City of Franklin installs new signs to combat littering

FRANKLIN — The City of Franklin has installed 11 new litter enforcement signs through the state’s Keep Louisiana Beautiful Litter Enforcement Sign Project, an initiative supported by Lt. Gov. Billy Nungesser to help keep Louisiana communities clean.
The signs are being placed at strategic locations throughout Franklin to discourage littering and illegal dumping while reminding residents and visitors of Louisiana’s litter laws. Each sign also displays the statewide litter reporting hotline, 855-LA-LITTER (855-525-4883).
Residents who witness someone littering from a vehicle or illegally dumping trash can call the hotline to report the incident. Callers should provide the location, a description of the violation and, when possible, the vehicle’s make, model and license plate number. Photos or videos may also help investigators, but are not required.
Reports are reviewed by enforcement personnel, and violators may face citations, fines or other penalties under state law.
The initiative is part of a broader statewide effort led by Keep Louisiana Beautiful to reduce litter through public education, community partnerships and stronger enforcement. State law was also strengthened in 2025 through Act 67, which expanded Louisiana State Park Rangers’ authority to enforce litter laws statewide.
Franklin Mayor Eugene Foulcard said the new signs support the city’s ongoing efforts to improve neighborhoods, eliminate blight, conduct community cleanups and revitalize the community.
“Keeping our city clean cannot be the responsibility of city government alone,” Foulcard said. He encouraged residents to dispose of trash properly and help hold accountable those who disrespect the community.
City officials noted that litter affects more than the appearance of streets and neighborhoods. Trash can enter drainage systems, ditches and waterways, contributing to pollution and increasing maintenance costs. Litter can also hurt tourism, discourage business investment and diminish community pride.
The new signs complement Franklin’s continued revitalization efforts and reinforce the importance of maintaining clean, welcoming neighborhoods for residents, visitors and future generations.
Residents are encouraged to secure trash and debris during transport, dispose of waste properly and report littering or illegal dumping by calling 855-525-4883 or visiting Keep Louisiana Beautiful.
