BALDWIN -- A groundbreaking ceremony Wednesday marked the beginning of a project designed to protect property in the Franklin, Garden City and Centerville areas from storm surge flooding.
State, parish and city officials picked their way through the mud to the bank where the Charenton Canal meets the Bayou Teche just southeast of Baldwin. They picked up shovels and put on hard hats to represent the work to be done on the $11.4 million flood gate, the Bayou Teche Flood Control Structure.
