Former economic development chief

LAFAYETTE – Arthur Green, chairman of the Louisiana Department of Economic Development in the Mike Foster administration, died April 27 at age 75.

He was in the life insurance business, active in education and Scouting.

Survivors include his wife Martha and two daughters.

Arrangements are by Martin & Castille.

Former banker

SHREVEPORT – Services for lawyer, CPA and banker Hugh Hansen will be Tuesday. He died Aapril 27 at age 85.

He was former president and chairman of the board of Pioneer Bank, which was acquired by Hibernia National Bank. He was active in number of professional and civic organizations at the local, state and national level.

Survivors include his wife Patricia, a son and five daughters.

Long-time police juror

SPENCER – Services for long-time Union Parish police juror and civic leader Cona Spillers will be Tuesday. He died April 27 at age 97.

As a Police Juror for 5 consecutive terms, from 1956-1976, he was instrumental in paving 60 miles of parish roads. He was one of three members of the building committee that led to the formation of the Union Parish Courthouse. He was chairman of the Union Parish Wildlife Committee, and from 1966-1976 was board member and President of the Union Parish Community Action Association. He served on the board of the North Delta Regional Planning and Development District, Inc., an organization that worked to expand the economic growth in North Louisiana.

Survivors include his wife, Lois and a daughter.

Arrangements are by Kilpatrick, Monroe.

Cafe du Monde operator

NEW ORLEANS – Services will be Tuesday for Wilbur Schwarz, operator of an iconic New Orleans business. He died April 26 at age 95.

He was a World War II veteran of the U.S. Army. He was president of H.N. Fernandez Inc. He joined Fernandez after the war, operating Fernandez Wine Cellar in the French Quarter. The family business then acquired Cafe du Monde Coffe Stand, which Schwarz helped develop into the institution it remains.

Survivors include his wife Leonora and a daughter Carol.

Arrangements are by Lakelawn Metairie.
