Chairperson has the power to grant more time. Judge Leonard explained “I raise to a point of order,” per Roberts Rules of Order.
Dr. Wiltz re- quested that Item 2-07 F be deferred until South Central Planning & Development Commission submits the requested in- formation regarding surrounding parishes’ procedures.
After discussion relative to Section 2-08 – Investigations, Judge Leonard moved to change “any Parish Official” in the first sentence to “acting under the jurisdiction or authority of the Parish Government.” Dr. Wiltz seconded the motion, which caried.
In response to Dr. Wiltz’s inquiry relative to Section 2-10 B – Clerk of the Council, Lisa Morgan stated that she works for the Chairperson of the Parish Council and that the Chairperson conducts her evaluations. She inform-ed that she has never received a merit raise at the time of her evaluations but has received the cost of living raise when given to Parish employees. She informed that neighboring Parish Clerks’ salaries are also done by ordinance but their salary ranges are higher. She also informed that the Council introduced an ordinance at their last meeting to give her a raise in approximately 30 days and another raise at the beginning of the year, if passed by the Council. She stated that the Personnel Policy lists the Clerk of the Council as an unclassified employee, which means that she does not have to follow the Parish’s Personnel Policy but does out of consideration.
In response to Dr. Wiltz’s inquiry, Lisa Morgan stated that she will gather information regarding salaries of other Parish’s Clerks of the Council. She also stated that the Assistant Clerk of the Council is an employee of St. Mary Parish Government. Roshonda Bourgeois, As- sistant Clerk of the Council stated that she has not always received annual evaluations or raises.
After discussion, Dr. Wiltz moved to defer Section 2-10 B – Clerk of the Council.
In response to Dr. Wiltz’s inquiry relative to Section 2-12 B – Ordinances in General, Patrick Hebert read what he proposed to the Council last year, which failed. After discussion, Dr. Wiltz moved to change the words “summary within seven (7) days after introduction” to “summary within 20 days after introduction,” in the first sentence, he also moved to change “20 days from the date of introduction” to “20 days from the date of publication” in the second sentence, and moved to change the word “may” to “shall” in the last sentence. Mr. Ar- mato seconded the motion, which carried.
Discussion was had relative to relative to Section 2-12 C regarding line item veto by the Parish President. Mr. Dufrene reminded that this was addressed at a previous meeting.
Judge Leonard moved to leave Section 2-14 – Emergency Ordinances as is. Dr. Wiltz stated that a motion is not needed for this item to remain the same, therefore Judge Leonard withdrew his motion.
President Sam Jones appeared before the Commission and discussed Section 2-17 A – Power of Levy Taxes relative to having a limit on the amount that can be borrowed. Mr. Dufrene requested that President Jones gather information and submit it to the Commission.
There being no further business, Judge Leonard moved for adjournment. Mr. Wanous seconded the motion, which carried.

Leonard, Jr., Norbert Wanous, Betty Hicks, Kenneth Perry, Jr., John Trevino, Sr., and Barry Du- frene. Absent were Mayor Clarence Vappie, Jeremy Chesteen, and John Armato.

Josh Manning, Senior Planner, and Cullen Curole, Attorney of South Central Planning & Development Commission ap- peared before the Commission to discuss redistricting.
Mr. Manning submitted a Council and Parish President Compensation Analysis/Comparative Salary Review and Recommendations and a Council Structure Reform Report/Conceptual Alternatives for Improving Representation and Governance to the Commission. He expounded on three (3) options for restructuring the St. Mary Parish Council to address concerns regarding majority minority representation, electoral fairness, and public accountability. He explained that Option 1 adds a fourth minority opportunity district without changing council size where it retains the existing 8 districts but replaces the 3 at large seats with 3 regional divisions and adds 1 new majority black district; Option 2 simplifies structure but does not meet proportional min- ority representation and eliminates the at large seats, creates 9 equally populated single member districts and provides 2 majority black districts; and Option 3 achieves the best balance of proportionality, compactness, and minority representation, though it reduces the number of seats and reduces the council size to 7 single member districts, eliminating all at large seats and providing 3 minority opportunity districts. He also stated that public input needs to be involved.
In response to Dr. Wiltz’s inquiry, Mr. Manning ex- pounded on the black, white, and minority Voting Age Population percentages in Districts 9, 10, and 11 based on the 2020 Census.
In response to several Commission Members’s inquiries, Mr. Manning expounded on the importance of public input, importance of district size, affect it will have on service district, pre clearance, and expounded on each of the three (3) options regarding their differences, having all single districts, single districts and at large districts, decreasing the number of districts, percentage of minorities in each district, adding an additional majority minority district, and in- creasing minority representation and influence on the Council. Mr. Manning informed that St. Mary Parish and St. Charles Parish are the only parishes that have At Large Districts. He also expounded on the best time frame to do the redistricting if it is needed and whether the data has changed since the 2020 Census.
In response to Judge Leonard’s inquiry, Mr. Manning stated that it would be hard to obtain the needed minority percentage to create 7 Single Member Districts and 2 At Large Districts based on population across the parish. Judge Leonard stated that there is an advantage of having At Large Districts and stated it would be interesting to see on paper.
After lengthy discussion, Mr. Trevino expounded on At Large Districts. However, he stated that he is in favor of 7 single member districts.
Mr. Dufrene discussed minority representation, adjusting the amount of pay for Council Members, and stated that he is in favor of 7 single member districts.
Patrick Hebert, St. Mary Parish Council Member for District No. 6, stated that the most simplified way is to keep 8 single member districts because the demographics are already in place. He stated that redrawing lines is a lot of work. He also expounded on 7, 9, and 11 single member districts and it’s reference to creating a third minority district.
Lee Dragna, Morgan City Mayor, stated that he is in favor of 7 single member districts and no at large districts. He also stated that his opinion is that if the Parish President is a full time position and has power to operate the Parish like the Chief Administrative Officer, that he should also run the Council Meetings like the mayors do because he is the only one that is voted by all voters of the Parish. Therefore, eliminating a chairperson.
J Ina, St. Mary Parish Council Member for District No. 2, ex- pounded on mo- mentum and stated that he is in favor of 8 single member districts that would replace the 3 at large districts with 3 regional divisions that have the “vote where you live” perspective.
Rodney Olander, St. Mary Parish Council Member for District No. 3, stated that he is in favor of 8 single member districts because the district lines are already in place and do not have to be redrawn. He stated that it may be a good idea for the Parish President to run the Council meetings.
Rev. Craig Mat-hews, St. Mary Parish Council Member for District No. 1, stated that the Charter does not represent our current economy and his opinion is that the Parish President should not be chairing the Council meetings.
OLD BUSINESS:
A. Discussion and action relative to Article II. Parish Council, Section 2-01 through 2-18 of the current SMP Home Rule Charter.
Judge Leonard suggested adding an additional Charter recommendation saying the Charter must follow State Law.
After discussion, Judge Leonard moved to defer action on the size of Council and their compensation to the next meeting. Mr. Du- frene seconded the motion, which carried. Mr. Perry was absent.
Mr. Dufrene clarified the most current salary totals for the Assessor, Clerk of the Court, and Sheriff that were submitted by South Central Planning & Development Commission. Mr. Manning stated that he obtained those totals from their websites.
After discussion, Lisa Morgan reminded the Commission that they already voted that the Parish President’s salary be an average of the Assessor, Clerk of the Court, and Sheriff’s salaries.
Discussion was had relative to having the District Attorney’s Legal Counsel prepare the final documents to be presented to be placed on the election ballot that will go before the vote of the people.
Legal Counsel, Morgan Guillory Bodin stated that it has never been the responsibility of the District Attorney to prepare the documents and set the election. She re- minded the Commission that Legal Counsel, Eric Duplantis inform-ed them of this at their first meeting and also reminded them that they requested several entities appear before the Commission to present services they offer. She also stated that South Central Planning & Development Commission was the only one that appeared and explained their services. She further reminded the Commission that they would present recommendations to the Council, who have the responsibility to place the items on the ballot.
Patrick Hebert stated that the final document needs to be prepared by someone with legal representation. He also expounded on the cost of the election.
In response to Mrs. Hicks’ inquiry, Mr. Manning stated that the services are offered free of charge to the Commission to prepare the final documents for election.
After discussion, Dr. Wiltz moved to engage South Central Planning & Development Commission to prepare and submit the final documents to present to the Council to place on the ballot for the election. Mr. Perry seconded the motion, which carried.
In response to Mr. Dufrene’s in- quiry relative to the Commission’s deadline for duration, Lisa Morgan read Ordinance No. 2371, specifically Section 3 that states “a duration of 9 months, but no longer than 12 months” and Section 4B states “the Commission shall have the authority to use the facilities and services of the parish or any political subdivision necessary to carry out its mission of preparing and submitting an amended home rule charter or alternative proposals.” She also read Section 6b, “The proposed amended charter, and any alternative proposals, shall be submitted by the Council to the qualified electors of the Parish for their adoption or rejection per applicable state law, not later than 12 months following submission of said proposal amended charter, and any alternative proposals by the commission to the Council per LA R.S. 18:1285.”
After lengthy discussion, Judge Leonard moved to accept Article II of the Home Rule Charter with the exception of the items that were deferred, Section 2-05 – Compensation and the size and make up of the Council, as discussed in the ap- pendix of the Home Rule Charter. Dr. Wiltz seconded the motion, which carried.
NEW BUSINESS:
A. Discussion and action relative to appointing members (Norbert Wanous and John Trevino) to begin the reviewing process of Articles VI, VII, and VIII of the St. Mary Parish Home Rule Charter.
Mr. Dufrene moved to appoint Mr. Wanous and Mr. Trevino to begin the reviewing process of Articles VI, VII, and VIII of the St. Mary Parish Home Rule Charter for the next meeting. Mr. Perry seconded the motion, which carried.
Discussion was had relative to the Commission needing more time to complete their review of the Home Rule Charter and possibly meeting twice per month.
After lengthy discussion, Dr. Wiltz moved that the Parish Council’s Chairperson put an agenda item on the next agenda stating that the Home Rule Charter Revision Commission requests an extension of 6 months to complete review of the Home Rule Charter and to mirror State Statue LA RS 33; 1395.1. Mr. Perry seconded the motion, which carried.
Discussion was had that the next Home Rule Charter Revision Commission meeting be held on May 15, 2025 at 6:00 p.m.
There being no further business, Judge Leonard moved for adjournment. Mrs. Hicks seconded the motion, which carried.
